    THEPROJECT

    TheapplicanthasanoptiontopurchasethreeLRAlotsonDolman,1309,1311and1313,which

    wouldbecombinedasonelotonwhichheproposestoconstructatwostorysinglefamily

    dwelling.ThesiteonDolmanisnearthesouthendofthetwoblockstretchthathas

    experienced

    considerable

    loss

    of

    historic

    buildings.

    The

    applicant

    is

    seeking

    a

    preliminary

    reviewatthisearlypointintheplanningprocessinordertohavedirectionbeforehiringan

    architectandhavingconstructiondrawingscompleted.

    303NEWRESIDENTIALCONSTRUCTIONBASEDONANHISTORICMODELXAMPLE

    303.1HistoricModelExample

    In

    order

    to

    be

    consistent

    with

    the

    historic

    character

    of

    the

    district,

    each

    new

    residential

    buildingshallbebasedonaHistoricModelExample(HME).Thisisunderstoodtobeone

    specifichistoricbuildingandthedesignforanewbuildingcannotdrawuponelementsfrom

    severalbuildings.TheHMEselectedshouldbelocatedincloseproximitytothesiteofthe

    newconstructionandrepresentacommonpropertytype.Thepropertyownershallobtain

    concurrencefromtheCulturalResourcesOfficethattheHMEisappropriateforthesite.

    Theapplicanthasproposed1020DolmanasanHMEforthenewhouse.Asitislocated

    closetothesiteoftheproposedconstruction,andisacommontypeofsinglefamily

    dwelling,theCulturalResourcesOfficehasapproveditasanHME.

    Theapplicantproposestoconstructahousethathasafaadethatisthemirrorimageof

    that

    of

    the

    HME,

    complete

    with

    the

    recessed

    entrance

    bay.

    Intheabsenceofdrawings,thecommentsconcerningcompliancewiththestandardsare

    basedonadocumentinwhichtheapplicantsprovidedawrittendescriptionofthe

    proposedbuildingandmadecommitmentstomeetingthedistrictstandards.

    303.2SitePlanning

    A] AlignmentandSetback

    1) Newconstructionandadditionsshallhaveprimaryfaadesparalleltosuchfaades

    ofadjacentbuildingsandhavethesamesetbackfromthestreetcurb.

    2) Intheeventthatnewconstructionoradditionistobelocatedbetweentwo

    existing

    buildings

    with

    different

    alignments

    to

    the

    street

    or

    with

    different

    setbacks,orintheeventthattherearenoadjacentbuildings,thenthebuilding

    alignmentandsetbackthatismoreprevalentwithintheblockfront,oran

    adjacentblockfront,shallbeused.

    3) Newresidentialbuildingsinanareawithnoexistinghistoricbuildingsshallhavea

    commonalignmentbasedonthehistoricpatternofthatblockfrontoranadjacent

    blockfront.

    4) Theexistinggradesofasitemaynotbealteredbeyondminorgradingtoaffect

    waterrunoff.

    5) Thesetbackrequirementsarenotintendedtodisallowconstructionofalleyor

    carriagehousetypenewconstruction.

    6) Ancillarybuildingsshallbeplacedtobetheleastvisiblefrompublicstreets.

    7) Thereshallbeasidewalkalongallpublicstreets.Thesidewalkshallalignwith

    adjacentsidewalksintermsofdistancefromthecurb.Newandrefurbishedpublic

    sidewalksmustbeaminimumof4feetwidewherepossibleandhaveacross

    slopethatprovidesanaccessibleroute.

    8) Nonewcurbcutsforvehiclesshallbeallowed.Abandonedcurbcutswillnotbe

    reutilized.Curbcutsforpedestriansatstreetintersections,midblockcrossings,

    passengerdropoffandloadingzones,andsimilarlocationsshallbeallowed.

    Thesiteplanmeetsthestandardsforalignmentandsetbackinsiteplanning.The

    housewillbeasimilardistancefromtheexistingfourfamilyat130309Dolman

    thatthatbuildingisfromitsneighbortothenorth,maintainingsomerhythmof

    placementforthethreebuildingsinthestreetscape.

    303.3MassingandScale

    A] ThemassingofnewconstructionshallbebasedonthatoftheHMEselectedtobe

    comparabletothatoftheadjacentbuildingsortothecommonoverallbuildingmass

    withintheblockfront.Thismassingistypicallyrelativelytall,narrow,anddeep.

    Themassingwillberelativelytall,narrowanddeep,asforasinglefamilyhousein

    LafayetteSquare,althoughitwouldhaveasmallerscalethantheadjacentfour

    familybuilding.Itwillhaveascalesimilartothesinglefamilydwellingat1209

    Dolmanfurthernorthontheblock.

    B] TheHMEandnewbuildingshallhaveafoundationraisedabovegradeasameansto

    maintaincompatibilityinoverallheightwithadjacenthistoricbuildings.

    ThefoundationwillberaisedtoreflecttheheightofthatoftheHMEandofthe

    adjacentbuilding.

    C] TheHMEandnewbuildingshallappeartobethesamenumberofstoriesasother

    buildingswithintheblockfront.Interiorfloorlevelsofnewconstructionshallappear

    tobeatlevelssimilartothoseofadjacentbuildings.

    D] TheheightoftheHMEandnewconstructionshallbewithintwofeetaboveorbelow

    thattheaverageheightwithintheblock.Buildingheightshallbemeasuredatthe

    centerofabuildingfromthegroundtotheparapetorcorniceonaflatroofbuilding,

    tothefaadecorniceonaMansardroofedbuilding,ortotheroofeaveonabuildingwithaslopingroof.

    TheheightofthenewhousewillbeclosetothatoftheHMEasitwouldbedifficult

    tocalculateanaveragebuildingheightforthisblockonwhichsofewbuildings

    stand.Theexistinggradefortheproposedhouseiscomparabletothatof130309

    Dolmanandlowerthanthatof1225Dolman;consequentlythereislikelytobea

    stepdownincorniceheightfrom1226Dolmanto130309andthen131115.

    E] ThefloortoceilingheightofthefirstfloorofHMEandnewconstructionshallbea

    minimumtenfeet,andthesecondfloorfloortoceilingheightshallbeaminimumof

    ninefeet.

    Thedesignofthenewhousewouldcomplywiththeserequirements.

    303.4ProportionsandSolidtoVoidRatio

    A] TheproportionsoftheHMEandnewconstructionshallbecomparabletothoseofthe

    HMEandadjacentbuildings.Theproportionalheightsandwidthsofwindowsand

    doorsmustmatchthoseoftheHME,whichshouldbe1:2or1:3,theheightbeingat

    leasttwicethewidth,ontheprimaryfaades.

    B] Thetotalareaofwindowsanddoorsintheprimaryfacadeofnewconstructionshall

    bewithin10percentofthatoftheHME.

    C] Theproportionsofsmallerelements,includingcornicesandtheirconstituent

    components,oftheHMEwillbereplicatedinthenewconstruction.

    Theapplicantproposestomeetthesestandardsbybasingthenewdesigncloselyon

    theHME.

    303.5ExteriorMaterialsandColor

    A] Exposedfoundationsmustbescoredorcasttosimulateloadbearingmasonrymortar

    joints,orbefacedwithstonelaidinaloadbearingpattern.

    Thefoundationwillbescoredcastconcretetosimulateloadbearingmasonrywith

    mortarjoints.

    B] AsintheHME,thereshallbeadifferentiationinallfaadesnearthelevelofthefirst

    floorthatdefinesthefoundationasabase.Thewallmaterialsand/orthedetailingat

    thebaseshallbedistinctfromthatoftherestofthatfaade.

    C] TheexteriorwallmaterialsofHMEsareacombinationofstoneandbrickorallbrick.

    Typicallytheprimaryfaadematerialisdifferentfromthesinglematerialusedforthe

    sideandrearwalls.

    Allexteriorwallsoftheproposedhousewillbebrickabovetheconcretefoundation.

    D] Thematerialsoftheprimaryfaadeofnewconstructionshallreplicatethestoneor

    brickoftheHME.

    1) AstonefaadeshallusethestoneoftheHME.Itshallhavesmoothlydressed

    stonecutintoblockswiththesameproportionasthatoftheHME,belaidwiththe

    samepattern,andhavethesamedimensionofmortarjoints.Thestonefaade

    shallhavethesamedepthofreturnonthesecondaryfaadesastheHME.

    2) Theuseofscoredstuccoandcementitiousmaterialstoreplicatethestoneofthe

    faadeoftheHMEispermitted.Asforstonefaades,thereturnatthesecondary

    faadesshallreplicatethatoftheHME.

    (a)BrickshallreplicatethatoftheHMEasapressedfacebrickwithasmooth

    finishandadarkredcolorwithonlyminorvariationsincolor.Brickshallhave

    thesedimensions,22/3x8x4,orbebasedonanHME.Nobrickfaadewill

    displayreusedbrickofvaryingcolorsandshades.

    (b)BrickwillbelaidasintheHME,generallyinarunningbond,anditsmortar

    jointswillreplicate,bytypeoffaade,thatoftheHMEincolor,orbedarkred

    orgray.

    (c) Ornamentalbrick,stoneorreplicastonelintels,cornices,sillsanddecorative

    bandsorpanelsshallbebasedontheHME.Windowsillsonbrickprimary

    faadesshallbestoneorprecastreplicastone,basedontheHME.

    Theuseofbrickwouldmeetthesestandards:itwillbeapressedfacebrick

    withasmoothfinishanddarkredcolorwithonlyminorvariationsincolor.

    Thearchedwindowheadsofthefacadewillbecreatedinbrick.The

    projectingsillwillbecastreplicastoneofthedimensionsofthatoftheHME.

    E] TheHMEshalldeterminethechoiceofthematerialusedonthesecondaryandrear

    faadesofanewresidentialbuilding.Typically,commonbricksideandrearwalls

    werecombinedwithafacebrickorstonestreetfaade.Materialspermittedforuse

    onsecondaryandrearfaades,therefore,shallbebrickofsuitablecolor,texture,and

    bond,andbepointedwithmortarappropriateincolor,textureandjointprofile.

    Allexterior

    walls

    will

    be

    brick.

    F] Sidingofvinyl,aluminum,fibercement,orwoodofanytype,style,orcoloris

    prohibitedonanyfaadebecauseoftherequirementforanHMEfornewresidential

    construction.

    Noneofthesematerialsareproposed.

    G] Thematerialsidentifiedabovemaybecombinedwithmodernconstruction

    techniquesinthefollowingways:

    1) Theappearanceofstoneonaraisedfoundationmaybecreatedusingstone

    veneer,pargingwithjointlinestoreplicatealoadbearingmasonrypattern,or

    pouredconcretethathasthepatternofloadbearingmasonry.

    2) Brick,stone,andstuccoscoredtoappearasstonemaybeinstalledasaveneeron

    exteriorwalls.

    Theproposedhousewillbewoodframedwithbrickinstalledasaveneer.

    303.6Windows

    A] WindowsintheHMEandtheirsashwillbethemodelforwindowsinnewresidential

    construction.ThesizeandlocationofwindowopeningsintheHMEwillbereplicated

    ontheprimaryfaade.

    ThehousewillhavefivewindowsinsizeandlocationmatchingtheHME.

    B] Theprofilesofthewindowframingelementsi.e.frames,sills,heads,jambs,and

    brickmoldswillmatchthedimensionsandpositionsofthoseintheHME.

    C] WindowSash

    1) WindowsashshallmatchthatoftheHMEintermsofoperation,configuration

    (numberoflights),anddimensionsofallelements.Themethodofawindows

    operationmaybemodifiedontheinteriorinawaythatdoesnotchangethe

    exteriorappearanceandprovidesforaccessibility.

    D] Materials

    1) WoodwindowsmanufacturedtomatchthecharacteristicsoftheHMEare

    preferredontheprimaryfaade.Anywindowsashthatmustbereplacedinnon

    historicresidentialbuildingsconstructedunderthesestandards,orpreviousones,

    shallmeetthesestandards.

    2) Factorypainted,metalcladwoodandcompositeorfiberglasswindowsare

    acceptablefortheprimaryfaadeiftheymeettheaboverequirementsandare

    acceptableforsecondaryandrearfaades.

    3) Vinylsashisprohibited.

    4) Allglazingwillbenonreflectiveglass.

    5) Windowsmayhavedoubleglazed,lowsolargain,LowEglazingsash;tintedLow

    Eglazingisnotpermitted.

    Thewindowstobeusedonthefacadeswillhavearchedheadsandbetwoover

    twodoublehungsashwithexteriormuntins;theywillbewindowsapprovedby

    theCRO

    astomaterials,

    dimensions

    and

    profiles

    similar

    tothose

    ofthe

    HME,

    andhavethecorrectbrickmold.

    F] Windowsinsecondaryandrearfaadesthatdonotfacethestreetshouldhavethe

    proportionsandsizebasedontheHME.Theoperationofthewindowsashand

    materialisnotregulated,otherthannotbeingvinyl.

    Atthistime,theapplicantsproposetoreplicatethearchedwindowheadsofthe

    HMEforverticallyorienteddoublehungwindowsofsizessimilartothoseonthe

    HME;theplacementofthewindowswillbedeterminedbythefloorplanandhave

    notyetbeendetermined.Therearfaadewindowsizewouldnotbebasedonthe

    sizeofopeningsintheHME.

    G] Bathroomwindowsinprivatesecondaryandrearfaadesmayhavefrostedglass.

    Historicalexamplesincludegluechipandmachinetexturedglass.

    H] StormWindowsandscreens,asonhistoricbuildings,areallowedontheinteriorof

    primarypublicfaadewindowsandontheexteriorandinteriorofotherfaade

    windows.OtherstipulationsinSections203.1(D)and203.2(D)applyhereaswell.

    Thesewindowswouldcomplywithmaterialstandards.

    303.7Doors

    A] DoorsontheprimaryandsecondarystreetfaadesmustbebasedontheHMEand

    meettheserequirements:

    1) Beaminimumof7feetinheight.

    2) IfthefrontentrydooroftheHMEissetbackfromthefaade,newconstruction

    mustreplicatethisconditionandreplicateanypanelrevealsoftheHME.

    3) Allentrydoorsonstreetfaadesmusthaveatransom,transombarandtransom

    sash,basedontheHME.

    4) SlightmodificationstotheentrancedesignoftheHMEmaybeacceptableto

    provide32inchwideopenings,flushthresholds,andtheuseofswingclearhinges.

    B] Clearandnonreflectiveglazingshallbeusedinstreetfaadedoorsandtransomsash.

    C] Accessibilitytoresidentialbuildingsisencouragedandcanbeobtainedthroughthe

    selection

    of

    an

    HME,

    entrance

    design,

    the

    placement

    of

    actual

    floor

    levels,

    and

    other

    designchoices.

    Theapplicantproposestomeetthesestandardswithadoorofsuitabledesign,size

    andheightthatreplicatesthatoftheHME,replicatethepaneledrevealsofthe

    entry,installatransomabovethedoor,anduseclearglazinginthedoor.He

    proposestoaddanironhandrailattheentrancesteps,thedesignofwhichisbased

    onthatinstalledat1230Mackay.

    303.8Cornices

    A] ThedesignofaprimaryfaadecorniceandallitselementsshallbebasedontheHME.

    IntheeventthatthemeasurementsoftheHMEarenotreadilyattainable,the

    following

    will

    be

    used:

    1) Crownmolding,ifusedmustbeaminimumoffiveandonequarterinches(5)in

    height.

    2) Dentilmolding,ifusedmustbeaminimumoffourinches(4)inheight.

    3) Decorativepanelsorothermoldingsmaybeusedbetweenbracketsorcorbels

    onlytoreplicatetheselectedHME.

    B] Thespacebetweenbracketsorcorbels,andtheirheightandproportions,shall

    replicatethatoftheHME.

    ThecorniceoftheHMEwouldbereplicatedinscaleanddesign,withitsreturnon

    the

    sides,

    and

    with

    the

    same

    number

    of

    brackets

    placed

    at

    the

    same

    locations.

    The

    rondelinthecornicefasciawouldbereplicatedabovetheentrance,butnotthe

    incisedpattern.

    303.9Roofs

    A] TheformoftheroofmustreplicatetheHME.

    B] Visibleroofplanesshallbeuninterruptedwithopeningssuchasindividualskylights,

    vents,pipes,mechanicalunits,solarpanels,etc.

    C] RoofingMaterials

    1) Visibleroofingmaterialshallbelimitedtothefollowing:

    (a) Slate,

    (b)SyntheticstatewhereslateisusedontheHME,

    (c) Asphaltorfiberglassshingles,standardthreetabdesignof23poundsper

    squareminimumconstruction,

    (d)Standingseam,copperorrefinishedsheetmetalroofingonlyasguttersand

    ridges;allmetalroofsarenotallowed,

    (e)Plateorstructuralglassonanappendage.

    Theroofandassociatedelementsoftheproposedhousewouldbeaflatroof,to

    replicatethatoftheHME;nodormersorchimneysareproposed.

    PRELIMINARYFINDINGSANDCONCLUSION:

    TheCulturalResourcesOfficeconsiderationofthecriteriafornewresidentialconstructionin

    theLafayetteSquareHistoricDistrictStandardsledtothesepreliminaryfindings:

    Theproposedsiteforconstruction,131115Dolman,islocatedintheLafayetteSquareLocal

    Historic

    District

    on

    ablock

    ofDolman

    where

    significant

    demolition

    has

    taken

    place.

    TheapplicanthasproposedaHistoricModelExampleforthenewhouse,1020Dolman,thathasbeenapprovedbytheCulturalResourcesOffice.

    Althoughtheapplicantdoesnotyethaveplansforthenewconstruction,hehasstudiedthestandardsandcommitstomeetingthembasedonstatementsinadocument

    submittedtotheCulturalResourcesOffice.

    Theapplicantproposestoconstructadwellingwithafaadethatisthemirrorimageofthefaadeoftheexample,andreplicateitsentrance,fenestrationpattern,recessed

    entrancebay,andcornicedesign.

    Theapplicantsproposesfoursidesofthehousetobebrick;thefoundationtobescoredconcrete;andtomeetthematerialsanddesignrequirementsfortheentryandwindows.

    Thesitingofthehousewouldbeinalignmentwiththehistoricfourfamilytothenorthanditsnorthsideyardwouldbeasimilardistancefromthatbuildingandatownhouse

    tothenorthofit;thepropertywouldhaveawidersideyardonthesouth.

    Thefinishedprojectwouldincludeafenceandgaragetobebuiltbehindthehouse.

    BasedonthePreliminaryfindings,theCulturalResourcesOfficerecommendsthatthe

    PreservationBoardgrantpreliminaryapprovalfortheproposednewconstruction,withthe

    conditionthatthedesignbedevelopedasproposedandthatdesigndetailswillbereviewed

    andapprovedbytheCulturalResourcesOfficetoensurecompliancewiththedistrictstandards.

    (HME).

    This

    is

    understood

    to

    be

    one

    specifichistoricbuildingandthedesignforanewbuildingcannotdrawuponelementsfrom

    D. NeighborhoodEffectandReusePotential.

    1. NeighborhoodPotential:Vacantandvandalizedbuildingsontheblockface,the

    presentconditionofsurroundingbuildings,andthecurrentlevelofrepairand

    maintenanceofneighboringbuildingsshallbeconsidered.

    TheVisitationParkareahasexperiencedsomechangessince2000.The

    RobertsBrothersrehabilitationoftheformerHarrisTeachersCollegeschool

    buildinginthedistrictwasanimportantprojectundertakenin200607.The

    RobertsBrothersprojectincludedthesubdivisionofthepreviously

    undevelopedareasouthoftheschoolintolotsandtheconstructionin2007of

    threenewhousesonEnright,immediatelywestof5331.Thehouses,which

    werenotsoldasintended,arenowrentals. Nosignificantprojectshavebeen

    undertakenelsewhereintheimmediatevicinityof5331orwithinthe

    VisitationParkdistrict.ResidentialrentalsdominatetheareawiththeSavoy

    Courtbuildings,theloftsintheschool,andadditionalapartmentsonDelmar.

    ThesinglefamilyhomesinthedistrictareonEnrightandClemenswestof

    ArlingtonandonWindermerePlacetothenorth.

    Tothesouthwestof5331Enright,theMetropolitanSt.LouisPsychiatricCenter

    standsfacingDelmar,anditsparkinglotisadjacenttothesouthernboundary

    oftheVisitationParkHistoricDistrict.TheparkinglotfortheUnionAvenue

    ChristianChurchiswestofthechurch,whichstandsatthecornerofUnionand

    Enright.ThesepropertiesareintheCentralWestEndCertifiedLocalHistoric

    District.

    2. ReusePotential:Thepotentialofthestructureforrenovationandreuse,basedon

    similarcaseswithintheCity,andthecostandextentofpossiblerenovationshallbe

    evaluated.Structureslocatedwithincurrentlywellmaintainedblocksorblocks

    undergoingupgradingrenovationwillgenerallynotbeapprovedfordemolition.

    Theinteriorofthehouse,asvisiblefromareardoor,hassufferedthelossof

    interiorwallandceilingplaster.

    The

    of

    single

    family

    dwelling

    at

    5331

    Enright

    is

    large

    for

    the

    neighborhood,

    whencomparedtoboththenewhousestothewestandtothehistoric

    dwellingsonEnrightwestofArlington.Inaddition,thebuildingstands

    somewhatalonewithparkinglotsacrossthestreet,theathleticfieldtothe

    northandeast,andthenewhousesandundevelopedlotstothewest.

    3. EconomicHardship:TheOfficeshallconsidertheeconomichardshipwhichmaybe

    experiencedbythepresentowneriftheapplicationisdenied.Suchconsideration

    Asacontributingbuildinginacertifiedlocalhistoricdistrict,arehabilitation

    projectwouldbeeligiblefortheuseofstateandfederalhistorictaxcredits.

    Theapplicantwillprovideinformationontheprojectedcostofrehabilitation

    andreuse,propertyvalues,andanassessmentofthereusepotentialofthe

    property.

    VisitationParkdistrictdoesnothavethetypicalcharacterofmostblockfronts

    inhistoricdistrictswithcloselyspacedbuildingsestablishingadensity,rhythm

    andbalance.Thethreenewhouseswestof5331,andtheprospectof

    additionalnewresidentialbuildingsonthatportionofEnright,willeventually

    establishanewcharacterforthesouthernboundaryoftheVisitationPark
