I. AnnouncementofFundingOpportunityTheCCSFOfficeofWorkforceandEconomicDevelopmentisissuingthisRequestforProposals(RFP)tosupportandstrengthenCareerandTechnicalEducation(CTE)atCCSF.ThisRFPprovidesthebackgroundinformationandproceduresforapplyingforfundsforthe2017-2018fiscalyear.ThisRFPcombines,forthefirsttime,theapplicationprocessfortwofundingstreams:thelongstandingPerkinsCareerandTechnicalEducationAct(CTEA)fundingandtheStrongWorkforceProgram,anewsourceofworkforcedevelopmentfundingforCaliforniacommunitycolleges.ThisRFPisalignedwiththelargermovementatCCSFtowardintegratedplanningandbudgeting.Inanefforttostreamlineprocesses,theapplicationhasbeenrevisedtoincludequestionsbasedonbothSWPandPerkinsfundingtogenerateinformationapplicabletoeachofthefundingstreams.Departmentsandcollaborationsthatareinterestedinapplyingforfundswillsubmitoneapplicationforbothfundingstreams.TheAllocationSubcommitteewillreviewapplicationsandmakerecommendationsaboututilizingPerkinsand/orSWPfundstosupportqualityproposals.Theinformationprovidedonthepagesthatfollowincludes:

II. BackgroundInformationPerkinsCarlD.PerkinsCareerandTechnicalEducationAct(CTEA)TitleI-CfundingsupportstheadvancementandimprovementofCareerandTechnicalEducation(CTE)atCCSF.CongressreauthorizedtheActthrough2012tocontinuethedeliveryofhighquality,comprehensiveCTEprogrammingatcommunitycolleges.In2007-08,CCSFundertookanextensiveprocesstodevelopafive-yearlocalplanthatguidesCCSF’simplementationofthisfundingforthelifeofthelegislation.Since2012,Perkinsfundinghascontinuedtoberolledoverannually.PerkinsTitleI-CfundingisallocatedtodistrictsannuallybasedontheeconomicallydisadvantagedCareerTechnicalEducation(CTE)studentcountsforthedistrict.In2016-17,CCSFreceivedanallocationof$831,835inPerkinsTitleI-Cfunding.Tentativeallocationsfor2017-18willbecomeavailablearoundMarch9,2017.StrongWorkforceProgramTheStrongWorkforceProgram(SWP)isastatewideefforttoproactivelyaddresswidelyrecognizedgapsinworkforcedevelopmentthroughouttheStateofCalifornia.AccordingtotheCaliforniaCommunityCollegesChancellor’sOffice(CCCCO),anestimated1.9millionjobopeningsinCaliforniainthenext10yearswillrequire,atminimum,somecollegeand/oranAssociate’sdegree.Toaddressthisdemand,theCCCCOconvenedastatewideSWPTaskForcein2015toexaminewaystostrengthenCTEstudentsuccessatCalifornia’scommunitycolleges,theprimaryprovidersofjobtraininginthestate.Asaresultofthisdiscussion,inNovember2015thestateSWPTaskForceissuedalistof25recommendationsforimprovingCTEprogramsstatewide.In2016,thestategovernmentannouncedanannual$200millionallocationtoCaliforniacommunitycolleges.Inthefirstyearofallocations,FiscalYear2016-17,CCSFbenefitedfroma$2.7millionSWPallocationtoaddresslocalprogramneeds,anda$1.5millionSWPallocationtomeetregionallabormarketneeds.III. EligibilityRequirementsforFiscalYear2017-2018Thissectionincludesgeneralrequirementsforallapplicants,followedbyspecificfundingrequirementsforPerkinsandSWPfunding.Pleasereviewalloftherequirements.YoumayapplyforfundingthatmeetstherequirementsofeitherPerkinsorSWP,butitisnotnecessarytomeettherequirementsofbothsources.TheAllocationSubcommitteewillmakerecommendationsaboutwhichfundingsourceisanappropriatematchforapplicantrequests.A.GeneralRequirements1.AdvisoryCommitteeRequirementsAllCTEprogramsarerequiredtoholdadvisorycommitteemeetingsatleastonceeveryacademicyear,andCityCollegehasadoptedaprocessforprogramstodocumentandreportonthose

meetings.ComplyingwithallTitle5,Ed.Code,andaccreditationrequirementsforCTEprogramsisaneligibilityrequirementforreceivingPerkins/SWPfunds.Thoseprogramsthathavenotheldanadvisorycommitteemeetingduringthe2016-17academicyear,and/orhavenotsubmittedtheCCSFformsthatincludeanadvisoryrosterandminutes(toincludemeetingdate,attendees,andoutcomesofthemeeting)areineligiblefor2017-18Perkins/SWPfunds.Ifyouhavenotyetheldyouradvisorycommitteemeetingfor2016-17,youmustdocumentthatyouhaveonescheduledforSpring2017,andyoumusthavesubmitteddocumentationonyour2015-16advisorycommitteemeeting.2.ProgramReview/AnnualPlanRequirementsAswiththepreviousyear’sPerkinsallocationprocess,allrequestsmustbereflectedinProgramReview/AnnualPlans.TheAllocationSubcommitteewillstrivetocollaboratewithothersourcesoffunds,suchastheStudentEquityPlan,theStudentSuccessandSupportProgram(SSSP),theSanFranciscoAdultEducationConsortium,theBasicSkillsInitiative(BSI),andcommunityfunds,toleveragetheworkacrossCCSFtomeetthegoalsoftheEducationMasterPlan.AdditionaldetailsaboutthevariousfundingstreamscanbefoundontheCCSFOfficeofInstitutionalResearchandPlanningProgramFundingMatrix.3.StudentEquityTrainingRequirementsPerkinsandSWPfundsawardedfor2017-18willincludetheexpectationthatawardeesparticipateinthecollege’s2017StudentEquityTraining;PerkinsandSWPstaffandadministratorswillalsoparticipate.Whenawardsareannounced,detailsonthisprofessionaldevelopmentdesignedforCCSFfaculty,staff,andadministratorswillbeincluded.
B.PerkinsFundingRequirements
The2006PerkinsActrequiresthateachTOPCodeincludedinourannualapplicationtothestatemeeteachoftheninerequirementsoverthecourseofthelegislation’simplementation.TOPCodematricesmustbeup-to-date.ThenineRequirementsforUsesofPerkinsare:
1. Strengthentheacademicandcareerandtechnicalskillsofstudentsparticipatingincareerandtechnicaleducationprograms,bystrengtheningtheacademicandcareerandtechnicaleducationcomponentsofsuchprogramsthroughtheintegrationofacademicswithcareerandtechnicaleducationprogramsthroughacoherentsequenceofcourses,suchascareerandtechnicalprogramsofstudy
2. Linkcareerandtechnicaleducationatthesecondarylevelandcareerandtechnicaleducationatthepostsecondarylevel,includingbyofferingtherelevantelementsofnotlessthanonecareerandtechnicalprogramofstudy
3. Providestudentswithstrongexperienceinandunderstandingofallaspectsofanindustry,whichmayincludework-basedlearningexperiences

4. Develop,improve,orexpandtheuseoftechnologyincareerandtechnicaleducation,whichmayinclude:
§ Trainingofcareerandtechnicaleducationteachers,faculty,andadministratorstousetechnology,whichmayincludedistancelearning;
§ Providingcareerandtechnicaleducationstudentswiththeacademicandcareerandtechnicalskills(includingthemathematicsandscienceknowledgethatprovidesastrongbasisforsuchskills)thatleadtoentryintothetechnologyfields;or
§ Encouragingschoolstocollaboratewithtechnologyindustriestooffervoluntaryinternshipsandmentoringprograms,includingprogramsthatimprovethemathematicsandscienceknowledgeofstudents
5. Provideprofessionaldevelopmentprogramsthatareconsistentwithtosecondaryandpostsecondaryteachers,faculty,administrators,andcareerguidanceandacademiccounselorswhoareinvolvedinintegratedcareerandtechnicaleducationprograms,including—
§ In-serviceandpre-servicetrainingon—
o Effectiveintegrationanduseofchallengingacademicandcareerandtechnicaleducationprovidedjointlywithacademicteacherstotheextentpracticable;
o Effectiveteachingskillsbasedonresearchthatincludespromisingpractices;
o Effectivepracticestoimproveparentalandcommunityinvolvement;and
o Effectiveuseofscientificallybasedresearchanddatatoimproveinstruction;
§ Supportofeducationprogramsforteachersofcareerandtechnicaleducationinpublicschoolsandotherpublicschoolpersonnelwhoareinvolvedinthedirectdeliveryofeducationalservicestocareerandtechnicaleducationstudents,toensurethatsuchteachersandpersonnelstaycurrentwithallaspectsofanindustry;
§ Internshipprogramsthatproviderelevantbusinessexperience;and
§ Programsdesignedtotrainteachersspecificallyintheeffectiveuseandapplicationoftechnologytoimproveinstruction
6. Developandimplementevaluationsofthecareerandtechnicaleducationprogramscarriedoutwithfundsunderthistitle,includinganassessmentofhowtheneedsofspecialpopulationsarebeingmet
7. Initiate,improve,expand,andmodernizequalitycareerandtechnicaleducationprograms,includingrelevanttechnology
8. Provideservicesandactivitiesthatareofsufficientsize,scope,andqualitytobeeffective
9. Provideactivitiestopreparespecialpopulations,includingsingleparentsanddisplacedhomemakerswhoareenrolledincareerandtechnicaleducationprograms,forhighskill,highwage,orhighdemandoccupationsthatwillleadtoself-sufficiency.

PermissiveUsesofPerkinsFunds
Applicantsmayproposeactivitiesthatimproveprogramsinthefollowingways:1. Involveparents,businessesandlabororganizationsinthedesign,implementationandevaluation
ofCTEprograms.2. Providecareerguidance,academiccounselingforstudentsparticipatinginCTEAprogramsthat
improvesgraduationratesandprovidesinformationonpostsecondaryandcareeroptions,andprovidesassistanceforpostsecondarystudentsandadults.
3. Localeducationandbusinesspartnerships,includingwork-relatedexperiencesforstudents,adjunctfacultyarrangementsforqualifiedindustryprofessionalsandindustryexperienceforteachersandfaculty.
4. Provideprogramsforspecialpopulations5. Assistcareerandtechnicalstudentorganizations6. Providementoringandsupportservices7. Leasing,purchasing,upgradingoradaptingequipmentincludinginstructionalaidsandpublications
(includingsupportforlibraryresources)designedtostrengthenandsupportacademicandtechnicalskillachievement.
8. TeacherpreparationprogramsthataddresstheintegrationofacademicandCTEandthatassistindividualswhoareinterestedinbecomingCTEfaculty,includingindividualswithexperienceinbusinessandindustry.
9. Developingandexpandingpostsecondaryprogramofferingsattimesandinformatsthatareaccessibleforallstudents,includingthroughtheuseofdistanceeducation.
10. Developinginitiativesthatfacilitatethetransitionofsub-baccalaureateCTEstudentsintobaccalaureatedegreeprograms,includingarticulationagreements,dualenrollmentprograms,academicandfinancialaidcounselingandotherinitiativestoovercomebarriersandencourageenrollmentandcompletion.
11. Providingactivitiestosupportentrepreneurshipeducationandtraining.12. ImprovingordevelopingnewCTEcourses,includingthedevelopmentofprogramsofstudyfor
considerationbythestateandcoursesthatprepareindividualsacademicallyandtechnicallyforhigh-skill,high-wageorhigh-demandoccupationsanddualorconcurrentenrollmentopportunities.
13. Developingandsupportingsmall,personalizedcareer-themedlearningcommunities.14. Providingsupportforfamilyandconsumersciencesprograms.15. ProvidingCTEprogramsforadultsandschooldropoutstocompletesecondaryeducationor
upgradetechnicalskills.16. ProvidingassistancetoindividualswhohaveparticipatedinservicesandactivitiesundertheActin
continuingtheireducationortrainingorfindinganappropriatejob.17. Supportingtrainingandactivities(suchasmentoringandoutreach)innon-traditionalfields.18. Providingsupportfortrainingprogramsinautomotivetechnologies.19. Poolingaportionofsuchfundswithaportionoffundsavailabletootherrecipientsforinnovation
initiatives.20. SupportingotherCTEactivitiesconsistentwiththepurposesoftheAct.

SWPEligibilityCriteria:CCSFwillprioritizeestablishedCTEprogramsinitsSWPallocationsprocess.However,allCCSFdepartments,programs,andservicesareencouragedtoapplyiftheycandemonstratethattheyarepartofacollaborativeprojectwithanexistingorproposedCTEprogram,assiststudentswithcareergoals,oradvancetheworkofoccupationalclusters.AlldepartmentsandprogramsinterestedinreceivingSWPallocationsarerequiredtomeetthefollowingeligibilitycriteria:1. IV. Accountability
A. PerkinsCoreIndicatorReportsPerkinslegislationemphasizesaccountability.Applicantsshouldaddresstheirprogram’scoreindicatordataonstudentoutcomesthroughouttheirproposal.PerkinsCoreIndicatorsaredefinedasfollows:
§ CoreIndicator1:TechnicalSkillAttainment–Studentattainmentofchallengingcareerandtechnicalskillproficiencies,includingstudentachievementontechnicalassessmentsthatarealignedwithindustry-recognizedstandards,ifavailableandappropriate.
§ CoreIndicator2:Credential,Certificate,orDegree–Studentattainmentofanindustry-recognizedcredential,acertificate,oradegree.

“Provide professional development programs that are consistent with to secondary and postsecondary teachers, faculty, administrators, and career guidance and academic counselors who are involved in integrated career and technical education programs, including—
§ In-service and pre-service training on—
o Effective integration and use of challenging academic and career and technical education provided jointly with academic teachers to the extent practicable;
o Effective teaching skills based on research that includes promising practices;
o Effective practices to improve parental and community involvement; and
o Effective use of scientifically based research and data to improve instruction;
§ Support of education programs for teachers of career and technical education in public schools and other public school personnel who are involved in the direct delivery of educational services to career and technical education students, to ensure that such teachers and personnel stay current with all aspects of an industry;
§ Internship programs that provide relevant business experience; and
§ Programs designed to train teachers specifically in the effective use and application of technology to improve instruction”
Use of Technology:
“Develop, improve, or expand the use of technology in career and technical education, which may include:
• Training of career and technical education teachers, faculty, and administrators to use technology, which may include distance learning;
• Providing career and technical education students with the academic and career and technical skills (including the mathematics and science knowledge that provides a strong basis for such skills) that lead to entry into the technology fields; or
• Encouraging schools to collaborate with technology industries to offer voluntary internships and mentoring programs, including programs that improve the mathematics and science knowledge of students”
