Background Info
The City of Philadelphia will be providing and installing public bicycle corrals in 10 high-demand locations
across the city. If you would like to receive one of these racks, please read the following and submit the
required documents to the Mayors Office of Transportation and Utilities.
Thedeadline to submit the application packet is May 30, 2012. Only on-time applications that meet the
following criteria will be considered:
1. Applicants must demonstrate at least 20 feet of street space without obstructions immediately infront of their business or organization
a. Must give at least 5 feet of clearance to utilities, loading zones or handicapped parkingspaces
b. Must be no closer than 60 feet to any bus stop or shelterc. No closer than and 15 feet from any fire hydrantd. Must be at least 20 feet from any marked or crosswalk or 32 feet from the block corner at
intersections without a marked crosswalke. Cannot be in a travel lane, peak hour clearance lane or winter snow emergency lane
2. Must demonstrate via words and photographs the need for more bicycle parking at location (500words max, 2 photographs max)
3. Applicants must have signatures of the property owner and commercial tenant of the address infront of which the bike corral is proposed
a. If the property requesting the proposed corral location is residential, must have propertyowner/manager signature and signatures representing 51% of current households of
building.
4. Must have letters of support from their City Councilpersona. Letters of Support from representative Civic Association, BID or other local organization,
while not mandatory, will count towards the application
5. Provide signed maintenance agreement (attached) in which applicant will agree to:a. Report any damage to the racks, bollards or bicyclesb. Regularly sweep out debris and clear snow in winterc. Provide general routine maintenance to corral such as painting, cleaning, removing stickers,
removing abandoned bicycles
d. Provide educational materials to users of the bike rack (materials provided by City)Priority will be given to locations with high bicycle parking demand. All locations will be reviewed before
installation. Priority will also be given to applicants who submit all materials for the application before May
15th
. No applications will be accepted after May 30th

Timeline:
April 9, 2012: Application process will open.
April 9-May 20: Applicants may request informational meetings with City staff to assist with the completion
of the application. Applicants are encouraged to review final applications with MOTU staff before final
submission.
May 15, 2012: Early submissions are due May 15th
and will be prioritized in the final selection process.
May 30, 2012: Complete application packets with ALL signatures and letters of support will be due May 30th
by COB.
June 15 2012: Finalist applicants will be notified. Additional information may be requested of applicants at
this time.
July 1 2012: Final location details will be approved by Streets Department Chief Traffic Engineer. Bike parking
corral locations will be finalized and preparations for installation will begin.
July 30.to September 15,
2012: Bike corral installation will occur.

Applications must also include the following.
At least two photographs from different angles along the sidewalk/street where the bicycle parking
corral is to be installed. Show all potential issues with the corral location (proximity to other streetutilities, furniture, etc.)
Scale Diagram, engineering drawing, architectural rendering or detailed sketch in overhead view
with measurements showing the location of the bicycle parking corral and all other objects in the
area.
Description of need for additional bike parking. This should be a written statement (500 words max)
and one or two photos that demonstrate the demand for bicycle parking in the immediate vicinity of
the proposed location.

Bicycle corrals are established in partnership with the immediately adjacent property owner/business/organization
through a Maintenance Agreement requiring minor, regular maintenance of the facility by the applicant. The
placement of the bicycle corral is permitted through the Philadelphia Streets Department; the permit may be
revoked if the Streets Department determines that the terms of the agreement are not upheld or at any other time
as required by the work of the Streets Department or other public authorities. The bicycle parking corral remains
public property of the City of Philadelphia, under the jurisdiction of the Philadelphia Streets Department.

This facility will be built under the auspices of a temporary and revocable permit of the
Philadelphia Streets Department
Because the Philadelphia Streets Department will be unable to maintain the facility to City
standards, the undersigned who is a duly authorized representative of the commercial tenant
and/or property owner at the aforementioned property are entering this agreement with thePhiladelphia Streets Department and agree to abide by the following duties and responsibilities.
As a condition of the installation of the bicycle parking corral at this location, it is agreed that:
1) The bicycle parking corral and adjacent area will be visually inspected and swept and otherwisecleared of all debris at least once every week. All trash will be removed from the facility and hauled
with the regular trash hauling provided for by the applicant.
2) Snow will be cleared from the bicycle corral within 48 hours of a snow emergency event.3) Bicycles abandoned for more than 1 month will be tagged and removed according to City protocol.4)
If citizen complaints are received by the Streets Department, the following steps will be taken:a) A field investigation will be completed by City personnel.b) If the maintenance level is deemed unacceptable by the SWEEP Unit, both the merchant and
property owner will be notified of the situation and given the opportunity to address the
condition of the bicycle corral and respond in writing.

5) Streets Department investigations into complaints may result in any of the followinga) No actionconditions satisfactory
b) A warningconditions not satisfactory, recommended course of action provided by the City
to parking corral caretakerc) Revocation of the permitcontinued negligence may result in the revocation of the permit by
the Philadelphia Streets Department and removal of the bicycle parking corral.
6) Future enhancements to this facility will be considered. Any proposed enhancement must satisfy therequirements of all public agencies with jurisdiction over the request and must be permitted
through the appropriate agencies.
7) Evidence of damage, vandalism, or the presence of abandoned bicycles must be reported to thePhiladelphia Streets Department. Minor repairs such as re-painting and removal of graffiti are the
duty of the corral applicant.
8) The Philadelphia Streets Department reserves the right to remove the bicycle parking corral for anyreason.

Frequently Asked Questions
Who can apply for a bicycle parking corral?
Applicants must be the property owner or a commercial tenant of the property. Nonprofit organizations may apply
for bike corrals with the support of the property owner. Applicants may receive help from any interested party in
completing these forms. In short, anyone can fill out the paperwork, but the application must ultimately come from
the property owner or their authorized representative.
How should I submit the application?

Do I need a letter from my City Council representative?
Yes, a letter of support from your City Council representative is required. Letters from neighbors of the bike corral,
civic associations or business associations are also recommended but not necessary.
What will the bike corral look like?
The images above are a good representation of what the corral will look like on the street. There will be a series of
hoop shaped racks, angled at 30 degrees linked together on a set of rails. The rack will be surrounded by flexible
bollards to provide visibility and protection for the rack.
What is a good location to place a bike parking corral?
Good locations are those with a high demand for bicycle parking and limited sidewalk or other space to install
standard bike racks. Locations near the end of blocks are preferred because they help improve visibility for driversand can reduce crossing distances for pedestrians. Applicants are requested to provide evidence that their location is
in need of additional bike parking via photos or short description.

What physical obstacles do I need to look out for when choosing a site for the bike parking corral?
A good rule of thumb is, If a public agency or utility company could possibly need access to it, the bicycle corral must
not block it. Final suitability of the site will be at the discretion of the Philadelphia Streets Department, but
applicants should do their best to choose a good site. Choose locations with at least 5 feet of clearance to any
utilities, and at least 15 feet of clearance to any fire hydrant.
Utilities to avoid include but are not limited to:
Manholes
Sewer grates/storm drains
Storm drain cleanouts
Water shutoff valves
Gas shutoff valves
Electric meters
Telephone switch boxes
How can I guarantee that my business gets a corral?
Due to limited resources, the City of Philadelphia will only be installing up to 10 in-street locations. If your business is
not selected for this round of applications, you may still apply for a permit to privately install an in-street bike parking
station. The same application criteria will be used to determine if your site is suitable for a parking conversion.

What will protect the corral?
The corral will be surrounded by high quality flexible bollards. These bollards will be reflective and highly visible
during all conditions. Other cities have found this to be the best solution for protection because it is safe for riders
and vehicles and allows people to enter the corral from all angles to access their bicycles.
Who is responsible for fixing our bike corral if it is damaged during winter plowing?
Maintenance of bicycle corral is the responsibility of the applicant. If the corral is damaged during snow removal,
contact the Mayors Office of Transportation and Utilities for advice on repair. In certain cases, the City mayhave the
ability to repair or replace the corral. Just a reminder: bicycle corrals will not be installed on streets that have winter
snow emergency clearance regulations in place. A list of these streets is found at the end of this document.
Who is responsible if bicycles are stolen from my bike corral?
As with all public bike racks, it is the bike owners responsibility to securely lock their bicycle to the bike corral. Bike
owners should report theft to the Philadelphia Police Department. If you see suspicious activity at a bike corral, call
911.

What happens if the bikes parked on the bike parking corral are damaged by a car or other vehicle?
Bike owners use the racks at their own risk. Ultimately drivers are responsible if they hit fixed objects, including bikes
and bike racks. If a car or other vehicle hits and damages the bike corral itself or bicycles parked on the corral, it falls
to the responsible parties and/or their liability insurance carriers to pay for the damage.
How many bikes can I expect to fit on the bike parking corral?
The bike corrals will have 6 hoops each, storing a total of 12 bikes safely.
Is it OK to decorate the corral?
The bicycle corrals will be painted with durable black powdercoat that should provide many years of service.
Decorations are OK but must not prevent use of the corral and must not materially alter the structure of the bicycle
corral. Any decorations should be removable. No advertisements are permitted on the corral or the adjacent street.
Can I add fencing to my corral to protect it?
No, not without prior approval from the Philadelphia Streets Department.
Do these bike corrals accommodate extra-long bikes like tandems and recumbents?
Parking tandems and recumbents in these spaces is not recommended as these bikes may protrude into the roadway
or the sidewalk.
In the event that someone abandons a bike on my corral, what steps can I take to remove it?
Contact Aaron Ritz at the Mayors Office of Transportation and Utilities for information on removing abandoned
bicycles.
How is the city working to educate bike riders?
The City of Philadelphia is working with the Philadelphia Police Department on the Give Respect/Get Respect
campaign, a bicyclist, pedestrian and driver education program that emphasizes rider safety and compliance with
traffic regulations. The City has also partnered with the Bicycle Coalition of Greater Philadelphias Bike Ambassadors
to reach out to cyclists in various settings across the city to provide information on safe cycling.
