appearing on the agenda that is within the subject matter jurisdiction of the Commission. The Chair will recognize you and when you come to the

microphone, please state your name and place of residence for the record. While members of the public are encouraged to participate, it is unlawful

All matters listed under the Consent Calendar are to be considered routine by the Commission and will be

enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered

separately by the Commission.

1. Approval of Minutes of March 2, 2021.

March 2, 2021

CALL TO ORDER: Recreation Manager Norma Gerardo called the meeting to order at 5:33pm.

FLAG SALUTE: Commissioner Jimmy Dorantes led the Pledge of Allegiance.

ATTENDANCE: Commissioners present: J Dorantes, R. Pacheco, C. Fitch, A. Martinez, C. Durazo

Commissioners absent: None.

APPROVAL OF AGENDA: Commissioner Carlos Fitch made a motion to approve the agenda. Motion was seconded

by Commissioner Jimmy Dorantes.

COMMENTS FROM THE PUBLIC: None.

DISCUSSION AND POTENTIAL ACTION ITEMS:

1. Each Commissioner formally introduced themselves, providing educational background, current place of

employment and previous board experience in local Imperial Valley organizations.

2. Commissioner Martinez self-nominated as Vice Chairperson. Motion was seconded by Commissioner Pacheco.

Motion passed unanimously. Commissioner Pacheco self-nominated as Chair. Motion was seconded by

Commissioner Dorantes. Motion passed unanimously. Commissioner Fitch expressed interest in the Secretary

position, stating prior experience. Motion was made by Commissioner Martinez to appoint Fitch as secretary and

the motion was seconded by Commissioner Dorantes. Motion passed unanimously.

RECREATION DEPARTMENT MANAGER REPORT: Recreation Manager Norma Gerardo introduced herself to the

Commissioners. She initially covered the important topic of the Carmen Durazo Cultural Arts Center budget and staffing.

She also spoke regarding creating Bylaws for the Commission since none exist due to it being a newly formed commission.

Thirdly, she explained what has been happening at the Cultural Arts Center since the Covid-19 closures. She explained that

with the generosity of the Calexico Arts Council, the center has been able to provide classes free to charge to children and

adults in the community. The Calexico Arts Council have also assisted in providing material for various virtual art exhibits

that have had participants from as far as Czech Republic. Lastly, she informed the commissioners of the various social

media platforms that have been created for the center.

INFORMATIONAL ITEMS:

3. Recreation Manager Gerardo informed Commissioners about the upcoming video release of the Women in the Arts

Exhibit on March 8, 2021. Where twenty-two local women artists participated for a total of 85 art pieces ranging

from digital photography, acrylic painting and sculptures.

4. Ms. Gerardo also informed Commissioners about the upcoming It’s a Lego World Exhibit taking place on April 30,

2021. This will be an inclusive program for all ages. The registration deadline will be April 12, 2021 and participants

can begin dropping off their Lego entries on April 12-13. It was also noted that visual art and electronic submissions

would also be permitted for this exhibit.

ADJOURNMENT: Chairperson Pacheco adjourned the meeting at 6:42 p.m.

• Information Item Subject: Change on Meeting day, time and recurrence. Agenda Date: April 6th, 2021 Submitted by: Commissioner Carlos A. Fitch Manager Approval: Norma Gerardo – Under New Busines, Discussion/Action Recommendation: Open a discussion among commissioners to agree on changing the meeting

day and hour. Discuss to increase or maintain the meeting’s recurrence. If maintaining the

same recurrence (once per month) elaborate a plan of constant communication and goals to

accomplish (email communication).

Background Information: Based on unrequested availability of each commissioner, it is

necessary to agree on a set day and hour that works for every commissioner in order to

attend and be participative in the commission’s meetings.

Discussion: It has been moved and seconded to change the Commission’s meeting day and

time from Tuesdays from 5:30 p.m. to 6:30 p.m. to ______________ (date and time agreed by

the Commission).

to meet in a same recurrence?

REPLACEMENT OF HISTORIC ROUTE 99 SIGNS IN THE CITY OF CALEXICO

CALEXICO, CA – On February 9, 2021, Michael F Ballard, President of the Historic Highway 99 Association of California, a California Non-Profit Public Benefit Corporation contacted the City of Calexico Public Works Department requesting authorization to replace two (2) deteriorated Historic Route 99 signs located on 1st Street/Heffernan Avenue and 2nd Street/Imperial Avenue with two (2) new Historic Route 99 signs. Miguel Figueroa, City Manager authorized Mr. Ballard’s request and the Historic Highway 99 Association of California began raising funds to purchase the two (2) signs. The Historic Highway 99 Association of California main goal is to help educate the public on the historical importance of former US Highway 99 in California. In addition to the following:

• To help promote travel, tourism, and economic development along the historic roadway through the various towns along the route

• To work with various agencies to protect and preserve any historic structures such as bridges, buildings, and other cultural resources along all alignments of former US 99

• To help support signage efforts along the route, such as Business Route and/or Historic Route signs directing travelers to the old road.

• To develop a cohesive statewide plan for the preservation, interpretation, and promotion of former US 99 in California.

• To develop and support various meets along the roadway, such as car shows and swap meets. • To raise funds to support all these goals.

On March 24, 2021, the Historic Highway 99 Association of California delivered two (2) new Historic Highway 99 signs and on that same day, the City of Calexico Public Works Department staff installed the new signs, see pictures below. Mr. Figueroa would like to thank Mr. Ballard and the Historic Highway 99 Association of California for their generous donation and helping beautify our downtown area with new signs.
