Mayor’s Column Troy PickardWelcome to the first edition of City News for 2010 – this City of Joondalup publication has plenty of interesting news to keep all local residents informed of what’s happening in our City.

It has been a busy start to the year and a number of highly successful City events have been well received by the community in recent months.

The City’s outstanding events calendar has been a big hit with local residents with the free summer concerts at Emerald Park in Edgewater, Macdonald Park in Padbury and Percy Doyle Reserve in Duncraig all recording big attendances and we have received very positive feedback on the success of taking these concerts to different suburbs.

The City’s Valentine’s Concert, headlined by David Campbell at the Joondalup Resort, was another popular event with residents. More information on this great night, including photos, is featured later in this newsletter.

The recent Splashdown Family Fun Day, which officially celebrated the opening of the new outdoor aquatic facilities at Craigie Leisure Centre was a huge success with almost 3,000 residents turning up to enjoy the new 50m pool and childrens water playground. More information on this special day is also featured in the following pages of this newsletter.

The last City event of the summer is the upcoming Joondalup Festival, which will once again draw many

thousands of people to the City Centre to enjoy two days of non-stop free fun and entertainment for people of all ages.

I hope you have had an opportunity to attend some of the great City events we have hosted this summer and I am really looking forward to seeing you all at the Joondalup Festival on Saturday, 27 March and Sunday, 28 March.

The Joondalup Council is back at work after its Christmas and New Year break and we are refreshed and ready to continue providing good governance, sound decision making and leadership to the community as we strive to see the City grow and develop while ensuring the best interests of the community remain our highest priority.

We are committed to making sure that our residents continue to be provided with outstanding facilities and services and the many other wonderful arts, cultural and sporting events we hold, which all contribute to the wonderful lifestyle we enjoy as Joondalup residents.

Our common goal is of course to see our great City reach its full potential – and I believe that Joondalup has a very bright and prosperous future.

Beach Management PlanThe City has released a draft Beach Management Plan for six weeks of public comment and feedback, giving the community an excellent opportunity to have a say in how their coastline will be managed.

It is the first plan of its kind to be considered by a WA Local Government and has been developed to provide guidelines to manage the coastline in an effective and sustainable manner so that everyone in the community can enjoy one of the City’s biggest assets.

The draft Plan was developed in response to a number of concerns raised by the community on issues such as competing recreational activities on the beach, access

Toodyay Bushfire AppealThe Joondalup Council has agreed to donate $5,000 to the Toodyay Bushfire Appeal. All donations collected at the 2010 Songs from the Stage summer concert at Percy Doyle Reserve in March will also be forwarded to the Appeal.

to car parking, vandalism, anti-social behaviour and the condition of coastal paths.

It also identifies factors likely to have an impact on the public’s enjoyment of beaches, preservation of the coastal environment and lastly, on the maintenance of paths, parks and community buildings, which are the City’s responsibility.

The draft Beach Management Plan can be found on the City’s website www.joondalup.wa.gov.au or at the City’s administration building in Boas Avenue Joondalup.

Anyone interested in making a submission to the City should visit the website and complete the online form.

The public comment period finishes on 6 April 2010.

� Fireworks Finalé Presented by Community Newspaper Group Sunday 28 March, 8.50pm The 2010 Joondalup Festival will go out with a bang, with the traditional and ever-popular fireworks display.

� Be Active Y-Lounge 1.00pm - 9.00pm all weekend.

A host of activities are on offer for young people, including BMX comps and workshops, the Be Active Breakdance comp, the APEX Teen Fashion Award Showcase, airbrush tatts, funky make-up and nails, the Chill Tent, Youth Mobile and more.

The Joondalup Festival is presented by the City of Joondalup and proudly supported by Lakeside Joondalup Shopping City, Community Newspaper Group, West Coast Institute of Training, The Good Guys, and Healthway.

National Youth Week Photo Competition – April 2010National Youth Week is Australia’s largest celebration of young people and will take place on 10 - 18 April 2010.

Sunday SerenadesThe City’s popular Sunday Serenades Concert Series runs from April to December and will resume in April 2010. The concerts feature live performances by outstanding Western Australian musicians. With luscious jazz, classical delights, spectacular choral performances and enduring favourites from opera and Broadway, Sunday Serenades has something to appeal to everyone.

Where and when?

The concerts are held in the Civic Chambers, Boas Ave, Joondalup at 2.00pm on the third Sunday of the month. Complimentary tea and coffee is served after the event.

We hope that you enjoy these superb concerts from some of Western Australia’s most outstanding artists.

Tickets are $12 or $10 concession and are available at the door.

On 11 February Australia’s own swing king David Campbell headlined the City’s Valentine’s Concert which was held at the Joondalup Resort and Country Club, Connolly.

The Valentine’s Concert started in 2005, and the fifth Concert exceeded expectations.

As the concert grows every year, so does the demand. For safety reasons tickets were introduced in 2008 to ensure that the venue would not be overcrowded. This year tickets were limited to Joondalup residents and ratepayers only. Despite the restrictions, tickets were distributed within two hours and a record crowd of 8,000 attended.

David Campbell entertained audiences with his high-energy style, at one point running through the crowd and singing together with audience members.

Love Was in the Air


Aquatic Expansion ProjectMore than 2700 people flocked to the Craigie Leisure Centre on Sunday 7 February for the opening of the City of Joondalup’s new outdoor 50m pool and childrens water playground.

The Splashdown Family Fun Day opening event was very popular, with young families enjoying the outstanding new facilities. The interactive childrens playground was a particular hit on the warm afternoon.

A community relay race featuring local surf clubs, swimming clubs and a Special Olympics group took on a City team, led by the Mayor, to open the new Olympic-size pool.

Some of the green design features of the outdoor extension include solar hot water heating for change rooms, energy-efficient light fittings, pool blankets, time-controlled showers and artificial turf.

The City’s existing geothermal heating system at the Leisure Centre, which has been recognised nationally by Planet Footprint for reducing the City’s carbon footprint and for its environmental sustainability principles, will be the primary source of heating for the outdoor 50m pool.

The Centre has also been recognised as Australia’s most energy efficient leisure facility monitored by Planet Footprint.

Knock Knock! Dog Registration Doorknock UnderwayFor the duration of March, City of Joondalup staff will be knocking on your door to check if all dogs have been registered with the City covering the suburbs of Duncraig, Sorrento, Padbury, Kingsley, Craigie, Beldon and Connolly.

Doorknocking started on 1 March and will be completed by 31 March 2010.

The remaining suburbs of the City will be completed in the 2011 Dog Registration Doorknock Project.

New Irrigation and Watering SchemeAs part of its commitment to becoming a Waterwise Local Government and in line with State Government requirements, the City of Joondalup is reducing and monitoring its groundwater use for irrigation. These reductions will apply to all irrigated areas within the City.

All Local Governments have a restricted allocation of groundwater they can use every year which is regulated by the Department of Water (DoW) to ensure WA water resources are adequately maintained. The City is obligated to comply with its DoW licence.

If moderate restrictions are put in place now the likelihood of total water restrictions, which have been in place in Victoria over recent years, will be reduced.

The City is closely monitoring all its parks to assess the effect of the modified water reduction strategies. There will be minimal effect on the playing surfaces of sporting ovals and reserves but the effect will be more noticeable on grass around the perimeter of ovals, passive parks, and on medians and verges.

Switch Your Thinking!As part of the City’s commitment to the environment it has joined switch your thinking!, a program that aims to save electricity and water in our community. Residents and businesses are now eligible for discounts on a range of environmental technologies including:

� Rainwater tanks from WA Poly Tanks;

� Solar hot water systems from Solar Hart;

� Home window tinting and films from Tint-a-car;

� Roof and wall insulation paint from Insulpaint;

� Pool covers from Elite Pool Covers; and

� Photo Voltaic systems from Greenday Today and Solar Shop Australia

These offers are available until 31 March 2010.

Self-service at Joondalup LibraryDuring December, three new self serve machines were installed at Joondalup Library. Using RFID technology (Radio Frequency Identification), the new self serve machines enable you to check your current loans and library card details then issue your items on the spot.

The Self Serve option has been very popular with more than 34,000 items being issued in the first 41 days of operation. Library Staff are also on hand to answer any questions or guide you through the process. A message will also appear to see a staff member if re-registration or any other problem occurs.

Over the next two years, all the City’s libraries will have the self serve stations installed. To make this happen, all library stock needs to be compatible and have RFID tags installed – more than 300,000 items.

Central Park West Car Park No P 8Amendment to Parking ConditionsThe City has amended the parking conditions for Central Park West Car Park No P8. This initiative will provide access to additional long term and short term parking options in the City Centre.

Accessible from Grand Boulevard this car park is conveniently located close to Edith Cowan University, Joondalup Railway Station, WA Police Academy and West Coast Institute of Training.

The fees and charges in Central Park West Car Park No P8, as shown in the table below, have a similar fee structure to other City Centre car parks where all day parking is available.

Balcony Safety ReminderThe City is urging homeowners with large decks or balconies to check them regularly after several recent balcony collapses in WA and interstate have resulted in people being severely injured.

If people find faults, they should seek professional advice from a structural engineer or other suitably qualified building professionals.

Free Child Car Seat CheckIf you have a child’s car seat, did you know you can have it checked or fitted for free by our registered Type 1 Child Car Restraint Fitter.

Since the introduction of yellow top recycling bins, City residents have embraced the service. You recycle 17,500 tonnes per year which is equivalent to taking 43,500 cars off the road.

There are a few simple things to remember when using your yellow top bin:

� Check your recycling fridge calendar for your collection day and week.

� Check the guidelines listed on this page and refer to the sticker inside the bin lid for items that can be recycled.

� Place your recycling bin on the kerbside, half a step away from your household rubbish bin.

� Place your yellow top bin out by 6.00am.

� You can download dates and maps of rubbish collection from www.joondalup.wa.gov.au

Special items can be placed next to your bin for recycling, but please don’t put these items inside your bin:

� car batteries with the caps on.

� motor oil in original sealed container – no more than five litres.

If we can’t reach your bin we can’t collect it.

Please ensure that your bin is placed outside by 6.00am each collection day and that your recycling and regular bins are placed approximately 50 cm apart. Do not park or obstruct the area around your bins and ensure that the handles face away from the street.
