    2. UAE source of human capital requirement for Palm JumeirahDescriptionThe Palm Jumeirah is in the shape of a palm tree. It consists of a trunk, a crown with 17 fronds,

and a surrounding crescent island that forms an 11 kilometre-long breakwater. The island is 5kilometres by 5 kilometres and its total area is larger than 800 football pitches[1]. The crown isconnected to the mainland by a 300-metre bridge and the crescent is connected to the top of the

palm by a subsea tunnel[1]. Over the next few years, as the tourism phases develop, The Palm

Jumeirah is touted as soon to be one of the worlds premier resorts. The Palm Island is the self-declared 'Eighth Wonder of the World'. The island will double the length of the Dubai coastline.

ConstructionConstruction began on the Palm Jumeirah island in June 2001 and the developers announced

handover of the first residential units in 2006[1]. The island has been created using 94 millioncubic metres of sand and 7 million tons of rock. The Palm Jumeirah was created by pouringsand fill onto the 10.5 metre-deep seabed using dredgers. Above sea level, 3 metres of the

reclamation were achieved by a dredging technique known as "rainbowing," in which the sandfill was sprayed over the surface of the rising island. Calcareous sand was used for thereclamation. The island includes a curved breakwater using natural rock, intended to

encourage the creation of a natural reef and provide habitats for sea life. The land form was

reclaimed by the Dutch company Van Oord, who are world experts in land reclamation. Totalcost reached US$12.3 billion and maintaining the island is a costly expenditure[citationneeded]. Approximately 40,000 workers, mostly from South Asia, have been involved in the

    construction of the island.

In early October 2007, the Palm Jumeirah had already become the world's largest man-made island.[4] Also at this time, 75% of the properties were ready to hand over, with 500

families already residing on the island.[4] By the end of 2009, 28 hotels will be open on the

    Crescent.[4]

ControversyThe complexities of the construction have been blamed, in part, for the extended delays to

the completion of the project, the date of which has been pushed back multiple times and is nownearly two years late. Further controversy was engendered when it was revealed that after

launching the project, Nakheel increased the number of residential units on the island (with a

concomitant reduction in the amount of physical space between individual properties) from theoriginally-announced 4500 (comprised of 2000 villas and 2500 apartments) to an estimated8000 without recompense to those investors who had purchased early in the expectation of

greater separation between properties.[6] This increase was attributed to Nakheel

miscalculating the actual cost of construction and requiring the raising of additional capital, although, as with any issue related to the Palm that is not wholly positive in tone, Nakheel has

never commented publicly on the matter.

    3. Issues On Palm JumeirahResidents plagued by problems due to maintenance issues

Confusion over maintenance has left villa residents at The Palm Jumeirah enduring waterproblems and issues over stinking sewage, XPRESS has learnt.

A tenant said a foul odour due to non-maintenance of the drainage system lingered forthree weeks from early September as service calls were tossed between two outfitsNakheelAsset Management and Design (Namad), the maintenance arm of The Palm developerNakheel, and Imdaad, a new maintenance company.

There was a bad smell,'' said a tenant's representative. Finally, they said sorry, we can't doanything because it's outside the house' and they are only concerned with internal' work

inside the villa. Imdaad told us to call Nakheel. When I phoned Nakheel, they pointed us backto Imdaad.''

In three other cases, residents said neither Namad nor Imdaad helped them solve waterpump breakdowns inside the villas which caused the taps and toilet flushes to run dry.

No help forthcomingOne tenant was told that the pump needed repairs and could not be replaced as they were

under warranty. Machinery can fail any time fair enough,'' he said. But they have beendilly-dallying for a long time, that's the issue.''

They are just some of a handful of Palm Jumeirah residents forced to pick up the tab for

blocked sewer pipes and broken in-house water systems, emergencies they thought werecovered by the Dh25,000-per-villa annual maintenance fees.

Nakheel says that depending on the problem, most emergency repairs that occur in homesin which the two-year homebuilder warranty has expired are the responsibility of villaowners.

Maintenance fees paid on The Palm are generally payable for the upkeep of thecommunity and its common areas such as roads, infrastructure and landscapingnot forrepairs in homes.

If a resident has a repair issue that falls under the Defects Liability Period' stated intheir contract. They should contact Namad for a repair,'' a Nakheel spokesperson toldXPRESS.

In all other cases, the resident should arrange for repairs by a provider of their choice oralternatively contact 800-NAMAD to be transferred to Nakheel's preferred service

    provider.''

Outsourcing serviceThe spokesman said Nakheel had outsourced most of its non-warranty maintenance duties

in May to Dubai World's Imdaad which, according to Imdaad's website, is a spin-off of DubaiWorld's former companies. Imdaad couldn't be reached for comment.

The spokesperson said: Imdaad Environment is appointed by Nakheel FacilitiesManagement to provide waste management and cleaning services for master communityareas on Palm.'' Imdaad Operations offers a Premium Services Programme a preventativemaintenance programme which may cover areas such as pool maintenance or A/C filtercleaning. It does not cover repairs due to negligence by the villa resident or emergency-relatedworks''.
