THE JOB OPPORTUNITYThe City of Cedar Hill, Texas is seeking an innovative, community-oriented servant leader to join our family as the next Director of Finance.

ABOUT CEDAR HILLNestled twenty minutes southwest of downtown Dallas, Cedar Hill borders the eastern shore of Joe Pool Lake and Cedar Hill State Park. Its lush, tree-lined rolling hills and wide-open green space allow for hikes, bike rides and other outdoor recreational opportunities. Whether visiting one of the specialty boutiques in historic downtown, shopping at national retail stores, or enjoying the day on Joe Pool Lake, Cedar Hill is a thriving suburb which maintains a small-town charm with big city amenities. With easy access to I-20 and I- 35 from U.S. Highway 67, Cedar Hill is home to many residents who commute to and from employment in the Dallas-Fort Worth (DFW) metroplex.

The City was incorporated in 1938 under the general laws of the State of Texas and is the oldest organized community in Dallas County. Cedar Hill became a home-rule City in 1975. The median age of those living in the City is 36 years and median household income is $73,658 while that of the U.S. is $60,293, according to the 2018 American Community Survey.

Cedar Hill sits at the northern edge of the Balcones Es-carpment, a line of low hills that separates the rich soils of blackland prairie to the east from the scenic lime-stone formations to the west. This convergence of the ecosystems of east, west, and central Texas mark the start of the Texas Hill Country and make the corridor home to a unique combination of plants and animals unlike any other in the State. Preservation of the open spaces and critical ecosystems in this area is made possible through partnerships be-tween the City of Cedar Hill, Texas Parks & Wildlife, Dogwood Canyon Audubon Center, and Dallas County, among many other organizations. The City’s location in a major metro area provides access to nature, recreation, and environmental learning to a diverse urban population.

FINANCIAL PROFILEThe Finance Department provides professional and fiscal-ly prudent management of all city assets by managing and recording, safeguarding, organizing and planning for future financial needs. The Finance Department provides financial information to enable decision-making and to ensure finan-cial sustainability.

The Finance Department provides services to City of Cedar Hill departments; citizens; business owner’s; stakeholders and visitors with professionalism, efficiency and accuracy. Through oversight of purchasing, accounting, financial reporting, debt administration, treasury and budget the Finance Department provides premier customer service. The department provides financial services to the Community Development Corpora-tion (CDC), the Economic Development Corporation (EDC), the Tax Increment Reinvestment Zone (TIRZ), and five Public Improvement Districts (PIDs).

GOVERNMENT AND ORGANIZATIONCedar Hill is governed by a council-manager form of government. The mayor and six council mem-bers are the legislative body of the City and focus on community goals, major projects, and stra-tegic planning. The city council appoints a professional manager to oversee the delivery of public services. The City Manager provides day-to-day executive leadership and administration to the municipal organization. Greg Porter was appointed City Manager in January 2015 and has served in various capacities within the City for over 30 years.

The City of Cedar Hill provides a full complement of traditional municipal services including a police department, fire protection, engineering and public works, street maintenance, building inspec-tion and code enforcement services, planning and zoning, parks and recreation services, a public library, municipal court, and human resources. For the current fiscal year, the General Fund Budget is approximately $40 million providing a workforce of 347 full-time employees and 54 regular part-time employees.

POSITION SUMMARYThis position is responsible for leading Finance personnel, providing administrative direction and coordination for the fiscal and administrative activities of the City, including finance and budget administration, accounting, billing and collection, cash management, debt management, pur-chasing, and investment policy.

Under the direction of City Manager and in accord with Cedar Hill’s organizational values, goals and leadership philosophy, the Finance Director is responsible for the leadership and management of all financial operations of the City, including planning, organizing and controlling financial resourc-es and expenditure processes. This function is conducted in coordination/collaboration with the senior leadership team.

To be successful, candidates must possess a collaborative spirit and appreciate diversity in all as-pects, with the ability to weave their tools within the City in an effort to maintain fiduciary respon-sibility.

• Provides premier customer service to citizens, internal and external customers by responding to requests in a positive, timely, effective and professional manner.

• Provides administrative direction and coordination for the fiscal and administrative activities of the City, including finance and budget administration, accounting, billing and collection, cash management, debt management, purchasing, and investment policy.

• Develops and implements strategic plan, policies and procedures and internal controls to support current and future financial needs of the organization.

• Coordinates the preparation of annual budget and monitors throughout the year.

• Coordinates annual audit report to the City Manager and City Council.

• Coordinates with tax assessment and collection agencies.

• Develops financial policies and procedures for the City.

• Advises and makes recommendations on all fiscal policy.

• Monitors the City’s financial condition and financial activities to ensure compliance with policies and procedures, state and federal statuses, City Charter, and bond covenants.

• Establishes department goals and objectives, and initiates development of new programs and services.

• Performs special studies and research as requested by the City Manager’s Office, and makes recommendations on changes and improvements to City practices and procedures that im-prove operational efficiency and effectiveness.

• Serves as a director of the City, interacting in a positive and cooperative manner with other City directors.

• Works with and provides assistance to other departments as needed.

• Adheres to the City’s Code of Ethics.

• Attends meetings and conducts projects and research as requested by the City Manager’s Office.

Responsibilities And Requirements

• Considerable knowledge of budgetary, governmental accounting and reporting systems, Local Government Code Chapter 102, GAAFR, GAAP, Truth in Taxation, GASB regulations, and experi-ence with producing a CAFR.

• Strong experience in debt management and various capital project financing techniques in-cluding impact fees and designated sales taxes.

• A track record of successfully managing a municipal investment program.

• Outstanding personal management and leadership skills, including the ability to relate to a broad range of people both inside the organization and the community.

• Demonstrated commitment to staff development and involvement with the intentional focus on developing future leadership for the Department. Includes the ability to select, organize and motivate a top-notch staff.

• Exceptional aptitude to anticipate problems, identify alternative courses of action, prepare pro-active recommendations; present, defend and support those recommendations before the City Manager, City Council, advisory groups or citizens.

• Highly collaborative spirit, effectively working with and engaging other departments within the organization.

• Visionary with a track record of innovation, resourcefulness, and influential leadership within the organization, community and interfacing entities.

Knowledge, Skills, And Abilities

EDUCATION & EXPERIENCESuccessful candidates for the position of Director of Finance will possess, at a minimum, the fol-lowing qualifications:

• Bachelor’s degree in Finance, Accounting or a related field; Master’s degree preferred in Management or Public Administration.

• Thorough knowledge of general management principles, and principles, methods, and practices of municipal finance as well as the ability to plan, direct and coordinate the diversified work activities of several divisions.

• At least seven years of related experience required.

• Certified Public Accountant and/or Certified Government Finance Officer preferred.

COMPENSATION & BENEFITSThe salary range for this position is up to $169,598 annually, depending on the experience and qualifications of the successful candidate. The following benefits package is also offered:
