• City launched wireless broadband initiative in 2002

• City partnered with Biltmore Communications on FastPass– Focused on hotspots at City

Hall, airport, tourist destinations, and universities

• Hartsfield Jackson International Airport launched Wi-Fi service in November, 2005

Cooperative Wholesale Business Model

• Uses no taxpayer dollars to fund or operate– City will provide access to mounting

assets and act as anchor tenant• City selects company to fund, own,

and operate the network– Selected Service Provider will provide

wholesale services to other Service Providers

– Selected Service Provider will provide retail service to government, residents and businesses
