    San Marcos Creek Districtgoes vertical

    After decades of dreaming, the vision of creating a downtown is becoming a reality. Twomixed-use development projects—Promenade at Creekside and EastGate—broke ground thissummer to mark the first vertical steps of constructing new buildings in the highly anticipatedSan Marcos Creek District.

    The Promenade at Creekside will bring 106 apartment units and 20,000 square feet of commercial space located along Creekside Drive and Grand Avenue directly to the west ofCreekside Marketplace.

    The second project, dubbed EastGate, is a planned 42-unit complex with about 11,600feet of commercial space in the same area along Grand Avenue.

    “Two projects coming out of the ground is a great step forward and generates momentumto make this downtown plan a reality,” said City Manager Jack Griffin.

    Included in the two developments is construction of a new road, Creekside Drive, which willrun parallel to San Marcos Boulevard and connect Bent and Grand Avenues at the existingdead-end intersection. Residents will see expanded sidewalks and bike access, making thearea more bike and pedestrian friendly. By Spring 2016, this roadway addition will providemotorists, cyclists and pedestrians an alternative connection to local shopping centers.

    As these developments get under way, San Marcos is pushing forward with the infrastructureneeded to support the entire Creek District project, including two bridges over San MarcosCreek, the widening of Discovery Street and shoring up and better defining the creek channelto stave off future flooding.

    “Transforming the raw land into livable space will give residents better access to serviceslike water, electricity, sewer and roads,” said Griffin.

    Over time, 214-acres just south of San Marcos Boulevard will be transformed into a thriving downtown neighborhood complete with shopping, housing, and a 80-acre habitatpreserve/ parkland and promenade along San Marcos Creek.

    budgetThe San Marcos City Council on June 9

    passed and adopted a $66.9 million general fund budget for Fiscal Year 2015-16 that began July 1. The general fund pays for important services such as fire protection, law enforcement, street and park maintenance, recreation, land use planning and general administration.

    The city strives to create a budget document that is easy to understand for individuals unfamiliar with the government budgeting process. The spending plan includes revenue and expenditure summaries for each department, was enhanced to show departmentalbudget requests, and the recommended requests by the City Manager. The document also summarizes each department’s function, outlines how the budget supports the city’s strategic goals and includes information on non-general fund spending.

    “The goal is to make it easier to learn about the city’s budget, programs and services whilepresenting a more accurate depiction of costs and where each tax dollar is being spent,”said Finance Director Laura Rocha. “As stewards of the public dollar, the city is committed tocontinually improving transparency and accountability.”

    Overall, the city’s finances remain steady and the budget for the new fiscal year maintainsa reserve of at least 40 percent of the projected general fund.

    Despite the mixed pace of economic recovery, the city has benefited from moderate revenue increases. Sales and property taxes, which account for 50 percent of general fundrevenues, have increased by more than four and eight percent, respectively. The city also relies on rental income received from city-owned property to support day-to-day costs of running City Hall, freeing up other revenues for services and programs to residents.

    “As the economy continues to recover and challenges remain for all levels of government,San Marcos is positioned well and has maintained a slow and steady fiscal approach movingforward,” said Rocha.

    SNew policy invests in city’s future

    Setting a new precedent, the City Council approved a revision to the General Fund reservepolicy in May to reduce reserve levels from 50 percent to 40 percent. This move makes fundsavailable to incrementally reduce the city’s backlog of facility and infrastructure rehabilitationand replacement projects.

    “The 2015-16 budget exemplifies City Council’s commitment to invest in the future of San Marcos,” said City Manager Jack Griffin.

    To support the change, the budget also sets aside 2.6 percent of the General Fund forlong-range maintenance of city buildings, roads, sidewalks, street lighting and drainage,parks, landscaping, equipment, and vehicle replacement. As San Marcos enters its secondhalf century as a city, it becomes increasingly important to maintain existing infrastructure.

    “By making small investments over time and supporting long-term financial planning, thecity is taking steps to control future costs,” continued Griffin.

    The budget set-aside will help the city address the maintenance project backlog, reducelong-term costs and improve the quality of life in San Marcos.

    San Marcos leasesvehicles to save$1 million

    The City of San Marcos will be replacingup to 90 of its light-duty vehicles to savemore than $1 million over the next five years.

    The lease program provides a full maintenance program, 24-hour roadside assistance, vehicle tracking systems, and a five-year vehicle life cycle replacementschedule. The new vehicles are also expected to decrease emissions and fuel use.

    “The move eliminates having a fleet ofvehicles that get worn out,” said DeputyPublic Works Director Jim Chafe. “Leasingkeeps us ahead of the game and frees upresources for the maintenance and replacement of our heavy duty and emergency vehicles.”

    City vehicles are used by the San MarcosFire Department, Public Works, Real PropertyServices, Community Services, Inspectors,Parking Enforcement, and Code Complianceto perform various tasks throughout thecommunity and serve the public on a daily basis.

    “Leasing keeps us ahead of thegame and frees up resourcesfor the maintenance and replacement of our heavy dutyand emergency vehicles.”

  • In response to California’s worsening drought and Governor Brown’s Executive Order issued April 1,residents will continue to see browner grass areas along San Marcos public medians, parkways andcity streets.

    The city has discontinued the irrigation of medians and parkways along city streets with decorativegrass areas. As part of the same order, the city also reduced watering of landscapes by at least 25 percent compared to 2013 water usage.

    “California is in new territory facing its fourth consecutive year of unprecedented drought,” said City Manager Jack Griffin. “The Governor’s Executive Order requires all of us to come together and doeverything we can to cut water use.”

    The affected grass areas will remain brown until alternative designs and resources are developed.The city recognizes that there may be interim aesthetic concerns and requests patience from residentsas San Marcos works to convert the affected lawn areas into more sustainable landscapes.

    Existing trees within the designated areas will continue to be watered and city staff is in the processof converting the turf areas into attractive, but drought-resistant landscapes. Residents can expect tosee the City Hall turf areas completely transformed by winter 2015.

    Converting street medians and parkways to water-wise landscaping

  • Metal pipe replacement to protect streets from sinkholes

    A citywide corrugated metal pipe project will rehabilitate old and deteriorating pipes to protect streets from future sinkholes.

    Slated to be completed in February 2016, the $1 million project uses city infrastructure rehabilitation funds to ensure ongoing pipeline service and sustain the ability to convey water.

    While roadway impacts are anticipated to be minimal, residents can expect partial street closures, temporary traffic control and trenching activities in areas that require full pipeline replacement.

    PavingMotorists traveling in San Marcos will continue to notice crews

    working along Rancho Santa Fe Road and several other city streets in an ongoing effort to maintain overall pavement condition. While originally slated for summer completion, work has been extendedthrough the fall months to incorporate a bike lane while continuing to accommodate resident parking.

    “We appreciate continued patience from motorists, businesses and schools during these important roadway repairs,” said City Manager Jack Griffin. “The temporary inconvenience paves the way for lasting improvements.”

    Rancho Santa Fe Road from State Route 78 to Lakeridge Drive is undergoing a $3 million facelift to restore the roadway and extend the life of the driving surfaces.Some portions of the roadway will require pavement removal and replacement, whileother segments will need surface grinding prior to the final pavement overlay.

    “Traffic flow is important to our residentsand keeping city streets in good conditionmaintains overall traffic safety and mobility,”continued Griffin.

    Residents and businesses directly affectedby the street restoration will receive notice ofscheduled work.

    While most road repair work will takeplace during evening hours, daytime traffic delays are anticipated.

    Guardians with students attending Alvin Dunn Elementary School should allow a few extra travel minutes and check construction schedules frequently to ensure timely pick-up and drop-off.

    During construction, businesses will remain open and street restoration work willbe coordinated to minimize obstruction to shopping center access.

    receive a chip and slurry seal treatment to significantly extend

    the life of existing pavement by protecting theundersurface from the effects of aging and theenvironment.

    Residents and businesses directly affectedwill receive both a notice two weeks and 72 hours prior to scheduled work so that appropriate parking arrangements can be made.

    Motorists are advised to expect delays anduse caution when traveling in these areas.Schedules are subject to change.

    Safer routes to school slated for Richland Elementary School areaBy the new school year, work will be underway to provide safer routes to Richland Elementary School. The addition of new traffic signals at the intersections of Borden Road, Richland Road and Rose Ranch Road

    adjacent to the elementary school will minimize traffic delays. A planned pedestrian phase will bring new sidewalks, curbs, gutters, pedestrian ramps, drainage facilities

    and other pedestrian safety improvements to the area. Funded by the federal Safe Routes to School Grant Program, the improvements are designed to make

    walking and bicycling to school safer and the preferable travel choices for families.

    San Marcos Boulevardcomplete street concept plan approved

    The City Council approved a complete streetconcept plan to transform San Marcos Boulevardfrom Bent Avenue to Discovery Street into a complete street that will create a social living environment and serve as the transportationbackbone for the city’s downtown.

    The plan will encourage future development to blend with the San Marcos Creek District tothe south featuring mixed-use, smart growth developments, pedestrian paseos and creekpromenade with the mixed-use land and entertainment venues to the north. It will balancethe need to move large volumes of vehicle trafficthrough the boulevard with the need to create anenjoyable living environment.

    While the concept plan has been approved,funding sources are still being explored to makethe plan a reality.

    Beginning this fall, Armorlite Drive from Las Posas Road to Bingham Drive will be transformed into a “complete” street featuring bike and pedestrian friendly improvements that support transit-oriented neighborhoods such as Palomar Stationand Davia Village.

    “Streets are a vital part of livable, attractive communities,” said Public Works Director Mike Edwards. “The Armorlite Drive changes will enhance overall connectivityin the area and give everyone safer transportation alternatives.”

    The roadway, pedestrian and bike enhancements include the construction of aneight-foot wide, two-way cycle lane. A six-foot wide sidewalk on the north side of Armorlite Drive, a ten-foot sidewalk along the south side of Armorlite Drive and twomid-block crosswalks with rectangular rapid flashing beacons will also be added.

    To top it off, the Armorlite improvements will include angled and parallel parking,pedestrian lighting, bicycle racks, benches, and waste and recycling receptacles atvarious locations within the project limits.

    The $2 million project, supported primarily by a SANDAG Smart Growth grant, is expected to be completed in early 2016.

    If there is a fire in your home, smoke alarms alert people to trouble when they are the most vulnerable—at night, when they are asleep or unaware of their surroundings. Like smoke alarms, carbon monoxide detectors alert unsuspecting residents of a colorless and odorless poisonousgas that emits when appliances such as furnaces, ranges, water heaters and room heaters malfunction.

    Here's what you need to know:Smoke Alarms• Install smoke alarms in every bedroom, outside each sleeping area and on every level

    of your home.• Test your smoke alarms every month, replace alarms every ten years and change your

    batteries twice a year. If your smoke alarm starts “chirping,” the battery is running low and should be replaced.

    • When a smoke alarm sounds, get outside and stay outside.• Never disable your smoke alarm by unhooking it or removing the battery. Carbon Monoxide Alarm• Immediately move outside to fresh air and call your emergency services,

    fire department or 911. • After calling 911, do a head count to check that all persons are accounted

    for and DO NOT re-enter the premises until the emergency services responders have given you permission.

    • If the source of the CO is determined to be a malfunctioning appliance, DO NOT operate that appliance until it has been properly serviced by trained personnel.

    Free business securityinspections offered inSan MarcosIn an effort to keep San Marcos one of North County’s safest communities,

    the city’s Crime Prevention Unit is offering commercial security inspections to San Marcos businesses.

    Designed to reduce vulnerability to crime, these free inspections offer onsite security assessments and cost effective recommendations to help detercommercial burglary.

    “Crime prevention is an important element of public safety,” said Public SafetyCoordinator Veronica Martinez. “By working with businesses to take an active role, we can foster safer community choices that create an environment that discourages crime.”

    San Marcos businesses can also join Business Alert, a program that encourages local businesses to take an active role in preventing crime by establishing a communication network between businesses.

    The Sheriff’s Senior Volunteer Patrol (SVP) driving help keep residents safe by providing a variety of services that support San Marcos Sheriff’s Deputies as the extra“eyes and ears” of the community.

    Here are some of the services offered by the SVP to keep San Marcos safe:

    You Are Not Alone (YANA) ProgramMembers of the SVP, when requested, will either stop by or call anyone who is

    homebound and can benefit from a short daily visit with a trained SVP member to justsay hello and confirm that all is well.

    Vacation checks on homesThe San Diego County Sheriff’s Department offers free year-round vacation checks

    for residents in the areas it serves. Upon request, SVP will perform security inspectionsoutside your home Monday through Friday while you’re away and check to make suredoors, windows and garages are locked.

    Parking patrolTo protect against vehicle theft and assist with parking enforcement, SVP members

    patrol parking areas in San Marcos. As they walk through parking areas they watch forarticles of value left inside and are trained to alert deputies if children or pets are leftunattended in a car. As part of SVP parking patrol, members enforce handicap parkingspace laws and watch for abandoned vehicles.

    Neighborhood patrolThe Senior Patrol deploys several vehicles Monday through Friday and on weekends

    to patrol neighborhoods covering both the incorporated and unincorporated parts ofSan Marcos. SVP is alert for any unusual activities in neighborhoods and will immediatelycall for a Deputy to investigate.

    Where can I take it?Tips for responsible waste disposal

    Not all waste items can go into the trash because they may contain hazardous substances that pollute our environment. Here is where you can safely dispose of those items at no cost:

    E-Waste and other items: Televisions, computers,printers, household batteries, home-generatedsharps such as skin penetrating needles, andfat, oil, and grease (FOG) collections can bedropped off at EDCO’s Buyback Center, 224 S.Las Posas Road. The Buyback Center also offersrecycling redemption services and collects other recyclable materials. For more details, visitwww.edcodisposal.com.

    Unused paint: Leftover paint can be dropped off at any local paint store participating in thePaintCare program. Details at www.paintcare.org.

    Fluorescent light bulbs: Many large home improvement stores offer free CFL recycling.

    Used motor oil: Motor oil that is uncontaminatedcan be dropped off for free at most express oilchange and auto parts businesses.

    Prescriptions: These items can be dropped offanonymously during weekday business hours ina bin at the San Marcos Sheriff’s Station, 182 Santar Place.

    Household Hazardous Waste: Cleaners, pesticides, pool chemicals, and other toxic substances must be taken to a designatedHousehold Hazardous Waste collection facility.The city contracts with facilities in Vista andPoway that are open to residents on Saturdaysfrom 9am to 3pm. The addresses are: 1145 E. Taylor Street, Vista 12325 Crosthwaite Circle,Poway Proof of San Marcos residency is required.

    Sheriff senior volunteershelp keep residents safe

    Join the Sheriff’s Senior Volunteer ProgramThe San Diego Sheriff’s Department is looking for residents 50 years and older to join the

    Senior Volunteer Program. Providing invaluable service to Sheriff’s Deputies,

    responsibilities include home vacation checks, personal visits to home-bound seniors and abandoned vehicle abatement.

    The statistics are sobering. Every year one in three adults ages 65 and older experiences afall, and many suffer fractures, injuries and, in some cases, even death. Falls are a leadingcause of hospitalizations among the elderly.

    Hyun Gu Kang, assistant professor of kinesiology at Cal State San Marcos, is intrigued bywhy falls occur and what can be done to prevent them.

    “In kinesiology, we learn about how balance, stability and postural control systems work,”Kang said. “I want to know what is happening when they don’t work. Two of my great grandparents lived up to 100. Both had falls and passed away within a week of the incidents.They were healthy and it was the fall that took them.”

    Kang launched a nine-week fall prevention program at the San Marcos Senior Center lastFebruary. Nine elderly men and women enrolled in the twice-weekly class taught by certifiedFallProof™ instructor Mary Jo Preti. The class allowed the seniors to learn valuable fall prevention strategies while giving CSUSM’s kinesiology, nursing and human development students the opportunity to collaborate and practice their classroom learning in a realworld setting.Kang believes that falls are not an inevitable part of aging.

    “Falls are preventable,” he said. “The prevention is not always expensive or complicated. Iwanted our students to have the knowledge and skills to do something about it. They have aresponsibility to the community.”

    Nursing student Lea Lewis has seen many seniors who end up in hospitals after falls.“It’s a great idea to teach fall prevention to seniors because it’s such a big issue in health

    care and the aging population is growing so much,” Lewis said. “Falls can lead to so manycomplications and hospitalizations.”

    Instructor Preti said it was a great benefit to have the CSUSM students assist her in the class.

    “They are very good,” Preti said. “I can do so much more in the class with their help. Theyhave great suggestions. There’s a lot of give and take both ways.”
