Citizens’ Budget 2017-18

“It is imperative that citizens engage in initiatives like MyCityMyBudget, towards addressing civic issues in Bengaluru. Only teamwork between BBMP and the active involvement of Bengalureans can make the city better. The BBMP is committed to encouraging any initiative that promotes active participation in civic issues and builds trust in BBMP. MyCityMyBudget is one such initiative and the BBMP is happy to support it. I will personally urge all councillors and BBMP o cers to go through the inputs given by citizens through MyCityMyBudget and consider them in their inputs to BBMP’s Budget 2017-18”

“MyCityMyBudget is intended as a partnership of Bengalureans, by Bengalureans and for Bengalureans. The focus is on budgets and civic works, as budgets and works can directly improve our roads, footpaths, streetlights, drains, public toilets, parks and other infra-structure. We believe that a three-way partnership between active citizens, proactive councillors and civic agency o cials with neighbourhood level data on budgets and civic works can bring real change to Bengaluru”.

“The BBMP manages India’s largest municipal corporation by area. We have a limited budget even a er considering state government grants, given the population and number of households, area and road length we service. It is therefore even more important for the BBMP to ensure that every rupee we spend is targeted sharply at citizen outcomes and better service delivery. MyCityMyBudget through its annual campaign and Ward Sabhas ensures large number of Bengalureans closely work with councillors, BBMP o cials and even other civic agency o cials on budgets and civic works in their neighbourhood. This is a unique, positive partnership between citizens and the government. The BBMP’s administration is therefore happy to support MyCityMyBudget”

We have compiled 67,114 inputs from 39,558 citizens for Budget 2017-18 through MyCityMyBudget’s annual campaign. We have

made available a full list of these inputs on www.ichangemycity.com/mycitymybudget. All inputs will be submitted to the BBMP and

other civic agencies BWSSB, BMTC etc. in ecember 2016 and emailed to o ce bearers of all resident welfare associations who

participated in the campaign. Please go to page 6 to see who all participated in the annual campaign.

We will track these inputs against BBMP Budget 2017-18 when it comes out in Feb-Mar 2017 and communicate back to each citizen

who provided an input. But the good news is that even if an input is not directly included in BBMP Budget 2017-18, a citizen could

still work with the ward councillor and BBMP o cers through Ward Sabhas to get budgets allocated for a speci c work in his/her

neighbourhood. Please go to page 2 to know how.

do?

Brings together citizens, ward councillor and civic agency o cials at a neighbourhood level

» Facilitates open, structured conversations on budgets and civic works

» Provides periodic data on budgets, progress of works and payments at a neighbourhood level

Bengaluru’s infrastructure and quality of life need many es. One of those necessary es is to ensure that every rupee spent in every neighbourhood of Bengaluru actually improves infrastructure and quality of life of citizens. As BBMP and other civic agencies of Bengaluru have limited budgets and funds, this becomes even more important.

In order to ensure that every rupee spent in Bengaluru city improves quality of life of citizens, we will need a partnership between citizens in a neighbourhood, the ward councillor and the civic agency o cials in that ward. Citizens, the ward councillor and civic agency o cials need to get together and discuss what are priorities for the neighbourhood, how much money is available for the neighbourhood, how the money is being spent and what works are getting done in the neighbourhood. If we do this, say every 3 months, citizens will make sure that the rupee meets its outcome, and councillors and civic agency o cials will ensure the outcome that citizens need nds its rupee.

MyCityMyBudget Campaign 2017-18

We will analyse budget allocations for each ward and for each citizen input and make them available on ichangemycity.com, post the release of the BBMP Budget 2017-18.

We will also keep each citizen and each RWA informed on the status of their inputs and on our analysis of the Budget.

We will organise Ward Sabhas across Bengaluru, bringing together citizens, ward councillors and civic agency o cials to discuss status of all citizen inputs and other civic works in the ward.
