At the July 17 City Council Study Session, packet located here, staff presented the results of a financial analysis carried out by the financial consulting firm MGT of America Consulting, LLC (MGT). This portion of the study incorporated analyzing true costs for providing parks, recreation and community services by programmatic category. Based on this information, the current cost recovery level for each programmatic category was calculated. See Figure 1 below.

Another component of the study included community engagement to complete a “community benefit” versus “individual benefit” assessment. This component was carried out by the parks and recreation consulting firm GreenPlay, LLC (GreenPlay). Their methodology is based in the Pyramid Model, which allows for the sorting of each programmatic category into the 5 tiers of a pyramid. The bottom of the pyramid is Tier 1, which is understood to have the most community benefit and expected to be supported through tax funding. The top of the pyramid is Tier 5, which is understood to have the most individual benefit and expected to receive the least tax dollar support. Tiers 2 through 4 have both community and individual benefits and would be supported by a mix of tax dollars, fees, and other alternative revenue sources.

Next Steps Per Council guidance on August 6, 2018, fee benchmarking data is being prepared for Council review on October 16. Following fee benchmarking, GreenPlay will deliver their draft final report on November 7 that will contain a synthesized version of the study components. This will include study definitions, philosophy, methodology, community outreach results, benchmarking, findings, recommendations, potential implementation strategies, etc. Following presentation of this information, staff will come back to City Council with recommendations for fiscal policy, a resource allocation and pyramid model, and corresponding cost recovery guidelines. A draft timeline to complete the study is presented below. Information Presentation

FEES Cost recovery through fees and charges has become a fundamental component of the parks and recreation industry’s operating model. Evolution over the decades progressed the industry to a model where the cost of a program or service is not being borne completely by the tax resource and that individuals taking advantage of a particular service or opportunity pay for a portion of it. This concept was discussed in the June 5, 2018 Council packet introducing the cost recovery study and is summarized below. Value of Fees

• Allows the provision of services that would not exist with reliance solely upon tax payer revenue

• Provides a financial resource to keep up with growing costs • Allows expansion of services to keep up with growing demand • Matches who pays for a service with who receives the benefit of the service • Aligns taxpayer resources with services that are of most benefit to the community

versus the individual (i.e., resource allocation component) • Demonstrates fiscal responsibility to the taxpayer • Fees create a commitment by the participant (i.e., market research demonstrates “free”

services have a high no-show rate, which diminishes as fees are assessed) • Price is correlated with the value of the service (i.e., market research on the psychology

of pricing or price perception) • Helps balance amenity use (e.g., fee differential for peak times or amenities can shift

some use to the off-peak times or other amenities)

History of Fees and Fee Setting Kirkland Parks and Community Services has assessed fees for programs and services since their inception. Municipal Code 3.68 Parks and Recreation, located here, granted authority to establish a parks and recreation department, outlining the duties and responsibilities in section 3.68.020. This included the duty to set and assess fees and charges, section 3.68.030. Kirkland Parks and Community Services has over 300 different fees associated with recreation programs, 13 park facility rental fees, 13 ballfield rental fees, 9 facility/room rental fees and a variety of service fees (moorage, damage fees, deposits, set-up, clean-up, boat launch, etc.). It should be noted that similar rooms, shelters and ballfields have the same fee, making the total number of fees lower than the number of amenities available. Recreation program fees are set twice per year during the brochure cycle and ongoing throughout the year as classes are canceled, added or the format is changed. The various facility rental fees are set annually. Service fees are also set annually. Typically, facility and service fees are updated in winter and rolled out in early spring, corresponding with primary use patterns for facilities and services. Current program, facility and service fees can be seen in Addendum A. During the Great Recession economic downturn, various recreation program fees were increased in order to save valuable programs from elimination. The goal was to achieve closer to 100% cost recovery. This approach allowed many programs to continue; however, non-revenue generating programs were eliminated or shifted to non-profit organizations who were willing to continue their offering. Examples of programs that were eliminated included the Polar Bear Plunge and Outdoor Movies at Juanita Beach Park. Other programs that were shifted under another organization included the Summer Concert Series, which shifted to the Kirkland Downtown Association, Easter Egg Hunt, which shifted to the Kiwanis Club of Kirkland, and senior transportation services, which shifted to the Northshore Senior Center. Because of the variety of programs and services shifted to non-profit organizations, many of those organizations have been provided with City support or facility/park space with no fee. Additionally, many organizations have received this same support as a result of various City priorities, such as the welcoming and inclusive initiative. No written agreements or policies exist on these fee exemptions. Parks and Community Services currently does not manage to cost recovery targets. The financial expectation has been to achieve revenue and expense targets laid out in the biennial budget. Fee-based revenue has increased annually, allowing the Department to maintain current service levels with minimal impact to the General Fund or other high priority City services. Over the past several years, staff monitored market rates and made fee adjustment recommendations in order to provide a needed resource to the Department. Fee revenue budget actuals for the previous 5 years are shown below. Additionally, fee revenue is also shown in comparison to total expenses.

The total expense budget is shown below in comparison to revenue sources. Revenue sources are fee revenues from the 2002 levy fund (125 fund), 2012 levy fund (128 fund) and the general fund. A bottom-line calculation of cost recovery for fee-based revenue only shows a 16.6% recovery rate in 2013 going to an 18.3% recovery rate in 2017. The 2019-2020 budget contains minimal fee increases with the following exceptions. The aquatic admission, swim lesson fee, swim team and youth basketball rates are proposed to increase in order to fund a .5 Aquatic Coordinator position. This position is needed to keep up with increasing risk management, training and certification requirements for lifeguards and other various aquatic staff. Aquatic admission fees would increase by $1 per visit, swim lessons by $4 per session, swim team by $20 for the summer and youth sports by $20 per season. It should be noted that the 2019/2020 budget contains no changes to the ballfield rental fees, pending the Council’s cost recovery decisions in 2019. As an historical overview, in 2016 PCS was implementing a new point of sale parks and recreation software. This software uses an hourly rental rate for reserving and delivering facilities to the community, as is typical in the industry. Therefore, PCS proposed implementing this practice so that Kirkland could begin using software for scheduling and managing fields. At that point in time, Kirkland users had not been paying a field rental rate; users only paid fees for lights, field set-up and games or tournaments. Even with a minimal hourly rate and a reduction in the above fees, the cost to the user would have increased. Due to user group concern over this fee change, staff proposed a Ballfield User Group (BUG) discount for resident non-profit organizations at a City Council meeting on November 15, 2016. At this meeting, staff received direction to implement the new ballfield fee structure with no impact to user groups for 2017-2018. An overview of fees paid in 2016 and 2017 is presented below.

Bothell, Redmond and Bellevue provided detailed fee information and some additional information was obtained for Issaquah through review of their brochure and website information. Please see Addendum B for GreenPlay’s benchmarking report and corresponding matrix that contains the details provided by each municipality. As indicated in GreenPlay’s report, benchmarking can be difficult to achieve an “apples to apples” comparison. Each municipality implements fees in a different way and with a different goal or philosophy. When comparing fees, it is important to look for factors that impact fees. Some of those factors include the following.

• Resident, non-resident or non-profit rates • Length and number of sessions offered • Provision of equipment, supplies or other needed materials • Paid instructors or contractors versus volunteers facilitating the service • Instructor to student ratio • Capacity and accompanying amenities for facilities • Deposits, surcharges, set-up/clean-up fees, labor charges

Some of the most prominent fees associated with Kirkland Parks and Community Services include the following: ballfield rental rates, moorage, special event fees, multi-purpose room rentals, sports leagues and day camps. Fee Comparison Conclusions In reviewing the GreenPlay benchmarking report, no specific conclusion can be drawn. Some City of Kirkland fees are below the average of surrounding cities, while other fees are within or above the average. The City of Kirkland offers a great variety of recreation programs and other services, much of which is through partnership with the Lake Washington School District and use of their facilities. Kirkland’s unique situation on Lake Washington allows an expanded focus on parks and waterfront amenities not offered by surrounding cities. Conversely, Kirkland does not operate a year-round aquatic facility or offer synthetic turf fields. Each program, facility or service fee should be examined individually, the service level analyzed and then the market rate determined.

BENCHMARKING – PYRAMID STRUCTURE The Parks, Recreation and Community Services industry has no standard practice for sorting programmatic categories into the various tiers of the pyramid that reflect differing levels of community versus individual benefit. Factors that impact this sorting include the following.

• The services provided by the department (arts, recreation, parks, golf courses, community services, human services, adaptive recreation, ski areas, marinas, etc.)

• The structure of the department • Mission of the department • Goals of the services offered • Values of the community • Special characteristics of the area (water based community, etc.) • Other resources available in the community (private clubs, non-profits, state parks, etc.)

There are a variety of financial or structural factors at play, such as the following.

• The governmental structure (city, county, parks and recreation district) • The financial resources of the governmental structure • Funding sources available to the state, city or governmental structure • Centralized versus decentralized support services (HR, finance, marketing, legal, etc.)

In addition to the factors above, how programmatic categories are sorted into the community versus individual benefit spectrum are based on two key tenets; “benefit” and “who receives the benefit”.

Benefit: • Physical, social, emotional, intellectual, spiritual, environmental and financial benefits of

participating in the service o Example: Participation in physical activity helps maintain body weight, reduces

stress, improves physical fitness, mood, ability to sleep, etc. • Some benefits received by the community regardless of participation

o Example: Parks improve air quality and natural habitat, increase attractiveness for individuals and businesses to locate in proximity, increase property values

• Some benefits received indirectly by long-term participation o Example: Services to individuals that help maintain independence reduces the

need for social service infrastructure Who receives the benefit: The above-stated benefits are received to varying degrees by the entire community, small segments of the community, individuals or a mix.

Each community and the organization discusses these concepts and sorts the programmatic categories into tiers in the pyramid model based on their values and other factors described above pertaining to organization, structure, mission and resources available. Other filters may be applied, such as market rates and the community’s need for scholarships or other support services. While there is no guideline or standard, common themes can be heard in the discussion and could lead to some similarities seen in how communities sort the programmatic

categories. See Addendum C for a comparison chart of tier structures from 5 park and recreation agencies provided by GreenPlay. No cost recovery comparisons are being shown. In addition to the above factors, each community defines costs differently and allocates those costs to programmatic categories in a very different way. Even though a model might specify “targets set using direct costs only”, there continues to be a wide interpretation of “direct cost” and allocation methods used. Conclusions cannot be drawn by examining a community’s model without knowing and understanding all of the factors involved. In the end, each community must make its own decisions based on its own policy priorities. GreenPlay will be available on November 7 to answer questions on model comparisons as it pertains to their draft recommendations. RECOMMENDATION Staff is looking to review the benchmarking information with Council in preparation for receiving the draft final report from GreenPlay, LLC. Recommendations and policy discussions would occur in early 2019. GreenPlay, LLC: Kirkland Benchmarking Report The City of Kirkland Cost Recovery Project includes a benchmarking report to provide fee comparisons with surrounding communities that the City identified as having similar parks and recreation systems to those of Kirkland. Kirkland city staff identified various programs and services with details of each in order to achieve the most “apples to apples” comparison possible. Responding communities include Redmond, Bellevue, and Bothell. Some information was found for Issaquah; however, their staff were unable to respond. Pre School Programs

Kirkland does not offer a 9-month pre-school program. Bellevue utilizes an 8:1 instructor to student ratio.

After School Programs

Kirkland is the only agency that offers an After School Program. It is $300 per month, which equates to $5.35 per hour. Included in that fee are the activities, supplies, and supervision. The other agencies did not offer a program. Bellevue contracts with non-profit partners such as Bellevue Boys and Girls Club and the Jubilee Center to offer that program.

Swim Lessons When asked the fee for a basic half hour swim lesson for a resident 8 year old youth, Kirkland noted that the fee would be $9.50, and Bellevue responded that the fee would be $14.25. The other agencies did not respond specifically to that question.

Pee Wee Sports For Pee Wee Sports, Kirkland and Bellevue offer similar programs. Those details are compared below. Bothell only offers classes provided by Skyhawk, which are half day sport camps. This is different from the organized pee wee sports which are provided through the agency.

Senior Day Trips When asked about the minimum age to participate, Bellevue and Kirkland both stated that the trips were open to all regardless of age. Typically the agencies marketed the senior day trips to those 50+. Issaquah had a minimum age of 62 years old. Included in the cost of the trip is transportation. Trips are to a variety of locations, so a direct comparison is difficult as each location typically has an associated cost (e.g., zoo entrance, etc.)

Community Center Multipurpose Rental The rates below are based on the rental fee for an agency’s multipurpose space for a resident. Typically, the rates increased by about 10% for non-residents. Based on the information provided, the rental spaces all had a commercial kitchen, tables, chairs, and other basic equipment. The Lytle House in Bothell was the smallest facility with only 70 seats, but included a variety of AV equipment; Bellevue hosted the largest facility, with a capacity of 200 chairs. The minimum rental time was between 2 and 4 hours.

Ball Field Rental All agencies had a per hour charge with a minimum of a 2-hour rental. Agencies also had similar services associated with rentals, including field prep fees: Kirkland ($25/prep), Bothell ($34) and Bellevue ($35) had that additional add-on.

Kirkland currently only offers grass fields, while the other agencies had synthetic or grass. The comparison below attempts to compare similar fields, so grass field rates are used where available.
