Citadels Rules Appendix – F.A.Q. Q: What does it cost the Warlord to destroy the University or the Dragon Gate, 5 or 7 gold pieces? A: The extra points come after the game is over, so just take the Building Cost minus one; 6-1 = 5. Q: Can the Warlord destroy the Districts of an assassinated Bishop? A: Why not? Since the priest didn't answer the call, being killed, he isn't a Bishop anymore. Q: Is use of a character’s special abilities compulsory? A: No. The Assassin is not bound to kill, the Thief is not bound to steal, etc. Q: Can a Thief take the income a player earns for his Districts as part of his special power? A: No. The Thief takes only what a player has at the beginning of his turn, and the player can choose to take his District-based income whenever he chooses. Q: Can a player take income for his Districts in two parts, before and after building? A: No. You can take this special income when you want, but it must be all at once. As such, a King could either take the income of his Yellow Districts before constructing a new one (if he had need of money in order to build it), or after having constructed one (if the new District gives him income.) On the other hand, District income is completely distinct from the two golds you can get at the beginning of your turn instead of drawing District Cards. The Merchant’s extra gold is also not a District income and is also taken at the beginning of the turn. So you could take two gold (or three as the Merchant), build a District that gives you more income, and then collect the gold from your Districts. You can’t however, get income from some Districts, build, and then get income from the District you just built. He still prompts the end of the game (and the indestructability rule for a completed city) once he hits 8 Districts, but he can keep building more if he is able.

Q: Can a player ever build two or more identical Districts?A: With two exceptions, no. You can never build an identical District in a city UNLESS: a) you have a Quarry (Expansion Special District) in which case you can build ONE duplicate District; b) you are the Wizard (Expansion Rules) – his ability to build a District taken from another player’s hand can be used to build a duplicate district, or else it would often be useless. The Diplomat (Expansion Rules), who is able to examine his options when paying to exchange Districts, CANNOT build a duplicate.

Q: What if a player has both a Library and an Observatory in his city? How do their effects combine?A: The player compromises between both effects – when he draws District Cards as an action, he takes three and keeps two.

Rules Questions – Expansion-Only Cards

Q: The Witch’s card text begins as follows : "After you take an action, you announce which character you wish to bewitch, then immediately end your turn." I think it's clear that you cannot build a district card at this point. Next, it says "When the player who has the bewitched character is called upon, he shows his character card and takes and action, then immediately ends his turn." I take this to mean that the other player got screwed out of building a district card this turn. The question is - did the other player get to use his special power, e.g., if you copied the Bishop's power, did he get one gold for each blue building?]A: Your inferences are right regarding the written text, and the answer to your question is No. The bewitched character CANNOT use his special power, and this special power can be used by the Witch player if the bewitched character is in play.Thus a Witch, having bewitched a Bishop, would (during his turn) collect for her Blue Districts, build in her city if she chose, and be immune to Warlord attacks thereafter.

Q: What happens to the Crown if the Emperor is assassinated?A: Nothing. The player who has the Crown keeps it.

Q: When the Emperor gives the Crown to someone, the rules say that the person receiving the cCown must give the Emperor one gold or one card.  Who makes this choice:  the person receiving the Crown or the Emperor? A: The person receiving the Crown.

Q: Can the Diplomat change one of his Districts for a District from someone’s completed 8-District city? A: No. That city is utterly inviolate.

Q: Can you play with the Queen if the Emperor replaces the King?A: I’d suggest not doing so, but if you really want to, you can link the Queen to the Crown: if the Queen is beside the player with the Crown token, she earns three gold at the start of her turn.

Q: What happens to the City Completion bonuses if someone builds the Bell Tower ?A : The bonuses are awarded for the First to 7 Districts and not the First to 8. If any players have 7 Districts when the Bell Tower is built, they all get the 4 point bonus for simultaneously meeting the 7 District condition. If the Bell Tower is built as someone's seventh District, he gets 4 points – along with anyone else who has 7 districts - for simultaneously meeting the game end condition. Any players to subsequently reach 7 Districts that round still get 2.
