Pay bands combine a range of work into a discrete level
The NSPS pay system establishes a pay range for each pay band, with a minimum and a maximum pay rate for each of the following:
• Pay Band 1 – Entry/Developmental
• Pay Band 2 – Journey
• Pay Band 3 - Expert

Classifying NSPS Positions
• Classification is the assignment of a position to:
• Career group (CG)
• Occupational code
• Pay schedules (PS)
• Pay band (PB)
• Title

Basis for Classification
• Classification takes into account:
• A positions level of difficulty
• The mission of the organization
• The relationship to other positions or organizational levels

Classification Considerations
A position’s classification is based on work that:
• Is performed on a regular and frequent basis
• Is crucial to the position’s primary purpose
• Governs the position’s primary qualifications i.e. knowledge, skills, & abilities
•
A position’s classification cannot be based on work that is assigned temporarily and/or strictly for training or career development purposes unless the position is in Pay Band 1 of Pay Schedule YA, YD, YH, or YK
Classification is based upon the duties assigned to the position NOT
the person!

Mixed Positions
• The position is classified in the occupation and pay band that best reflect the position’s purpose.
• Where work falls within more than one pay schedule and/or pay band, the position is classified in the highest applicable pay schedule and pay band.
• Supervisory positions that also include nonsupervisory work are classified in the pay schedule and pay band with the highest rate range.
• If a specific occupation is not appropriate, the position may be classified in the general "01" occupation, if appropriate, in the occupation’s pay schedule and pay band.

Interdisciplinary Positions
• Professional and Analytical (YA), Scientific and Engineering (YD), and/or Medical Professional (YH) pay schedules and the supervisory pay schedules YC, YF, and YJ
• All occupations identified on the PD
• Cannot combine professional occupations and analytical occupations

• All occupations identified on PD

which the employee is not officially assigned
• Classification of a position to which an employee is detailed or temporarily promoted

Employees are entitled to file an appeal to the classification of their position under SC1920.10. The procedures for appealing the classification of position can be found at the following links:
