Federal Program(Medicaid)

• Medicaid offers health and long-term care coverage to some people with limited income. This includes children and parents, pregnant women, people with disabilities, and seniors. Medicaid programs are run by states with a mix of state and federal funding.

• Facts About Medicaid– Medicaid is the largest children’s health program in the country and the

primary source of health care for low-income families and elderly and disabled people.

– One in six Americans under age 65 is insured through Medicaid. – Half of all Medicaid enrollees are children and 78% live in households

where at least one parent works.– Covers over 70,000 children in Delaware.– Provides health insurance coverage for part or all of the year to one in

three children.– It is estimated that 19,051 Delaware children are uninsured. 55% of these

uninsured children are eligible but not enrolled in Medicaid or the State Children’s Health Insurance Program.

Federal Program(Medicaid)

• Eligibility - Determined by Delaware Division of Social Services, Division of Medicaid and Medical Assistance (DMMA)

• Factors– You can have a car, bank account, and a home and still qualify for Medicaid. DMMA

does not look at any of your resources when determining your eligibility for Medicaid.– You can work and still qualify for Medicaid.– Some persons can have other insurance and still receive Medical Assistance.– Low-income uninsured adults between the ages of 19 and 65 may qualify for Medicaid.– Certain children living with stepparents, grandparents, or siblings with income may

receive Medicaid.– Needy families with children may be eligible for Medicaid if they are part of Temporary

Assistance for Needy Families.– When a family getting a welfare check starts working and leaves welfare they still may

receive Medicaid.– Low-income pregnant women and children under age 19 may qualify for Medicaid.– Most women of child bearing age may be eligible for birth control and family planning

services for up to 24 months after their regular Medicaid stops.• Based on month to month eligibility. Benefits are determined on a yearly basis

to ensure recipients remain eligible. Changes in situation must typically be reported within 10 days of the change.

Then the appropriate information and application forms will be mailed to you. Complete, sign and date the application form in ink and mail it to the address provided.

• Documentation needed to apply– verification of income – NO verification of resources (bank accounts, cars, stocks, etc.) necessary

(unless applying for Long Term Care Medicaid)– NO interview required (unless applying for Long Term Care Medicaid)– Proof of pregnancy, if pregnant– For non-US citizens, proof of alien status (ex. copy of green card)

Most Citizens and Legal Residents Will Be Required to Have Health Insurance

• Delaware Will Establish a State-Wide System of Health Benefit Exchanges

– Financial assistance will be provided to those with income between 133-400% of the Federal Poverty Level

Currently• (Single) - $14,404 - $41,520• (Family) - $29,326 - $88,200

• Eligibility for Medicaid will be Expanded– Those with income less than 133% of the federal poverty level (currently $14,404 for a

single person and $29,326 for a family) who cannot afford coverage will be eligible for Medicaid.

– Modified Gross Income (not Gross Income) will be used to determine eligibility in most instances. Applicants can take a standard 5% deduction or their own personal deductions.

– Foster children can receive Medicaid until age 26

• Services Offered Through Medicaid Will be Expanded– Mental Health Services will be offered– Prescription Drug Coverage will be expanded– Increased Focus on Tobacco Cessation for Pregnant Women (Starting 2011) through

• Public Health Clinics• Providing targeted advice and quit-smoking packets to all pregnant women who smoke• Ensuring that smoking status is tracked on all patient records

• No Child Gets Lost in the Gap– If a child is deemed ineligible for Medicaid that child is automatically enrolled in Delaware’s

Children’s Health Insurance Program (CHIP).– If CHIP becomes full, Delaware must offer that child a Health Benefit Exchange that provides

equivalent benefits and cost-sharing.

• No More Exclusions From Insurance Because of Pre-Existing Conditions

– Currently insurers cannot exclude children with pre-existing conditions from being covered by their family policy.

– Adults with pre-existing conditions will be protected from exclusion starting Jan. 1, 2014.

• New Application Uses Single Form– Applicants for assistance with health care will be able to submit a single, streamlined

form for all coverage options: Medicaid, CHIP, and Health Benefit Exchanges

– Delaware will conduct outreach and enrollment assistance to those eligible for Medicaid and CHIP.

– If an applicant applies for a specific program and is denied that applicant is automatically considered for all other affordable health care options without the need for additional paperwork.

• Websites will be established to identify and compare affordable coverage options

– The federal government’s website is NOW AVAILABLE at WWW.HEALTHCARE.GOV.

– The state of Delaware’s website will be operational by January 1, 2014. You will be able to apply for and renew insurance through the state’s website.

Delaware Program(CHAP)

• Community Healthcare Access Program (CHAP)

• CHAP helps provide access to primary care doctors, medical specialists, and other health resources including prescription programs, laboratory and radiology services. Medical services are provided in the community through Community-based Health Care Centers and private doctors who participate in the Medical Society of Delaware's Voluntary Initiative Program (VIP). VIP is a network of private physicians statewide who accept CHAP patients into their practices and serve as their health home or provide medical subspecialty services. CHAP recipients receive discounted medical services based upon their income. In brief, the CHAP program gets patients the medical attention they need at an affordable cost.

• To be eligible for CHAP, an individual must be a resident of Delaware, uninsured, ineligible for state medical assistance programs, and meet financial eligibility guidelines. To find out if you are eligible please call 1-800-996-9969

• The Delaware Healthy Children Program is a low cost health insurance program for Delaware's uninsured children. The Delaware Healthy Children Program features the same high-quality coverage you'd get with some of the best private insurance plans.

• What's covered? -The Delaware Healthy Children Program covers everything from routine checkups to eye exams to doctor and hospital services. Families covered by the Delaware Healthy Children Program enjoy an extensive list of services for a single low monthly rate and No-copayments.

• How much do I have to pay?– A. Premium payments are $10, $15 or $25 per household per

month, depending on your income.– There is an added bonus: for every 3 months you pay in advance,

you'll get the 4th month free! And, with the exception of non-emergency visits to hospital emergency rooms, there are no co-payments. Prescriptions are covered at 100%.

Mental Health Residential Treatment is provided for a total of sixteen youth between the ages of twelve years and eighteen years at two sites in New Castle County, Delaware.

• Day TreatmentThe Kacy Church Day Treatment Center is located in New Castle, Delaware, and is staffed by Special Education certified teachers, Social Workers, Psychologists, and Counselors who form an integrated team that fully implements a multi-faceted approach to working with young people and families with life difficulties, emotional problems or special needs. The Day Treatment Program can treat and educate up to twenty youth between the ages of 12 and 18 years of age. These structured services are provided to Delaware school-aged youth who live at home, in residential settings or with treatment foster families.

These programs in Delaware provide various levels of care for youth who are involved with the dependent and/or delinquent system.  The youth in these programs require a more intensive treatment experience with a designated treatment team.  The treatment team consists of specially trained foster parents and qualified treatment specialists, mentors and masters level clinicians.

• Independent Living Program ("Making My Way")This is an Independent Living skills development program located in Delaware.  The program is designed to assist older teenagers and young adults effectively transition out of state foster care system into adulthood via the support and direction of a life-skills mentor.

Lighthouse Program

Substance abuse and mental health treatment is administered in a residential community for women over the age of 18 with up to two (2) children under 8 years old using Evidence Based Practices. In addition to on-site licensed day care services, mothers receive individual and group therapy, life skills, computer classes, GED, trauma work and evidence based parenting classes. Case managers assist women with job placement and housing during final phases of care.
