CITY OF GOLDSBORO ADVERTISEMENT FOR BIDS Pursuant to General Statutes of North Carolina, Section 143-129, sealed Bids will be received until 10:00 am, Monday, February 8, 2016, in the large Conference Room of City Hall An nex located at 200 North Center Street, Goldsboro, N.C. 27530, at which time and place bids will be publicly opened and read aloud for the construction of the Stoney Creek Sewer Outfall Rehabilitation Project. Proposals must be enclosed in a sealed envelope addressed to the Finance Director, P. 0. Drawer A, City of Goldsboro, North Carolina 27533-9701. The outside of the envelope must be marked BID REQUEST # FB 2016-001, "PROPOSAL FOR STONEY CREEK SEWER OUTFALL REHABILITATION". All proposals must be made on the blank forms provided for that purpose. The name, address, and license number of the bidder shall be plainly marked on the sealed envelope. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. A Pre-Bid Meeting will be held as provided in the Instructions to Bidders. The Project consists of the following major items: Rehabilitation of 2,650 LF of 24-lnch Gravity Sewer Line Rehabilitation of 720 LF of 30-lnch Gravity Sewer Line Rehabilitation of 7,585 LF of 42-lnch Gravity Sewer Line Rehabilitation of 180 LF of 48-lnch Gravi ty Sewer Line Adjustment of 40 Manhole Riser Assemblies Rehabilitation of 530 VF of 5' Diameter Manholes Installation of 16 DIP Manhole Vents with Stainless Steel Insect Screens Miscellaneous Appurtenances, Construction Entrances and Erosion Control Methods. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders.

Bid Security in the amount of five percent {5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders.

Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.

This Project is expected to be funded at 100% of the total project cost including engineering and contingencies which will be financed with federal money through a loan from the State of North Carolina's State Revolving Fund. Any amount exceeding the funded amount will be financed by the Owner.

Any contract awarded under this Advertisement for Bids is expected to be funded in part by a loan or grant from the State of North Carolina. Neither the State or Federal Government nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This procurement will be subject to State regulations.

Any contract awarded under this Advertisement for Bids is expected is to be funded in part by a grant from the U. S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract.

Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended.

Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises.

The successful Bidders shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act.

This contract will be funded in whole or in part using funds from Clean Water and/or Drinking Water State Revolving Funds. As such, the special provisions concerning the American Iron and Steel (AIS) requirements as noted in the Instruction to Bidders and Supplementary Conditions shall be required for this contract.
