Planning and Building News Planning Division. • Development Review Commission (DRC) On Wednesday, January 4, 2012, the Commission met to

consider LU 11-0038, a request by the Rivergrove Water District for approval of a Development Review Permit and a modification to a Conditional Use Permit to expand the existing Rivergrove Water District facilities on the site by adding a structure to house a water supply disinfection system. The site is located at 4100 Old Gate Road.

• Comprehensive Plan Update The Comprehensive Plan Citizen Advisory Committee met on January 4

to discuss policy discussion questions and materials related to Complete Neighborhoods & Housing and Inspiring Spaces & Places for the upcoming Community Summit on February 2.

To stimulate community participation in advance of the summit, a short survey has been posted to

the welovelakeoswego.com web site, where community members can share in words, photos or even videos the places that inspire them most. These places will help to create a presentation to kick off the February 2 Summit.

• Pre-Application Conference On January 5, staff held a pre-application conference for a request to

approve a conditional use permit and development review permit for a new structure at the Lakewood Art Center site.

• Planning Commission (PC) Planning Commission will meet on Monday, January 9, 2012 and hear a

presentation by Metro on the Southwest Corridor Plan. This plan is Metro’s comprehensive planning effort to create livable and sustainable communities along the corridor between Portland, Tigard and Sherwood through integrated community investments in land use and transportation.

In addition, the PC will hold two work sessions on the following:

• Specialty Foods in Campus Research & Development and Office Campus Zones (LU 11-0043) Amendments to the Community Development Code, Chapter 50.11 (Commercial Zones) to allow “Specialty food stores” such as coffee shops, bagel shops, and juice bars in Campus Research and Development (CR&D) and Office Commercial (OC) zones.

• Comprehensive Plan Update (PP 10-0007). The Commission will review draft Community Culture Goals and Policies.

Human Resources

• In December, the Wellness Committee sent out their first bi-monthly employee newsletter. To view, follow this link to the Wellness Private Pages: http://lo-web1:5000/sites/Wellness/default.aspx. Highlights of the newsletter include information about a Weight Watchers program that will be coming to the City in January, and an invitation to join a Lake Run Training Group; an employee based group that will help co-workers plan and train for the Lake Run event in the Spring. Walkers, runners and employees of all fitness levels are encouraged to participate.

Fire Boones Ferry Road Traffic Accidents

Southbound lanes of Boones Ferry Road in Lake Oswego were closed for several hours during the morning commute due to a head on motor vehicle accident. The accident occurred in the southbound lanes between Kruse Way and Kruse Way place. The driver of one vehicle was extricated by firefighters and transported to OHSU Hospital. The patient, a 76 year old female, was entered into the trauma system because of her age and the amount of damage to her vehicle. The driver of the second vehicle was evaluated by medics on the scene and was determined to be uninjured.

This is the second accident in 14 hours on this stretch of road. Last night, December 3, a motor vehicle accident closed the same southbound lanes of traffic during the evening commute causing long traffic delays. Three vehicles were involved due to a rear-end type accident. 2 patients, a male and a female from separate vehicles, were transported to area hospitals with non-life threatening injuries. The southbound lanes of Boones Ferry were closed for several hours due to emergency response functions and clean-up.

Parks and Recreation ACC

• More than 90 people attended the New Year’s luncheon that featured entertainment and tiny champagne shaped bottles of bubbles to celebrate the New Year.

• In honor of Dr. Martin Luther King. Jr., the LOACC will be participating in a food drive with RSVP (Retired and Senior Volunteer Service). The LOACC has challenged the West Linn Adult Community Center to see who can raise the greatest number of goods for the Oregon Food Bank. Collection starts Jan. 9.

• Electricians are working on updates to the lighting at the LOACC. First room to receive improved

fixtures will be the upstairs Lounge. Golf Course

• The pathway on hole 14 has been completed with a crushed granite surface which will provide

excellent traction and last for many years. This will mitigate the safety concern created by the combination of slope and slippery conditions that exist this time of year.

Recreation Luscher Farm

• The Lake Oswego Community Garden Lottery opened December 15, 2011 accepting applicants for any available garden plot for the year 2012. There are currently 33 families on the lottery list which closed Friday December 30, 2011.

The Friends of Rogerson Clematis Collection photographed one of their plants, Mrs. George Jackman, flowering beautifully outdoors at Luscher Farm in late December. The photo is attached for your review.

• After 10 years the Community Garden is the proud owner of a rototiller. The equipment will be helpful time-saver for refurbishing of vacated garden plots each spring.

Youth and Teen Programs

• The Youth Action Council (YAC) personalized & hand delivered over 25 blankets to the Clackamas Children’s Center over Winter Break. The group has donated to the Center for 3 years running & the delivered blankets are a hot-ticket item among the children receiving treatment.

Events • After two weeks of peppermint-filled fun, the final votes have been cast and the scores are in

for the Gingerbread contest. Lake Oswego Parks & Recreation is delighted to announce that Graham’s Book & Stationery was awarded the 2011 Confectionary Championship for their magnificent Gingerbread Creation. The culinary masterpiece, which was modeled after Graham’s Stationery Store, features a structure made of graham crackers (very apropos!) and

candy glass windows. Second place was awarded to Terrace Kitchen for their unique design, which featured a cookie koi pond and sugar candy trees.

A record 17 businesses participated in the second annual Gingerbread Contest this year (last year only 9 businesses participated, so the contest almost doubled in size!). Additionally, over 1200 people voted in this year’s competition. We were thrilled with the success of the Gingerbread Competition and are looking forward to another magnificent contest in 2012!

Parks Maintenance

• Staff spent much of the week cleaning up debris that scattered the parks, golf course and trails from the recent wind and rain.

• The arborvitaes that lined the outside fence along # 2 green and # 3 tee were removed. These

shrubs near the corner of Stafford and Overlook were falling into the adjacent street trees, leaning over the sidewalk and had created a hiding spot along a heavily used sidewalk by Lakeridge High School students and joggers. The removal will also create greater airflow and more sun exposure over the two areas on holes #2 & #3 improving the overall turf health and promote grass growth. Staff will replant the area to blend with adjacent landscaping as weather permits.

• The accent lighting on the ramp walkway at Millennium Plaza Park has been repaired.

• Monthly playground inspections have been completed on the city’s 15 playgrounds.

• The driving range dividers (which separate golfers when hitting on the practice range) at the golf

course have been retrofitted. Staff removed old netting and installed smaller netting and safety boards that allow golfers to hit with less visual obstruction while keeping the golf balls from leaving the range boundaries.

Economic and Capital Development

• Downtown Revitalization Workshops Michele Reeves will present her observations about downtown Lake Oswego revitalization opportunities on January 18 at 6 pm at the Waluga Lodge on 2nd Street, followed by a February 22 tour of an area business district that is transforming successfully. The tour leaves from the WEB at 1 pm and will return by 4 pm. Please RSVP to 503-534-4225. The final workshop, on marketing and public relations, is on March 14th at 6 pm at the Waluga Lodge.

• Downtown Business Update Stickmen Brewery & Skewery has leased the former Oswego Lake

House space on State Street next to the Lake Theater, and will open this spring with beer and an Asian-inspired small plates menu. Gusto closed in December and R.Bloom’s is planning a move to the former Artisan Frame Shop space on A Avenue next to World Class Wines (Artisan owner Chris Pera has retired).

• Criterium Bicycle Race The City has been approached by Giro Events, a company that puts on

bicycle races, about the idea of having a criterium bicycle race in downtown Lake Oswego. The

event, should it occur, would be held on Sunday, July 8. Staff is currently working with event organizers and sponsors to better understand the benefits such an event would bring to the community as well as the impacts to downtown businesses and residences.

Public Works

• The Lake Oswego Water Treatment Plant (WTP) has been supplying West Linn with drinking water through its emergency intertie since Thursday, December 29. The South Fork Water Board (SFWB), the water supply agency for West Linn and Oregon City, was forced to shut down its Oregon City drinking water plant on Thursday to investigate damage to its water intake facility on the Clackamas River. Recent heavy rains raised river levels with an associated high volume of debris. River conditions are making it hard to assess the damage and begin repairs. West Linn pays a wholesale rate for the water they receive based on terms outlined in an Intergovernmental Agreement for Emergency Water Supply signed in 2003 between the South Fork Water Board, West Linn and Lake Oswego and all payment received will go into the Water Fund. The SFWB had divers come in on Wednesday, January 4, to assess the damage to the screen and make repairs whenever possible. Approximately 800,000 gallons of water per day has been supplied and ended the afternoon of Wednesday January 4, 2012. The Lake Oswego WTP has been able to supply the additional water (total of approximately 5 million gallons) by operating during its normal operating hours. At $ 0.73 per unit, (748 gal per unit) they will be billed about $3903 total. We only incurred 1 hour of overtime to feed them, and other expenses have been minimal. Due to the rainfall event and near flood conditions on the Clackamas over the weekend, turbidity levels on the river (a measure of how clear the water is) were extremely high and demanded extra vigilance and treatment chemicals to treat the water to standards. Turbidity was up to 96 NTU’s (Nephelometric Turbidity Units) on Friday, December 29, and a typical turbidity level for the river is 3 or 4 NTU’s. The WTP staff did a fantastic job of treating the water and produced clean water that met all regulations for both Lake Oswego and West Linn despite the high turbidity on the river.

• A new leak in the roof of the Operations Center was discovered on December 27. The leak,

which is over the tables in the lunch room, is a recurring problem. Repairs were made to the roof this past summer, but the roof is in a deteriorated condition and is increasingly difficult to repair. Rachael Petersen, Facilities Manager, estimates that a new roof would cost about $30,000.

• Public Works Operations was recently awarded a grant to purchase a 250 to 300 kilowatt emergency generator. This grant is from the Department of Homeland Security (DHS) through the Urban Area Security Initiative (UASI) program. The grant amount is for $90,000. The new generator will supplement the existing generator equipment and provide emergency power for the City’s water pump stations and/or wastewater lift stations during power outages. One stipulation of this grant is that the generator must be shared with other member agencies, if needed, during emergencies or other needs. Public Works readily agreed to this stipulation as the City is a member of many mutual aid agreements. This allows the City to benefit from

resource sharing with other agencies in the metropolitan area. The generator is expected to arrive around March 1, 2012.

Library

• This holiday season, Reference and Adult services librarians were swamped with questions from the public on how to operate electronic devices, from Kindle Fire to ipads to you name it. Patrons asked for assistance on basic use of their devices to how to use them with Library2Go and e-brary for library owned e-books and audio books. Librarians have first-hand, cutting edge knowledge of using devices, as well as access to many sources to help them help patrons.

• Scott Symer of Technical Services Department designed & created packaging for the CD audio

book of Lake Oswego Reads’ 2012 selected title, Mink River, by Brian Doyle. Any book selected for the LO Reads program is required to have an audio version available, but because there was none yet for Mink River, Library Director Bill Baars decided that the library would record our own, using the voices of the author, City employees, elected officials, students, business owners, and other community members.

Original graphics, inserts, and disc labels had to be created for the homegrown book-on-CD, which was greatly helped when the book’s publisher provided the Library with the original art for the paperback cover. A total of 24 of the books on CD were added to the collection.

• Also in December, the Library’s inaugurated a special collection of books and DVDs designated

as the “Lucky Day” collection. This collection offers a selection of popular books and movies that check out for fixed periods (7 days for movies, 14 days for books) with no daily charge, on a ‘first-come, first-served’ basis. The goal of this collection is to increase foot traffic into the Library and to provide added excitement over the availability and discovery of new titles.

For the Tech Services Department, this transition involved creating a new set of codes for the computer circulation system, the design and printing of labels with a custom ‘Lucky Day’ logo, and the re-processing of some of the Rental items, which is ongoing as more Rental items are returned.

If the empty shelves are anything to judge by, the Lucky Day collection is proving a hit with Library patrons.

Police

• On January 2, we received a call that Stewart Schmidt and his two children had not returned from a day outing near Mt. Hood. Mr. Schmidt and his kids had left Lake Oswego around 11:00 am to travel to Indian Henry Campground to play in the snow. Our Detectives actively looked for them and followed any leads that developed. The Clackamas County Sheriff’s Office went to the campground hoping to find their vehicle but weren’t able to locate any sign of them. The next day, searchers from Clackamas County and an aircraft from Hood River County located the

family walking on a service road. They reported that their vehicle had gotten stuck in the snow and mud and they spent a long night in their car waiting for morning. A happy ending for all.

• Michael Canepa, a student from Portland State University will start an internship with our

department on January 9. Michael is a Criminal Justice major and one of the requirements before graduation is to complete an internship with a Criminal Justice Agency. This is a part-time, volunteer position designed to give a glimpse into our profession. He will be with the department for about 10 weeks, and will be working on several projects during that time.

Information Technology

• LOCOM operators are getting new work centers and the IT staff will be supporting that change out with equipment take downs, rewiring and reassembly this weekend. LOCOM will work partially out of the Clackamas Center during this process.

• Other projects this week include getting the city network installed at the former Lacey Restaurant property and starting the upgrade process to the Police and Community Development conference rooms in City Hall.

• In support of the budget process, Karen Luby is working with Tyler Technology to tweak a few reports in the new Financial Management System and we’ve setup the mobile classroom a few times in the Police Conference Room for training supervisors to input their budgets for the next fiscal year.

• The City of Tualatin is reorganizing their IT Department to better support their city staff and Chip has volunteered to spend a little time with them in the next few weeks to advise them on best practices.

DIGEST WEEKLY UPDATE: 1-5-12

PERMITTING

• West Linn’s arborist has completed a ‘Significant Tree’ inventory on the Water Treatment Plant site. Staff is developing a tree mitigation plan for the few significant trees that must be removed in order to construct new facilities.

• A Raw Water Pipeline pre-application meeting for a Conditional Use was held January 5 with West Linn. The project team anticipates submitting the Conditional Use application in early April 2012.

• Easement acquisition focus is currently on horizontal directional drilling locations. • An archeological ‘walk-through’ of areas along new segments of Finished Water Pipeline in Lake

Oswego has occurred. Sites included the Hunt Club, Lake Grove Elementary and Waluga Park.

PROJECT DESIGN • Additional survey work underway near McLoughlin

Blvd. in Gladstone for under road pipeline crossing and elsewhere with the goal of final pipeline alignments by early 2012.

• Actiflo pilot testing is concluded. Preliminary findings report will be available in January.

• Continued modeling to determine how to maintain disinfection residuals to Tigard and any needed re-chlorination that might be necessary.

• Geotechnical results from Water Treatment Plant borings indicate pile foundations may be recommended to deal with seismic issues. Results are under review.

• Geotechnical borings along the Finished Water Pipeline have been completed.

• Waluga Reservoir 2 site, yard piping and overflow routing is under review.

COMMUNICATIONS • Staff has completed meetings with elected officials and legislators representing the areas near

facilities and along pipeline alignments. • Staff met with the Robinwood “Great Neighbor Committee” to discuss its latest list of requests to the

Partnership. Staff passed along the recommendations made by the Oversight Committee at its December meeting.

• Communications staff is preparing for the next Good Neighbor Plan meeting with the Waluga Reservoir neighbors on January 11. The next chapter of the GNP will be reviewed.

• Outreach to Hwy 43 businesses and Mapleton property owners is underway in anticipation of submitting a pipeline application in the spring. To date, about one-third of business owners and property owners have been contacted.

• A press release was issued last Friday regarding the damage to the South Fork Water District’s river intake and how Lake Oswego is providing emergency water to West Linn, one of South Fork’s customers.

The project team for the pipelines walked the Mary S. Young Park alignment in December to discuss temporary pipeline impacts with West Linn Parks, Planning and Administrative staff.

January 5, 2012 – Metro Update

Metro Update – January 5, 2012 A summary of planning activity around the region

Meetings/Activities – January 3-5, 2011

Metro Technical Advisory Committee – MTAC – January 4 – MTAC accepted the Climate Smart Communities project report and recommended that MPAC also accept the report. The report is to be submitted to the state to comply with the scenario planning requirements of HB 2001. The report explores different options for reducing greenhouse gas (GHG) emissions in the Metro area. Key findings include:

• Community design and pricing influence how much and how far people drive each day and provide significant GHG emissions reductions.

• Fleet, technology, and pricing provide similar GHG reductions but no single strategy is enough to meet state targets for the region.

• Road management and marketing strategies improve system and vehicle efficiency and provide modest emission reductions.

In addition, MTAC received a presentation regarding the process used to develop Metro’s latest population and employment forecast for the region. The new forecast allocates growth at the local level by transportation analysis zones and will be useful to communities who are updating their transportation systems plans. Upcoming Activities/Meetings

Transportation Policy Alternatives Committee – TPAC – January 6 – TPAC is scheduled to make recommendations regarding amendments to the Regional Transportation Plan (RTP) and Metropolitan Transportation Improvement Plan (MTIP) for projects in Hillsboro, Multnomah County, Portland, and Beaverton. TPAC will also be asked to accept the Climate Smart Communities report. The committee will also receive a presentation regarding Population and Employment Forecasts. SW Corridor Plan Stakeholder Meetings – January 9 – Metro staff will be holding a set of meetings with property and business owners along Kruse Way and Boones Ferry Road as part of the process of meeting with stakeholders for the SW Corridor Plan. The meetings will occur at the WEB. Metro Policy Advisory Committee – MPAC – January 11 – MPAC will be asked to accept the Climate Smart Communities report. MPAC will also receive a presentation regarding Population and Employment Forecasts.

NATURAL RESOURCES ADVISORY BOARD Mission Statement The mission of the Natural Resources Advisory Board is to review trends in air, water, and land quality within the Urban Service Boundary of the Comprehensive Plan, and to assist in the development and implementation of plans and policies to protect, restore and enhance the environmental quality within the Urban Service Boundary of the Comprehensive Plan. The NRAB shall encourage conservation of natural resources and preservation and enhancement of the ecosystems, open space, and natural corridors. The NRAB shall recommend actions to the City Council and, through the City Manager to City departments, to preserve open space through, but not limited to, acquisition, easements, donations, and land use actions. The NRAB shall also designate Lake Oswego Heritage Trees as provided in LOC 55.06.030. (Originally adopted by City Council March, 1979.) 2011 Goals 1. Review and provide comment on City plans and policies regarding natural resources and seek to incorporate

natural resource values into City efforts, including: • Lake Oswego-Portland Transit Project • Foothills Area Redevelopment Projects • Wastewater Master Plan • Comprehensive Plan Update

• Development Code Audit • Lake Oswego-Tigard Water project • Other City developments with environmental

impacts.

2. Increase environmental awareness and protection through educational outreach. • Continue NRAB member education regarding the condition of Lake Oswego’s natural resources and

potential threats to those resources (air, water, and land quality). • Organize community outreach booths at Lake Oswego Farmers’ Markets. • Support formation of a water educators group in Lake Oswego. • Identify Community Outreach opportunities (events, programs, & communication vehicles) to publicize

value of natural resources and opportunities to protect them.

3. Participate in development of the Parks Master Plan (Parks Plan 2025) and Luscher Area Master Plan. • Develop goals and objectives for City Natural Areas that build on the Natural Areas Vision Statement. • Prioritize the development and implementation of management plans for all city Natural Areas. • Advocate for permanent funding to staff natural areas parks management. • Advocate for funding to implement long-term invasive species removal plan with minimal reliance on

chemicals. (Amount:$150,000-200,000)

4. Promote water quality, pollution reduction, and conservation measures City-wide based on a watershed approach (implementing Clean Streams). • Participate in multi-stakeholder partnerships (Oswego and Tryon Creek Watershed Councils, Lake Corp.,

etc.). • Advocate for funding for Backyard Habitat Certification programs. (Amount: $37,500) • Review and advocate for strong water conservation programs.

5. Provide support for the Urban and Community Forestry Program (UCFP).

• Advocate for creation of a LO City Forester position. (Amount: $100,000) • Support increased street tree planting, in collaboration with Friends of Trees and neighborhood

associations (Amount $20,000). • Support exempting invasive trees from the tree code. • Review Heritage Tree Nominations and announce new Heritage Trees during Arbor Week.

6. Collaborate with the Sustainability Advisory Board, Parks and Recreation Advisory Board, and other citizens’

boards to support and realize common goals. (Adopted 1-16-11)

Youth Action Council Delivers Blankets to Clackamas Children’s Center 

Over Winter Break, YAC gathered at the Teen Lounge to customize over 25 blankets for the Clackamas Children’s Center.  The Center provides assessment & assistance for 

children suspected of abuse; upon a visit, each child           receives a blanket or stuffed animal that is theirs to keep. A few  members of YAC were allowed to tour the facilities & get a deeper understanding of the services provided.                               According to the Center, the personalized blankets              

delivered by YAC are always the first to go.                                     If you would like to help YAC deliver more blankets next 

year by sponsoring this activity, please contact                   Cydny at 503-697-6589.
