1.0 INTRODUCTION

1.1 The Call for ProposalsThis Call for Proposals (the “Call” or CFP) is issued by the Department of Citizenship and Immigration Canada (CIC) Ontario Region for the purposes of identifying service providers that may be interested in receiving contribution funding for projects related to the Enhanced Language Training (“ELT”) initiative.

Interested parties are asked to read this Call carefully and are invited to submit an application in accordance with these instructions.

1.2 CFP not a TenderThis CFP is issued for the purposes of information-gathering and is not intended to be a legally-binding competitive bidding process. This CFP, and any submissions made in response to it, does not constitute a commitment by CIC to offer or otherwise make available any funding in connection with responses to this CFP.

This CFP will not necessarily result in the offer or award of a funding commitment to Applicant. CIC shall not be liable for any expenses incurred by any Applicant, including the expenses associated with the cost of preparing this CFP.

2.0 BACKGROUND INFORMATION

2.1 Purpose The purpose of this CFP is to identify and select the most qualified Applicants to undertake projects that integrate language training with other employability components to increase the settlement, integration and labour market outcomes of immigrants in Ontario.

2.2 Citizenship and Immigration Canada’s Enhanced Language Training Language ability is a key determinant of social and economic integration. While most newcomers destined for the Canadian labour force may have adequate

________________________________________________________________________conversational language skills when they arrive, research has shown that language proficiency is a determining factor in how quickly immigrants integrate into the labour market. Additionally, the lack of technical language and workplace communication skills create an additional barrier to labour force attachment for some skilled immigrants.

In order to realize the benefits of immigration, the Government of Canada must ensure that the right supports are in place, including the provision of higher levels of language training and bridge-to-work supports that will enable newcomers to find and retain employment commensurate with their skills and experience.

The Government of Canada, through Citizenship and Immigration Canada, launched the Enhanced Language Training (ELT) Initiative in January 2004. ELT projects provide integrated services to immigrants including labour market levels of language training or occupation-specific language training and employability assistance. All ELT delivery projects must include an employability component such as: internships; work placement opportunities; mentorship services that enable skilled immigrants to meet peers and begin developing a network in their chosen field of employment; skills and education assessment; workplace cultural orientation; and preparation for licensure exams.

The objectives of the ELT initiative also support the strategic vision and outcomes identified jointly by the Government of Canada and the Province of Ontario under the Canada Ontario Immigration Agreement (COIA). More specifically, the accelerated labour market integration of immigrants commensurate with their education, skills and experience.

3.0 SCOPE

3.1 Eligible ProjectsThis CFP will focus on delivery projects that enable skilled immigrants to find and retain jobs commensurate with their qualifications by providing:

The delivery of occupational language training at CLB levels 7-10 (English/French).

and

Bridge-to-work activities to enable immigrants to find and retain jobs commensurate with their qualifications and experience (e.g. work placements, mentoring, cultural orientation to the workplace, and preparation for licensure exams and/or internships).

________________________________________________________________________For the delivery of the above services it is essential that SPOs demonstrate in their proposal that they will undertake the following activities:

Ensure the administration by a qualified CLB assessor of a CLB-based language test to assess the prospective participants’ language skills to establish a baseline language proficiency level before acceptance into the program;

Provide language training by a qualified instructor; Provide access to bridge-to-work activities such as internships or

temporary work placements; Provide opportunities for networking/one-on-one mentoring; Provide childminding and transportation assistance, if requested; Undertake ongoing data collection and reporting, Establish client exist language proficiency.

3.2 Eligible ClientsWhere CIC funds 100% of the ELT project, participants must be:

Permanent residents of Canada; Protected Persons as defined in Section 95 of the Immigration and

Refugee Protection Act (www.cic.ca/english/irpa/index.html); Persons in Canada whose application for permanent resident is

being processed in Canada and who have been informed, by a letter from Citizenship and Immigration, of the initial approval of the application subject to an admissibility assessment.

Adults who are 18 years or older, who require language training to obtain employment in occupations related to their prior training, education and experience.

Skilled workers with work experience from their country of origin.

NOTE: Canadian Citizens, Refugee claimants and Live-in Caregivers are not eligible to receive ELT services.

3.3 Eligible Service Provider OrganizationsIn order to apply for ELT funding, you must be an eligible service provider organization (SPO). Eligible SPOs include:

Businesses Not-for-profit organizations Educational institutions (including school boards, districts and

divisions) Individuals Non-government organizations

Additionally, in order to be eligible for funding, a SPO must meet the following criteria:

Be incorporated as a legal entity under an Ontario or Canada statute.

Be financially sound and have the capacity to manage financial and human resources.

Have a demonstrated track record in adult language programs for immigrants.

Have a demonstrated capacity to undertake the project.

Umbrella organizations are eligible to receive contributions for the purposes of sub-contracting with other organizations to provide ELT on a province-wide basis.

4.0 PROJECT DATES/ BUDGET

4.1 Project start and end dates and length of fundingApplications made in response to this Call must be for projects that will begin during the current fiscal year (April 1, 2007 to March 31, 2008).

Applications for projects of up to two years duration will be considered.

In developing timelines, Applicants should assume a minimum of four months from the CFP deadline date for a successful application to move through CIC Ontario region’s evaluation and approval processes.

4.2 BudgetCIC will fund up to 100% of the total costs of projects. Proposals that include financial support from other sources and/or partnerships (such as employers who will pay for work experience activities or community service agencies that fund immigrant related services) will receive favourable consideration with respect to budget criteria during the review process.

The budget should demonstrate that realistic costs have been assigned to all project activities. It should also identify in-kind contributions from the applicant and any third party where applicable.

Seeking partnerships and other funding sources may enable service providers to overcome eligibility restrictions that apply when CIC is the only funder.

5.0 Assessment

5.1 Eligibility and Language Proficiency AssessmentELT participants must be assessed for eligibility and language proficiency, prior to being placed in an ELT language training component. All four language skills (speaking, listening, reading and writing) must be assessed for each client. Clients must also be assessed for their individual language proficiency level at the end of the language training in each of the four language skills (speaking, listening, reading and writing).

Language proficiency will be assessed using a CIC approved language test that is based on the Canadian Language Benchmarks (CLB). The CLB are a descriptive scale of communication proficiency. The CLB, expressed as 12 benchmarks or reference points, constitute a framework of reference for learning, teaching, programming and assessing adult ESL learners by focusing on four areas of language ability: speaking, listening, reading and writing. Additional information on the CLB is available at www.language.ca, the Centre for Canadian Language Benchmarks’ website.

NOTE: CIC Ontario region will be working with ELT providers and Ontario LINC assessment centres in the upcoming months to develop an assessment and referral process that utilizes the existing LINC assessment infrastructure. ELT providers will be expected to be flexible and work with existing LINC assessment centres to coordinate the assessment of clients for their programs.

5.2 Client Needs AssessmentAn appropriate process by which the clients’ needs are assessed at intake to identify gaps in knowledge, skills or experience and refer clients to appropriate program elements as required should be developed.

6.0 DATA COLLECTION AND MANAGEMENT

6.1 Data collection and ManagementCurrently, data for ELT projects are collected and managed by individual ELT providers prior to being sent to CIC for collation and analysis.

CIC Ontario region will be working with ELT providers and LINC assessment centres to introduce the Automated Reservation System (ARS). The ARS is a tool used by other CIC funded programs (LINC), to provide users with an efficient method of tracking and reporting client inventory, client referral and client statistical information.

6.2 Progress Reports and Financial RecordsIn general, SPOs that receive funding from CIC are required to submit the following:

Narrative Progress Reports Statistical cumulative Reports Financial claims Final report and project evaluation Cash flow updates, when requested Copies of subcontracts and receipts, on request Follow-up data with individual participants at 3 and 6 month intervals to

assess their labour-market outcomes.

This information is used to monitor agreements, to report on program activity and to assess program performance. All information reported to CIC will be protected and used in accordance with the policy requirements of CIC and Treasury Board.

7.0 CHILDMINDING/ TRANSPORTATION ASSISTANCE

7.1 ChildmindingAdditional funding is available to assist in the supervision of the dependent children of clients in training while the clients are on site. Childminding and/or daycare assistance can only be provided to clients who show that such funding will make a difference in whether or not they can attend classes. ON-site childminding services shall be compliant with the National LINC Childminding Requirements, which can be found at:http://atwork.settlement.org/sys/atwork_library_detail.asp?doc_id=1003317.

________________________________________________________________________In the case where childminding is not available, or parents are off site on job placement, licensed daycares can be accessed.

7.2 Transportation AssistanceTransportation costs may also be paid for clients who have no other way of attending training.

8.0 ELT OUTCOMES AND DELIVERABLES

8.1 ELT OutcomesCIC funded Enhanced Language Training projects are expected to achieve the following outcomes:

Increase the ability of immigrants to obtain and retain employment related to their qualifications by increasing language proficiency

Address areas of labour market demand in Ontario Increase partnerships between employers, professional associations,

regulatory bodies, and providers of immigrant services Contribute to promising practices that can be transferred across Ontario,

regionally and nationally that lead to positive employment outcomes for immigrants

Increase immigrants’ employment-related language skills, based on the Canadian Language Benchmarks (CLB) levels of proficiency, in order to help integrate into various professions and occupations.

8.2 ELT Project DeliverablesELT projects that receive funding are expected to advance, at a minimum, the following specific objectives:

Address identified language needs of immigrants who are seeking to obtain employment related to their qualifications by providing programming that complements and does not duplicate existing programs,

Establish and describe partnerships with employers for work experience, networking and internships,

Establish and describe partnerships with key stakeholders such a post-secondary institutions, professional associations and regulatory bodies,

Produce narrative and statistical progress reports and a final report detailing activities completed, outputs and outcomes achieved, and budget expenditures,

Provide an evaluative report describing promising practices and the applicability of the project or components of the project to other providers and jurisdictions.

More specifically, ELT projects are also expected to:

________________________________________________________________________ Increase the number of adult immigrants obtaining employment related to

their skills and knowledge or entering further training related to their qualifications;

Refer candidates to a formal language assessment using an evaluation based on the Canadian Language Benchmarks (CLB) to determine their level of language skills at entry into and exit from the ELT program.

Help skilled immigrants increase their language proficiency by one CLB level in at least one of the four language skills.

Follow-up and report on the labour market or further training outcomes of participants, and comments from employers.

Complete a “data collection questionnaire” for each participant. The questionnaire is available in electronic and print formats. It will be made available with the signing of each agreement.

9.0 Proposal Content Requirements

9.1 Proposal LengthThe proposal must be no longer than twenty (20) pages, excluding the application and attachments, and be sufficiently detailed to enable CIC to determine the likelihood of the project achieving its proposed outcomes, in keeping with the objectives of ELT.

9.2 Proposal Information a) Proponent Qualifications

The SPOs’ mandate and objectives, and proof of its incorporation. The SPOs’ experience and knowledge of immigrant settlement issues. The SPOs’ experience and knowledge in adult language training and

employability programs. The organization’s history of satisfactorily delivering results and meeting

accountability and management requirements on other funded projects.

b) Client eligibility Description of client eligibility factors for proposed project. Description of intake and assessment process. CLB entry and exit levels. Numbers of learners.

c) Project work plan Objectives of the project. Labour market demand in the occupation/ sector to be addressed Project start and end dates, including detailed information on total number

of intakes for the project. Work plan with activities and timelines.

Description of linkages with employers and other key stakeholders. Description of the work experience component and descriptions of

possible placements. A plan to evaluate and monitor the quality and outcomes of project

elements (e.g. work placements). A plan for follow-up to determine the employment outcomes for

immigrants and satisfaction level of employers at 3 and 6 month intervals after the completion of the program.

9.3 Proposal FormatYour proposal should explain clearly what your organization and your partners want to achieve and why. Remember that your proposal will be analyzed by several people who are not necessarily familiar with your background or that of your partners, or perhaps with the situation in the region where the project will be executed. The proposal should be clear and to the point. The following required sections and contents represent the minimum information requirements for each project proposal:

10.0 Proposal Preparation

10.1 Signed ProposalsThe proposal must be signed by the person(s) authorized to sign on behalf of the Proponent and to bind the Proponent to information contained in their proposal.

10.2 Irrevocability of ProposalsBy submission of a clear and detailed written notice, the Proponent may amend its proposal prior to the closing date and time. Upon closing time, all proposals become irrevocable. At any given time, an Applicant can withdraw its proposal.

10.3 Changes to Proposal WordingThe Applicant will not change the wording of its proposal after the closing date/time and no words or comments will be added to the proposal unless requested by CIC for purposes of clarification.

10.4 Applicant’s Expenses

________________________________________________________________________Applicants are solely responsible for their expenses in preparing a proposal and for subsequent negotiations, if any. If CIC elects to reject all proposals, CIC will not be liable to any Applicant for any claims, whether for costs or damages incurred by the Applicant in preparing for the proposal, loss of anticipated funding in connection with any final Agreement, or any other matter whatsoever.

10.5 Currency and TaxesThe budget shall be made in Canadian dollars and must specify Goods and Services Tax separately.

10.6 Completeness of ProposalBy submitting a proposal in response to the CFP, the Applicant warrants that all components required to run the proposed system or manage the proposed program have been identified in the proposal or will be provided by the Applicant at no charge, if the proposal is selected.

11.0 MANDATORY REQUIREMENTS11.1 Mandatory RequirementsProposals that do not clearly meet the following mandatory requirements will not be evaluated:

a) Proposals must be received prior to the closing date and time stated on the first page of the CFP.

b) Proposals must come from eligible organizations, for eligible activities targeting eligible clients.

c) Proposals must include: All contents specified in Section 9.0. ELT Application Checklist. Fully signed ELT application and attachments. A description of the level of language training proposed by referring to

the Canadian Language Benchmarks (CLB) The objectives must include the targeted number and % of participants

who are expected to increase their language proficiency to CLB 7 by the end of the training

A logic model that identifies the linkages between the activities of policy, programs or initiative and the achievement of its outcomes.

A staffing model including job descriptions, partnering employers, professional associations and occupational regulatory bodies specifying their contributions, roles and responsibilities in the project.

A list of potential practicum providers or types of employment opportunities in demand.

12.1 Labour Market Information As the purpose of the CFP is to target Enhanced Language Training that will include work experience and employability components, the ability to respond to both the skills and knowledge that immigrants bring and local labour market needs will be a critical component of all successful proposals. Labour market information can be useful to demonstrate both the demand for workers by specific industries or sectors in an area as well as the clients’ need for the proposed training.

The applicant will be expected to provide current letters of support from employers/ industrial sector representatives that clearly indicate industry approval with the proposed program and their willingness to accept the credentials of clients who have completed the program.

14.0 EVALUATION AND SELECTION OF PROPOSALS

14.1 Evaluation CommitteeEvaluation of proposals will be by a committee composed of officials from CIC and other stakeholders.

14.2 Evaluation and SelectionThe evaluation committee will check proposals against the mandatory criteria. Proposals not meeting all mandatory criteria will be rejected without further consideration.

Proposals that build on but do not duplicate programs and/or initiatives that are currently funded by CIC and the Province of Ontario will be given priority.

CIC will notify the Applicants in writing of its selection. Applicants who are offered or awarded funding will be required to sign a contract for funding.

14.3 NotificationApplicants will be notified of CIC’s decision in writing, upon completion of the evaluation process. All CIC decisions are final.

________________________________________________________________________15.1 ConsentThe Applicant consents to CIC’s collection, use and retention of the information as contemplated under the CFP for uses intended under the CFP. In particular, the Applicant consents, pursuant to subsection 17 (3) of the Freedom of Information and Protection of Privacy Act, to the disclosure, on a confidential basis, of this submission by CIC to CIC’s advisers retained for the purposes of evaluating or participating in the consideration of this submission.

The Applicant acknowledges that CIC may make public the name of any and all Applicants.

15.2 Applicant’s Confidential InformationInformation provided by the Applicant may be released in accordance with the Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.F.31, as amended.

An Applicant should identify any information in its submission or any accompanying documentation supplied in confidence for which confidentiality is to be maintained by CIC. The confidentiality of such information will be maintained by CIC, except where an order by the Information and Privacy Commission or a court requires CIC to do otherwise.

16.0 ADDITIONAL TERMS

16.1 Sub-Contractinga) Using a sub-contractor (who must be clearly identified in the proposal) is acceptable. This includes a joint submission by two or more proponents having no formal corporate links. However, in this case, one of these Proponents must be prepared to take overall responsibility for successful interconnection of the two products or service lines, and this must be identified in the proposal.

b) Sub-contracting to any firm or individual whose current or past corporate or other interests may give rise to a conflict of interest in connection with this project will not be permitted.

16.2 Acceptance of Proposalsa) This CFP should not be construed as an agreement to purchase goods or services. CIC is not bound to accept the lowest priced or any proposal of those submitted. Proposals will be assessed in light of the evaluation criteria. CIC will be under no obligation to receive further information, whether written or oral, from any Proponent.

________________________________________________________________________b) Neither acceptance of a proposal nor execution of an Agreement will constitute approval of any activity or development contemplated in any proposal that requires any approval, permit or license pursuant to any federal, provincial, regional district or municipal statute, regulation or by-law.

16.3 Definition of AgreementOnly the full execution of a written Agreement will constitute an Agreement for the goods or services, and no Applicant will acquire any legal or equitable rights or privileges relative to the goods or services until this occurs.

16.4 Liability of ErrorsWhile CIC has used considerable efforts to ensure an accurate representation of information in this solicitation document, the information contained in this solicitation document is supplied solely as a guideline for Applicants. The information is not guaranteed or warranted to be accurate by CIC, nor is it necessarily comprehensive or exhaustive. Nothing in this solicitation document is intended to relieve Applicants from forming their own opinions and conclusions with respect tot eh matters addressed in this solicitation document.

16.5 Modification of Terms CIC reserves the right to modify the terms of the solicitation at any time at their sole discretion prior to the closing date of the competition.

16.6 Conflict of Interest“Conflict of Interest” includes, but is not limited to, any situation or circumstances where the Applicant, or any of its respective advisors, partners, members, directors, officers, employees, agents and volunteers has:

an unfair advantage or engages in conduct, directly or indirectly, that may give it an unfair advantage;

other commitments, relationships or financial interests that (i) could or could be seen to exercise an improper influence over the objective, unbiased and impartial exercise of its independent judgement; or (ii) could or could be seen to compromise, impair or be incompatible with the effective carrying our of its proposed project.

Applicants who, in the sole opinion of the department, are determined to have a Conflict of Interest may be disqualified.
