  • Another Major Award

    • One of only four cities in the state to receive Volunteer Community of the Year Award!

  • Police Dept November 2018• Accomplishments

    25 food baskets were handed out and 16 meals were delivered to people within the community for Thanksgiving. This was well received and a blessing to all involved. We had approximately 50 women attend the self

    defense class at the Conference Center. The class went well and we will try and schedule it again next year. A big THANK YOU to Wilba and the staff at the Conference Center for making that so successful.

  • Plans We are going to be visiting the IRV Nursing home

    side residents next week. I have heard rumors that Santa will be making an appearance again with us. Continue to work on our crime mapping, as well

    as training. We have tentatively scheduled a day in January for a training day on our Use-of-Force policy, and State / Federal laws. Our numbers on reported actual crimes are down

    this year, so we are doing something right. We want to improve this and continue this trend.

  • Dispatch Status• Accomplishments

    – Total calls for November were 768 with 633 actual emergency calls and 135 non emergency (hang up, abandoned, info, etc.). These totals do not include the calls taken from our house lines.

    – Our continuing education classes for November and December are “Automatic Frequency Coordination” and “Heart Attack Basics for Emergency Medical Dispatchers”.

    – Helped the Police Department with their Food Baskets.– Eric and I did inventory, maintenance and health checks on all the repeaters in

    the county.

    • Plans– Work with EMS to design a class for our new EMD (emergency medical

    dispatch) program.– Physician of Record to sign EMD’s.– 911 equipment installation planned for February.– New employee has her ACIC “Arkansas Crime Information Center” level one

    class in December.• Issues

  • Fire Department Status • Accomplishments

    – We had 8 calls for the month of November 2018.• 1 assist to PD, 2 helicopter standbys 1 stove fire, 1 brush fire,

    2 trees in the roadway and 1 structure fire ($80,000 damage). (Total for 2018 = 169 which is a 40% increase over 2017, to date)

    – Training this month was tactical use of breathing apparatus.

    – Tanker construction – Conducted semi annual fire inspections at Shirley

    Schools– Evaluated SCBA bids– Fire Boat Shelter completed

  • Fire Department Status

    Plans– Continue to build the additional tanker (must be completed by

    January 19, 2019)– Receive bids for SCBA’s & recommend purchase to City Council– Coordinate staffing for Holiday season to insure proper coverage– Consider fire boat alternativesIssues– Long term funding of capital items including replacement of the

    33 year old ladder truck ($740,000) (FEMA Grant application)– Lack of funds for proper protective clothing ($82,650) (FEMA

  • FAIRFIELD BAY EMS November 2018• Accomplishments

    – Taught 2 CPR classes– Provided the Police Department and Fire Department with Stop the Bleed to carry on

    their vehicles – Recruited one new 2 new EMR’s– Emergency Medical Technician (EMT) course Started November 6th

    7 FFB EMS students, 3 Prim students, 3 non-affiliated students– First CEVO skills education class on Saturday, November 17th

    – Team building event, BINGO was held at the VFW on November 9th

    • Plans– Evacuation Drill with IRV is scheduled for December– End of Year Celebration will be held at the Conference Center on Friday, December

    14th– Still available to teach CPR, Stop the Bleed and first aid to any organizations

    • Issues– Recruitment of Drivers and Second Medicals to replace the ones becoming EMT’s– Building up our funds!!

  • Public Works• Community Club/City Team

    • 2019– Won $240K State Aid Grant to resurface Lost Creek Parkway. – Club is raising road fees by $2 to help fund future resurfacing

    needs- keep the gains accomplished with the bond package

  • Lynn Creek repair

    • Total cost of project estimated at $430K• Mitigation grant and disaster declaration from

    the Governor received• Balance to be funded with an approved 10 year

    loan from the Arkansas Natural Resources Commission

    • Signed Engineering Services agreement on November 30th

    • Terms of the grant are that the work must all be completed by May 31

  • Planning and Zoning- Public Hearing

    • Public Hearing held on November 28th for the request to have 4 chickens at 455 Timber. Two neighbors raised concerns about chickens being free in the neighborhood and the potential smell. They were informed the chickens would not be roaming free and that their coop had to be clean to eliminate the smell. They were also informed who to contact if they had any issues.

  • Planning and Zoning Meeting

    • Regular meeting held on November 28th

    • Special Use Permit for chickens at 455 Timber was approved by 4-1 vote

    • Replat of 114 Stafford Court approved to combine lots 9 and 10 into new lot 9R.

  • Board of Zoning Adjustments

    • Request to build a fence in the utility easement along side lot line at 203 Crest Drive was approved.

    • Request to add a business sign at 501 Dave Creek Parkway was reviewed and approved.

    • It was noted that the current sign at this property (Windows Depot sign) is a traffic hazard. Dallas Clark took the action to see if the stop sign could be moved forward to allow for better view around the current sign.

  • Community Education CenterDecember 10, 2018

    ACCOMPLISHMENTS

    • Completed the November Commission Assistance and Mentoring Program training hosted by the Arkansas Historic Preservation Program with FFB Historic Preservation Commission board members.

    • Announced Historic Preservation Commission 4th quarter public meeting on December 14, 2pm, mayor’s meeting room.

    • Hosted Sterling Scholar presentation “WWI Choctaw Code Talkers” with Judy Allen, Choctaw Nation of Oklahoma.

    • Gathered educational and promotional materials from the Cherokee National Heritage Center and the UALR Sequoyah National Research Center (SNRC).

    • Offered evening December Painting with Jim class.

    • Interviewed internship candidate from Arkansas Technical University’s Hospitality program. Next candidate opportunities are with Parks and Rec program interns for summer 2019 semester.

    • Set up smallest Christmas Tree display at Light Up The Bay.

  • Community Education CenterDecember 10, 2018

    PLANS• Scheduled KHPQ radio interview announcing Ed Center/Heritage Center 2019

    events.

    • Working on Recreation Trail Program Certificate of Appropriateness for development of the ADA compliant Indian Rock Cave trail in the Heritage Center.

    • Researching 2019 grant opportunities with the Arkansas Historic Preservation Program for development of Heritage Center educational materials.

    • Researching SNRC Trail of Tears Project to create an interactive surface table touch screen for possible location in Heritage Center.

    • Researching Art Gallery host of Native American Artwork on loan from ULAR SNRC.

    • Participate in Arkansas Archeology Survey’s 2019 Steward certification training.

    • Planning for a guided tour of the Lynn Creek Shelter (private property tour).

    • Researching 2019 community development/beautification grant funding for Village Mall self-watering planters.

  • Economic Development• County wide wet/dry election petition effort shooting to be on 2020 ballot. Still

    working details. Expensive proposition. Cleburne County appears to be ready to tackle.

    • Broadband study completed. Reviewed study with USDA, David Russell, and Ken Goodwin from SkyFiNet. After discussions, Ken wants to pursue low cost loan through USDA. Met with Bill Vogt from the USDA regional (5 state) office and White River Planning on November 8th and 29th. Very promising!

    • Reviewed ideas for future projects with hotel investors on August 20th. Services, Recreation/family fun, Dining, Bay Lifestyle Opportunities, Shopping, Highway 16.

    • Ongoing activity with potential investors on new home developments, new business on Highway 16

    • White River Medical Center from Batesville is now offering medical services in the space that was occupied by Baptist Health in the Wyndham building

    • Dave Foster, Rocky Nickles and I attended a meeting with representatives from Cherokee Village, Bella Vista, Hot Springs Village, Holiday Island, Diamond Head, Diamond City, Horseshoe Bend, Ozark Acres and the Arkansas Department of Parks and Tourism on Thursday at the State Capitol- We discussed legislative issues we should pursue and strategies and tactics to market Arkansas and our communities as relocation and retirement destinations. Benchmarking trips also encouraged.

    • Lost Pickle Ball/Bocce Ball- pursuing two grants– $75 K Blue and You for 3 pickle ball and 2 bocce ball lighted

    courts- award notices in December if selected– $200K Arkansas Parks grant- third try at this one- 6 pickle

  • GRANTS IN PROGRESS• Applied for Assistance for Firefighters Grant from

    FEMA for a 100 foot Aerial Ladder Truck. Grant request is $704,762. 95/5 share

    • Applied for Assistance to Firefighters Grant from FEMA for 29 sets of Firefighter protective equipment. Grant request is $78,715. 95/5 share

    • Won State Aid Grant for Lost Creek Resurfacing-$240,000 no match

    • Won Lynn Creek Crossing Mitigation grant-$150,000

  • Mayor’s Report

    • We are trying to move forward with a compromise that will take annexation off the table

    • I need inputs by the 13th for attendees for the various awards. All that come are encouraged to stay through lunch with Governor Hutchinson
