FFA Members and Supporter

Dear whomever it may concern,

Churchill County has a deeply ingrained heritage for agriculture and has bred a strong FFA chapter, being so our 2013-2014 chapter officer team would like to welcome everyone back for another prosperous year. Our main goal for this year is for each and every member to grow and “Blaze a Trail” of their own. We made “Blaze a Trail” our chapter theme because after being ignited by our national officers we hope to keep burning.

We are planning on making this year one for the books by not only improving membership but by becoming a more active part of our community. The officer team has decided that one of our greatest priorities is to participate in giving back to the community during all the holidays and plan on doing this by events like trick or treating for canned food. Our chapter thrives on the communities support so making community awareness a main goal is essential.

Churchill County FFA is prepared for a fabulous year and with support from all our members it will go from being a goal to a reality. Our chapter is excited to leave our mark on this association in the best way possible and hopes to become a big part of our community through our service events. Our 2013-2014 officer team would like to personally thank all our supporters and members because of their continued commitment and dedication to our program in this amazing organization.

2. Churchill County FFA Advisor’s Message


Ms. Moore

Kristina Moore grew up on a dairy farm in south central Utah. Her family moved to Gardnerville, Nevada in the summer of 1985 where she attended Douglas High School and was a member of Carson Valley FFA. She served as the Chapter Sweetheart and as the Chapter President. Ms. Moore earned her Bachelor’s Degree in Secondary Education at University of Nevada Reno in 1997 and earned her Master’s Degree in Agricultural Education at Cal Poly San Luis Obispo in March of 2013. She started teaching Agriculture at Douglas High School in 1998 and then moved to the Lahontan Valley in 2005. Ms. Moore has two daughters, Cheyenne and Josey Moore, both of which have been Churchill County FFA members. Ms. Moore worked for the UNR S-bar-S Ranch research station outside of Wadsworth during college and still pursues summer employment in the Agriculture Industry in order to stay current with industry happenings.

I grew up a town kid in Fallon Nevada and gravitated to Agriculture through FFA. I graduated from Churchill County High School in 1983. I earned a Bachelors of Science in Education from Western Montana College, Majoring in Industrial arts and minoring in Business, I was endorsed in Agriculture Education in 2013. I was an active member of Churchill County FFA while in High school, serving as chapter secretary, and reporter. I served as Nevada state FFA reporter 1982-83. While in FFA I won two proficiency awards, one in Turf and landscape management and on In Placement in Ag production. I was also High individual on our Chapters Mechanics team earning a trip to nationals in Kansas City. This is my first year teaching Agriculture education but my 24th year teaching. I look forward to new challenges daily and to helping with the FFA chapter.

Membership Goals:

Boost membership by 10% or more through FFA activities that interest students not already enrolled in an Ag. Class.

Involve Green hands in more activities by inviting them to chapter meetings and encouraging them to participate more in their CDE’s and SAE’s.

Increase awareness in the middle school through FFA week and our Assembly at the middle school.

Bring new recreation activities to the chapter and involve as many people as possible to accumulate a more diverse group of students.

Involve as many members during FFA week as possible to get not already active members more active and spread awareness around the school.

Chapter Goals: Qualify at least 3 CDE teams for National Convention by practicing weekly.

Officers actively participate in all of the chapter committees by going to all the committee meetings and events.

Expand school farm to give students the ability to start their own projects (i.e. Livestock/Market animals).

Have ‘A Teams’ for 75 percent of all CDE at the state level.

Host a flawless zone at Churchill County High School by being organized with events and keeping competitors comfortable and entertained.

Community Goals:

28 CHURCHILL COUNTY FFA Host at least three community events this year to remain active with our

supporters and reward them for their investments in our chapter.

Create more awareness of the FFA in the community by participating more actively in the middle school, and elementary schools in Churchill County. Also participate more in community events (i.e. corn maze, fun run).

Volunteer at four different community service based centers in the community (i.e. Soup Kitchen, Daily Bread, The Homestead)

Throughout the school year, gain 500 hours of community service by participating as much as possible in community events.

Donate at least 500 non-perishable food items to the food bank by going ‘canned food trick or treating’ and asking members registered in an Ag. Class to bring nonperishable food items from home.

FFA ASSOCIATION

CONSTITUTION AND BY-LAWS

ARTICLE I- NAME OF THE ORGANIZATION

The name of the organization shall be the Nevada FFA Association. Recognized units of the Organization may officially use the letters "FFA" and or the words "Future Farmers of America" to designate the Organization, its units and/or members.

ARTICLE II- PURPOSE OF THE ORGANIZATION

The purpose for which this organization is formed are as follows:

1. To be an integral part of the organized instructional programs in Agriculture Education which develop competent, aggressive, agriculture leaders for careers in agriculture, agribusiness, and natural resource occupations.

2. To create and nurture a love of agriculture life.

3. To strengthen the confidence of students of vocational agriculture in themselves and their work.

4. To create more interests in the intelligent choice of agricultural occupations.

5. To encourage members in the development of individual occupational experience programs in agriculture and establishment in agriculture careers.

6. To encourage members to improve the home and its surroundings

7. To participate in worthy undertakings for the improvement of the industry of agriculture.

8. To develop character, train for useful citizenship, and foster patriotism.

9. To participate in cooperative effort.

10. To encourage and practice thrift.

11. To encourage improvement in scholarship.

12. To provide and encourage the development of organized recreational activities.


ARTICLE III- ORGANIZATION

Section A

The Nevada FFA Association is composed of chartered local chapters in schools having organized instruction in agriculture education, which includes preparation for occupations in agriculture/business. Such programs must be operated under the provisions of the National Vocational Acts and the Nevada State Plan for Vocational Education.

Section B

Members of local chapters shall meet, organize, and adopt a constitution not in conflict with State or National Constitutions, as their own, elect officers, set up a program of work, and then apply to the State FFA secretary for membership in the State Association. After this application has been approved by the State Executive Board, the members of the local chapter may then be known as Future Farmers of America or FFA.

ARTICLE IV- PROCEDURE FOR DETERMINING STANDING OF CHARTERED LOCAL CHAPTERS AND MEMBERS

Section AAnnual membership in the Nevada Association, including the FFA publication and all other privileges, shall be accomplished by chapter affiliation with the state organization via a Curriculum Packet Program which requires each chapter to affiliate all students enrolled in agriculture education classes at that school. The per-student charge for curriculum packets shall be fixed by the State Advisor and the Nevada Agriculture Teachers Association during their annual Summer Conference. Individual subscriptions to the National FFA Magazine, Nevada Supervised Agriculture Education Record Book, and a copy of the National FFA Manual shall be included in and paid for from the Nevada Association Leadership Packet fees. Chapters must submit list of all enrolled Agriculture Education Students and curriculum packet fees by October 15th.

Section B

A chapter is in good standing with the state association when Curriculum Packets have been purchased from the state office in a number equal to or exceeding the number of different students enrolled in agriculture education classes at the school. A member shall retain his/her active membership for a period of 150 days after the fiscal year expires on June 30.


A chapter shall retain its good standing upon remitting payment for the required number of Leadership packets. It may retain its standing on the basis of the previous membership and paid Leadership Packets for a period of 150 days following the end of the regular fiscal year. After this date, a member or chapter may not take part in any FFA activity until sufficient Leadership Packets are purchased to be in good standing. To participate in state activities, a member must be appropriately affiliated via the Curriculum Packet Program prior to the date of the activity.

Section CMembership in the Nevada FFA Association and in the national organization shall be based upon the list of names submitted to the State FFA Office with the purchase of Leadership Packets. Students whose names have not been submitted to the state office are not members regardless of whether they are carrying a current membership card.

ARTICLE V. MEMBERSHIP

Section A

Membership in this organization shall be of four kinds: (1) Active, (2) Alumni, (3) Collegiate, and (4) Honorary.

Section B

"Active Membership" - Students who are regularly enrolled in an accredited all day or day-unit classes in agriculture education are entitled to become active members of a chartered FFA chapter in the school in which they are enrolled, when properly affiliated with the state organization as prescribed in Article VII of this constitution. To retain active membership while in high school, a student must be regularly enrolled in an agriculture education course or must have completed all the agriculture education courses offered in their school. Members may retain active membership until November 30 following the fourth National FFA Convention after graduating from high school.

Members in good standing at the time of their induction into the Armed Forces of the United States of America or into the FFA International Program shall be in good standing during the period of their service without standard affiliation requirements or attendance at meetings. Time spent in the Armed Forces or FFA International Program shall not be considered as elapsed time in determining the maximum period of four conventions following graduation form high school or leaving high school. Should such time of participation in FFA International Programs fall during a member's constitutional eligibility to run for State FFA Office, that member shall be guaranteed the right to run for State FFA Office during the first State FFA Convention following his/her return to the United States provided all other membership and eligibility requirements have been met.

37 CHURCHILL COUNTY FFAMembers making use of this waiver of service time, for the purpose of maintaining active membership for application of advanced degrees, or to maintain eligibility as a candidate for State FFA Office, must resume active participation within six months after having been honorably discharged from service or completing their FFA International Program, indication such a desire by meeting all standard affiliation requirements and attendance at meetings. Members participating in the six months Armed services Program or participating in the FFA International Program for six months shall be eligible for one full year of extended membership. No one, however, may retain active membership beyond his/her 23rd birthday.

Members still in high school, transferring to a local chapter in Nevada from another state of the United States, who present satisfactory evidence of their good standing in that state, shall be accredited as members in good standing in the Nevada Association.

A student who is out of high school and wishes to maintain FFA affiliation may only do so as a member of the FFA chapter to which he/she belonged at the time of leaving high school. Both membership and participation in FFA activities must be under the auspices of that chapter. Changing chapter affiliation after leaving high school may be approved only when the student's parent/legal guardian move their place of permanent residence after the student has left high school. In such an instance FFA membership may be transferred to the FFA chapter if there is no chapter serving that school district, provided the local FFA advisor at the new chapter approves of the transfer.

Section C

"Alumni Membership"- membership shall be open to former active members, present and former professional vocational agriculture educators, parents of FFA members and others interested in an supporting the FFA.

Section D

"Collegiate Membership"- collegiate membership may include students enrolled in agriculture courses and former members of chartered local chapters who are enrolled in a two or four year institution having a collegiate chapter.

Section E

"Honorary Membership"- supervisors, school superintendents, principals, members of the Board of Education, instructors, teachers of agriculture, businessmen, farmers, and others, who are helping to advance agricultural education and the FFA. A majority vote of the members present at any regular meeting or convention may elect honorary members.

Honorary membership shall be limited to Honorary Chapter Farmers Degree in the local chapter, the Honorary State Farmer Degree in the State Association.

Section A

Greenhand FFA degree, Minimum qualifications for election:

1. Be regularly enrolled in a class in agriculture education and have satisfactory and acceptable plans for a supervised occupational experience program.

8. Learn and explain the FFA Creed, motto, salute and FFA Mission Statement.

8. Demonstrate a knowledge of the history of the organization, the chapter constitution and bylaws and the chapter Program of Activities.

8. Describe and explain the meaning of the FFA emblem and colors.

8. Demonstrate a knowledge of the FFA code of ethics and the proper use of the FFA jacket.

8. Personally own or have access to the Official FFA Manual and the FFA Student Handbook.

8. Submit a written application for the Greenhand FFA Degree.

8. Worked five hours in support of an advisor approved community service project.

Section B

Chapter FFA Degree, Minimum qualification for election:

1. Must have held the degree of Greenhand preceding election of the Chapter FFA Degree and have a record of satisfactory participation in the activities of the local chapter.

2. Must have satisfactory completed the equivalent of at least 180 hours of systematic school instruction in agricultural education at or above the ninth grade

39 CHURCHILL COUNTY FFAlevel, have in operation an improved supervised agricultural experience program, and be regularly enrolled in an agricultural education class.

3. Have participated in the planning and conducting of at least three official functions in the chapter Program of Activities.

4. Have earned and productively invested at least $500 by the member’s own efforts or worked at least one hundred and forty hours in excess of scheduled class time, or a combination thereof, and have developed plans for continued growth and improvement in a supervised agricultural experience program.

5. Be familiar with the purpose and programs of work of the State Association and National Organization.

6. Be familiar with the provisions of the constitution to the local chapter.

7. Have demonstrated five procedures of parliamentary law.

8. Have effectively led a group discussion for fifteen minutes.

9. Show progress toward individual achievement in the FFA award programs.

10. Have a satisfactory scholastic record.

11. Have participated in at least 15 hours of community service activities. These hours are in addition to and cannot be duplicated as paid or unpaid SAE hours.

12. Submit a written application for the Chapter FFA Degree.

Section C

State FFA Degree-To be eligible to receive the State FFA Degree from the state association, the member must meet the following minimum qualifications:

1. Have received the Chapter FFA Degree.

2. Have been an active FFA member for at least two years (24 months) at the time of receiving the State FFA Degree.

3. While in school, have completed the equivalent of at least two years (360 hours) of systematic school instruction in agricultural education at or above the ninth grade level, which includes a supervised agricultural experience program.

4. Have earned at least $4,000 and productively invested at least $3,750, or earned and productively invested $1,000 and worked at least 1,075 hours

40 CHURCHILL COUNTY FFAin excess of scheduled class time in a supervised agricultural experience program. Any combination of hours, times a factor of 3.56, plus actual dollars earned and productively invested must be equal to or greater than the number 5,000. Hours used for the purpose of producing earnings reported as productively invested income shall not be duplicated as hours of credit to meet the minimum requirements for the degree. (effective fall of 2012)

5. Demonstrate leadership ability by:a. Performing 10 procedures of parliamentary law.b. Giving a six-minute speech on a topic relating to agriculture or the FFA.c. Serving as an officer, committee chairperson, or participating member or a chapter committee.

6. Have a satisfactory scholastic record as certified by the local agricultural education instructor and the principal or superintendent.

7. Have participated in the planning and completion of the chapter program of Activities.

8. Have participated in at least five different FFA activities above the chapter level.

9. Have participated in at least 25 hours of community service, within at least 2 different community service activities approved by the local advisor. These hours are in addition to and cannot be duplicated as paid or unpaid SAE hours.

Written records of achievement of all requirements, verified by the chapter FFA advisor, shall be submitted to the state association at least one month prior to the state FFA convention at which the State Degree is to be received. The state advisor shall provide for review of the records and submit a recommendation to the state association governing body, which shall nominate at the state FFA convention the candidates who have been found worthy to receive the honor. The State FFA Degree will be conferred upon the candidates subject to approval by the delegates at the state convention.

ARTICLE VII- MEETINGS

Section A

A meeting of the Nevada FFA Association will be held annually, and at least 120 days prior to the meeting of the National Convention. The location of the convention will be determined by the State Executive Committee.

Each local chapter shall be entitled to three delegates at the State Convention, who shall represent the local chapter in balloting for members who are nominated to be advanced to the "State FFA Degree" and all convention business.

Section B


Local chapters shall hold their meeting at least monthly and at such time and place as may be decided upon by the Executive Committee of the local chapter.

Section C

Zone meetings will be held at the time of Leadership Camp to install officers and conduct any other business pertinent at said time. Each zone will hold at least one other meeting per year to set the dates of initiation, contests, and discuss any matter that may be presented.

ARTICLE VIII- EMBLEM

Section A

The official emblem of the National FFA Association shall include five symbols, namely: the plow, representing labor and tillage of the soil; the owl, representing wisdom; the rising sun, representing progress; a cross-section of an ear of corn, representing common agricultural interests; and an American eagle surmounting the cross-section of the ear of corn. Representing the national scope of the organization. The emblem shall also include the letters "FFA," and the words "Agricultural Education."

Emblems shall be uniform for all chapters.

Section B

Greenhand FFA Degree recipients shall be entitled to wear the official bronze emblem pin; Chapter FFA Degree recipients shall be entitled to wear the official silver emblem pin; State FFA Degree recipients shall be entitled to wear the official gold emblem charm; and American FFA Degree recipients shall be entitled to wear the official gold emblem key.

ARTICLEIX-STATE AND CHAPTER OFFICERS

Section A

The State Executive Committee of the Nevada State FFA Organization shall consist of the State Officers, State Advisor, and the Executive Secretary.

1. The State Executive Committee and one member from each chapter in attendance shall serve as the Nomination Committee for State Officers. Each member of the Nomination Committee shall have one vote. All members of the committee shall remain in the committee room until nominations are completed.

2. The State Executive Committee will select the candidates for the American FFA Degree.


Section B

The State President shall appoint bi-annually an auditing committee, and annually a program of work committee, and any other committee deemed necessary. These committees will serve at the annual convention. The Auditing Committee shall audit the books of the State Association. The Program of Work Committee shall review the program of work for the current year and make recommendations updating the program of work for the next year.

ARTICLE X- FEES

Section A

Registration fee for the State Convention shall be fixed each year by the Executive Committee, so as to cover the cost of awards, national and state officer expenses.

ARTICLE XI- AMENDMENTS

Section A

Amendments to the State Constitution and/or by-laws shall be submitted in writing by the delegates from any chapter three weeks before any annual State Convention of FFA. These Proposed amendments must be submitted to the State Executive Committee, which shall, in turn, submit them to the delegates at the State Convention with recommendation. Amendments must be adopted by a two-thirds vote of delegates present.

BY-LAWS

ARTICLE I

All provisions of these by-laws are considered a part of the Constitution of the Nevada FFA Association.

ARTICLE II

The principal office of the State Association shall be the same as that of the State Advisor.

ARTICLE III

43 CHURCHILL COUNTY FFAThe alignment of the chapter will be determined by the delegates to the State Convention. There shall be three principal zones - northern zone, western zone, and southern zone. The major criteria for alignment will be the number of chapters and travel distance. Alignment shall be determined by the voting delegation during state FFA convention. The Northern zone shall consist of Wells, Ruby Mountain, Duck Valley, Silver Sage, Diamond Mountain, and Winnemucca. Western zone shall consist of Churchill, Carson Valley, Nile Valley, Mason Valley, Sierra Nevada, and Smith Valley. Southern zone shall consist of ATTC, Moapa Valley, White River, Pahranagat Valley, and Steptoe Valley.

ARTICLE IV

A. The President It shall be the duty of the president to preside over all state meetings of the Nevada FFA Organization. The president shall appoint all committees and may serve as an ex-officio member of these committees.

B. The Vice-President The vice-president shall assume all the duties of the president in the event that the office of president becomes vacant by resignation or otherwise; shall preside over all meeting in the absence of the president and shall assume other duties of the president.

C. The State Secretary The student secretary shall perform duties common to such an office, such as keeping an accurate record of all meetings, one copy of which shall be given to the State Advisor for the permanent files and one copy for their files. They shall perform such other duties as he is directed to perform by the state advisor or the executive committee.

D. The State Treasurer shall review the accounts, receipts, and disbursements of the FFA Association on a quarterly basis, and chair a bi-annual audit of the books at the State FFA Convention. They shall review and make a final report to the state delegates at the last session of the convention.

E. The State Reporter shall perform such duties common to such office, such as preparing articles for publication, assist with the development of Nevada FFA publications, assist

with the collection of data for the official state report, and prepare news notes suitable for publication on all meetings of the state association. Develop and maintain a scrapbook of memorabilia in which to record the state’s history.

G. The State Sentinel shall perform duties common to such office, working in cooperation with the other officers to promote the organization. The sentinel should set up the State Convention meeting rooms, attend the door to welcome visitors, introduce all guests, take part in all ceremonies, put up and take down State banners, paraphernalia and equipment, prepare seating charts and seat guests at banquets, help prepare tables for banquets, and assist the president in conducting such meetings.

H. The State Advisor is a member of the Executive Committee and ex-officio member of all committees. It is his/her duty to advise the committees on matters of policy and assist the

44 CHURCHILL COUNTY FFAstate officers in conducting meetings and programs. The advisor shall review all the applications for the State FFA Degree. He/she shall issue charters to all chapters. He/she shall be in charge of arrangements for the annual State meeting of FFA and perform such other duties as may pertain to the furtherance of the organization. The State Advisor shall perform duties common to the treasure’s office, such as keeping accounts, acting as custodian of the funds for the organization, keep accurate records of receipts and disbursements, and report to delegates at state meetings and such other supplementary reports as may be necessary. They shall pay out of the treasury such funds as are budgeted by the executive committee.

I. The State Executive Secretary is a member of the Executive Committee and ex-officio member of all committees. It is the duty of the Executive Secretary to assist the State Advisor in conduction the FFA Program. The Executive Secretary shall manage all inter-chapter contests.

J. When a State Officer defaults and does not fulfill the assigned obligations, a replacement may be selected from his chapter, from previous officer candidates - or left vacant- according to the judgment of the Executive Committee. A substitute may be selected to fill in at the State Convention in case of a vacancy.

K. A State Officer may be removed from office by a majority vote of the Executive Committee for reasons in the judgment of the Executive Committee, which would warrant such action.

L. State Officer Selection

1. State Officer applications must be submitted to the State Advisor postmarked by February 15.

2. A written test will be administered to candidates. This test will include questions regarding FFA, agriculture, current issues, Nevada, and anything else the executive committee deems pertinent.

3. The Nominating Committee will consist of one member from each chapter. Members of the Nominating Committee must be present at all interviews or they will not be allowed to vote in the officer selection process. The Nominating Committee will be overseen by [one advisor from each zone] a former state officer appointed by the executive committee.

4. After the final interview, the Nominating Committee will be informed of the candidates' test scores and will rank the candidates according to total score. The Nominating Committee will then vote by secret ballot for six candidates. The six candidates with the most votes will be the next officer team. These six candidates will be placed in their respective order by the Nominating Committee.

45 CHURCHILL COUNTY FFA5. In case of a tie between two candidates placing 7th and 8th, a runoff vote will be taken between these two candidates until one is chosen by a majority.

6. Only two officers may be selected from one chapter. If there are two or more candidates from each zone, then at least one officer must be elected from each zone. If only one candidate runs from a zone, that candidate is not guaranteed an office.

7. State Officer candidates’ must hold the State FFA Degree.

8. Should the situation arise that these rules cannot be followed, the State Advisor will bring this to the attention of the NATA prior to the announcement of selected officers.

9. The following criteria for scoring will be used during state officer selection:

ARTICLE V - REPORTS

Each local chapter shall submit the following information to the State Advisor:

1. An annual statement of the names of local officer, names of delegates to the State meetings and a revised list of members in the local chapter and grades of membership.

2. Program of Work, Curriculum Packet Fees, and current local constitution and By-laws in state office by October 15th to be eligible for any contest or award.

3. The Annual FFA Chapter report shall be submitted by June 15 of each year for a chapter to be in good standing.

ARTICLE VI - METHODS OF ISSUING LOCAL CHARTERS

A. The Secretaries of the local chapters shall submit with their applications for a charter, the following information:

1. A copy of their Program of Work2. A copy of their Constitution and By-laws3. The names, grade of membership, and addresses of local chapter members and

officers

B. The application for chapter to the State Advisor shall be signed by the president, secretary and Advisor of the local chapter. A charter shall be granted upon such application, provided that the proposed local constitution is not in conflict with the State Constitution. The charter must be signed by the State President and by the State Advisor.


C. A chapter may change its name upon application to the State Executive Committee and approved by a majority of the delegates at a State Convention.

D. The State Executive Committee shall have power to suspend any charter upon receipt of evidence of infringement of the provisions of the State Constitution by the Secretary and Advisor.

ARTICLE VII - PARLIAMENTARY AUTHORITY

The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the association in all cases to which they are applicable and in which they are not inconsistent with these By-laws and the constitution of which they are a part.

4. To promote the intelligence choice and establishment of an agricultural career.

5. To stimulate development and encourage achievement in individual agricultural experience.

6. To improve the economic, environmental, recreational, and human resources of the community.

7. To develop competencies in communications, human relations, and social abilities.

8. To develop character, train for useful citizenship, and foster patriotism.

9. To build cooperative attitudes among agricultural students.

10. To encourage wise management of resources.

11. To encourage improvement in scholarship.

12. To provide organized recreational activities for agriculture students.


Article III – ORGANIZATION

Section AThe Churchill County Chapter of the National FFA Organization is a chartered local unit of the Nevada Association of the FFA that is chartered by the National FFA Organization.

Section BThe Churchill County Chapter accepts in full the provisions in the constitution and by-laws of the Nevada FFA Association as well as those of the National FFA Organization.

Article IV - MEMBERSHIP

Section AMembers of this organization shall be of four kinds: (1) Active, (2) Alumni, (3) Collegiate, and (4) Honorary.

Section BThe regular work of this chapter shall be carried on by the active membership.

Section CAny student who is regularly enrolled in vocational agriculture is entitled to become an active member of the chapter. To retain membership during high school, the member must be enrolled in at least one vocational agriculture course during the year and follow a planned course of study for an agriculture occupation that includes a supervised agriculture experience program.

Section D Active members in good standing may vote on all business brought before the chapter. An active member shall be considered in good standing when: (1) He/She attends local chapter meetings with reasonable regularity, (2)

49 CHURCHILL COUNTY FFAHe/She shows an interest in and takes part in the affairs of the chapter, (3) He/She pays dues regularly.

Section EAlumni Membership - members shall be in good standing when the local, state, and national dues are paid. Membership shall be open to former active members, present and former professional vocational agriculture educators, parents of FFA members, and others interested in and supporting the FFA.

Section FCollegiate Membership - collegiate members may include students enrolled in agriculture courses and former members of chartered local chapters who enrolled in a two or four year institution having a collegiate chapter.

Section GHonorary Membership - supervisors, school superintendents, principals, members of the board of education, instructors, teachers of agriculture, businessmen, farmers, and others who are helping to advance agricultural education and the FFA. A majority vote of the members present at any regular meeting or banquet may elect honorary members.

Article IV - ACTIVE MEMBERSHIP DEGREES AND PRIVILEGES

Section AThere shall be four degrees of active membership based on achievement. Those degrees are: (1) Greenhand FFA Degree, (2) Chapter FFA Degree, (3) State FFA Degree, (4) American FFA Degree.

Section BGreenhand FFA Degree. Minimum qualifications for election:

1. Be regularly enrolled in a class in

50 CHURCHILL COUNTY FFAagriculture education and have satisfactory and acceptable plans for a supervised agricultural experience program.2. Be familiar with the purposes of the FFA and the program of activities of the local chapter.3. recite from memory the FFA Creed.4. Receive a majority vote of the members present at a regular meeting of a local chapter of the FFA.

Section CChapter FFA Degree. Minimum qualifications for election:

1. Must have held the degree of Greenhand preceding election of the Chapter FFA Degree and have a record of satisfactory participation in the activities of the local chapter.2. Must have satisfactorily completed the equivalent of at least 180 hours of systematic school instruction in agricultural education at or above the ninth grade level and have in operation an improved supervised agricultural experience program. Or must have earned and productively invested at least $200 by the member's own efforts or worked at least fifty hours in excess of scheduled class time, or a combination thereof, and have developed plans for continual growth and improvement in a supervised agricultural experience program.3. Be familiar with the purposes and program of activities of the State Association and the National Organization.4. Be familiar with the provisions of the constitution to the local chapter.5. Be familiar with parliamentary procedure.6. Be able to lead a group discussion for fifteen minutes.7. Receive a majority vote of the members present at a regular meeting.

Section DState FFA Degree. Minimum qualifications for election:

1. Must have held a Chapter FFA Degree

51 CHURCHILL COUNTY FFApreceding to the State FFA Degree, have been an active member of the FFA for at least two years, and have a record of satisfactory participation in the activities of the local chapter.

2. Must have satisfactory completed at least two years of instruction in agriculture class or have completes all vocational agriculture offered in the school attended.

3. Be familiar with the provisions of the constitution of the State

Association and the National Organization.4. Demonstrate proficiency in parliamentary procedure.5. Be able to lead of group discussion for forty minutes.6. Must have earned and productively invested at least

$1,500.00 by the member's own efforts from their supervised agricultural experience or worked other than scheduled class time at least 1,000 hours in a supervised agricultural experience program or combination thereof.

7. Show understanding ability as evidence by leadership and cooperation in student, chapter, and community activities, and have a satisfactory scholarship record as certified by the local school superintendent or principal.

8. Must have participated in an outstanding way in five activities above the chapter level for community improvement and the development of agriculture.

9. The Nevada FFA Organization shall confer the State FFA Degrees to all Nevada FFA Members who meet the minimum qualifications to the degree set forth by the State Association. Written records of achievement verified by the local advisor shall be submitted to the state advisor by the local advisor by the local executive committee at least six weeks prior to the state convention. The State Executive Committee will then determine constitutional eligibility of the applicants. Nominations for the State FFA Degree will be made by the Executive Committee to the delegate body for the

52 CHURCHILL COUNTY FFAacceptance of rejection of the nominees.

Article VI – MEETINGS

Section ARegular chapter meetings shall be held once a month during the school year. Time -and -place-will be determined by the Chapter Executive Committee. Special meetings may be called at any time.

Section BStandard meeting equipment shall be used at each meeting. All regular meetings shall open and close with the official ceremonies. Parliamentary Procedure shall be used in transacting all business at each meeting.

Section CThe official delegates at State Convention shall consist of the candidates running for state office, chapter officers or other qualified members. Priority will be given to state officer candidates and officers in descending order.

Article VII – EMBLEM

The official emblem of the National FFA Organization shall include five symbols, namely: the plow, representing labor and tillage of the soil; the owl, representing knowledge and wisdom; the rising sun, representing progress; and cross-section of an ear of corn, representing common agricultural interests; and American eagle surmounting the cross section of the ear of corn, representing the national scope of the organization. The emblem shall also include the letters *FFA" and the words "Agricultural Education* which are emblazoned in the center to signify the combination of learning and leadership necessary for progressive agriculture.

Article VIII - CHAPTER OFFICERS

Section A

53 CHURCHILL COUNTY FFAThe officers of the Churchill County FFA Chapter shall consist of President, Vice President, Secretary, Treasurer, Reporter, Sentinel, and Historian. The Chapter Advisor(s) shall be the Vocational Agriculture teacher(s) at the Churchill County High School, Officers shall perform the usual duties of their respective offices.

Section BOfficers shall be elected by a panel of community members. The panels decision will be based on the applicants application and interview.

Section CAny eligible members seeking an office must submit his or her name and office desired to the chapter Advisor one month before the election. These candidates will be interviewed by a committee of panel of community members prior to the local chapter banquet.

Section DOfficers in the local chapter must not rank lower than the Greenhand FFA Degree. An exception will be made if there are not enough Greenhand FFA Degree candidates to fill the officer stations.

Article IX • CHAPTER EXECUTIVE COMMITTEE

The Chapter Executive Committee of the Churchill County Chapter shall consist of the Chapter Officers, the Chapter Advisors, and committee chairmen.

Article X – DUES

Section AFull local, state, and national dues shall be paid by all active members. No members shall be considered as active and in good standing unless he/she pays full local, state, and national FFA dues.

Local dues of the Churchill County Chapter shall be fixed annually by a majority vote of the active members.

Article XI - AMENDMENTS

Section AThe Chapter Constitution and By-laws may be amended or changed at any regular chapter meeting by two-thirds vote of the active members present providing or is not in conflict with the State Association Constitution or that of the National FFA Organization.

Churchill County FFA ChapterBy-Laws

Article I

All provisions of these by-laws shall be considered a part of the Constitution of the Churchill County FFA Chapter.

Article II - THE DUTIES OF THE CHAPTER OFFICERS

A. The President. It shall be the duty of the President to preside over the chapter meetings of the FFA and over meetings of the Chapter Executive Committee. The President shall appoint all committees and may serve as an ex-official member of these committees.

B. The Vice President. The Vice President shall

55 CHURCHILL COUNTY FFAassume all duties of the President in the event that the office of President becomes vacant and shall preside over all meetings in the absence of the President. He/She shall also supervise all chapter committee operations and work closely with the President in coordinating chapter activities.

C. The Secretary. The Secretary shall perform the duties common to such an office, such as keeping accurate records of all meetings, preparing an agenda for each meeting, and keeping member attendance and activity records. He/She shall perform such of the duties as he/she is directed to perform by the Chapter Advisor of the Chapter Executive Committee.

D. The Treasurer. The Treasurer shall perform the duties common to such an office, such as keeping accounts, acting as custodian of the funds of the chapter, keep accurate records of receipts and disbursements, and make an annual report of all transactions and matters of this kind.

E. The Reporter. The Reporter shall perform the duties common to such an office, such as working in cooperation with other officers to promote the organization. They shall gather, classify, and prepare articles for publicity from the local members and submit articles to the news media to promote FFA. The Reporter shall also prepare the chapter's scrapbook.

F. The Sentinel. The Sentinel shall perform the duties common to such an office, working in cooperation with the other officers to promote the organization. The Sentinel should set up the chapter meeting rooms, attend the door to welcome visitors, introduce all guests, take part in all ceremonies, put up and take down banners and equipment. He/She should also prepare seating charts and seat guests for banquet, help prepare tables for banquets, and assist the President in conducting such meetings.

56 CHURCHILL COUNTY FFAG. The Advisor. The Advisor is a member of the Executive

Committee and ex-officio member of all committees. It's his/her duty to advise the committees on matters of policy and assist the Chapter Officers in conducting meetings and programs. The Advisor shall review all the candidates for Greenhand and Chapter FFA Degrees.

H. The Historian. The Historian shall perform duties common to such office, keeping records of all former State and National Officers, all former members with outstanding accomplishments, and all other chapter events of the past. He/She shall work in cooperation with the other chapter officers to promote the organization and assist the chapter reporter in preparing the chapter scrapbook.

I. An officer can be removed from office for failing to carry out the duties of the office, or for missing two regular meetings without a valid reason.

Churchill County FFA Chapter By-Law Amendments

I. Amendment I

CHURCHILLCOUNTYFFA ACTIVITY CONDUCT AND ELIGIBILITY CODE

(AS OUTLINED IN CCHS ADMINISTRATIVE REGULATION. CHURCHILL

COUNTYSCHOOL DISTRICT ATHLETIC CODE)

A.GENERAL PROVISIONS

1. Conduct which is determined to reflect discredit on the school, or other acts

contrary to federal, state or local laws shall

administration and head coach with possibility of suspension.

2. The rules and regulations contained in this Code shall apply to any violation on or off of school premises.

3. For all contests away from Fallon, athletes must travel in transportation which is provided by the school. The only exceptions are as follows:

a. Injury to a participant which would require alternate transportation;

b. Arrangements made by personal contact between theparticipant's parent/guardian and the head coach for the

participant to ride home with the parent/guardian;

c. Parental request made twenty-four (24) hours prior to a specific event

stating that their son/daughter be released to an adult relative or friend following an event. In order to do this, the parent/guardian must submit to the school a completed

copy of the SPECIFIC EVENT TRANSPORTATION RELEASE FORM.

This form must be completed and submitted each time a student is to

be released to an adult other than a parent/guardian.

4. Unsportsmanlike conduct toward an opponent or official, or use of

profanity during practice or during a contest, will result in counseling

by the head coach and may result in possible suspension from the

team.

5. Unexcused absence from scheduled practice will result in the following:


a. Suspension from one contest following the FIRST VIOLATION;

b. Suspension for the remainder of the season following the SECOND

VIOLATION.

6. Violations resulting in major administrative discipline, (e.g.,

truancy, school suspension, social suspension) as established in the

CCHS Student Handbook will necessitate:

a. Suspension from one contest following the FIRST VIOLATION;

b. Suspension for the remainder of the season following the SECOND

VIOLATION.

7. Theft or malicious destruction of any school or individualequipment or property will not be tolerated and will result in the following:

a. First Offense - The individual will be suspended from the team for five (5) school days;b. Second Offense - The individual will be suspended for

theremainder of the sports season, and a student referral will be issued to the appropriate school administrator.

B. ACADEMIC ELIGIBILITY

In order to compete in extra-curricular activities, a student must meet certain academic standards. A student maintains eligibility by satisfying the following requirements:

59 CHURCHILL COUNTY FFA1. Must have passed a minimum of two (2) units the

preceding semester.

2. Must be enrolled in courses having a minimum credit value or two (2) units.

3. Must not be failing any course during the season. Progress will be

monitored every three (3) weeks to determine if a student is passing all

classes. If a student is failing one or more classes at the grade check, he/she will be declared ineligible for a 1-week period. This period will commence on the Monday immediately following the grade check. Students who are ineligible will be monitored weekly until such time when they are passing all classes.

4. Must maintain a seventy percent (70%) grade average at the end of each quarter. If the student receives a grade below the required average, he/she will be ineligible to compete for a three-week period. This three-week period will commence on the Monday immediately following the issuance of report cards. In order to become eligible, the student must have at least a 70% average at the end of the three-week period. If the student's average is still below 70%, he/she will be ineligible for an additional three-week period.

C. SCHOOL ATTENDANCE REQUIREMENTS

1. A student must be in school the entire day in order to participate in an

extra-curricular activity that day. An exception will be made if the

student has a" medical or professional appointment, approved by the

school administration, documented in writing from the

and presented to the attendance supervisor.

2. If a student is absent the last day of the school week and the

competition/contest is on a non-school day, the student must provide

the coach with a signed statement from his/her parent/guardian

allowing the student to participate in said competition/contest. It is

further recommended that the coach contact the parent/guardian

regarding the absence.

3. A student who has been injured may participate only after obtaining his/her physician's written medical release.

D. VIOLATION OF TRAINING RULES

1. Alcohol/Controlled Substance/Narcotics - Any student guilty of using or being in possession of an alcoholic beverage, a controlled substance, narcotics, and/or dangerous drugs will be subject to the following discipline:

a. First Violation: The student will be suspended from the team for six (6) weeks, three (3) weeks of this suspension will be waived if the student agrees to participate in an evaluation by the Churchill Council on Alcohol & Other Drugs and follows the recommended program. During this suspension the student will be allowed to practice but may not participate in contests or travel with the team.

b. Second Violation: The student will be suspended from, and be ineligible to participate in contests for one (1) calendar year.

c. Third Violation: The student will be ineligible to

in any athletic activity pending a review by the Churchill CountySchool District Administration.

These violations shall be considered cumulative during a student's high school years. Any student, recognizing the existence of a problem with substance abuse, may voluntarily agree to an evaluation by the Churchill Council on Alcohol & Other Drugs. This voluntary admission must come in prior to the school's knowledge of the student's involvement in a specific incident. If the student agrees to follow the Council's recommendations, he/she will not be declared ineligible. This voluntary admission will be considered the first violation as referenced above. Subsequent involvement with alcohol, controlled substances and/or narcotics will be considered a second violation and will be treated as such.

2. Tobacco - Any student guilty of using or being in possession of tobacco (i.e., smoking, chewing, snuff) will be subject to the following discipline:

a. First Violation: The student will be suspended from the team for

one (1) contestb. Second Violation: The student will be suspended from

the team for the remainder of the seasonc. Third Violation: The student will be ineligible to

participate further in any activity for one (1) calendar year.

E. SUSPENSION1. Before any "suspension" shall take effect, as provided for

under these rules, the student shall be given both verbal and written notice of the alleged violation(s) by either the

62 CHURCHILL COUNTY FFAhead coach or the school Principal.

2. Wherever possible, facts shall be obtained from those who have directly observed an incident. After investigation of such incident(s), a conference with the student and his/her parent or guardian shall be held as soon as possible. The student shall be given an explanation of the charges made against him/her, and explanation of the proposed disciplinary action to be taken, and the opportunity to fully explain his/her side of the story.

3. If after the conference, the Principal finds that the student has committed said conduct as charged, the Principal shall impose disciplinary action as he/she deems is warranted.

4. All decisions concerning disciplinary action must be reviewed by the Principal and the head coach.

F. APPEAL PROCEDURES1. Appeal procedures for such "suspensions" are outlined in

thea. ADMINISTRATIVE REGULATION.
