The following is a general guideline to assist in the preparation of a Proposal for the City’s Corporate Banking Services. Respondents should address and respond to each “Requirement” in each Section within this Appendix ‘C’. Through the information provided in your Response, the City of Nanaimo expects to gain an in-depth understanding of a Respondent’s experience, capabilities and capacity to provide the Corporate Banking Services to the City as outlined in this Appendix ‘C’.

1.0 Financial Service Requirements The Services described in this section are the minimum City’s Core Financial Service Requirements, to be provided by the Financial Institution.

Requirement1.1 Account Structure: The City currently has the following accounts:

1. Main Accounts General operating account – Canadian Funds Operating account – US Funds Payroll Account Cemetery Care Account

2. Subsidiary Accounts Taxes/User Rates/Licences Debit Card/ MasterCard/ Visa Parks & Recreation

The balance in all these accounts is included in the calculation of the daily interest earned. The subsidiary accounts will be rolled into the General Account on a periodic basis. The subsidiary accounts have no chequing privileges. Information pertaining to average account balances, number of cheques issued and deposits is contained in Schedule ‘A’ Account Information of the RFP document.

Same-day credit of all deposits made by the City’s facilities and online ability to transfer funds between all bank accounts is required.

Respond in Detail1.2 Local Branch and Main Branch of Financial Institution

The City anticipates that Financial Institutions who return Proposals will offer Services from a local branch in Nanaimo, British Columbia. The Financial Institution must have local representation through an established local branch that can provide support during normal working hours of Monday to Friday. Any changes to account representation should be made only with the express permission of the City.

IN YOUR PROPOSAL RESPONSE:1) State the location of the main branch and the local branch in Nanaimo,

B.C., branch, hours of service, interest cut-off times and telephone service policies;

2) Identify the Financial Institutions Contract Manager who would be assigned to manage the City’s account, to coordinate account services and expedite issues resolutions and state their experience and the location of the branch this Contract Manager resides in;

3) State if you have a dedicated customer service point-of-contact to assist with day-to-day banking needs and what branch location this person or persons reside in; and

4) Our current bank has a branch located in the downtown core which is within walking distance of City Hall.  This location is ideal for City staff to physically visit the branch, if and when required for deliver/pickup documents for signature, ordering and picking up bank drafts, late deposits, etc. State if your branch offers on-site Services, and if so, indicate what on-site services are available, response time to on-site call requests, etc.

Respond in Detail1.3 Information Technology and Security

IN YOUR PROPOSAL RESPONSE INDICATE YOUR ABILITY TO MEET OR EXCEED THE FOLLOWING REQUIREMENTS AND DESCRIBE HOW THIS WILL BE ACHIEVED.1) The City currently uses SAP, Tempest and Class as its financial reporting

systems. The Financial Institution must indicate the compatibility of its banking system with the City’s systems and describe its credentials and experience with other public sector organizations utilizing SAP, Tempest and Class;

2) The Financial Institution must be fully compliant with the Canadian Payments Associations (CPA) Standards and remain compliant with future CPA Standards;

3) The Financial Institution must show online banking system security and how it ensures the privacy, integrity and security of information through

online banking services;4) The Financial Institution must have online cheque fraud detection service;5) The Financial Institution must have secure on-line computer access for

account information, bank transfers, etc.; 6) Security measures around electronic payment which should include multi-

tiered approval process and applicable hardware/software requirements; and

7) Identify all associated costs that you anticipate the City would incur associated with the (i) implementation and/or (ii) ongoing management of these Services, but which are not included in the pricing set out in Appendix ‘D’. These are costs that the City would incur but would not be payable to the Financial Institution.

Respond in Detail1.4 Safekeeping Services for Investment Securities

The City invests surplus funds not immediately required for operations. The types of eligible investments are governed by Section 183 of the Community Charter. City policy is to obtain quotations and choose the investment that provides the best return. Investment of surplus funds is not considered to be part of General Banking Services and is not part of this Contract.

Part of this Contract is that the City requires the Financial Institution to hold the City’s investments until maturity in Vancouver and/or Toronto, and to transfer funds to and from the investment broker at no extra charge to the City.

IN YOUR PROPOSAL RESPONSE PLEASE PROVIDE INFORMATION ON YOUR ABILITY TO:1) Hold the City’s investments until maturity in Vancouver and/or Toronto and

The City requires the Financial Institution to store cancelled cheques digitally for seven (7) years and to be able to retrieve cancelled cheques at the City’s request within two (2) working days (Monday to Friday). Estimated annual volume of 13,000 cheques produced.

Respond in Detail1.6 Inter-Branch Deposits

Currently payments to the City are received at all banks, credit unions, etc and forwarded to the City’s current bank.  These payments are processed and credited daily by the City’s bank to the City’s account.  Payments are sorted by type and date and bundled daily by the bank for delivery within three (3) business days to the City’s tax department located at the Service and Resource Centre, 411 Dunsmuir Street, Nanaimo, BC prior to 3:00 p.m. (15:00 hrs), Pacific Time. These payments are then manually processed by the City to the customers’ accounts in the Tempest property information systems.

The City requires both Canadian and US chequing accounts. These accounts will be used primarily to receive payment and disburse funds for goods and services. Payment will be through cheques, electronic payment, wire transfers, drafts, money orders and other methods of electronic commerce as they become available.

1.8 Chequing Services

IN YOUR PROPOSAL RESPONSE, INDICATE YOUR ABILITY TO MEET OR EXCEED THE FOLLOWING REQUIREMENTS AND DESCRIBE HOW THIS WILL BE ACHIEVED.1) Ability to provide electronic images of cancelled cheques at a minimum the

day after posting;2) Ability to provide Bank drafts in foreign currencies other than US funds;3) Ability to provide fraud detection service that offers on-line presentment of

exception cheques with the ability to make payment decisions. The City must be able to view on-line the cheque image the cheques cashed;

4) State response times, in case of emergencies; (i.e. fraudulent cheques, failed payroll deposits, failed EFT);

5) Ability to provide cheque clearing services (the City’s cheques conform to CPA, MICR coding requirements) to be provided in electronic format to the City for interfacing into SAP accounting system; and

6) Other alternatives which may provide value to the City for chequing services.

7) Identify all associated costs that you anticipate the City would incur associated with the (i) implementation and/or (ii) ongoing management of these Services, but which are not included in the pricing set out in Appendix ‘D’. These are costs that the City would incur but would not be payable to the Financial Institution.

Respond in Detail1.9 Payment-Related Requirements: Cheques

Currently, the City issues and magnetically encodes approximately 13,000 cheques annually and requires the following related services from its corporate Financial Institution:a) On a daily basis, an electronic file listing of all cheques cashed the

previous day, in a format that can be uploaded into the City’s financial system;

b) Cheques appearing on the statement will display the encoded cheque number;

c) The ability to implement stop-payments by fax and electronically from a City workstation, and to report these stop-payments to the City. In its reporting to the City, the Financial Institution should be able to provide the date and time of each stop-payment;

d) Assumption of responsibility for validity of the cheque body, figure, date and signature;

e) Investigation and return of any counterfeit or altered cheques; and f) Provision of certified cheques, Canadian and foreign currency drafts.

IN YOUR PROPOSAL RESPONSE:1) Indicate whether you can meet or exceed the Requirements listed in this

section, and describe how these Requirements will be met.2) Indicate your service level/response time commitments for processing

stop-payment requests made by the City manual and electronically.3) Indicate your preference for the encoding of cheques; currently the city

encodes cheque number and Financial Institution number and account information. The cheque amount is left for the Financial Institution to

The City requires an electronic payment system (including required software) that allows Canadian and foreign payments to be made to individual or business accounts. The software must provide appropriate security levels for electronic funds transfer initiations and approvals.

The City receives deposits in a variety of methods including cash, cheques, EFT, credit and debit cards. The City requires the following deposit-related services from its corporate Financial Institution:a) Deposit bags supplied by the Financial Institution, annual estimate 700

deposit bags used;b) Timely investigation of missing deposits, and backdating of associated lost

interest; c) Ability to provide same day credit for deposits made from all City locations

Monday to Friday;d) Indicate the time (24 hour clock) for deposits the same day and time cut-off

The City requires the Financial Institution to supply its own deposit slips and also have the ability to accept City’s internal created 3-part ‘Deposit Slip’, as attached as Appendix ‘A’, which may be modified from time to time in consultation with the Financial Institution.

Respond in Detail1.13 Processing of Property Tax/User Rate/Licence Payments

All property tax, user rates, business licence and dog licence payments will be accepted by the Financial Institution and its branches located within Canada. The Financial Institution will arrange to collect directly from its customers any service charges it may impose for the collection of municipal accounts. The City’s notices comply with the Canadian Payments Association requirements.

Payments made by electronic banking and telephone banking using the Electronic Data Interchange (EDI) method must be able to post directly to the Tempest system. This would include, at a minimum, account number or folio, client name, amount of payment. It is expected that these EDI’s will be credited to the City’s account on a daily basis.Payments are also received via Electronic Funds Transfer (EFT). It is expected that these EFTs will be credited to the City’s account on a daily basis.

Telephone banking and PC banking payments are currently available electronically to the City 7 days per week 365/366 days per year. Saturday and Sunday payments are posted to the following Monday.

Respond in Detail1.14 Pre-Authorized Withdrawal Services

The City offers its customers pre-authorized withdrawal services for payments of property taxes and user rates.

The program allows for monthly pre-authorized debits to the customers’ property tax accounts on the 15th day of every month. The present volume of business is ~5,700 accounts totalling $1,450,000 monthly.

The City also offers two programs for the electronic payment of user rate bills. One program automatically debits the customer’s bank account on the due date of the bill. The present volume is ~225 accounts totalling $61,000 every week. The second program is an equal monthly instalment program that will debit the customer’s account each month for an equal amount for 11 months. The present volume is ~2,000 accounts averaging $102,000 each month.

Respond in Detail1.15 Direct Deposit of Payroll Cheques

The City disburses the majority of its payroll through a direct deposit process to employee/councillors bank accounts. On a bi-weekly basis, the City provides a file, in Canadian Payments Association format, containing employee name, bank account number and the amount to be deposited is transferred electronically to the bank on a Wednesday to be deposited to payee accounts after midnight on Thursday. Payroll is processed bi-weekly, in-house and both cheques and direct deposit are used for payment. Our last bi-weekly payroll was $1,236,000 for 800 employees/Councillors. Currently (1) manual payroll cheque is required each bi-weekly pay period. All other employees are on the direct deposit service.

IN YOUR PROPSAL RESPONSE:1) Indicate whether you can meet or exceed the Requirements listed in this

section, and describe how this will be achieved.2) Ability to provide direct payment of payroll to individual bank accounts and

ability to edit payroll information after the file has been transferred.3) Detail the process for payroll direct deposit that you would make available

to the City.4) Indicate specifically whether payroll direct deposits can be made directly to

individual employee bank accounts regardless of which Financial Institution these accounts are located.

1.16 Bank StatementsThe City has a December 31 fiscal year end and operates on a calendar month-end basis. Bank Statements for all accounts are required on a daily basis online. All accounts require the ability to view monthly online statements for a minimum (6) months history.

The account analysis on the bank statement should include, but not be limited to, the following:

(a) Account balance;(b) Details of cheques and deposits;(c) Details of electronic fund transfers (i.e. payee name, purpose of

payment, invoice number, etc.);(d) Details of adjustments;(e) Details of service charges; and(f) Interest earned/paid

Respond in Detail1.17 Electronic Bank Reconciliation

The City currently imports daily files to enable automatic electronic reconciliation of the City’s data with the current Financial Institution. The City uses SAP financial software.

IN YOUR PROPOSAL:1) Describe your ability to provide an electronic file containing encashed

cheque information to the City’s SAP financial system and how this will be achieved. Note: The City will provide file specifications.

2) Identify all associated costs that you anticipate the City would incur associated with the (i) implementation and/or (ii) ongoing management of these Services, but which are not included in the pricing set out in Appendix ‘D’. These are costs that the City would incur but would not be payable to the Financial Institution.

Respond in Detail1.18 Cash & Coin

The City’s deposits are mainly made up of cheques, though cash and coin deposits become more frequent between late May and early July.

On a bi-weekly basis, the City will request certain denominations of coin and small bills to ensure adequate floats are maintained. The amount can vary between $20 in coins to $200 in bills. The frequency of request and amount of money requested increases between late May and early July.

The preliminary date for the transfer of accounts and full implementation is set to be July 1, 2015. There will be a cut over cost to the City in the form of staff time and new forms to transfer accounts. It is expected that the successful Respondent, in offering a comprehensive line of service, will provide resources to assist with the cut over.
