I. INTRODUCTION

The City of Gardena (City) is in the process of updating its Housing Element for the Sixth Cycle which is due October 15, 2021. The City has hired Veronica Tam and Associates, Inc. to prepare the Housing Element. Because of the delay in the release of the RHNA numbers by SCAG, the City will be proceeding in two overlapping phases. The City will adopt the Housing Element in accordance with the statutory deadline. At some point while the Housing Element is in process, the City will begin the process of amending the land use portion of the General Plan and the City’s zoning map and ordinances to correspond to the Sixth Cycle Housing Element Update.

The City is seeking the services of a qualified environmental planning firm (Consultant) to provide an Initial Study/Negative Declaration or Mitigated Negative Declaration (IS/ND) for Phase 1 - the City’s adoption of the Sixth Cycle Housing Element and a Program Environmental Impact Report (PEIR) and associated documents for the General Plan land use amendments and zone changes (Phase 2) (collectively, the Project). The selected Consultant will enter into an Agreementfor Professional Consultant Services with the City to prepare the requiredenvironmental documents. The Consultant will work closely with staff in theCommunity Development Department, Lisa Kranitz, the Assistant City Attorney,and Veronica Tam and Associates.

II. BACKGROUND

The City of Gardena is located in the South Bay region of Los Angeles County. Gardena is bordered by the City of Los Angeles on the south and east, the City of Torrance on the south and west, the City of Hawthorne on the north and west, and the County of Los Angeles on the north and west. The City is just under 6 square miles in size and has a population of about 61,250 people with approximately 21,873 housing units.

The draft allocation of the RHNA from March 2020 assigned approximately 5,776 housing units to Gardena. However, SCAG has delayed the formal notification of the RHNA allocation to September 2020 and the appeals process will not be completed until January 2021. As no delay was provided for the adoption of the Housing Element, the process will proceed in the two phases described above in order to remain in compliance with statutory deadlines.

While no sites have been identified at this time for rezoning, possible candidate sites include the sites listed in the last Housing Element for consolidation which still remain (see Attachment 1), as well as areas along the City’s Arterials (see Attachment 2). These documents have been marked up to indicate sites that have already been developed. III. SCOPE OF WORK – GENERAL

Task 1 – Project Initiation

To ensure prompt completion of tasks and to maintain clear communication, applicable consultant staff will attend a kick‐off meeting with City staff within the first two weeks of the project (see Project Timeline schedule). Roles and responsibilities as well as internal deadlines will be established. Data collection will be accomplished in coordination with City staff to obtain relevant existing reports and all materials.

Task 2 – CEQA Notices

The consultant will prepare all required CEQA notices for both phases of the Project, including but not limited to, Notice of Intent to Adopt a Negative Declaration, Notice of Preparation, Notice of Scoping Meeting, Notice of Availability, Notices of Determination, and any other forms required to be filed with the State or County. The City will be responsible for noticing via newspaper.

Deliverables – Format

All electronic deliverables shall be provided in both Word and PDF formats. Redlined versions shall be provided with each revised draft.

IV. SCOPE OF WORK – HOUSING ELEMENT – PHASE 1 Task 1 – Initial Study/(Mitigated) Negative Declaration (IS/ND)

• Preparation of an Administrative Draft IS/ND for staff review and comment.

• Preparation of a screencheck Draft IS/ND, including appendices.

• Preparation and distribution of Draft IS/MND. City shall be provided with one hard copy, including appendices, in addition to the electronic versions.

Task 2 – Ongoing Updates

The consultant shall set up a schedule to provide regular telephonic updates to keep City staff informed of the progress and address any issues.

Task 3 – Attend Meetings

The consultant should plan on attending one Planning Commission meeting and two City Council meetings as part of the scope of work. Consultant shall also provide an hourly cost for attending additional meetings if required.

Task 4 – Review of Approval Documents

The consultant shall provide for review of the approval documents relating to the IS/ND for the Housing Element.

Project Timeline – Phase 1

Upon contract execution and notice to proceed in mid- to late September 2020, the selected consultant is expected to complete tasks on a timeline that ensures the Project is completed on or before adoption of the Sixth Cycle Housing Element, which must occur prior to October 15, 2021. As such, the following is the prospective timeline for deliverables:

Kick-Off Meeting November 2, 2020 (week of) Administrative Draft IS/ND July 2, 2021 Draft IS/ND July 26, 2021 Public Review Period – IS/ND August 2 – September 1, 2021 Public Hearing – Planning Commission September 7, 2021 Public Hearing – City Council September 28, 2021 Public Hearing - IS/ND Adoption October 12, 2021

Housing Element Timeline

The Sixth Cycle Housing Element is being processed concurrently with the subject Project. The City has selected Veronica Tam and Associates to assist in updating the Housing Element. The selected Consultant is expected to coordinate work with the Housing Element consultant and to have familiarity with State Housing law. The Housing Element has a parallel timeline to the IS/ND.

V. SCOPE OF WORK – LAND USE/ZONING AMENDMENTS – PHASE 2 Task 1 – Tribal Notification

The consultant will prepare tribal notification letters to be distributed by the City in compliance with SB 18 and AB 52 and will assist the City with consultation if such consultation is requested.

Task 2 – Initial Study (IS)

• Preparation of an Administrative Draft IS for staff review and comment.

• Preparation of a screencheck Draft IS.

• Preparation and distribution of IS along with Notice of Preparation. City shall be provided with three hard copies, in addition to the electronic versions.

Task 3 – Scoping Meeting

Consultant shall run a public PEIR Scoping Meeting at some time during the 30-day Notice of Preparation review period. The consultant will prepare a PowerPoint presentation and deliver the presentation. The City will be responsible for noticing the public scoping meeting as required by law. Consultant shall provide a draft presentation to staff for review and incorporate staff’s comments. City will provide consultant with a PowerPoint template. The consultant will review and assess NOP comments and prepare responses.

Task 4 - Program Environmental Impact Report (PEIR)

• Preparation of an Administrative Draft PEIR, including technical

appendices, to the City for review and comment.

• Preparation of a screencheck Draft PEIR, including technical appendices.

• Preparation of the Draft PEIR, including technical appendices.

Consultant shall provide 3 bound copies and 10 digital copies on CDs or flash drives in addition to the electronic versions.

• Preparation of the Notice of Completion and a Notice of Availability, and

an OPR Summary Form for review and comment prior to distribution by consultant.

Task 5 - Final Program Environmental Impact Report (Final PEIR)

The consultant will prepare a Final PEIR that includes Responses to Comments, Draft Mitigation Monitoring and Reporting Plan, and review the City’s Draft Findings of Fact and Draft Statement of Overriding Considerations, if applicable.

• Preparation of an Administrative Final PEIR.

• Preparation of a screencheck Final PEIR.

• Preparation of the Final PEIR. The City will be responsible fordistribution to all responders within 10 days prior to certification. Theconsultant shall provide three bound copies (to include technicalappendices on CD) and 15 digital copies on CD or flash drive in additionto the electronic versions to be provided to City.

Meeting Attendance

In addition to the Scoping Meeting, the consultant is also expected to attend and assist with the public hearings before the Planning Commission and City Council on the certification of the PEIR. The consultant shall be available to meet with City staff as needed to discuss the status of the environmental document. A minimum number of four (4) public hearings shall be specified by the consultant in its proposal. Staff meetings shall include a kick-off meeting, along with monthly progress meetings to keep everyone on track and address any issues. The proposal shall also include a cost for attending additional meetings, if required by the City.

VI. SUBMISSION REQUIREMENTS

The City must receive an electronic copy in a Word or PDF format sent to the persons below. The proposal must be received by 5:00 p.m. on September 14, 2020. The City reserves the right to issue written notice to all participating firms with any changes in the submission schedule, scope of work, or work-related products, should it be determined that such changes are necessary.

All proposals must be sent via email by the deadline date to:

The subject line shall read: RFP Housing Response. All submitted documents shall become part of the City’s official files and shall not be returned.

VII. PROPOSAL CONTENT

Proposal responses must adhere to the requirements set forth in this section, both for content and sequence. Failure to adhere to these requirements or the inclusion of conditions, limitations or misrepresentations may be cause for rejection of the submittal. Use 8-1/2 x 11 sheets (foldouts are acceptable for charts, etc.) and font size large enough to be easily legible, but not smaller than 11 point. The proposal should contain:

A. Cover letter: Provide a cover letter and introduction, including the name and address of the organization or individual submitting the proposal, together with the name, address, telephone and e-mail address of the contact person who shall be authorized to make representations for the organization, and an expression of the consultant’s ability and desire to meet the requirements of this Request for Proposal. The letter must be signed by an individual authorized to bind the firm contractually.

B. Table of Contents: This section shall include a detailed table of

contents and an outline of the submittal, identified by sequential page number and by section reference number and section title as described herein.

C. Executive Summary: An executive summary should briefly describe

the Project Lead and any Subconsultants. The summary should include a description of the consultant and/or subconsultants, briefly describe the consultant’s and/or subconsultant’s experience in preparing environmental documents for Housing Elements and Program EIRs for multiple jurisdiction-wide general plan use amendments and zoning reclassifications, and disclose the person authorized to negotiate contract conditions for the project.

D. Experience: Describe the firm’s resources, experience and capabilities

as they relate to the scope of services described hereinabove. This section should include a description of similar projects completed for other cities or counties.

E. Understanding of Project: Describe your understanding of the project.

F. Approach and Scope of Work: Describe the firm’s approach to

completing the two phases of the Project, provide summary of major tasks and key sub-tasks that align with the scope of work described hereinabove.

G. Work Schedule: Include a proposed schedule of work or timeline and

phased milestones for completion of the scope of work to meet the Housing Element deadline and the Phase 2 work.

H. Key Personnel: Identify all project personnel, including subcontractors,

and their role in completing this project and summarize the relevant qualifications and experience of each. Provide a representative listing of similar projects completed in the past 8 years.

I. Fee Schedule and Cost Estimate: Provide a fee schedule for the types

of services and personnel expected to be included in this scope of work, broken down by phase. List travel costs and any other direct or indirect costs association with performing the required services. Provide a detailed cost breakdown, including the costs for each task necessary for the proposed scope of work identified above. Costs should include hours and staff assignments for each task. Budget should include cost for all administrative, reproduction and material costs.

J. Additional Information: Provide a summary of the insurance coverage

maintained by the firm and any additional information relevant to evaluating the proposal.

VIII. SELECTION CRITERIA

The following factors (not necessarily listed in order of priority) will be those evaluated by the City during the selection process:

• Qualifications, including past experience with similar work • Understanding of Gardena • Costs • References

The top consultants may be invited to interview with City staff. Proposals and interviews will be the basis for Staff’s recommendation.

IX. SELECTION PROCESS

The City reserves the right to reject any or all proposals for any reason whatsoever. Interviews shall be at the option of the City. The services to be provided shall be in accordance with the City’s standard consultant services agreement (sample attached) as which shall be approved by the City Council. After selection and execution of a consultant services agreement and prior to rendering services to the City, the successful consultant shall obtain a business license from the City.
