MEETING MINUTES JANUARY 15, 2019

The regular meeting of the City of Dexter Parks and Recreation Commission was called to order at 7:00 pm at the City Offices, 8123 Main Street. ROLL CALL Commissioners Present: Murillo, Henkemeyer, Bell, Wagner, Miller, Marques Commissioners Absent: Gee Others Present: Justin Breyer, Assistant to the City Manager/Clerk APPROVAL OF THE MINUTES Motion by Miller, Seconded by Murillo to approve the minutes from December 18, 2018 as presented. Unanimous Voice Vote Motion Adopted APPROVAL OF AGENDA Motion by Murillo, Seconded by Marques to appove the agenda as presented. Unanimous Voice Vote Motion Adopted CITIZENS WISHING TO ADDRESS THE COMMISSION None REPORTS AND COMMUNICATION A. CHAIR Huron Waterloo Pathways Initiative – None B. COMMISSIONERS AND EX-OFFICIO Tree Board – None City Council – Scott Bell reported that he attended the B2B trial meeting on Wednesday, January 9, 2019. Most of those who attended live along the proposed trail segments outside of the City. First of two segments connecting Dexter and Chelsea will be built in 2019. Art Selection Committee – None

C. STAFF REPORT Justin Breyer submitted his report per the packet. Justin updated the Committee on the following items:

• Mill Creek Park Phase 2

Motion by Murillo Seconded by Wagner to send the following information to City Council regarding Phase 2 of Mill Creek Park: - Not enthusiastic, but supportive of running the trail along Grand St.; - More disheartened about deferring the section being lost than being not supportive; - Slightly more enthusiastic if Grand St. is re-done; - Do not want to lose the portion being lost from the Plan. Consider the section being

lost is the “Park”; - Section being done is a mode of transportation, but it is a community enhancement

more than a park enhancement. Ayes: Miller, Wagner, Murillo, Bell, Henkemeyer, and Marques Nays: None

• Student Representatives

• Moving the Parks and Recreation Commission to the Dexter Senior Center Motion by Murillo, Seconded by Marques to recommend to City Council to move the regular Parks and Recreation Commission meetings to the Dexter Senior Center. Ayes: Bell, Wagner, Miller, Henkemeyer, Marques, and Murillo Nays: None

• Joint Committee/Commission Meeting to be held on Monday, April 29th

• Mill Creek Park Controlled Burn NEW BUSINESS A. DISCUSSION OF: LIONS CLUB TREE HOUSE PROJECT The Commission expressed an interest in inviting representatives of the Dexter Lions Club to attend the next meeting to discuss next steps on this project. B. DISCUSSION OF: DOG PARK PROPOSAL The Commission discussed the proposal regarding the construction of a dog park in the City of Dexter. The Commission expressed the following items related to the proposal:

• The City does not have the capacity – management-wise, space-wise, liability-wise, or DPW-wise;

• The City does not have a Parks and Recreation Department to actively manage a dog park;

• There are other nearby dog parks to serve this need - Chelsea, Saline Mill Pond, Swift Run;

• Trainers that work with dogs with behavioral issues are not supportive;

• There is not energy on the Commission to support a dog park. There are other priorities;

• Only 30% of the respondents were City residents;

• They are welcome to approach City Council;

• Not willing to give up existing real estate for a dog park. C. CONSIDERATION OF: MONUMENT PARK GAZEBO STEPS AND BRICKS REPAIR QUOTES Motion by Murillo, seconded by Wagner to recommend to City Council the awarding of contracts to Van Natter Works and Todd’s Services to fix the Monument Park gazebo steps and re-lay the Monument Park brick pavers in an amount not to exceed $10,000. Ayes: Wagner, Bell, Miller, Henkemeyer, Murillo, and Marques Nays: None D. DISCUSSION OF: MILL CREEK PARK MAINTENANCE ESTIMATE Staff presented an estimate from PlantWise for additional maintenance for Mill Creek Park. The Commission discussed this proposal. E. DISCUSSION OF: 2019 EASTER EGGSTRAVAGANZA The Commission discussed the 2019 Easter Eggstravaganza, including quantities for egg-stuffers, donations, and face painting. F. DISCUSSION OF: POTENTIAL DONATION None OLD BUSINESS None PARKS MAINTENANCE REQUESTS

• Ice rink is open

• Cut and cap pipe at Peace Park

STAFF REPORT

To: Parks and Recreation Commission

Mill Creek Trail Phase 2

City Council discussed the Mill Creek Phase 2 scope at their January 28th meeting, and re-

confirmed a commitment to running the trail along the Creek. Staff met with Patrick Droze from

OHM Advisors and Neal Billetdeaux of SmithGroup to prepare the TAP grant Local Agency

Program application so that the project can move forward with TAP funding. Staff then met with

Jeff Hardcastle and Susan Faulkner of HWPI to talk about next steps on the Mill Creek Trail Phase

2 project and the Iron-Belle connector project. Per Neal Billetdeaux, we should have preliminary

floodplain data within the next few weeks. Once we have the preliminary data, it can be

presented to City Council, and set-up a public meeting to discuss alignment.

Mill Creek Park Controlled Burn

At the January 28, 2019 meeting, City Council approved the recommended proposal from

PlantWise to perform a controlled burn in Mill Creek Park. Staff will work with PlantWise to

schedule the controlled burn.

Dog Park Proposal

Staff relayed the Commissions’ comments to Carl Arft, the person that submitted the dog park

proposal. His response is attached to this report.

Monument Park Gazebo Steps and Brick Pavers

At the January 28, 2019 meeting, City Council approved the recommended work to fix the

gazebo steps and re-lay the brick pavers in Monument Park. The goal is to schedule the work by

early-spring.

Monday, April 29th Committee Meeting

As a reminder, there will be an all-Committee meeting on Monday, April 29th at the Dexter

Senior Center.

Ice Rink

Over the last few weeks, the Department of Public Works has been having issues with the ice

rink liner. At the last City Council meeting, staff presented to City Council the idea of relocating

the ice rink to Mill Creek Park North next year.

Re: Discussion of: Lions Club Tree House Project

During the November 20, 2018 meeting the Parks and Recreation Commission met with

representatives of the Dexter Lions Club to discuss the Lions Club’s proposal to construct a tree

house somewhere in Mill Creek Park. The Commission made the following recommendation to

City Council:

Motion by Gee, supported by Miller:

The Parks and Recreation Commission is supportive of the intent of the tree house proposal made by the

Dexter Lions Club, and is interested in getting additional information. The Commission would like to

request permission to explore feasibility and gather details and estimates for the project, which would

involve the installation of a tree house somewhere in Phase 1 or Phase 2 of Mill Creek Park – no specific

location has yet been determined. Purpose would depend on how big and location.

Ayes: Henkemeyer, Wagner, Gee, Marques, Miller, and Murillo

Nays: None

Absent: None

Members of City Council expressed approval for the Commission to move forward with

gathering more information regarding the potential project. Members of City Council also

expressed the following concerns: ADA accessibility, liability and risk, long-term maintenance

costs, and the "fit" with wherever it is located. These concerns were shared with the Lions Club

representatives. Lions Club representatives have been invited to attend the February Parks and

Recreation Commission meeting.

Introduction

The 2019 Easter Eggstravaganza will take place on Saturday, April 20th. The City will begin

advertising ticket sales in a few weeks. We will need to begin planning:

• Egg and candy ordering – egg stuffing material has been ordered and delivered. A copy

of the order list is attached.

• Egg stuffing – reached out to the girl scouts.

• Procuring live bunnies – contacted Kurt Augustine to have him reach out to the owners

of the bunnies.

• Car parking – reached-out to the Dexter Lions Club and LaFontaine Chevrolet.

Introduction

As discussed at previous Parks and Recreation Commission meetings, staff reached-out to

PlantWise to get an estimate for supplemental maintenance in Mill Creek Park. A copy of that

estimate is attached. Please note that as indicated on the proposal, this is an approximate cost

for the elements included and is not a firm quote. Also of note is that the estimate of $13,750

would be in addition to the work already being performed by PlantWise, which totals $5,975 per

year.

Staff also spoke with a representative of WH Canon to get request estimate, but staff has not

heard back from WH Canon.

Ø Visit Mill Creek Park North and South weekly from April 16 to October 15 o Weed abatement in landscaped areas by hand o Pruning, trimming, and watering vegetation (up to four times) in line with

best tree and plant care practices, keeping walkways clear of vegetation o General clean-up

Ø On a monthly basis:

o Inspect trees, shrubs, and bushes for disease o Weed abatement in natural areas by spray

Ø Annually:

o Mulch landscaped beds and base of trees o Spring/Fall Clean-up

Ø Other maintenance as needed to keep Mill Creek Park looking as good as possible Approximate cost for the above elements would be $13,750 (Adding ongoing maintenance to the rain gardens is an additional $2,425)
