Information and general directions on reservation of Circuit Bungalows of the

Ministry of Health.

Circuit bungalows under the Ministry of Health are being administered by the Central Administration

Branch of the Ministry under the supervision of the Deputy Director General (Admin) 01.

02. Available circuit bungalows,facilities and rooms (except the room reserved for the Minister)

are mentioned below.

03.Reservation of Circuit Bungalows

3.1 In reserving the rooms of the above circuit bungalows reservations by the officers of the Ministry

and the Institutes under the Ministry, for official duties shall a priority.

3.2 The officers of the Ministry of Health and the Institutes under the Ministry are allowed to

reserve these circuit bungalows when there are no reservation for official duties. This is deemed to be a stratergy of preventing any loss to the government which may be caused by keeping the circuit

bungalows closed.

3.5 Only the approved format and no other formats and letters shall be used in making an application

for reserving the circuit bungalows. The relevant format of the application is attached herewith

(Annexure I). The format may be obtained from the Central Administration Branch of the Ministry

or through w.w.w.health.gov.lk on the internet.

3.6 When the reservations are not for official duties, payments should be made to the shraf in

accordance with the sections 5:2 /5:3 of this circular and the receipt of the payment should be

submitted together with the application.

3.7 Reservations shall have effect only from 12.00 p.m of the date to be reserved till 10.00 a.m of the

last date reserved.3.8 If reservation of a circuit bungalows is granted approval, the persons concerned shall be

informed of it by a letter.

04. Cancellation of Reservation of Circuit Bungalows.

4.1 In case a circular bungalows is required for any official duty of the Hon.Minister of this Ministry

/ Hon.Deputy Ministry / Secretary of Health / Additional Secretaries/ Director General of Health

Services or for any official duty of the officers approved by the secretary of Health / Director

General of Health Services the prior reservations will have to be cancelled.4.2 In case a circuit bungalow is reserved for any non – official purpose and reservation of same is

required for any official purpose the former reservation (for non – official purpose) will have to be

cancelled.

4.3 Reservation of a circuit bungalow may be cancelled in writing or over the telephone. In such

case, the amount received from the parties concerned shall be refunded.

4.4 Staying of the officer who reserves the bungalow is compulsory and he cannot substitute any

other person in place of him. Noncompliance with this may result in cancellation of the reservation.

4.5 When arrived at the circuit bungalow letter of reservation and National Identity card. The

official Identity card should be presented to the keeper of the circuit bungalow. Failure to do so will

result in cancellation of the reservation.





05. Payments for Circuit Bungalows.

5.1 Reservations for official purposes – Rs 100/= per day for one room

5.2 Reservations for non – official purposes – Rs 500/= per day for one room

5.3 Reservations by an officer other than an officer of the Ministry of Health – Rs 1000/= per

day for one room

5.4 The amount which should be settled before the departure should be paid to the keeper of the

bungalow and a receipt of the payment should be obtained.

06. Food

6.1 Persons who will stay at the bungalow shall not be allowed to use the kitchen of the circuit

bungalow. However if the keeper of the circuit bungalow is provided with what is necessary you

may get your meals prepared by him. For this, the keeper of the bungalow shall be paid Rs 50/=

per day for one room.

6.2 Food can also be bought from the keepers of the bungalows and they will provide food at

current prices in the area.

07. Using of Circuit Bungalows

7.1 Two adults and two children shall be the maximum number of persons allowed to stay at one

room. The number of persons staying at a room should not exceed the said maximum number of

persons. In case of any noncompliance the responsibility rests on the keeper of the bungalow.

7.2 The persons staying at the bungalow should keep the circuit bungalow and its premises clean.

Furniture and other equipments should be handled with atmost care. If any damage is caused to

the belongings of the bungalow persons staying at the moment shall be responsible.

7.3 When a room is reserved in the name of one person he cannot transfer it to another person in

place of him. No guests exceeding the number of persons permitted shall be allowed at the

bungalow. Except the rooms the common space (sitting room) shall not be used in such a manner

taking the bungalow to be a resting hall. (Vishramashala)

7.4 Behavior of no person shall cause any disturbance to the others staying at the bungalow.

08. Supervision over the circuit bungalows.

8.1 Since it has been reported that the rooms of the circuit bungalows are being reserved by the

keepers of the bungalows for various persons with no permission circuit bungalows will be

supervised by the secretary of the Ministry of Health / Additional Secretaries / Director General

of Health Services / Division of investigation / Internal Audit Division / Deputy Director General

8.2 In addition to the supervision of the officials mentioned above circuit bungalows will be

supervised by the directors of the following hospitals.

1. Katharagama - General Hospital Monaragala

2. Ampara - General Hospital Ampara





3. Nuwara Eliya - General Hospital Nuwara - Eliya

4. Kandy - Teaching Hospital Kandy

5. Polonnaruwa - General Hospital Polonnaruwa

09. Information the keepers of the Circuit Bungalows should be made aware of ;

9.1 A monthly report on the persons stayed at the bungalow should be presented.

9.2 At the end of every month the electricity bill, water bill, and bills on maintenance expenses

should be forwarded to the Branch of Central Administration for settling them and the keepers of

the bungalows shall be responsible for forwarding the said bills in every month without any

failure.

9.3 The keepers of circuit bungalows should keep records on electricity bills, water bills and

telephone bills.

9.4 Money received from the keepers of the circuit bungalows for the stays at the bungalows

shall be paid to the Director of the hospital by whom the relevant circuit bungalow is being

supervised on Monday in every week or the next day if Monday is a holiday. The keeper of

bungalow should obtain a receipt in making any such payment and the photo copy of the receipt

of such payment should be forwarded to the Branch of Central Administration.

9.5 A monthly report on the charges made by the keepers of the bungalows should be presented

to the Branch of Central Administration.

9.6 Keepers of the bungalows should be provided with official franks with their names through

the Director (supply) In issuing receipts for payments keepers of the bungalows should issue the

receipts with the seal of the official frank.

01. Any person whose details are not mentioned in the application form should not be accompanied to

accommodate in the circuit bungalow maximum of only two adults and two children can accommodate in one

room.

02. During the period you spend in the circuit bungalow, anything inside or outside the circuit bungalow should

not be damaged. In case of such damage, all expensen to be spent for renovation should be born by you.

03. If any complain is received against you during the period you spend in the circuit bungalow, your

applications for reservation of circuit bungalow of this ministry will not be considered in future.
