3. Appendices A-C are sited in the Special Provisions, however they are not provided. Please provide
Appendix A, B, and C. Answer: appendices A, B and C are posted.
4. The Timber Pile Repairs call for 5,000 PSI Concrete. Could this be replaced with an epoxy grout that meets or exceeds the compressive strength requirement? Answer: Epoxy grout with a minimum 5,000 psi compressive strength may be substituted for the 5,000 psi concrete in the Timber Pile Repairs.
5. Specs state that a Sediment Bond requires a letter from the surety in the amount listed in Section 102. The Erosion and Sediment Control Surety Bond amount value is blank in the proposal. Please identify the bond amount. Answer: the performance/ defect and the r/w bond that will be issued for the project incorporates the E & S items per requirements in the project plans. Therefore, a separate E & S Surety bond is not required.
6. We would like to request that the owner to extend the bid date to February 6, 2019, and the last date for questions to January 18, 2019, for the following reasons:
Movable bridge repairs are highly technical, and require substantial coordination between trades. The advertisement period would be challenging without the holidays occurring in the middle of it.
The owner has allowed only 2 days after the planned site visit to submit questions. We do not feel that this is sufficient time to reconcile the existing conditions found during the site visit with the plans that were issued and submit any necessary questions.
Answer: bid dates have been addressed and will be posted in addendum.
7. What is the linear footage of the pile jackets required for the project? The Plans show the piles requiring encasement (S-13) and how encasement is to be achieved (S-14) including extending the encasement to 2’ below the mud line. But no elevation is given for the mud line or the bottom of the encasement. Answer: Existing mud line at the piles supporting the tender house should be anticipated to be Elev. -9 ft. with a +/- 2 ft. variation in that elevation expected.
8. Note 5 on SD-1 directs the contractor reinstall waterway signs at the end of the project. Note 30 on G-
3 says the owner will reinstall the signs. Please clarify. Answer: Note 5 on Sheet SD-1 should be replaced in its entirety with the following: “UNLESS OTHERWISE DIRECTED BY THE OWNER, REMOVE EXISTING BRIDGE WATERWAY SIGNS ON THE EAST AND WEST SIDES OF THE SWING SPAN AND SALVAGE FOR REINSTALLATION AFTER PAINTING OF THE SWING SPAN IS COMPLETED. REMOVE AND PROPERLY DISPOSE OF EXISTING STEEL SIGN SUPPORTS WELDED TO THE STRUCTURAL STEEL. THE OWNER WILL BE RESPONSIBLE FOR REINSTALLATION OF THE SIGNAGE.”
9. During the Pre-Bid conference, it was stated that some existing bridge drawings were available. It was my understanding that they were issued as a part of Addendum 1, but, I have not been able to locate them. Please advise where these drawings are located in Addendum 1, or make them available under a separate addendum, whichever is applicable. Answer: These items will be posted.
10. VDOT allows vibratory for installation of pile at the discretion of the engineer. Vibratory hammer can be used to install non-structural timber fender piles. Answer: A vibratory hammer may be used for installation of the timber fender piles. The contractor is responsible for selecting, sizing, and providing the proper hammer for pile installation.

11. On page 110-125 of Addendum 1, Backfill is stated to be Clean, Washed concrete grade sand. On
plan sheet ME-23, Note 5 states that we will backfill with previously excavated material. Which note governs? Answer: The cable trench may be back filled with the previously excavated material. Any additional fill required shall meet the referenced requirements of 60.04 C – Back Fill.
12. Does this Project require all, or any portions of the Project for materials to be sourced as "Buy America?" If portions are required to be "Buy America", then please specify the scope. Answer: Project does not include the Buy America requirements.
13. Are there any drawings associated with any possible north and south end road construction for tis project available? Answer: No road project plans are associated or available with roadway construction on Centerville Turnpike.
14. Is a Virginia GC License required to be this project? Answer: Yes
