RE: Historic Preservation Special Meeting Attachments

Discuss Historic Marker or Recognition for the 200-300 Blocks of West 2nd Street

As was discussed in 2016, the Committee wanted to look at what buildings or sites could

be considered for historic recognition or markers in this area. The project would focus on

providing information about the sites and not designating them as historical sites on a

register. The facilities that the Committee may want to look at more closely include:

Power House

Koh’s Machine Shop

Weinbrenner Shoe Factory

Enclosed is a map of the area showing the buildings listed above. Ken Wood will also be

looking at the City Garage as a possible site. Any information he finds will be brought to

the meeting.

Identifying Potential Historic Neighborhoods

The Committee has looked at some neighborhoods to possibly designate them as historic

neighborhoods. Again, the project would focus on providing information about the

neighborhoods and possibly developing a brochure, but not designating them as historical

districts on a register. The neighborhoods that have already been discussed at some point

include:

Hungry Hollow

Columbia Park Neighborhood

There seems to be some discrepancy as to the extent of Hungry Hollow and the full

extent of the Columbia Park Neighborhood has yet to be established.

Staff is planning to bring a computer and projector to have access to the City’s GIS so we

can take a look at the above neighborhoods as well as have an opportunity to look at

other areas of the City.

Promotion of Historic Tax Credits

Kris Coleman explored the available resources for historic tax credit information from the

State Historic Preservation Office. Included in the packet is a hand out for general

information and a brochure for the historic tax credits. The program is pretty

straightforward, and the resources are already available. At the workshop, staff will

provide an update to the Committee about the program and ask for feedback on the best

ways to promote the program.

Review of Comprehensive Goals, Objectives, and Policies

Enclosed are the draft Community Values as well as the Goals, Objectives, and

Programs, Policies, and Recommendations for the Cultural Resources in the

Comprehensive Plan Update. Please review so we can discuss any comments you may

have at the meeting.

Review of Task List

Below is a timeline of tasks from last year for the Historic Preservation Committee to

work on. Many of these items still have not been completed so staff thought it would be a

good idea to bring this back for discussion. The Committee should identify which tasks

they would like to work on for 2017 (this may include other items not on the list below).

Plan to Complete by the End of 2017

Set up meeting with Parks, Recreation, and Forestry Committee to discuss path

around 2442.

Work with outside group on 2442 improvements such as a wrought iron fence and

brick pavers around the pavilion.

Put together a guide of architecturally and historically significant properties that are

outside the historic districts (for the first brochure plus ongoing for future brochures).

Put together an historic directory as a community resource (could maybe put it on the

CVB and City websites, but probably not in Community Guide).

Devote a future meeting to just brainstorming on promoting and advertising historic

resources – invite Main Street and CVB.

For 2018 and Beyond

Put together a larger spread for CVB’s annual publication (by the end of November).

Develop a list of historic buildings to put signs on.

Work with CVB on promotion of outside media sources such as Channel 13.

Increase cooperative efforts with the Marshfield Clinic.

Get negatives of the photos taken of the downtown back alleys developed.

Mount historic photos on foam core and have an exhibit or showing with New

Visions Gallery or Chestnut Avenue Center for the Arts.

Community Values

Quality of Life Being in and around the natural environment is a critical quality of life component for many.

Identifying and protecting those resources are essential as the community grows.

Having cultural activities and resources throughout the community is necessary in attracting and

retaining a diverse demographic. For Marshfield to continue to grow, these resources and

activities should be preserved, promoted, and expanded.

Health and Safety High quality drinking water is critical to maintaining a healthy population.

Economic and Environmental Sustainability Residents being able to grow their own food and know where their food comes from are

increasingly popular trends right now. Not only is it a healthy option, but it typically reduces fuel

consumption which also reduces carbon emissions.

Community Design New and developing technologies allow buildings to be constructed with a reduced impact on

the environment. Incorporating landscaping can provide shade for buildings and parking areas

and can also act as a wind block reducing the need for energy in the heating and cooling

process.

1. Provide an appealing and diverse setting for people to want to live, work, play, and raise a

family.

Objectives

1. Maintain and enhance all of Marshfield’s quality-of-life advantages, including those in the

arts, community events, education, historic and cultural heritage, social opportunities, and

small-town livability.

2. Have community design that is both functional and attractive, recognizing that community

character contributes to quality of life.

3. Continue to preserve, protect, and promote Marshfield’s historic resources, both those that

are currently protected and those that have yet to be identified.

Programs, Policies, and Recommendations

1. Provide guidelines as well as technical support to promote reinvestment in historic

structures that retains the historic qualities and character.

2. Promote community design that considers the following:

Incorporating green space.

Preserving natural features such as existing trees or native landscaping.

Providing for other details and amenities and consider adding these provisions when

amending the municipal code.

3. Update and implement the local historic preservation plan, and consider the following:

Focusing on bringing different historic preservation groups together.

Promoting awareness of local historic resources.

Encouraging preservation of historic structures and resources.

Developing a program to archive, share, store, and protect historic materials.

4. Support efforts to establish and independent Arts Committee, and consider the following:

Collaborating with existing arts organizations in order to develop specific strategies to

help bring various art and art forms into all areas of Marshfield and to educate citizens

and public about how an active arts community contributes to a higher quality of life.

5. Support efforts to make Marshfield a destination center by expanding opportunities for

outdoor dining spaces, public gathering spaces, community events, night life, and ethnic

food options.

6. Consider the health implications such as air quality, water quality, noise, etc., when

reviewing and approving new development.

7. Consider supporting existing and new programs when there is substantial evidence that

such programs foster a healthy community.

8. Ensure there are accommodations for all age groups when designing public spaces.
