I HAVE. the honor to submit, for the information of the Government, the following Report for , the .year ending 30th June. · · , ·

In doing so I have endorsed in a great measure the view& of my pred_ecessor, whose death l,.in conjunction with the whole country, deplore.

. I· have the satisfaction of reporting that the sheep throughout the Colony remain free from the Scab disease. Nevertheless the Inspectors have in' nowise relaxed their supervision over all flocks, particularly of sheep sent to public sales; and the greatest care has been taken to prevent the importation of infected sheep into the Colony. -: 1

-By the R.M.S. Carthage, which arrived in Robson's Bay on 30th April last, were imported from England seven sheep found to be infected with Scab disease. These animals were immediately destroyed by order of the Chief Inspector of Stock of Victoria.

The number of sheep returned up to 30th June is about 20,000 less than shown by last year's returns, but, as usual, there are still a few thousands to be accounted for during the next six inonths.

During the year there are always a nuinber of changes amongst owners, and an. accession of new .ones .unacquainted with, the law.

-A considerable number of these send in returns during the last six months of the year. For instance, last year neariy 3500 were returned during the last half, paying, of course, the penalty of an additional one-fourth contribution to -the Scab Act Fund.

Since 1 had the honor of being appointed Chief Inspector I have had every reason to be satisfied with the manner in which the several Inspectors have performed their duties.

. Wheri submitting my Estimates for 1884 I suggested that a contribution of three-eighths of a penny per head should be levied for that year, the one farthing being insufficient to defray the cost of the present staff, which I would strongly urge upon the Government is absolutely necessary to secure the continuance of the existing freedom from disease in the flocks of the Colony.

With five Inspectors the area of country allotted to each is quite as much as can Le kept under proper supervision; and if the extent of their districts were increased some portions would of necessity be neglected, which would cause much dissatisfaction throughout 'the country ...

I trust, therefore, the Government will see the wisdom of maintaining the staff at its present strength.

I beg to call your attention to Appendix G, showing the number of cattle in the Colony. It will be· observed that there. is a falling off of 8000 head. I cannot account for this decrease in any way unless some owners have not given a correct return to the collectors, our herds being entirely free from disease, and I have received no complaints of deaths that would account for the discrepancy.
