A. Peter Kelly, City of Neenah Park and Recreation Commission, called the Joint Park and Recreation Board Meeting to order at 6:00pm and welcomed all of the board / commission members and attendees.

1. Each Board / Commission chair gave opening remarks. 2. Attendees introduced themselves. 3. Approve Minutes – City of Menasha Park Board Meeting of November 8, 2010 (action item

Park Board Members Present: Chr. Dick Sturm, Ron Suttner, Steve Krueger, Ald. Mark Langdon, Lisa Hopwood and Nancy Barker Park Board Members Excused: Sue Pawlowski Others in Attendance: PRD Tungate, PS Maas Moved by N. Barker, seconded by R. Suttner to approve the minutes of the November 8, 2010 Park Board meeting. Motion carried 6-0.

4. Resolution Honoring Past City of Menasha Park Board Members George Korth and Tom Konetzke (action item) Moved by N. Barker, seconded by R. Suttner to approve a resolution honoring George Korth and Ton Konetzke. PRD Tungate presented a plaque to Mr. Konetzke. Motion carried 6-0.

5. Director McCoy, C. Neenah, gave a brief history and background on the Land, Water and Conservation Fund (LWCF) as it relates to how the state funding was first established and the call to action by the Wisconsin Park and Recreation Association to return to the 40% of the LWCF Appointed Funds to be Directed to the State Assistance Program

a. City of Neenah (action item) MSC Vedder / Hillstrom to approve the LWCF resolution. All voting aye. b. City of Menasha (action item) Moved by N. Barker, seconded by R. Suttner to approve the LWCF

resolution. Motion carried 6-0. c. Town of Menasha (action item) Commissioner Dillon motioned to approve the resolution as

presented, Commissioner Swiertz seconded. Motion carried unanimously.

B. A power point presentation was given by Director Kading entitled “A Case for a Healthy Park and Recreation System.”

C. REPORT OF DEPARTMENT HEADS 1. A summary of City of Neenah Park and Recreation Department was presented by Director McCoy 2. Director Tungate provided an overview of the C. Menasha’s Park and Recreation Department 3. A summary of the T. Menasha Park and Recreation Department was given by Director Kading

D. DISCUSSION

1. Question and Answer Session – Interaction Between Board/Commission Members and Staff The consensus around the table is that the board and commission members thought the idea of a joint meeting was beneficial and should be something that is considered on an annual basis. Possible topics for further discussion and study included: joint purchasing, safe bike/pedestrian connections between communities, perhaps to select one initiative that all three communities would accept, joint marketing efforts of the benefits of parks and recreation related to the entire Fox Valley, the possibility of T. Menasha agreement with the C. Menasha for residents to use the pool at C. Menasha rates and a Joint parks volunteerism effort. There was a sense among the group that whatever barriers that may have existed years ago should be set aside as we look to the future. Staff was asked to study these ideas and bring forth recommendations.

2. Director Kading briefly discussed the possibility of Joint Board/Commission Training, and/or attendance at Wisconsin Park and Recreation Association events such as the annual Summer Park Tour or Annual Conference.

3. There was agreement that future meetings would be beneficial. Staff was instructed to further develop and bring forth possible times and dates.

E. PUBLIC COMMENT ON ANY MATTER LISTED ON THE AGENDA OR RELATED TO PARKS AND RECREATION

1. Maggie Ulrich questioned the boards/commission regarding any further developments of a regional dog park. Director McCoy indicated that staff has met and continues to search for an appropriate property.

2. Mike Lettier, Winnebago Cty Crime Stoppers, indicated that Crime Stoppers has now partnered with Rethink. The Crime Stoppers has a new logo and would like to replace the existing park watch signs located in the three communities. Each of the communities is asked to inventory and prepare to swap out the signs.

F. ADJOURNMENT OF CITY OF MENASHA PARK BOARD AND CITY OF NEENAH PARK COMMISSION

(SEPARATE ACTIONS) - Moved by R. Suttner, seconded by N. Barker to adjourn the Menasha City Park Board at 7:15 p.m. Motion carried 6-0. MSC Vedder / Zaretzke to adjourn the City of Neenah Parks and Recreation Commission. All voting aye.

G. TOWN OF MENASHA PARK COMMISSION BUSINESS 1. The Park Commission dispenses with the reading of, and adopts the November 10 regular meeting minutes.

Commissioner Peterson motioned to accept the minutes as written, seconded by Commissioner Swiertz. Motion carried unanimously.

2. The Commissioners reviewed the expenditure list from November 10, 2010 in the amount of $25,770.09 for this meeting. Commissioner Lynch motioned, seconded by Commissioner Meyer to approve the expenditures as listed. Motion carried unanimously.

3. Commissioner Dillon motioned to accept the 2011 Meeting Schedule as presented, seconded by Commissioner Vandenberg. Motion carried unanimously.

4. Approve Financial Assistance Request – no action

H. ADJOURNMENT OF TOWN OF MENASHA PARK COMMISSION – Commissioner Dillon motioned, seconded by Commissioner Vandenberg to adjourn the meeting. Motion carried unanimously.

Agreement for Reciprocity between the Menasha Parks and Recreation Department

and the YMCA

2011

The City of Menasha Parks and Recreation Department and YMCA of the Fox Cities hereby agree to grant pool fee reciprocity to all YMCA members. In return, the YMCA will provide a comprehensive marketing plan for the pool with the goal of increasing season pass sales, swim lesson registration and general pool attendance. Terms of this agreement include:

1. The scope of this agreement is limited to the granting of the privilege of residency in regard to fees only to all YMCA members.

2. YMCA members must present a valid membership card to obtain the resident rate.

3. The City retains the right to establish program and facility policies at the pool. This includes, but is not limited to, allowing registration preference to City residents only.

4. The City and YMCA shall agree on the scope of the marketing plan to be prepared by the YMCA.

5. The agreement will be in effect from January _____, 2011 to December 31, 2011. The agreement may be extended for another term by mutual agreement of both parties or terminated without penalty by either party, with 15 days written notice to the other party.
