identify and promote replication of effective practices; (7) supports the use of research in CCDFimplementation; (8) forges partnerships with public and private organizations to improve the ability of
child care systems to respond effectively to the needs of low-income working families; and (9) works in
partnerships across programs to improve outcomes for children by furthering the quality andcoordination of early childhood services across the Federal government in order to build a diversified
system that promotes school readiness across all early childhood settings and school success for school-
age children. Key partners include State, Territorial and Tribal CCDF programs, Office of Head Start,the Maternal and Child Health Bureau, and the U.S. Department of Education.
State Resources
A. The Department of Human Services in each state generally serves as the umbrella for child careprograms. Under this umbrella state agencies may be the Department of Children and Families or Division
of Early Childcare and Development. These are the state entities that oversee child care facilities. These
departments provide information and regulate child care and include the areas of licensing, financial
assistance, workforce development and quality enhancement, early childhood and afterschool systems ofcare, and childrens integrated services. The Vermont website is available at:

Some states provide more services in this area than others, but affiliated organizations work with the
state agency on different aspects of child care. In Vermont we find the following:
B. Bright Futures Child Care Information System isthe place for parents and child care providers
to get answers to questions about child care, early education, school age care, and the services available
to help ensure that high quality child care is available to every child in Vermont who needs it, accordingto their website. This site also refers you to the organization that coordinates training and coursework

C. Vermont Northern Lights Career Development Center for Early Childhood and Afterschool
Professionals - provides information on professional development and career planning. A database of
professional trainers and an online application to become a trainer is available on their website. A
committee reviews your application and determines if you have the credentials to be included in theirlist. You must be able to prove that you have a certain number of hours as a trainer. Website available

D. STep Ahead Recognition System (STARS)
STARS is Vermonts quality recognition system for child care, preschool, and afterschool programs.
Programs that participate in STARS are stepping ahead going above and beyond state regulations to
provide professional services that meet the needs of children and families. Many other states havesimilar programs (Step Up to Quality, Step Ahead etc.).

E. Community Child Care Support Agencies are regional organizations that provide child careinformation and referral services; determine eligibility for child care financial assistance; and provide
training and support to providers.
F.The Resource and Referral Agencies are also active in most states and they have a national
association. National Association of Child Care Resource and Referral Agencies promotes national
policies and partnerships to advance the development and learning of all children and provide vision,leadership and support to community Child Care Resources and Referral. Available at:

1.Healthy Child Care America is a project of the American Academy of Pediatrics and provides

consultants (CCHCs). The Healthy Child Care Consultant Network Support Center (NSC) providesresources and support that help CCHC networks promote the healthy development of children in out-of-

4. National Childcare Accreditation Council focuses on best practices in education and upholds keyeducational values that any state or national association could use for an assessment plan. The
accreditation process progresses through developmentally appropriate practices in the field of early

5. National Education for Young Children (NAEYC) is a membership association for those working
with and on behalf of children from birth through age 8. NAEYC convenes thought leaders, teachers andother practitioners, researchers, and other stakeholders and sets standards of excellence for programs and
teachers in early childhood education. NAEYC members include teachers, paraeducators, center
directors, trainers, college educators, families of young children, and the public at large. Membership is

This will vary from state to state. Some states have organizational charts for their Department ofChildren and Families (or the Department of Public Health in some states) that identify the key
contacts. The websites for other states dont directly list the offices or staff members who oversee our
areas of interest. If this is the case, contact the Building Bright Futures national or state organization fornames of whom to contact.
In Vermont the key access points to facilitating the inclusion of indoor air quality training materials incontinuing education programs and required provider trainings are:
1. The Department of Children and Families (Division of Early Childcare and Development in
other states), Child Development Division provides a list of staff members, including those working inworkforce development and licensing. These are the areas that address trainings and licensing revisions.
