HISTORYChina

In 1921, kindergarten was established. In China the growth of childcare outside the home has

occurred first in 1949. In 1971, in effort to control the expanding population the

state instituted a One Child Policy. In 1989, the state of education commission published a

working document called “Kindergarten Management Regulations”.

In the 90’s the state issued a 10 year plan designed to enhance the care and protection of children.
