THE ANNUAL REPORT OF THE CHAIRMAN This time last year, we began to hear of an emerging proposed development on the edge of our village at Bodkin Farm. We resolved at our May parish council meeting that, so as not to totally detract from ‘normal’ parish council business, we would form a separate sub-committee to concentrate efforts towards what was ultimately to prove a positive contribution towards the proposed scheme being unanimously voted against by the City Planners. This decision ultimately proved very prudent, in as much that these sub-meetings were not within the public eye, and therefore any decisions or plans agreed at them were not divulged in such a way that they could be pre-judged or challenged by potential developers, planners and nor the local press. We know now (and incidentally as expected) that the applicants would appeal against this decision, and indeed a public appeal will now be in August at the Guildhall. Although ‘Bodkin-gate’ as it became known, was effectively side-lined, there was an enormous effort put in by many parish councillors, independent consultants, and the residents of Maydowns Road. May I take this opportunity to thank everyone involved, whether it be as a member of the sub-committee or those who took the time to write their own letters of objections to Canterbury City Council. But onto the day job, and a brief synopsis of how the parish council year unfolded. In May, we received an application from Chestfield Cricket Club for us to consider making a grant towards the purchase of a new mower to replace the existing which was sadly reaching the end of its particular innings. Councillor Mark Dance had previously agreed to match fund any donation from the parish council up to £1,000. Cllr Harrison also gave £1,000. As part of our continued commitment towards youth and the community, we duly agreed at council to award £2,000 towards this, and we are pleased to report that the new mower is now proving a welcome asset to the cricketers of the village. June saw the first of our village planters erected, and I am sure that you will all agree that they really do enhance the play park. Thanks to the Green Leas residents association for taking care of these. Following several requests from residents, July saw us hold our inaugural community quiz night at the Rugby Club. We are pleased to report that this proved a great success, with the profits being jointly split between the youth club and the table tennis club. However, life in a parish council is not always a success, and in August we were informed that our request for the speed limit in Molehill Road to be reinforced by additional road markings had been

refused by Kent Highways. An application for us to extend our Speedwatch activities within Molehill road was also refused by Kent Police. August saw the completion of the improvements to the ball court at the Rugby Club. This area also now includes a basketball hoop, and the multi-use area will be used for organised netball and 5-a-side football, however, there are no plans at present for the parish council to form a team !! We see this is as yet another statement of our commitment towards the youth and community of Chestfield. September saw our first engagement with the community payback scheme, a scheme that sees minor offenders give something back to the community by carrying out small tasks at no cost to the taxpayer. Despite a few minor hiccups along the way, by and large this initiative proved successful, and may be something that we may well engage in again. On the evening of 11

th November, several of us attended the aforementioned

Canterbury City Council planning committee meeting. At this meeting three residents from Maydowns Road and I were allotted a very strict three minute slot each to state our grounds for refusal of the Bodkin farm application. May I both thank and applaud those speakers for their efforts – believe me – it’s not easy to speak with ease when you have a man poised with his finger over a buzzer whilst keeping a beady eye on a clock !! I also represented the Parish Council at the investiture of the new vicar of St. John’s, the Reverend David Vannerley. David is very interested in the community, and hopes to involve himself as much as possible. November also saw a second community quiz night, and again this proved an extremely fun and successful evening. It is planned to hold more in 2015. Organising these quizzes is quite a military organisation, so thanks to Amanda, Trisha, Eileen and Karen for their efforts. However, there’s always room for extra helpers, so please feel free to put your name forward! The annual Carol concert in December was very well attended – in excess of 50 people gathering for the service, and for once it was quite good weather ! The Parish Council would like to record our sincere great appreciation to both Father Kevin and the Reverend David for a very enjoyable service. We again held our Christmas Lights competition, and again the judges were very impressed by the standard of many of the displays on show. The winners were awarded a hamper, and there was also an additional prize awarded this year for a very inventive nativity scene! Thus far, 2015 has been largely uneventful, except for several complaints

surrounding illegal parking. We are doing everything within our powers to help combat this, although our pleas to have some of the yellow lines extended have been rejected by the Highways Department. We have received many favourable comments regarding our magazine – we try to vary the content each time, but we couldn’t maintain this without the help of our advertisers – this continued support is greatly appreciated, as are the letters that we now receive. We are always looking for additional content, so please feel free to contact me or Amanda should you have anything that you feel you would like to share. Don’t forget our website – whilst it is updated regularly, if you spot any errors or broken links please let Amanda know. Or if something could be added, just ask. Whilst we cannot accept any advertising for the website, please feel free to contact Amanda or me should you wish to advertise in the magazine. This year has seen the birth of the Chestfield History Society, and I would like to thank Cllrs. Ellis and Brealy for their efforts and initiatives in making this such a fascinating success. There is even talk of a calendar being produced for next year – but before you ask, the answer is ‘NO’ ! Highways and speeding traffic, and planning developments are of particular interest to your council. We have had 42 planning applications this year, and your council is unique in the way Councillors always undertake site visits and ensure the views of affected neighbours are sought. I commend Cllrs Claisse, Candy and Watkins for their efforts. Sadly, Alex Candy has now vacated his position on the parish council due to his moving from the area, but I would like to thank him for his general contribution throughout the year. Thursday 7 May 2015 sees the parish council elections – as well as city and national elections. We know we have an uncontested election, with eight of our nine possible councillor slots filled. At the time of this meeting it is too late for anyone new to put themselves forward to stand, but after the May meeting we would be able to co-opt someone to the vacancy. I would urge anybody with a passion for this community to join our hard working team. It is very important that we maintain our committee numbers to nine. If anybody wants to find out more about the role they can speak to me or my Clerk. Our parish council meetings are held at the Women’s Institute Hall, usually on the second Monday of every month. We try to make our meetings

interesting, with guest speakers attending from time to time. Look at our noticeboards for the Agendas and meeting dates. Our Speedwatch initiative remains very strong and vibrant, and I thank all those hardy volunteers for their hard work and diligence in helping to keep our village a safer place. Much has been written and said about the contribution that Len Claisse has made to the parish council and the community, and it is hard to accept that this meeting will be Lens’ final one as a parish councillor. On behalf of every resident of Chestfield, both past and present, I thank you for all of your hard work, and wish you all the very best for the future. Could I also take this opportunity to finally thank our clerk Amanda for her hard work throughout the past year, and for keeping us all in check ! I remain proud to be your elected Chairman, and proud of the efforts of our committee, and please rest assured that we will continue to serve the village in the best capacity possible. Cllr Steve Bailey Chairman, Chestfield Parish Council 2014-2015 Chestfield Parish Council – Yearly Update From Your Councillors: Cllr Chris Brealy – Vice Chairman: I have been responsible for environmental issues again this year. We still have problems with flytipping in Molehill road and I report and photograph this regularly. I attended a Parish seminar in November organised by KCC which advised on this problem as well as other highway matters. I also went to the Flooding conference organised by KCC and reported on the new Sustainable Urban Drainage measures which are coming in to the planning system in April this year. I try to ensure that flooding events on the Old Thanet Way and Radfall bridge are recorded to help with future planning. Councillor Len Claisse. Planning This year has of course been dominated with detailed consideration of the Eton College proposals to develop Bodkin Farm. A special committee was set up to review all aspects of the proposals, with our views being accepted so far. Normal applications are still appraised by two

Councillors and reported to the Parish Council for them to comment to the City Council. Magazine Distribution. The bulk prints are broken down and then delivered to our band of helpful deliverers. Neighbourhood Watch Besides passing information to neighbours, re crime and messages re trading standards and scams, an annual meeting for the co-ordinators is held to liaise and share information within Chestfield. We are still endeavouring to enlarge the NHW scheme to cover all Chestfield. Bulbs. Councillor Watkins and I planted 500 crocus along Chestfield Rd. Unfortunately BT work on Broadband has meant lorries encroaching on the verges. Tricia Chapman: It has been another busy year for Eileen and me and fortunately the winter has been kind to the trees of Chestfield as they didn’t suffer the destruction of last winter. Sadly, we don’t receive notifications of tree works in the village anymore and so unless specifically requested to do so we no longer visit residents to discuss their applications. With this in mind, I would like to reiterate the importance of checking that your property could be in the conservation area in which case Canterbury City Council would need to be notified, replacing trees which have to be removed and ensuring that tree debris is disposed of responsibly so that the village remains a charming and picturesque place to live. Cllr Chris Ellis: I have maintained an interest in both the development of recreation opportunities and the particular problems of residents living in unadopted roads. Working with colleagues, the circular walk is going to be more strongly promoted both through improved signage and a special summer event. I have been working with volunteers to produce a village calendar illustrated with historical pictures of Chestfield that we hope will be distributed at cost to local clubs and societies for them to use for fund raising. In relation to unadopted roads I work with residents' groups to find useful contacts for maintenance and other shared interests, including local history. Cllr Eileen Watkins: My year as a parish councillor has been very rewarding, although I do miss dealing with the tree notifications with Cllr Tricia Chapman. I have enjoyed very much working with Cllr Len Claisse on the planning items and attending KALC meetings and planting of the crocuses. I always enjoy the catering we do at our functions and love working with Tricia, Karen and Amanda. Looking forward to many more years of working as a councillor.

Cllr Joe Hunter I have started a programme of inspecting most of our Public Rights of Way in the Parish. I found it helpful to get some neighbours, keen on walking, to accompany me. As we start from Radfall most of the routes done so far have been at the south end of the Parish. CW28 (Shrub Hill through the Golf Course to Thornden Wood Road ) is completely overgrown at the lower wooded section and unusable. The entrance from Broomfield Gate To CW 31, 32 & 33 had drained towards the end of the summer but is now completely flooded again and very difficult to pass. Most of the pine trees on the lower section of CW 33 have been harvested by the Forestry Commission, now making it an unattractive path. CW23, leading from Radfall Ride to the Crab & Winkle was blocked by four very large fallen pines which have now been cleared by the forestry commission. The Chestfield Circular Walk is very soggy in the Golf Course part and the path through the trees by the No2 green is unusable. Hopefully the weather will be kinder in future and we can do many more walks. Speaking with Dukeswood residents has made it clear to me that we are all very keen to use the No5 bus service. However we have as yet no “Request” bus stop signs and the lack of hard standing on the muddy Whitstable bound side makes it almost impossible to use, especially when dark. Amanda’s communications with Stagecoach during 2014 have resulted in the drivers being much more helpful when passengers alight. However, I will need to pursue this matter further with them to try and get this situation remedied sooner rather than “sometime never”.

Cllr Adrian Young: This year I have been trying to achieve more police accountability for Chestfield, attending the Crime Commissioner’s meetings and a village forum with the local Police Commander. I have had regular contact with him and as a result we have more commitment from our local team and I have agreement that this relationship will continue. I have attended almost all council meetings, only missing a couple due to work commitments and am proud to work with my fellow councillors to represent the village of Chestfield.

Cllr Alex Candy: Cllr Candy has been invaluable with his scrutiny of new planning applications over the last year, and also as a speedwatch volunteer for most of it too. Although, standing down as he is relocating to London, he will be missed, and when and if he moves back to his Chestfield base permanently, he will be warmly welcomed back on to the council (a vacancy permitting).

Obituary – Phyllis Baker Phyllis Baker, aged 93, of Laxton Way, Chestfield, sadly passed away in her sleep on Wednesday 8 April 2015 at Magnolia Court Nursing, Golders Green, London. She had been an active member of the Women’s Institute for many years, arranging the bookings for the hall. She would often be seen walking along the seafront with Bill her husband and their dog Zoe. She and her husband moved to Chestfield in 1982. Condolences are offered to her three children, six grandchildren and one great grandson.

Date for your diary – Sunday 30 August – “Chestfield Fun Day”

The Whitstable Rugby Football Club have started planning a day for all Chestfield residents to enjoy – so put the date in your diary today! Sunday 30 August at the Whitstable Rugby Football Club venue and field (weather permitting) will see a fete-style event, with stalls and activities for all ages. Chestfield Parish Council is supporting the event, and it is hoped other local organisations like the Chestfield History Society and the Womens Institute will also be involved. More details will be advertised on the village noticeboards in due course.

Chestfield History Society The Society first met on 21 September 2014, and meet every month, on the third or fourth Wednesday of the month in members’ homes. Their aim is to promote an interest in the history of Chestfield. Their first project, aided by a grant from Chestfield Parish Council, is to produce a calendar for 2016 featuring photographs of local properties of interest. This calendar will be offered to other local societies and groups at cost price for them to sell on, possibly at additional cost to raise funds for their own societies. The Society has other subjects in mind for future research; these may include researching the origins of the village featuring the known oldest properties and farm land, the growth of the village from the 1920’s with the development of the Golf Club and the properties by local developer George Reeves when he purchased the land materials from the demolition of the Abbey at Hales Place in

Canterbury, materials which were incorporated into several local houses. The Society is also interested in the history of the demolished Abbey as several houses have doors, windows, staircases and timber built in as architectural features. The Society would be pleased to welcome new members and would like to appeal to anyone possessing interesting photos, artefacts or souvenirs of local connection to donate or lend them for the members to copy and register in their growing archive of material. Play Park Planters An update from The Green Leas residents who take care of them: The Planters appear to have wintered well and we are looking forward to the daffodils emerging and later in the Spring the tulips and wallflowers blooming. We will be tending more closely to the Planters in May/June to re establish the summer "collection". With this in mind and given the closeness to the children's play park it is our intention again to provide some plants which will provide a sense of enjoyment and interest to a younger audience. A theme of colour, scent and touch will prevail in one or two of the side planters. Last year several sunflowers were grown from seed by our grandchildren. We would like to open this to everyone this year. Sunflowers can be started off from seed in March and April and several of the local supermarkets and DIY stores stock very simple growing kits. We would like a Sunflower Sunday on Sunday 8 June at 11am, when any children in the parish who have grown sunflowers, can come and plant them in front of or around the Planters or alongside the fence by the play park! Canterbury & District Neighbourhood Watch Association pays tribute to Cllr Claisse - At the annual conference and AGM, on Saturday 28 March, this year’s annual award for excellence and service to NHW – the David Turner Award – was presented to Len Claisse. Len has been a very active NHW coordinator for Plantation Road, Almond Close and part of Chestfield Road for 12 years, during which time he has passed on hundreds of messages containing safety advice or information from the police and trading standards, all of which are designed to reduce the risk of becoming a victim of crime or scams. That in itself is quite an achievement although the

Association is blessed with many stalwarts that could claim the same. Len, however, has gone that extra mile, by supporting not only his own scheme members but every other coordinator in the village of Chestfield as well. And being Len he didn’t just do this in one simple way, oh no, he went the whole hog. Since 1999 Len has served as a Parish Councillor as well as a NHW coordinator.

His Parish duties gave him opportunity to support NHW from within the Council – something he did with relish. Three years ago the Association started to encourage the formation of local NHW groups, with the intent that they might provide support and encouragement within distinct geographical areas. Len was quick off the mark to take up the challenge. Despite being well into his eighties at the time he brought together all of the coordinators in Chestfield, for a meeting in the local pub, one very cold and snowy night in November 2013. His enthusiasm has kept the group going ever since, and indeed it has expanded by enrolment of new members found through the pages of the Parish Magazine – to which Len has been an avid contributor on matters of NHW through the years. As his 90th birthday approaches, and after 16 years as a Parish Councillor, Len has vacated his seat on the Council and passed on the group chairman’s baton to someone new. But he still expects to continue as a NHW coordinator. His drive, enthusiasm and achievements over his long association with NHW made him a very worthy candidate for the David Turner Award. The Award

was presented to Len by Patricia Turner, whose late husband, David, served as the Association’s first Chairman. The conference itself, which was attended by over 100 coordinators and guests, provided information and advice from three speakers; Police Inspector Sharon Adley; Andy Goodwin from Crimefighter Alarms Ltd and Association vice Chair Neal Fowler. Cut up your cardboard Canterbury City Council’s refuse trucks are struggling to effectively crush large pieces of cardboard and boxes. This takes up a lot of space and reduces the amount of waste the truck can hold - resulting in the crew either making two trips to the recycling site, or putting it in landfill. Canterbury City Council is asking you to make sure that individual pieces of cardboard are no larger than 60cm2 - about the length of your arm. These can then be bundled flat for collection. Every flower counts…

The new National Plant Monitoring Scheme (NPMS) just launched, is the first of its kind and asks for volunteers across the United Kingdom to visit a kilometre square local to them and record the plants they find there in several different plots. The scheme will enable scientists to explore how plants in different habitats are responding to changes in the environment. You may like to be involved in this government backed scheme which is being delivered by a partnership comprising Botanical Society of Britain and Ireland; Centre for Ecology; Joint Nature Conservation Committee and Plantlife.

All volunteers registering for a square on www.npms.org.uk will receive a survey pack (survey guidance; species list; species guidebook)

All volunteers will be able to access telephone and email support provided by the volunteer coordinator

The following is edited from an article in The Mail on Sunday 25th January

2015: Police have told motorists to change the home address stored on their satnavs to their local police station because car thieves have been

using the devices to find their victims’ houses. Criminals, who spot an expensive car on the street, break into it and use a gadget to hack into its

computer system and clone an electronic key. They then check the home address stored on the vehicle’s satnav computer map system so they can

steal the car from there, where they are less likely to be spotted by CCTV

cameras or eyewitnesses. People store their home address in satnavs to use a ‘guide me home’ option on the gadgets. Ian Dowse, a strategic crime

reduction officer at Hertfordshire police, said, ‘Just put your home address in as the postcode of the police station. Everybody knows where they live.’

Motorists are also urged not to leave their keys with valets or car-wash

attendants, as they can clone them in seconds and again use information stored on satnavs to discover where the vehicle will be kept at night.

Drivers are also told to put lockable devices over the ‘onboard diagnostics port’ usually found in the front footwell of modern cars.”

Letters to the council

Has the seagull saga run its course? Anyone living within a couple of miles from the sea and not expecting to see numerous Gulls, are not in touch with the real world. When people feed birds they don’t know which birds are going to come into their garden, to take the food, as it is impossible to exclude Gulls. As far as vermin is concerned the main ones are the Squirrels, which cause little or no problem. Residents who feed the birds are not antisocial, they just get great pleasure from watching nature at work. So this saga will not be resolved as the two schools of thought are diametrically opposite. Nature will continue no matter what is said or done. Of course, the word bungalow derives from the Hindi bangla but any discussion of it reminds me of an uncle of mine who always quoted from the Q and A manual for bungalow enthusiasts: How do you build a bungalow? What to do in an Emergency

Summer Heatwaves When the temperature is high During long periods of hot weather, people and animals are at risk from the effects of high temperatures. Here are some of the ways to reduce the risk:

Apply high-factor sun-screen regularly during the day

Try to keep your house col. Closing the blinds and curtains can help

Keep your bedrooms well ventilated

Take cool (not cold) showers or baths or sprinkle yourself with water throughout the day

Wear lightweight, loose, light-coloured clothing and a wide-brimmed hat

Drink plenty of cold fluids, but not alcohol or caffeine, which dehydrate the body

If you’re driving, keep your vehicle ventilated to avoid drowsiness

Take regular breaks and keep plenty of water in the vehicle

Try to avoid going out during the hottest part of the day (11am to 3pm)

Avoid being in the sun for long periods

Check on elderly neighbours daily. The elderly and very young are most at risk

Avoid excessive physical activity (it can cause heat stroke or heat exhaustion)

Restrict physical activity to the cooler periods at the start and end of the day

Make sure that babies, children, elderly and animals are not left alone in stationary cars

Be alert and call the health services if someone is unwell or further help is needed
