1. U.S. Pledge of Allegiance:
I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all.
2. Pledge to the Texas Flag:
Honor the Texas flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible.
E. Personal/Audience Comments.
To address the City Council, please complete a sign-up sheet (located at the entrance to the Council Chamber), and submit it to City Clerk Tracy L. Dutton prior to the time for personal/audience comments. Each speaker shall have a time limit of up to five (5) minutes, with no extension, and with notice after four (4) minutes that one (1) minute is left. In the event of pressing business before the City Council or matters requiring its immediate attention or action, the City Council may, prior to the opening of audience comments, set a different maximum time limit for each speaker by a vote of four (4) members of the City Council.
The purpose of this item is to allow the residents of Bellaire and other interested persons an opportunity to address the City Council on agenda issues and on non-agenda issues that are a matter of the jurisdiction of the City Council (i.e., City policy and legislative issues). Non-agenda issues regarding daily operational or administrative matters should be first dealt with at the administrative level by calling City Hall at (713) 662-8222 during business hours.
[Note: The Texas Open Meetings Act, Texas Government Code, Chapter 551, prohibits the City Council from fully discussing, debating, or considering subjects for which public notice has not been given on the agenda. Issues that cannot be referred to the City Staff for action may be placed on the agenda of a future City Council Session.]

It is the intent of this item to provide members of the City Council the opportunity to make a report about items of community interest, which may include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognition of City officials, employees, or other citizens or entities; reminders of upcoming events sponsored by the City or another entity that is scheduled to be attended by a City official or City employee; and announcements involving an imminent threat to the public health and safety of people in Bellaire that has arisen after the posting of the agenda.
No action may be taken on a reported item of community interest, and no possible action discussed except a proposal to place the subject on the agenda for a subsequent meeting.

Lilly Falcon Gilmer, Board Chair, will present the annual report of the Board of Adjustment of the City of Bellaire, Texas (BOA), to members of the City Council on Monday, February 3, 2020. The report covers the calendar year commencing on January 1, 2019 and ending on December 31, 2019.

Honorable Mayor and City Council City of Bellaire, Texas 7008 South Rice Avenue Bellaire, Texas 77401 Re: 2019 Planning & Zoning Commission Annual Report Mayor Friedberg and City Council: The Planning and Zoning Commission of the City of Bellaire, Texas (The Commission) is an advisory body to the City Council regarding Zoning and subdivision regulations. The Commission is also responsible for the review and approval/rejection of Plats and for making recommendations to the City Council regarding plans for the physical development of the City of Bellaire. The existence of The Commission is governed by state and local laws. These include, but are limited to:
• Texas Local Government Code, Chapter 171, Regulation of Conflicts of Interest of Officers of Municipalities, Counties and Certain Other Governments.
• Texas Local Government Code, Chapter 211, Municipal Zoning Authority.

• Bellaire Code of Ordinances, Chapter 24, Planning and Zoning. Actions taken by The Commission in its advisory role are in the form of recommendations to the City Council. Such actions include, but are not limited to:
• Responding to requests from the City Council, the staff Liaison, or City Manager.
• Reviewing The Comprehensive Plan and reporting on such review to the City Council.
• Recommending amendments to the Code of Ordinances concerning matters involving land use regulations and the future growth and regulation of the City of Bellaire.
• Considering applications brought before The Commission for planned developments, specific uses, permitted uses, or other amendments to zoning regulations or the official zoning district map as provided by the Code of Ordinances.
• Annually reporting to the City Council the Commission’s needs, accomplishments, and recommendations.

The Commission performed in this capacity during the calendar year 2019 and will continue to serve the stated purpose for which it was created in the current year 2020.
Within the calendar year 2019, The Commission fulfilled its duties through the performance of the following tasks:
➢ Conducted eleven (11) Regular Sessions, which included nine (9) Public Hearings➢ Conducted seven (7) Workshop Sessions➢ Reviewed and acted upon multiple Specific Use or Planned Development Applications (Take 5,
Wells Fargo, Urgent Care, HISD Baseball/Softball, Bellaire Place)➢ Reviewed and acted upon two (2) Re-zoning Requests (4301 Bellaire Blvd, Bellaire Place)➢ Reviewed and made recommendations to the 2019-2023 Capital Improvement Plan➢ Coordinated with Building and Standards related to lot coverage considerations in addition to
the allowability of permeable subgrades for driveways and walkways➢ Reviewed and made recommendations for multiple Code Amendments to Chapter 24
(Definitions, Fence Regulations, SUP and PD submittal requirements, and Design Standards)
It is through these actions that The Commission fulfills its duty to serve the Bellaire Community. The Commission’s advisory and administrative duties were performed while keeping in mind the Commission’s role to serve the needs of the Bellaire community as a whole and as guided by The Comprehensive Plan adopted in 2009 (updated in 2015, amended in 2017). The Commission will continue to serve the community through further implementation of The Comprehensive Plan.
2019 brought multiple development applications of significance before the Commission, with more expected to follow in 2020. The Commission prides itself on providing an open and transparent venue to consider and take action on these applications. As is always the case, potential new development provides both opportunity for growth and concern over change. Our work, in general and as discussed above, is guided by the Comprehensive Plan. For this reason, and others, the upcoming 2020 update to the Comprehensive Plan is of significant importance. We look forward to working with City Council in 2020 to refine the Comprehensive Plan and to continue to consider and take responsible action, in the best interest of Bellaire and its citizens, on development applications before the Commission. Working together, we can make reasonable compromises, we can find consensus, and we can make good decisions for both the Bellaire of today and the Bellaire of the future.
Commissioners wish to thank the contributions of outgoing Commissioner Jonathan Saikin during the first half of 2019, and over his entire tenure on the Planning and Zoning Commission. 2019 Annual Report for the Bellaire Culture and Arts Board
Introduction
Our annual report is in four parts.
1) As is customary, I will recognize retiring Board members and introduce the new Board and City representatives.
2) I will review the year briefly, highlighting the various events we supported. 3) I will make some observations about the Bellaire Arts and Crafts Festival and the so-called
"banner program" which topics took the bulk of our time in 2019. 4) I will offer our support to the new City Council and indicate some initiatives that we intend to
work on as the 5-year Comprehensive Plan is developed.

Spring 2019 - Middle School Art Project – (Bellaire Optimist Club)
The year started with the Culture and Arts Board assisting the Bellaire Optimist Club judge their Middle School art contest with the theme "A brighter outlook for a better tomorrow". Lela Burruto was declared the winner from a field of excellent entries. After an awards ceremony on May 6th, we were privileged to display the winning entries for a month or so in City Hall.
May 3rd 2019 - "International Night " – Party at the Pavilion
We partnered with Patron's for Bellaire Parks again last year for this event. We had a strong line up planned featuring Lanier Middle School's mariachi, polka and klezmer bands; we invited the pipe and drum band from St. Thomas' Episcopal School and had dance routines arranged representing Chinese, Indian and Middle Eastern cultures. Unfortunately our efforts were frustrated at the last minute by inclement weather but we plan to "try again" this year, with the benefit of an indoor venue in City Hall in case of need.

July 4th 2019 - Independence Day
The weather did co-operate this year on July 4th and the traditional "spin-art" was a success. Thanks to my colleagues who assisted with this in my absence.
August 8th 2019 - Dive-in Movie – "Aquaman"
We were on-hand to assist Patrons for Bellaire Parks in their summer fund-raiser. We recycled some supplies from the art closet and offered bead necklaces and bracelets as a project for the kids.
September 13th 2019 – Opening of new Court House / Police Department and City Hall (History Wall)
We assisted in advising and deploying existing artwork in both locations.
November 9th 2019 - Bellaire Arts and Crafts Festival @ Evelyn's Park
We achieved a major goal in 2019 with the successful return of the Bellaire Arts and Crafts Festival. An estimated 3,000 visitors attended the event held in Evelyn's Park on November 9th. The Culture and Arts Board of Bellaire together with the City of Bellaire (thank you Cheryl Bright) and Evelyn's Park Conservancy (thanks to Patricia King-Ritter) hosted the event which featured 45 artists and artisans selling mixed-media artwork, ceramics and pottery, jewelry, woodwork and fiber and textile crafts. The Festival also included entertainment from local musicians Nick Serena and Brandon Smith.
Participants and visitors alike universally praised the event for its organization and friendly atmosphere.
Thanks also to the Bellaire Optimist Club who assisted with logistics and labor on the day and to everyone else who helped. Tab your diaries for Saturday November 14th 2020 (the second Saturday in November) to continue this long-standing Bellaire tradition which promises to be bigger and better this year!
December 3rd 2019 - Holiday in the Park
Scratch-off Holiday decorations were again a great success at this year's very well attended event. A special shout-out is due to former Board member Jackie Quick who helped us out this year in our hour of need.
Monthly on the fourth Saturday in the Month - Art in the Park [Evelyn's Park]
The culture and Arts Board is an associate of "Art in the Park" [at Evelyn's Park] which takes place on the fourth Saturday of every month. It allows you to use words in public speaking that you never thought you would use (like pompom love-bugs!). Seriously, it is a great event to which to take kids or grand-kids and enjoy an hour or so of great [and free] entertainment. This project, is now sponsored by Texas Children's Hospital [thanks to the great organizers at Evelyn's Park] and is a really enjoyable experience. Whether helping your kids fold origami fish, make duct-tape pencil cases or glowing, snowman Holiday

ornaments, it is as good as a game of golf to get your mind off the troubles of the week and focus on creating something cool with family and friends.
3) Bellaire Arts and Crafts Festival……and other matters….
In reviewing the minutes of our 2019 meetings, there were two items that occupied the bulk of our time. One was the return of the Arts and Crafts Festival; the other was discussion of the banner program and the cost / benefit of a dine; bike; shop "Welcome to Bellaire" theme, designed to identify the City and attract new residents / consumers on behalf of our business community. The latter was placed on hold in September, pending spending priority considerations as the election neared (more on that later).
When we decided to go ahead with the reintroduction of the Bellaire Arts and Crafts Festival in the Spring of 2019, we had a couple of basic decisions to make. 1) Where should it be held? – choices were the original location on the Esplanade, in the area around City Hall and Evelyn's Park and 2) What was the purpose? – was this a community event to restore a Bellaire tradition or a fund-raiser for the Board in view of our awareness that we do not have our own funds.
We decided upon Evelyn's Park because the infrastructure was in place, the environment safer and we could rely on the knowledge and marketing experience of Patricia King-Ritter and the folks at Evelyn's Park Conservancy to help promote the event.
We decided to make it a zero-cost, community event, rather than a fund-raiser but assess our ability to use it as a fund-raiser in the future.
Council will recall that I asked them in August for a $ 2,000 allocation from the "banner budget" to cover "working capital" costs for the event. Due to timing of payments, [some of]this was utilized at some stage but net, net the Festival turned a profit of about $ 600 on revenues of about $ 6,000.
As we plan next year's event, on the second Saturday in November again, November 14th 2020, we intend to re-visit the purpose and in the light of talk of budget cuts, are considering how we might increase the profitability. Expanding the number of vendors, introducing sponsors and cutting costs are all obvious solutions but even so, it is clear that our fund-raising ability from this source is limited. Profits might buy us a Culture and Arts Board banner, but it is not going to fund the City's banner program, if indeed that is considered a worthwhile expenditure. Which brings us to….. The Year Ahead and the five-Year Comprehensive Planning process.

4) The Years Ahead ………
We head into 2020 with optimism! We are working with the Friends of Bellaire Library on a bookmark design contest for all age-groups and hope to expand the Middle School art contest in conjunction with Bellaire Optimist Club. We will continue to work with Patrons for Bellaire Parks and Evelyn's Park Conservancy to participate in and promote Board-appropriate events. The Arts and Crafts Festival is more established and as a starting point, almost all vendors have registered their desire to return.
In addition to the "art" side of our mandate, we plan to define better our "culture" role. We offer our assistance to City Council as part of the five-year Comprehensive Planning process, to use our outreach to obtain feedback on what really is important to residents, if anything, with regard to beautification and identity (think "banners" etc).
Our goal within the city is to be a standard bearer of excellence and to assist in assessing, defining, maintaining, protecting and promoting the City's image and identity. There are many aspects to Bellaire which is part of its attraction and which makes this particular task challenging to define. One thought we are mulling that recognizes the individuality of Bellaire as well as its inclusivity, is embodied by the simple phase…. "My Bellaire".

Pursuant to Chapter 2, Administration, Article VII, Boards and Commissions, Division 1, Generally, Section 2-104 Annual or special reports to City Council (“Section 2-104”), of the Code of Ordinances of the City of Bellaire, Texas, here is the Environmental Sustainability Board’s annual report for the period from January 1, 2019 through December 31, 2019.
As required by said Ordinance:

better serve the function of the Board.(5) Our recommendations follow our major accomplishments.
MAJOR ACCOMPLISHMENTS AND YEAR IN REVIEW
Curbside Solid Waste and Recycling
The City currently has three categories of curbside waste pick up. These are brush/limb, garbage and recycling. Calendar year 2019 saw an increase in the total tonnage of materials picked up curbside. This bucked the downward trend over the last four years with all three categories seeing an increase in tonnage. From 2016 through 2018, the annual tonnages of both garbage and recycling were on the decline but picked up in 2019. Despite the changes in tonnage of recycling over the last four years, the percentage of curbside recycling to total curbside waste has remained flat at approximately 19.5%. Below are charts showing the yearly comparisons for the three categories.
A primary focus of the Environmental Sustainability Board (ESB) is an increase in the percentage of recycling volume related to total waste volume, with an aim to help Bellaire reach 25% or better within the next few years. Another focus is improving the quality of our recycling by reducing the amount of garbage or contaminated materials in the recycling stream. ESB started tracking our contamination rate mid-2019. Our contamination rate ranged from as low as 11.5% to as high as 22.9% with the majority (typically above 10%) of this contamination a result of the recycling bagged in plastic materials. Eliminating plastic bags in the recycling stream will significantly improve the quality of our recycling.
Many of the ESB’s recycling related initiatives in 2019 (and going forward) were directed toward these focal points.

Education/Communication Initiatives
EducationSome ESB members attended a tour of the Waste Management Recycling Facility on January 17, 2019, as part of an initiative to better understand the current state of recycling and to witness an audit of a sample load of the City’s recycling. This tour was a revelation for the Board members present and spurred the Board to do more relative to reducing our contamination rate.
In 2019, the ESB started a seminar/workshop series in our continued effort to educate residents about the environment and sustainability. ESB hosted three seminars in 2019.
Introduction to Composting Education presented by James (Jim) BurroughESB hosted the first seminar on June 15, 2019 at Bellaire Recreation Center meeting room. ESB Secretary Jim gave a presentation on the fundamentals of backyard composting, gave tips based on his many years of composting, and answered questions from the participants. There were about ten participants at this presentation including the City Mayor.
Curbside Recycling Information Session presented by Waste ManagementESB hosted the second seminar on August 24, 2019 at the CenterPoint Energy community Center atop the Bellaire Town Square Family Aquatic Center. Shanna Lopez, Public Sector Solutions Manager with Waste Management (City’s current recycling processor), gave a brief presentation on what residents should and should not be putting in the recycle bins for curbside pickup based on the City’s current contract with Waste Management followed by a lengthy question and answer session. There were about sixty participants at this presentation. The Board hopes to have a similar session in 2020.

Introduction to Spring Gardening presented by Corey McMullenESB hosted a third seminar on December 7, 2019 at the CenterPoint Energy Community Center atop the Bellaire Town Square Family Aquatic Center. Corey McMullen, a Bellaire resident and owner of Urban Organics gave a presentation on the fundamentals of backyard gardening, gave tips based on his experience, and answered questions from the participants. There were about twenty participants at this presentation.
CommunicationDuring 2019 the ESB continued to emphasize regular and meaningful communication with Bellaire residents through various media. The City of Bellaire’s Facebook page, the City of Bellaire website, Nextdoor, local print media, flyers (which accompany trash bag distributions and disseminated via other forums) and other forms of outreach communication were used to deliver useful information to interested residents about recycling, conservation of water and power, and environmental sustainability.
In 2019, ESB continued its effort of sending seasonally themed posts weekly via the City of Bellaire’s Facebook page. This effort will continue through 2020.
For 2020, the ESB plans to continue the above-mentioned forms of communication
Solid Waste Application (App)In 2019, ESB Vice-Chair Brian Witt brought the Board’s attention to a solid waste app that the City of West University Place uses to interact with resident on solid waste matters. The app can serve as a communication and an education tool. The app can be set up to give notifications on solid waste schedules, used to push information (emergencies, changes in routes, holiday schedule reminders, etc.) out to users, and used to research ways to dispose common household waste items and locations for local waste drop off. The app can be accessed via a mobile app or online as a webpage on the City’s webpage. Monthly reports with data on commonly searched items and questions from app users can be used to generate send out targeted information to the public to further the Board goal of increasing recycling and environmental stewardship. A few Board members tried out the West University Place App (West U Collects) and gave feedback to others. A company representative from Recollects Systems Inc. (App developer) gave a live demonstration at one of the Board meetings and after additional Board discussions, and feedback solicitation from other Cities that currently use the application, the Board recommended that the City’s Public Works Department try the application. The use of the system carries a nominal annual fee, renewable every year.
ESB Events
Semi-Annual Recycling Drop-Off EventsIn 2019, the ESB continued what has become a regular practice of semi-annual recycling drop-off events. With the fall 2017 event cancelled due to Hurricane Harvey cleanup efforts, the Spring 2018 event was scheduled earlier than usual on February 17, 2018 and the Fall event held on November 17, 2018. In 2019, the spring event was held on May 18, 209 and the fall event on

November 16, 2019. Both events were well attended with approximately 328 and 291 vehicles respectively utilizing the services up from 263 vehicles at the fall 2018 event.
Below is a chart sowing tonnages from recent events. As evident in the chart, tonnages are up to pre-Hurricane Harvey quantities. ESB will continue to organize this event but intensify publicity efforts for the event to generate more turnout and encourage proper disposal/recycle/reuse of materials.
For 2020, the ESB is looking at ways to offer the collection and proper disposal of Household Hazardous Waste (HHW) at one of the annual event. The cost to offer this service has been and is still a setback.
Nature Discovery EventsIn 2019, the ESB participated in the Nature Discovery Center’s Spring Fling event on April 13, 2019, seizing the opportunity, at the NDC’s invitation, to entertain, inform and educate children and adults attending the event.
Evelyn’s Park EventsIn 2019, the ESB participated in the Evelyn’s Park’s Earth Day Celebration on April 27, 2019 by staffing a table and interacting with residents and event attendees on recycling and environmental issues.
Other Outreach EventsIn 2019, Jim Burrough staffed a table at one of the Party at the Pavilion at the Bellaire Town Square. For 2020, the ESB intends to participate in other City sanctioned events to further increase our outreach effort in the City.

Christmas Tree Recycling
The City is continuing the tradition of diverting “Christmas Trees” from the landfill. The City allowed residents the opportunity to drop off Christmas trees at the designated collection area located at the southeast corner of Baldwin Ave. and Edith St. from December 26, 2019 through January 12, 2020.
The City was able to secure an arrangement with Living Earth to process the Christmas trees picked up into mulch. Three (3) truckloads totaling 2.88 tons were picked up and delivered to Living Earth.
Yard/Green Waste Pickup
The Board feels strongly about the need to have a citywide program for yard and green waste similar to the Recycling program. The City used to have a program for yard and green waste but discontinued it a while back. In 2018, the ESB began conversations with the Public Works (PW) Department to research information on the previous program, current City ordinances relating to yard waste, look at ways to implement a program going forward as well as the impacts of any proposed plan on the City’s budget and ordinances. Throughout 2019, the ESB continued conversations with PW on ways to provide citywide curbside yard/green waste pick up. Discussion items included cost impacts, possible changes to current operations to minimize disruptions to current operation as well as minimize budget impact/solid waste fees. For 2020, the ESB will continue to work with PW to find budget friendly ways to implement a citywide program in the near future as well as revise/modify applicable City ordinance(s).
Native Plants
The Board feels strongly about the need to promote the use, replanting, and protection of native Texas coastal plain plants as much as possible. Native plants require less irrigation, less pesticide and herbicide, and provide habitat for beneficial native wildlife, including insects. We worked with the Buildings and Standards Commission (BSC) in the past to modify the City ordinance relating to desirable/undesirable trees but were not successful. We made another attempt in 2019 by proposing definitions for desirable and undesirable trees and modifications to the list of undesirable trees in the City Ordinance. In 2020, we will continue to look for opportunities to influence the choice of plants in City parks and public spaces as well as continue to work with the BSC to modify applicable City ordinance(s).
Dark Skies/Light Pollution
The Board continues to be concerned about nighttime street illumination. Along with concerns of efficiency and safety, we ask CenterPoint and the City to keep in mind issues of light pollution and implement as much Dark Skies best practices as practical in City facilities and rights-of-way. The Board appreciates that the Evelyn’s Park and the new City Hall implemented elements of Dark Skies best practices. We will continue to work to educate ourselves in this area in order to better educate residents.

Strategic Framework for Future Goals and Objectives
Towards the end of 2019, Rajiv Pandya spearheaded this initiative to establish a framework to set future goals and objective that have a fixed deadline (short term and intended to be achieve during a Board year) and are broader in scope than the goals established in the past. These goals are aligned to the “LEED for Cities and Communities” to take advantage of existing templates. These goals are intended to be ESB driven with minimal cost and help from City staff. Possible track goals that could be set include Alternative Fuels Vehicles, Water Performance, Energy Efficiency, Renewable Energy, Solid Waste Management, Waste Performance, Special Waste Streams Management. For 2020 the board intends to continue pursuing this framework with the ultimate aim of achieving one of the certification tiers for LEED for Cities and Communities.
RECOMMENDATIONS
Though not required of the Ordinance requiring this report, our Board makes the following recommendations that we believe will be beneficial to the City and its residents. They are:
Waste recycling is a dynamic, changing science which necessitates active engagement. Effective recycling requires not only commitment, but also up to date knowledge. We feel that constant education of the citizenry of the changes in recycling options and requirements is a vital function of the board, and all methods of communicating should be supported.
Though curbside recycling volume increased last year, we need more of our residents to participate and properly too. We welcome any advice or assistance the City and its various departments and employees can give us in this regard.
The Board again believes the City, our Board, and our Public Works Department should undertake efforts to get our commercial business owners and their garbage/trash collectors to implement recycling collection efforts for the waste they produce.
On the construction of new facilities, the Board continues to implore the City and its planners to utilize energy efficient materials, lighting, etc. that would enable the building(s) to achieve the highest LEED rating available (even if the certifications are not formally sought) and encourage Dark Skies best practices.
The Board believes that green waste recycling presents a significant opportunity hence the ESB will continue our work with PW on recommendations for a comprehensive green waste reuse plan during 2020.
The Board believes that the proper disposal of Household Hazardous Waste (HHW) presents a significant challenge to residents. This has been communicated to us in the form of requests at the recycling drop-off events. We urge the City to work with other smaller neighboring Cities (Cities of West University Place and Southside Place) to implore Harris County to reach an agreement with the City of Houston to allow residents of these Cities to use its facilities for proper disposal of accepted HHW. The County collection facility is located in excess of 20 miles from Bellaire compared to the

relatively closer City of Houston facilities (Westpark Consumer Recycling Center located at 5900 Westpark Drive, Houston, TX 77057 and the Environmental Service Center –South located at 11500 S. Post Oak Road, Houston, TX 77035). At the same time the ESB will continue our work with PW on feasible alternatives for HHW pick up during 2020.

L.I.F.E. Advisory Board
The City of Bellaire’s L.I.F.E. program is under the Parks, Recreation and Facilities Department. The program is designed to keep active adults 50 years and older engaged in life through continued learning opportunities, new relationships, and experiences. The L.I.F.E. program provides the residents of Bellaire and surrounding communities with a leisure lifestyle through socialization, games, day trips, special activities, and events.
The L.I.F.E. advisory board’s role is to meet monthly to provide direction to staff to help with programming objectives. This board is a working board that assists staff during all programs, trips, activities, and events. The L.I.F.E. advisory board is comprised of board Chair Patricia Parrack, Vice-Chair Barbara Davis, Secretary Pat Tracey, Connie Eicher, Ann Kong, Tillie Wiedemann, and Mark Koblenz. The board also has the privilege to work with Mayor Andrew Friedberg as council liaison.
Since April 2017, the L.I.F.E. program was located inside of Bellaire United Methodist Church as the construction of the municipal facilities took place. This past year was an extremely exciting year for the L.I.F.E. program as construction finished and the L.I.F.E. program moved into City Hall in September.
The L.I.F.E. program offers over 270 activities throughout the year. The programming differs daily, weekly two bridge groups meet on Monday’s and Friday’s, along with a coffee and conversation group that meets every Wednesday. Monthly there are activities such as bingo, bunco, craft day and movies. The L.I.F.E. program offers different opportunities to keep its members as active as possible through chair volleyball, Tai Chi, and LIFE striders. There are also different educational seminars such as Reducing the Risk of Developing Dementia. The LIFE program partners throughout the year with different department such as doing book art with the Library, utility portal training with the Utility Billing and Finance department and the Police department held an Active Attacker presentation. The L.I.F.E. program also teamed up with Blue Star Mothers to help make cards to send to the troops overseas. Once a month a social or luncheon is held to either coincide with a holiday or special event, like Rodeo, Thanksgiving and to end the year there was a New Year’s Eve Party with sparkling grape juice!
Twice a month the L.I.F.E. program has the opportunity to use buses provided by Harris County Transportation Department. These buses provide a chance for L.I.F.E. participants a change of scenery as well as provide an opportunity to learn about an area’s history, tourism and entertainment opportunities; to make new friends; and to enhance the overall lifestyle of each participant. In 2019, the L.I.F.E. participants visited historical sites with guided tours of places like San Felipe de Austin, and cities rich in history like Austin, Victoria, Navasota, Katy, and Huntsville. They visited the resting place of President George H.W. and Barbara Bush at the Presidential Library and Museum in College Station. Participants toured the Amazon Distribution Center, visit Newman’s Castle in Bellville, and went behind the scenes of Minute Maid Park and Houston Transtar. They had the unique opportunity to visit places like Saint Francis Wolf Sanctuary, Franklin Drive-through Safari, TGR Exotic Wildlife Park, and the

aquarium at Moody Gardens. There was plenty of shopping done at the International Gem and Jewelry Show and Nutcracker Market. Some trips provided members a nice evening out to enjoy dinner and the theatre like Private Lives at Main Street Theatre, Miracle on 34th Street at Stages Theatre and go to the Houston Ballet to see The Nutcracker.
The L.I.F.E. program offers new opportunities and experiences through a leisure lifestyle of socialization, games, day trips, special activities, and events. We welcome anyone 50 years and older to join us!

Mayor and City Council:
As Chair of the Bellaire Parks and Recreation Advisory Board (‘Parks Board’), I would like to recognize the time and dedication of our current Board members Vice-Chair, Julie McNee, and members Kevin Sisk, Joan Gee, Lisa Lim, Dawn Bloomer and Jonathan Ishee. It is a privilege to serve with my fellow citizens.
The Parks Board functions as an advisory Board to City Council and the Parks & Recreation Department. City Councilman, Gus Pappas has served this past year as our Council Liaison. We extend our thanks to him for this added service to the City of Bellaire. We benefit from a close working relationship with Parks and Recreation staff and thank them for their professional assistance. They oversee park maintenance, facility programming, and organize the many events throughout the year that Bellaire residents hold dear.
In the task of advising, the Parks Board has provided recommendations on our city’s parks, trails, and recreational facilities. We are guided by observations and inspections with site visits, through input from reports from city employees, contracted sources and through citizen’s feedback. We welcome citizens at every meeting to share with us their comments on our parks and facilities.
The Capital Improvement Projects that the Parks Board’s attentions were to be focused on this year are still delayed. The Capital Improvement Projects originally planned including: the Bellaire Family Aquatic Center, Evergreen Park renovations and many of our neighborhood and community parks remain on hold for the stated effort to repair the infrastructure of Bellaire. The budget request for the near future projects that were identified are not funded in this current budget. We have, however, continued to see yet more community investment in our parks that keep our park system flourishing and progressing.
Residents, community organizations and local business have stepped up again this past year to assist in several park projects with alternative private funding sources.
Director of Library, Mary Cohrs presented installation plans for two additional Little Free Libraries in Evergreen and Feld Parks as part of a Boy’s Scout, Eagle Scout Project.
Patrons for Bellaire Parks has donated $110,000 for new play equipment in six parks throughout Bellaire.
Nature Discovery Center completed the installation of a Chimney Swift Tower in Mulberry Park with funding and construction by Cason Graye Construction; and are planning new play area development with their Boards funding.
Last year we formed a Sub-committee of City Staff, Parks Advisory Board and Patrons members to identify community parks and types of potential play equipment Patrons will be proposing to donate

through their Park Revitalization Project that would include equipment that would accommodate residents of limited abilities. This has been an invaluable collaboration that brought a $110,000 donation of park equipment from PATRONS including a Zip Line at Evergreen Playground at 4500 Evergreen St., Tandem Swings at Lafayette and Loftin Parks, Story Ball musical and storytelling units at Mulberry Park at 700 Mulberry, Feld Park located at 6406 Avenue B, and Loftin Park, at 7008 Fifth Street.
Soon there will be installation of Agility Equipment at Officer Lucy Dog Park at 4337 Lafayette St. and a Multi-level Spinning structure at Feld Park. Patron’s long-term goal to provide amenities in all pocket parks that are accessible to limited ability individuals that began at Ware Family Park playground, with a Grand Re-opening Celebration in January of 2019 is projected to extend to the anticipated Evergreen Park redevelopment in the future.
Parks Board has also established a sub-committee to explore possible additional private funding for Evergreen Park and Pool renovations. If there is available funding by Community Partners we can refocus on the vision of the revitalization of Evergreen Park through possible private funding for these projects.
The Parks Board has not made any recommendations on the new developments planned at Evelyn’s Park that was brought forth last year. We are anticipating seeing this development begin soon.
Parks Board has also installed a liaison to the World Trade Center Committee that is made up of private fundraising groups and other City Board liaisons to explore the possibilities of building a 911 Memorial Site in Bellaire Town Square. This organization is still in the early stages of planning and the Board has not heard any formal proposals from this committee and therefor made no recommendations thus far on this project.
The Parks Board strives to increase communication with residents to inform, educate, alert and solicit feedback is an ongoing goal that we have tried to positively impact in the Parks Department. When the funding does return for the afore mentioned projects we will be very interested to have input from our Citizens who utilize our parks most and who benefit from their upkeep and development, which means every Bellaire resident. Every resident reaps the benefit of a healthy parks system. It is a key attraction for homebuyers as well as an obvious source of health, recreation and exercise benefits.
Additionally, the Board reviewed and approved the Bellaire Parks and Recreation Advisory Board Rules of Procedures and is currently reviewing to the Capital Improvement Plan for 2020.
