The Hawaiian Tramways Com-

pany, lliiough their manager, Mr.Gribble, offer a toward of 30 toanyone giving information that willlead to lite conviction of any personmaliciously altering the switches orplacing obstructions on their track.Some pei-.- or persons unknownhave committed butli the acts, forthe conviction of the p.upetrulor orperputiati)r of either of which thereward is otfeicd. The other nightseveral of the snitches wcie alter-

ed, and stones weie laid on the railsat the same places, to aid in turningtho cars otf the track. Fortunately,a careful look-o- ut prevented anyseiious consequences resulting eitherto cats or to passengers, thus frus-trating- an

evident design. The miser-

able, despicable, inhuman creatureor creatures who can rcsoit to suchcowardly methods of injuring othersare a disgrace to their species and adeformity in the social economy.Their proper place is the jail. It isnot only the property of the Tram-

ways Company that such deeds arecalculated to injure, but also thepersons of the occupants of thecars. It is to be hoped that the ul

offered will have the doubleeffect qf bringing to punishmentthe guilty patty or parties and pre-

venting 'a lepetition of the dastardlydeed.

ter to the judgeship of the PoliceCourt, tccenlly, left vacant the beadclerkship of the Supieine Court, a

position which Mr. Foster had occu-

pied very satisfactorilj for several

ycais. The vacancy has been filledin a way which we deem light andproper. No outside party, inex-

perienced and untiaincd in the du-

ties of the olllce was awarded theposition ; but 31 r. II. Smith, thesecond clerk, has been promoted tothe chief's place,and Mr. J. II. IJeist,the third clerk, to the second place,thus leaving the third position to befilled by a new man. Both thegentlemen named have had years ofpractical schooling in tho service,which qualifies them for and entitles

them to the promotion which theyhave justly received ; and we notewith satisfaction that those who pos-

sess the appointing power recognisedthis fact. It is to be hoped thatother depuitments of the public ser-

vice will benefit by the worthy ex-

OPPOSITION TO PROGRESS MUST

YIELD.

Probably there was never yet ameasure of pi ogress initiated orproposed that did not meet with disfavor and encounter opposition from

some quaitcr. Unreasonable andunreasoning prejudice often standsin the way of and obstructs ad-

vancement. A new project whichis clearly calculated to promote thegreatest good to the greatest num-

ber, is sometimes strenuously anddeterminedly opposed, because itmay operate or may be supposedto operate against certain establish-ed interests. Hallways, horsecars,steam engines, and labor-savin- g

machinery of almost every descrip-

tion have all had to encounter oppo-

sition of this nature in the earlystages of their existence.

It would be too much to expectthat a system of street cars shouldbe initiated in the quiet little city of

Honolulu without any opposition.It should be said, however, for thepeople of all classes, that a vastmajority of them hail with welcomethe "innovation." The pattouagewhich that part of the system theKing street line already in opcia-tio- n,

has received since its openingon tho first day of the present year,is sufficient proof of this assertion.But it cannot be claimed that theenterprise which, above all others,is manifestly in the public interest,giving easy and cheap transit to allparts of the city when all the pro-

jected lines ate completed and open-

ed, is regarded with universal ap-

proval. Prejudice operates in somequartets and self-intere- st in others.Nothing, however, can prevent boththese classes of obstacles being ul-

timately swept bcfoie the trium-

phant march of progress, mill wo

confidently predict that the time isnot far distant when everybody will

wonder how wc had done withoutstreet railroads so long.

WHOSE FAULT IS IT?Tenders aie invited by the Minis-

ter of Interior for repaiis and addi-

tions to Oahu Prison. This is thesecond effort ot the .sumo nature.Tendets were asked and receivedbefore, some time an. These havebeen rejected, because theyjwere "allin excess of the appropriation."There is no intimation that the len-

ders were too high, but tho appro-

priation is too low. The tendersnow invited are on "modified spec-

ifications."Now, it appears that cei tain re-

pairs and additions are needed atOahu piison, in accordance with thospecifications on which the formertenders were made; or why thosespecifications? But the Legislaturedid not appropriate suillcient money.Whose fault was it? the Legisla-

ture's or the Cabinet's who framedthe Appropriation Bill?

The Legislature cannot be accus-

ed of iiiggtudlincss. It was ready togrant anything the Ministers asked.Money was no object with that do-

cile body. Money lor poi houses,private electiic lights, a road to thetop of Punchbowl, :i cablescheme that looked a littlequeer, coffee and ramie culture, etc., was freely granted; andif the Cabinet had asked for nn ap-

propriation to construct n caniagc-driv- e

to the moon, a majority of theLegislators weie ready ,to shout"aye." Then why was it that Oahupiison was treated to a short allow-

ance? Simply, we understand, be-

cause no moic was asked for. Suchbeing (lie caw, the Legislature isnot justly chaigenblo with the cirorof appropriating an iusullicienlamount for the necessary lcpaitsand additions to Oahu prison. Thefault lies with the Cabinet for plac-

ing so small an amount on the Appro-

priation Bill.Probablyhe Ministers themselves

were told that that amount was suf-

ficient, by their subordinates whowere entrusted with the duty of es-

timating the cost of, and reportingupon, all such woiks. Whoevermade the estimate is chargeablewith bungling or incompetence, orrritii the former as a consequence ofthe latter.

hesitancy in saying that it will be apretty poor road that can be madefor that sum. If it turns out other-

wise, we shall be ready to apologize.Cheap estimates do not imply

work completed nt the estimatedcost ; but when the cost of complet-ed wotk appreciably exceeds theestimate, it indicates incompetenceon the p:u'. of the estimator.

SILVER LIQUID STOLEN.

Sometime during Saturday orSunday night the premises of Mr.J. J. AVilliams, photographer, Fortstreet, were entered from the rear,and a quantity of silver liquid car-ried off. The liquid was kept in abottle on a shelf along with a lot ofother material used in the photo-graphic business. Committees were appointed toarrange for an entertainment at thenext quarterly meeting, which willalso ho the annual meeting, and willtake placu on the 15th of May, atPrincess Liliuokalani's Kapalamaresidence, at 1 p. m. EDUCATION IN ENGLAND.

A London despatch announcesthat the school elections have re-

sulted in a net gain of three scatslo the advocates ofeducation. This alludes to tho elec-tion of members of the local SchoolBoard of Loudon. It marks a stepin a controversy which is excitingthe liveliest Interest, not only in thometropolis, but throughout GreatBritain.

A Commission appointed by theexisting Tory Government to inquireinto the condition and needs of pub-lic schools recently submitted tworeports. Tho majority report con-

tained recommendations, in sub.stance, that public money be appro-priated on a larger scale than atpresent lo denominational schools,

and that, under certain conditions,dcnouiinatioral instruction shouldbo permitted in public schools. Theminority report protested againstthese provisions and recommendedthe inauguration of active iuer u.csfor extending tho School Board sys-tem throughout tho country, and theestablishment of unscctarian train-ing schools for tho education ofteachers.

A great conference was recentlycalled at Exeter Hall, composed ofdelegates from nil parts of tho king-dom, to protest against what wastermed "the reactionary and dan-gerous recommendations of the re-port of tho majority of the RoyalEducational Commission." It wascalled by representative educators,many members of Parliament, edi-tors of leading educational periodi-cals, tho Chairmen of vaiious dis-senting unions and associations,' andother prominent men, including theChairman of the National LiberalFederation. The issue is made onboth religious and political lines.As a rule, the body of Dissentersand the Gladstone Liberals condemntho majority report, while thechurchmen and Conservatives arenot unanimous in its favor. The"Times" gives it a half-hearte- d

support.In the discussion which has been

going on over this matter, constantreference has been mado to theAmerican non - sectarian publicschool system, usually with the ad-mission that it has proved a greatsuccess. The conditions in Eng-land aro in some respects unlikethose which exist in the UnitedStates. Public schools thero are amodem growth. The system is notyet complete. In many parishes nonational schools exist, and in othersthe work is carried on under thecare of the Established Church andother religious onianizations, in co-

operation with the State. This ac-counts, probably, for the tenor ofthe recommendations of the major-ity report. It emanates from theConservative party, and shows thedisinclination usually exhibited bythat party to break away from oldideas and establish new lines of ac-tion. The recent London electionshows that thcie, at least, sentimentis growing in favor of the Liberalplan of divesting the schools of sec-tarian features. The people of theUnited States will watch with inter-est the progress of the contest. Itis not impossible that it may yet in-

At a meeting of the Boston Alder-men on Monday week, a communi-cation was read from the Citizens'Association remonstrating againstthe high price of electric light. Thecity paid last year 6131,097 forelectric lights, or at the rate of G5cent3 per night for each light.After referring to the fact that Bos-ton pays the same price per lightthat it did in 1882, although the re-

duction in the cost of carbons alonewould reduce the expense of main-taining G95 lights (the number nowused in Boston) by more than 8C0,-00- 0

a year, the communication says:In New York city the contracts aicmade annually from May 1st, andin the contracts for the current yearprices for lights per night, with afew exceptions, range from 35 centsdown to 17A cents for lights ofequal power with those in Boston.The average cost to the city of thowhole l,.J3o lights in use in NewYork on June 12, 1888, was 31.V

Brooklynpays for its 1,011 lights 50 centseach per night; liuffalo, for its 990lights, pays 15 cents cacli per night.New Orleans for its 822 lights, pays31 cents each per night, and Phila-delphia, for its 750 lights, paysfrom 17A cents to 55 cents, an aver-age of 50 cents each, per night.
