Who Can Apply
A. Licensed Contractors: Licensed Contractors as per Florida Statutes Chapter 489, and Broward County Construction
Licensing. Contractors shall be properly registered in the Building Division. Properly registered means updated licenses and
insurances provided prior the application process.
For all new projects, commercial interior build-out and renovations, additionally to the paper application and plans, a CD will
be required with specifications and Plans in PDF format.

Disclaimer: Because of proposed projects vary widely respect to different procedures and the way to be completed, the
information shown below does not necessarily reflect all requirements needed for permit application. This information is
intended only for minimum guidelines about how to proceed with the application for permit. As per Florida Building Code,
the construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed
and show in detail that it will conform to the provisions of this Code and relevant laws, ordinances, rules and regulations,
as determined by the Building Official. Therefore, it will be the entire responsibility of contractors/applicants to provide all
required documentation to apply for permit.
□ All required applications based on the scope of work (Structural, Plumbing, Electrical, Mechanical, etc.).
The application forms must indicate the square footage & description of the proposed work. All applications
shall be submitted prior to issue the permits, and approved set of plans.
□ Attention applicant • Based on the scope of work, you may need to make additional copies
of the standard application form.
□ Job contract • Completed & signed by all parties. Contract shall indicate the job value for every discipline
Provide a breakdown cost per discipline matching the contract value.
□ Plans signed & sealed by Professional Engineer or Registered Architect. Plans shall indicate type
of Occupancy, Occupancy Load, Type of Constructions, all details and information related to the scope of
work. Plans for submittal shall be less than 24” X 36” sheet size. Four (4) sets of plans are required and may
be as follow:
• Two (2) sets of plans originally signed & sealed by Professional Designer.
• Two (2) sets of copied plans from the original set of plans (Not required to be Signed & Sealed by the
Professional Designer).
□ All applicable current Product Approvals (N.O.A, s) & any other applicable specifications.
□ Heating - Cooling Load Specifications & Energy Calculations.
□ Approval from Broward Planning & Development Management Division. 1 North University Drive,
Plantation, Florida 33324.
□ Health Department (For Sale of Food). Refer to the attached address list for more information
□ Division of Hotels & Restaurants (For the sale & consumption of food). Refer to the attached address list for
more information
□ Statement of Responsibilities Regarding Asbestos (If the scope of work includes demolition). Refer
to the attached address list for more information.
□ For Miramar Engineering Services approval, a “Fixtures Count” from the Designer of Record shall be submitted directly
to this Dept. The contractor/applicants are responsible to obtain the approval from this department, prior final approval
of the plans.

ENVIRONMENTAL REVIEW APPROVAL GUIDE
Environmental review approval is an important step in the building or construction permit process
in Broward County. We verify that all required environmental licenses and pending environmental
enforcement issues referenced in Broward County’s Natural Resource Protection Code (the Code)
have been addressed. Any environmental operation licenses required upon completion of the
project are also identified. Environmental review approval will be granted after compliance is
confirmed. Most evaluations will require an approval review fee. The fee is subject to the size and
nature of the project and calculated once the review is complete. Fees may be paid by cash, check
or credit card.

NOTICE OF COMMENCEMENT
& NOTICE OF TERMINATION
NOTICE OF COMMENCEMENT
In accordance with Section 713.13 of the Florida Statutes, a Notice of Commencement is required for
the construction of, improvements to, alteration of or repair of real property. The Notice of
Commencement must be recorded with Broward County Records, Taxes and Treasury Division.
− If the direct contract is greater than $2,500, the applicant shall file with the issuing authority prior
to the first inspection either a certified copy of the recorded notice of commencement or a
notarized statement that the notice of commencement has been filed for recording, along with a
copy thereof.
− If the direct contract for repair or replace an existing heating or air conditioning exceed the amount
of $7,500, a certified copy of the recorded notice of commencement is required.
− In the absence of the filing of a certified copy of the recorded notice of commencement, the issuing
authority or a private provider performing inspection services may not perform or approve
subsequent inspections until the applicant files by mail, facsimile, hand delivery, or any other
means such certified copy with the issuing authority.
− The certified copy of the notice of commencement must contain the name and address of the
owner, the name and address of the contractor, and the location or address of the property being
improved.
− The issuing authority shall verify that the name and address of the owner, the name of the
contractor, and the location or address of the property being improved which is contained in the
certified copy of the notice of commencement is consistent with the information in the building
permit application.
Attention Applicant: Construction Cost of Improvement will be based on contract signed by both parties
(owner & contractor) and/or as determined by the Building Official (Florida building Code 109.3).

TERMINATING A NOTICE OF COMMENCEMENT
An owner may terminate the period of effectiveness of a Notice of Commencement, after completion of
