HISTORY OF THE COLLEGEIntroduction
Situated in the heart of Chennai city, Presidency Collegeoverlooks the expansive ever sparkling waters of the Bay ofBengal. Disseminating education of excellence, PresidencyCollege took an academic shape in the hands of the renownedProfessor of Mathematics, Eyre Burton Powell in the year 1840.Proud of having produced numerous stalwarts in all walks of life,the College has celebrated many milestones: Silver Jubilee,Golden Jubilee, Platinum Jubilee, Post Centenary Golden Jubileeand Quartosept Centennial year. Presently with PrincipalDr. R.Ravanan, the College has seen forty-nine principals, whotogether upheld their commitment to education and bolstered theinstitution forward.
The Origin and Growth
It had taken decades for the College to take shape. At thebehest of Sir Thomas Munro, a Committee of Public Instructionwas formed in 1826. In 1836, the duties of the Committee ofPublic Instruction were taken over by “The Committee of NativeEducation.” The plan drawn up by the Committee did notcommend itself to Lord Elphinstone who in turn proposed nineteenresolutions which were passed unanimously. The gist of theresolutions was as follows:
“That it is expedient that a Central Collegiate Institution orUniversity should be established at Madras”
“The Madras University to consist of two principaldepartments, a College for the Higher Branches of Literature,Philosophy, and Science, and a High School for the Cultivationof English Literature and of the vernacular languages of India andthe e!ementary departments of Philosophy and Science”

Government Approval
The proposals or the “fundamental rules” of LordElphinstone received the approval and consent of the councilmembers and subsequently in January 1840 the governmentendorse the plan.
TThe First Meeting of the Governing Body
The Governing body of the University was formed within amonth and the first meet was held on the 8th of February, 1840.The board requested Mount Stuart Elphinstone to decide on asuitable candidate for the Headmaster’s position.
The First Principal
Mount Stuart’s Elphinstone’s choice fell on Eyre BurtonPowell, a Cambridge scholar in Mathematics. The latter acceptedthe offer and reached Mumbai on 24th September, 1840. However,he landed in Chennai only around 24th November 1840, after atwo month long journey. Cooper from Hoogly College was invitedto tide over things till such time on a temporary remuneration ofRs.400 a month.
Birth of Presidency College as a preparatory school
On Cooper’s arrival in Chennai, along with his staff heopened the preparatory school in a rented building calledEdinburgh Home at Egmore on 15th of October, 1840. Thiseventually grew into the Presidency College of the day. Cooperafter a few months on April 1841 returned to Calcutta. Soon after,the school was shifted to Popham’s Broadway in the same year.
The High SchoolThe High School was inaugurated on the 4th of April at
Egmore in the building currently occupied by the PresidencyMagistrate Court located on Pantheon Road. Ten years rolled bysince the inception of the Department of Higher Education whenan elementary school was founded.
Department of Collegiate Education
On the 22nd of April, 1852 the then Governor, Sir HenryPottinger, constituted a University Board chaired by a President

and comprising sixteen members. The institution entered itssecond epoch in 1853 with a complete overhauling of classes.High School classes and primary school received separateidentities and a collegiate department was born which later in1855 was transferred to the new department of Public Instruction.It was here that the institution gained its current name PresidencyCollege. At one point Presidency College even offered lawprogramme.
The University of Madras
The third milestone in the history of Presidency Collegewas in the year 1857 when the present University of Madras cameinto existence. Thereafter the College has provided programmesas laid down by the University. It is with pride that weacknowledge Presidency College as the fore runner of allacademia in Chennai.
The Infra-structure
The President and then Governor called for designs andeven offered a cash reward for the best designed building. October1867 His Excellency Lord Napier laid the foundation stoneoverlooking the long Marina coast. The College was built in threeyears and on 25th March, 1870, His Royal Highness, the Dukeof Edinburgh, formally declared the col lege open.
Lower Classes
Lower classes were slowly phased out from 1856 onwardswith (elementary school) (High school) in 1884 and ( Law) in1891
Courses offered
Presidency College offered at the undergraduate levelHonours in English, Sanskrit, Botany, Chemistry, Mathematics,Zoology and History way back in 1911. The College went aheadto offer Postgraduate programs and will always be remembered inhistory as the pioneering college to offer these courses in thefield of arts.

The Sciences BlocksSubsequently a Science block emerged and sciences were
shifted to this new block and improved science courses withHonours were being offered at Presidency College.
Golden Jubilee CelebrationsPresidency College observed its Golden Jubilee with
Principal Dr. Dav id Duncan at the helm. Fifty years ofachievements were recorded in the calendar in 1891. It is a recordof the rich legacy that the college enjoyed.
Centenary CelebrationsLord Erskine, the then Governor of Madras, inaugurated the
celebrations on 3rd February, 1940. To commemorate the journeya centenary dome inclusive of a Fyson clock with a volublemusical bell heard all over Tiruvallikeni was fixed during thisperiod.
The desire to strengthen postgraduate and researchprogrammes resulted in the scrapping off the intermediate andHonours programmes in 1948 and 1958 respectively. TodayPresidency College provides facilities for research in many adepartment. In 1974-75 a job oriented course in CorporateSecretaryship was offered. 1976-77 saw the introduction ofM.Com course. In the year 1991-92, MCA programme wasinitiated. A vocational subject in B.Sc. Physics was introduced in1997-98 followed by B.A. Economics and M.Sc. AppliedMicrobiology in 1999-2000.
Post-Centenary Golden Jubilee Celebrations
The Post-Centenary Golden Jubilee was observed on 5thApril, 1991 with the Governor of Tamil nadu, His Excellency, ThiruBishma Narayan Singh laying the foundation stone for thecommemoration building. This edifice today houses thedepartments of Mathematics and Computer Science.
A pioneer in the world of academia, currently PresidencyCollege of fers twenty postgraduate courses and twentyundergraduate courses through twenty-four departments. Almostall departments cater to research aspirants.

Quartoseptcentennial YearIn 2014-15 Presidency College with pride had fulfilled 175
years of service in the field of education and in this connectionHis Excellency Bharat Ratna late Dr. A.P.J. Abdul Kalam, FormerPresident of India, took part in an event on the campus on the21st of June, 2014.
Consequently under the stewardship of Principal Dr.Pramananda Perumal, the 175th year quartosept centennialcelebrations were flagged off on 9th April, 2015 in the presenceof special guests Thiru P. Palaniappan, Honourable Minister forHigher Education, Government of Tamilnadu , and Dr. M.Devadoss, Director of Collegiate Education, Chennai.
AutonomyPresidency College gained autonomy in the year 1987
paving way for substantial curricular and examination reforms torender education meaningful. Continuous assessment ofperformance both during and end of each semester became thebasis for the award of degrees. The focus was on greater student-teacher interaction, sustained reviews and frequent revisions tospear head academic progress. The award of degrees however,fell under the purview of the University of Madras. The Parent-Teacher Association is vibrant and an effective cell for students’welfare.
College AssemblyStudents, staff both teaching and non-teaching assemble
every Monday in the first hour. The Assembly has been in practicesince 2015, and is presided by the Principal. Staff and students’achievements are declared and as an encouragement to youngminds a quiz programme follows. Prizes are handed out tostudents with correct answers. Important instructions are broughtto student’s notice in this weekly assemblage.
Bridge CourseTo orient young scholars with the ever-changing demands of
the job market, a bridge course is conducted for every new batchbefore the commencement of their programme imparting life skillsand communication skills for a span of five days.

NAAC AccreditationIn the year 1998 Presidency College was accredited by the
National Assessment and Accreditation Council with four starswhich was revived in March 2005 with a score between 85%-90%and thus awarded with “A” grade.
State AwardPresidency college was placed among the first f ive
positions in the Arts and Science category and receivedappreciation from the Honourable Chief Minister of Tamil nadu on18th September, 2008.
A Medicinal Garden
In 1988 a medicinal garden of rare plant species wascreated and made available to researchers and the general public.
National Bio Informatics Facility
A national Bio-Informatics Centre was established at theP.G. and Research Department of Microbiology to offer freeaccess to internet and software on Bio Informatics to aspiringscholars.
Shift System
Shift System began for the courses such as B. Com. (CS)(English Medium), B.A. Economics (Tamil Medium) and B.A.History (Tamil Medium) from the academic year 2006-07. In theyear 2007-08 B.Sc., Maths (English Medium and Tamil Medium)were added to the shift system. Classes in the second shift areheld from 1.30 p.m. to 5.30p.m.
Courses for the Hearing Impaired
Since the academic year 2007-08, the college has beenoffering B.Com (General) and B.C.A. courses under shift IIsystem for hearing impaired candidates with the sustainedsupport of the Department of Social Welfare, Government of Tamilnadu.

Department of Geology Celebrates Quasquiecentennial(125th) Year
Geology as a discipline was introduced in 1886. On May29th, 2013 the department celebrated its 125th year with Dr. S.V.Govindarajan, Joint Director, Finance as the chief guest.
175th Year Quadriseptcetennial Celebration
The 175th Year Quadriseptcetennial Celebration wasobserved in the academic year 2014-15 by Bharat Ratna Dr.A.P.J. Abdul Kalam, Former President Of India graced theoccasion and a program titled “:’ Lets meet and Lets think”look off an inspiring notes.
In Continuation of the celebration, 9th April 2015, theHon’ble Higher Education Minister P. Palaniappan, andHigher Education Secretary Selvi Apporva IAS, who wereinvited as the chief Guest for the day.
On 18th April 2017, the Principal Dr. T. PramananadaPerumal welcomed the gathering graced by the TamilnaduChief Minister Hon’ble Edapadi K. Palanisami. The Hon’bleChief Minister further said the store to mark the CentenialCelebrations at the entrance of the college. On this occasion,Minister of fisheries and Finance Thiru D. Jeyakumar andhon’ble Higher Education Minister Thiru Anbalagan , andHigher Education Chief Secretary Thiru Sunil PaliwalParticipated in the Closing ceremony.

2. A PROUD HERITAGE1. Presidency College is the first college started during the
British regime in South India.
2. Presidency College is the only Government College thatwas established (1840) before the emergence of Universityof Madras (1857).
3. Dr.U.Ve. Saminatha Iyer who published many Ancient Tamilbooks from palm leaves also worked in this College.
4. Dr. S. Radha Krishnan who was the second President ofIndia served in the Presidency College.
5. This college has the distinction of having produced twoNobel Laureates - Sir C.V. Raman, Dr. S. Chandrasekaran andone Abel Laureate Prof. Srinivasa Vardhan.
6. Our College has the pride of Sahitya Academy Award winnerprof. kavingnar M. Metha.
7. Presidency College has produced more than 300 Ph.D.’sin different faculties during the last three years.
8. Presidency College has got 225 Doctorate degree holdersamong the staff of the College.
9. Successive holder of Top 10 ranks in the “INDIA TODAY”ranking for the past five years.
10. This prestigious college has been accredited by NAACwith four stars and reaccredited with “A” grade in 2005.
11. Research Projects worth more than SIX crores are beingcarried out by the faculties of various departments ofPresidency College.
12. Our College conducts a ten month Computer TrainingProgramme for Visually Impaired Graduates.
13. This is the only Government College offering BCA andB.Com (General) exclusively for Hearing Impaired Students.
14. The College was ranked first among the Arts and ScienceColleges in Tamilnadu for the year 2007-2008.
15. During the Academic Year 2015-16 Starting of new PGCourse Master of Social Work (MSW) and Course ofB.Com., General.

16. In the event of the 175th year celebrations, PresidencyCollege spent around fourty lakhs for a face lift with a newarch for its College entrance.
17. in 2018 the Presidency College library became the proudmember of the National Library and information service,Gujarat.
18. For the academic year 2017-18, Presidency College wasdeclared second at All India level and the fifth besteducational at the national level according to the surveycarried by National Institute of Ranking Framework.
19. In the academic year 2017-18, our Hon’ble Chief MinisterEdapadi K. Palanisamy allotted Ten crore for a newVictoria Hostel for boys and currently the building is underconstruction.

Tamil Medium Stipend
Students opting for Tamil Medium are given a stipend ofRs.400 per annum by the Government of Tamilnadu.
Instructions for Fee remittance
The fee for the semester or the first instalment thereof ispayable not later than the tenth working day of each term.
If a student fails to pay the fees on the day fixed forpayment he/she will have to pay a fine of one rupee per day andthe fees is not paid within the end of the month will indicate theremoved of the student’s name from the rolls. If readmitted he/she must in addition to the fees and fine should pay areadmission fee of Rs. 5.
Full fee concession holders should pay the special feesand laboratory fees within the stipulated time. Students failing topay the special fees and laboratory fees on the due dates will not

be given attendance from the date from which their names areremoved from the rolls.
9. RULES GOVERNING ADMISSIONAND WITHDRAWAL
1. Candidates for admission in the first Year of three Yeardegree courses must furnish the evidence that they havepassed the qualifying examination. A candidate seekingadmission to the college, who was previously enrolled inother affiliated college will not be admitted unless he/sheproduces a transfer certificate from the college where he/she last studied. The following details should be submittedand finished.
(a) The name of the Student in full.
(b) The date of birth as entered in the admission register.
(c) The date of the students admission into the institution andthe date of his/her exit.
(d) The year in which the student studied at the time of exit.
(e) The program enrolled by the student as per the rolls.
(f) If annual promotion has taken place and whether he/shewas qualified for promotion to the higher classes andwhether qualified fit for promotion.
(g) That he/she has paid all the fees or other money due tothe institution for the last semester attended.
Students who are found to have obtained admission by thestudent from previously entrolled, false representations will besummarily dismissed with forfeiture of all fees revitted.
Students are not admitted at the beginning of the first termof their degree courses.
2. No Student will be enrolled or permitted to attend theclasses until the fees due has been paid. A student will not beenrolled or admitted after the beginning of a term until all the feesfor the said term is revitted in he/she joined at the beginning ofthe term.
3. A student appliy for Transfer Certificate and ConductCertificate within a period of one year after complete the coursein the college will be granted the certificate free of cost. A lapse

of one year from the date of learning the college will attract apenal fee of Rs. 3 for each certificate.
Students who apply for a duplicate copy of the TransferCertificate or the Conduct Certificate within a period of one yearafter completion of course in the college will have to pay a feeof Re.1. If he/ she applies after a year, a penal fee of Rs.3 inaddition to Re. 1 for a duplicate copy, will be change.
A student leave the college at the end of an academicyear is entittled to receive the attendance certificate if anapplication for the same is applies for it being entitled to it.
10. EXAMINATIONSDetails of the examination to be held in the course of the
year will be notified by the respective departments.It is mandatoryon the part of all students on the rolls of the college to appearfor the examinations. The absence of students from theexaminations without proper reason will be seriously dealt with.Promotion to higher classes will be decided by the CollegeCouncil on the basis of the results prouced in the CollegeExaminations. The decision of the Council in this regard will befinal.
It is compulsory for first year students to pay the firstsemester exam fees and register themselves by submittingexamination application form together with the fees paid challanwithin the prescribed date, failing which their names will bedeleted from the college roll list and would have to discontinuewith their studies.
1. Components of Evaluation
The Semester End Examinations and ContinuousAssessment carryies 75 percent and 25 percent respectivelywith a total of 100 marks for each paper to form the basis ofgraduations in each course for the award of the degree.
2. Semester-end Examination :
Semester Examinations are conducted in the followingmanner.
(i) B.A., B.Sc., B.Com., and B.C.A., degree examinationswill be held in the months of November and April

(ii) M.A., M.Sc., M.Com., M.S.W. and M.C.A., degreeexaminations will be held in November and April
(iii) All the scripts of UG, PG & M.Phil.,courses are evaluatedby external examiners as per single valuation system
(iv) Examination fees once paid will not be refunded oradjusted under any circumstances
(v) students are required to know the ContinuousAssessment (CIA) marks affix their signature against theirnames of each subject before the last working day of thesemester.
Grading System
Grading will be as prescribed by each department ingeneral accordance with the University practice.
A candidate should secure not less than 40 percent at thesemester end examinations in each subject has end and onoverall forty present marks in a subject above to be declaredpassed examination in that subject. There is no passing minimumfor internal assessment tests.
Passing minimum for B.A., / B.Sc.,/B.Com., /B.C.A.,
A candidate should secure a minimum of 40% at the endsemester examinations in each subject and must
obtain an overall of 40% in the subject to be declared pass. However, there is no minimum for internal assessment tests.
Passing minimum for M.A., / M.Sc., /M.S.W., / M.Com., /M.C.A.,
A candidate should secure a minimum of 50% at the endsemester examinations in each subject and must
obtain an overall of 50% in a subject to be declared pass. However, there is no minimum for internal assessment tests.
A candidate who fails to secure the minimum 50% ofmarks shall be required to appear for the theory and practicalpapers (including viva-voce) only when such exams are called forby the college, within the said period of the programme, subjectto the permitted number of appearances.

iii.A candidate failing in the project work shall be requiredto resubmit the project work. A candidate who successfullycompletes the course and passes the examinations prescribedin all the subjects of the four semesters for M.A.,/M.Sc.,/M.S.W.,/ and M.Com., and 6 semesters for B.A.,/B.Sc.,/B.Com.,/B.C.A., and MCA shall be declared to have qualified for thedegree.
iv. Any appeal regarding the scores falls under the purviewof the Autonomous system and should be made within thirtydays from the date of publication of the results.
4. Number of Sittings
UG students who fail within their 3 years of study will beallowed to reappear in those papers upto 5 years (10 semesters)and after the 3 years of study. Failing which they will have toappear for all the exams (irrespective of whether already passedor absent) under the new existing regulations to qualify for thedegree.
PG students who fail in their papers in the two years oftheir study will be allowed to reappear for those papers for thenext three years (6th semesters) and after three years of study(for MCA). Failing which they will have to appear for all theexams (irrespective of whether already passed or absent) underthe new existing regulations to qualify for the degree.
5. Attendance
College functions in line with the rules laid down by theUniversity of Madras. 75% attendance is required for eachsemester. Students wil l not be permitted to take theirexaminations if they fall short of minimum attendance. Separateattendance records are maintained for theory and practicalsessions.
6. Condonation Fee
A condonation fee of Rs. 250/- has to be paid towardsexaminations if a candidate has acquired between 65% -75% attendance.
If the candidate has an attendance percentage between 50% -65% then the candidate as to remit Rs. 250/- and take upthe exams only in the following semester.

Candidates with 50% and less than 50% attendance have torepeat the semester after completion of the course and willbe readmitted for that particular forgone semester.
7. M.Phil Degree Examinations:
Examinations for Paper I , PaperII, and Paper III will be held inthe month of March every year.
A candidate with ne arrear may be permitted to take up asupplementary exam. More than one arrear will require thecandidate to sit for the papers the following March.
Dissertation should be submitted after 31st August and before15th September of the following.
Viva-voce examination should jointly be conducted by thesupervisor and the external examiner on the submitteddissertation for the award of marks.
Candidates who do not clear Paper III will not be permitted tosubmit the dissertation.
Last date for submission of the dissertation may be allowedup to one month with the prescribed late fee.
If a candidate fails to register their admission neither will thecandidate be permitted to write their examinations norsubmit their dissertation.
8. Applying for Transprancy of Answer scripts
(i) A UG student can apply for the photocopy of the answerscript within SEVEN days of the publication of the results.
(ii) The student must submit an application to the office ofController of Examinations with a fee of Rs.100/- to receivethe photocopy of the answer script.
9. Re-totalling and Re-valuation of the answer scripts
(i) A student (UG and PG) can apply for retotalling of theanswer scripts within SEVEN days of the publication ofthe results with a fee of Rs.250/-
(ii) UG, PG and M.Phil. students are eligible to apply for re-valuation.
(iii) The student has to pay Rs.500/- as re-valuation fee foreach paper along with the application form available in the

office of the COE within TEN days from the date ofpublication of the results.
10. Immediate Supplementary Examinations:
Students who have failed in a single subject only in thefinal semester declared examinations at U.G. and P.G. or M.Phil.,courses are eligible to appear for this examination. Thesupplementary examination fee per subject for U.G, P.G andM.Phil courses are Rs.800/-, 850/- and 1100/- respectively.
11. Hall Tickets & Mobile Phones
Students are expected to carry their college identity cardsand hall tickets at the time of examinations. Not producing thehall ticket would attract a fine of Rs. 50/- towards the procurementof a duplicate hall ticket from the Controller of Exams office.Candidates without hall tickets will not be permitted to take theirexams. A duplicate hall ticket for all exams attracts a fine of Rs.100/- . Mobile phones are strictly prohibited inside examinationhalls. Students found to have mobile phones on their person willbe prevented from taking up the exam.
11. TUTORIAL SYSTEM Each student is assigned a tutor who would be their local
guardian and students are expected to meet their tutors forpersonal guidance. Attendance should be routed through thetutors, heads of the departments to the Principal. Tutors willclosely monitor the students with regard to the progress in theirstudies, regularity in attendance and behaviour inside and outsidethe campus. Stern action will be initiated by the Principal ifadverse remarks are brought to his notice.
12. CODE FOR DRESS AND CONDUCT1.Each student should maintain a clean and decent dress code.
2.Students are expected to greet their professors.
3.Students should rise to their feet on the entry of a staff.
4.Students are not to leave classrooms without permission andnot to exit before the Professor leaves.
5.Students should silently walk through the corridors whenclasses are in session and the movement is to be restricted

towards the beginning of an hour to reach their respectiveclassrooms.
6.Students should carry their identity cards and the same shouldbe produced to any member of the staff when asked for. themobile.
7.Students are strictly prohibited from smoking on the campus.
Students are to strictly abstain from communal politics.
8.Cell phones are not to be used during class hours and doingso will result in confiscation of the mobile.
9.The following punishments may be carried out according to thediscretion of the Principal:
10.Fine, Cancellation of attendance, withholding term certificate,suspension and expulsion.
13. ATTENDANCE AND ABSENCENo student will be allowed to go on leave without valid
reasons. Application must be submitted to the Head of theinstitution through the tutor and the head of the departmentconcerned. Unforeseen circumstances can have the studentproduce the leave letter on the day of joining. In case of prolongedsickness or a three day absence, the Principal may insist on amedical certificate.
Application for leave of a hostelite must be endorsed bythe warden.
Absence for a week shall have the name of the studentremoved from the rolls unless a valid reason for the delayed leaveletter is furnished.
Being absent for an hour is to forego the attendance forthe day.
Late arrivals must make their presence known to theconcerned professor and three such late entries will be enteredas half day leave.
The annual certificate of attendance will not be issuedunless a)The Principal is satisfied with the student's progressand conduct b) The student has attended three-fourths of theacademic year.

Attendance requirement for all kinds of scholarship holdersviz., residential and non-residential relating to pre and post-matricstudies awarded both by the Adi-Dravidar Tribal Welfare andBackward Class Departments are as follows:
Scholarship/ fee concession is subject to 75% attendance.
Failure to acquire 75% attendance would result incancellation of scholarship for the following year.
Students in the first year must provide proof for 75%attendance the previous year. In case the student is unable toproduce such proof the attendance of the current year is takeninto consideration.
Students in the final year should have had 75% attendancein the previous years and also possess 75% attendance at thetime of release of scholarship by the Principal in the final year.
Every student must compulsorily register themselves andremit the first semester exam fees, failing which their names willbe struck off from the rolls and will have to discontinue theirprogramme.
Students who fail to qualify in their examinations duringthe course of their study will be given a grace period of
REMARKS ON SEMESTER EXAM
It is compulsory for first year students to pay the firstsemester exam fees and register themselves, failing which theirnames will be deleted from the college roll and they would haveto discontinue their studies.
Students who fail to qualify themselves for the degreewithin the period of the course of study is gives a grace time toup five years (Ten semesters) for UG and three years (sixsemesters) for PG. After the expiry of the abovesaid grace periodstudents of all courses have to appear for all papers under thenew existing regulations to quality for the degree.
14. LIBRARY FACILITYThe library including the general and department libraries
contain more than one lakh volumes with about 3,000 volumesbeing added each year. A department is in charge of thedepartmental library and books are issued in compliance to thespecial rules framed by the respective department.

THE GENERAL LIBRARY
1. The general library is under the direct supervision of theprincipal.
2. The use of the library is open to all the members of thecollege.
3. Library is open on all working days from 8:25am to 1:30pm.
4. Books of reference can be consulted only on formalapplication. When returning these books students shallrecovers their consultation slips. last, the borrower be heldresponsible for the books.
5. Students of all classes may borrow books.
6. Periodicals stacked on the racks should on no account bemisplaced or misused.
7. Students using the library are prohibited from engaginginconversation or misbehaviours that disturbs distracts theattention of readers. Failure to observe discipline will leadto severe disciplinary action.
8. No person shall write on a book and, damage or anymarking on a book will attract punishment.
9. Readers shall be responsible for any damage or injuryeffected on the books or other property belonging to thelibrary and in such circumstances have to replace the bookor pay an equivalent value for the same.
10. Date labels and packets should not be tampered with.Serious notice will be taken in case of any violation of thisrule.
11. Each member is given as many number of cards as thenumber of volumes he is entitled to borrow from the libraryat a time. A book is lent to a member only in exchange forone of his cards which will be handed over to the memberon the return of the book. It is returned after the due date,the card will be handed over only after an overdue chargeis paid. Cards are not transferable.
12. Students changing programmes of class in the middle of aterm should immediately notify the Head librarian so thatsuch transfers may duly be recorded in the libraryregisters.

13. All library cards should be returned to the library bystudents leaving the college. A fee of Rs. 2 will be chargedfor a card lost and for the issue of a duplicate. The memberwill also be held responsible for the books borrowed on thecards.
14. No transfer certificate or conduct certificate will be issuedto a student until all the books and cards are returned andoutstanding dues are cleared.
15. A member who has lost a card shall submit a writtenreport of the same to the librarian.
16. A fortnight should lapse after the date of such notice for aduplicate to be issued. During the period, the membershould attempt to trace and recover the card and he/sheshould report at the end of the period.
RULES ON ISSUE OF BOOKS / PERIODICALS
17. Before leaving the counter the member should check if thebook lent to him is in good condition. If not he/she shouldimmediately bring the matter to the notice of the HeadLibrarian or the Assistants. Otherwise he/she will be heldresponsible li for the replacement of the book and be boundto pay the price or replace the borrowed book.
18. Dictionaries and reference books difficult to be replacedand will not be lent to the members.
19. Members are not allowed to sub-lend the books of thelibrary.
20. All the books on loan should be returned before theexpiration of a fortnight from the date of issue.
21. In the case of books with exceptional demand the periodof loan may be reduced to seven days.
22. The Head Librarian may recall any books at any time evenif the normal period of the loan has not expired.
23. If a book is not returned to the library on the due date, anoverdue charge of six paise per volume per working daywill be levied.
24. A book may be renewed for a further period of a fortnight:
(i) No other reader has applied for the book

(ii) Not more than three consecutive renewals wil l beentertained for the same book.
Note: The book should be produced before the HeadLibrarian for renewal
25. A member with overdues will not receve his cards or beable to borrow books or receive his certificates unless thedues or cleared.
26. Library staff will assist the readers in the selection ofmaterials.
27. Students can also borrow books from their departmentallibrary.

All the above Departmental Associations in the College shallbe governed by the following rules and regulations.
(a) Every department offering B.A/B.Sc./B.Com/M.A./M.Sc.,/M.S.W. M.C.A.,/M.Com. courses shall have aDepartmental Association. Al l the students of thedepartment undergoing the course conducted will be themembers of the Association and shall pay a prescribedannual subscription in the manner specified by theprincipal. Each Association will meet periodically todiscuss matters related to the departmental activities.
(b) The principal shall be the patron of all associations andeach association shall have the following office-bearers:

(ii) Vice President and Senior most staff member
Treasurer Next to Head of the Dept
(iii) Secretary A student of the M.A./M.Sc/M.Com./M.C.A Class
(iv) Joint-Secretary A student of the B.A./B.Sc./B.Com., Class.
In the case of the department not offering B.A./B.Sc./B.Com., there shall be no Joint-Secretary and in the case ofdepartment not offering M.A./M.Sc./M.Com.,/M.S.W./M .C.A., theSecretary shall be a student of B.A, B.Sc., B.Com., class andshall have no Joint-Secretary.
17.SPORTS ASSOCIATION1. The Association shall be called “The Presidency College
Athletic Association. The official year of the Associationfalls between the 1st May to 31st of May of the succeedingyear.
2. All members of the college are ipso facto members of theAssociation.
3. Every student-member of the college shall pay an annualsubscription of Rs.100/- in one stroke at thecommencement of the year.
4. The Association provides for the follows sports for theTable-Tennis, Badminton, Volley Ball, Basket Ball, FootBall, Hockey, Cricket and Athletics for Men and Table-Tennis, Badminton, Volley Ball, Basket Ball, Net Ball andAthletics for Women.
5. The affairs of the Association is managed by the AthleticCouncil consisting of a President, who shall be thePrincipal of the college, a secretary, who shall be thePhysical Director of the College and a member pickedamong the teaching members of staff.
6. The selection of teams and organization of competitionand participation of college teams will be discussed in thecaptain’s council, which will comprise all captains and theVice-Captains of various teams selected and appointed bythe Physical Director.

7. Members of the College can take part in any of theactivities provided by the Association without any additionalsubscription.
8. Funds of the Association shall consist of the Athleticsfees, and Government Grant. Tennis subscription and theMarketing and Rolling charges are collected from outsideclubs and institutions using the college grounds.
9. Allotments for the various items of expenditure shall bemade by the principal at the beginning of each year andexcess sanction needed if any will have to obtained fromhim as and when necessary.
A register for accounts shall be maintained both in thecollege office and the physical education department andthe expenses are scrutinised at the end of each month.
10. Annual competition in games and sports will be organizedand conducted every year and prizes will be awarded tothe winners and runners-up on the Sports Day which willbe combined with the College Day and conducted duringthe second week of February each year. Student membersare requested to make full use of the facilities provided andimprove their physical skills
18. ALUMINI ASSOCIATIONRULES AND REGULATIONS
1. Passed out students of the College shall be eligible tobecome members of the Association.
2. There are four classes of members.
(i) Patron members who pay an entrance subscription ofRs.1000 and become life members by paying Rs.10,000.
(ii) Ordinary members who pay an annual subscription ofRs.100. However, an ordinary member who has paid hisannual subscription for ten years automatically becomes alife member without further payment.
(iii) Honorary members as provided in Rule 4.
3. Past and present members of the College staff who are notold students of the college shall be eligible to becomehonorary parton members or honorary life members, or

ordinary members of the association on payment of theprescribed subscription. Honorary members shall enjoy allthe privileges of the association except voting power at theannual general meeting.
4. The association shall consist of:
a. All patrons and life members, ordinary members andhonorary patrons.
5. All affairs of the Association shall be managed by anExecutive Committee consisting of a President, three Vice-Presidents two Secretaries, one of whom shall be amember of the College Staff, a Treasurer and one othermember.
6. The Principal of the College shall be the ex-officio Treasurerof the Association.
7. The President and the Vice-President shall be patronmembers and atleast two other members of the committeeshall be elected from among the persons and life membersof the association
8. The members of the Executive Committee, shall be electedonce a year at the Annual General Meeting of theAssociation which shall be held during the term of theacademic year of the College. Interim vacancies on theExecutive Committee may be filled by the ExecutiveCommittee.
9. Executive Committee shall have power to withdraw fromthe general funds of the Association all the expenditurenecessary for carrying out the objective of the Associationand the Honorary Treasurer shall have the power to sanctionthe expenditure upto Rs.100 in any month withouttheprevious sanction of the Committee, but which is not toexceed Rs.500 for the year.
10. In addition to the annual General Meeting of theAssociation prescribed in Rule 9 extraordinary GeneralMeetings may be called on the written requisition of notless than ten members of the Association.
11. A meeting of the Association must be attended by aminimum of fifteen members Executive Committee shallconsist of four members.

12. The funds of the Association shall be invested in such abank or banks or in such authorised securities as theExecutive Committee thinks fit.
13. Annual audit of the accounts of the Association will becaried out by the auditor appointed by the ExecutiveCommittee. No member of the Executive Committee shallbe appointed as an auditor.
14. The Executive Committee shall have the power to framelaws in consistent with these rules. All the by-laws framedby the Executive Committee shall be placed before thenext annual General Meeting for approval
15. The official year of the Association ends in December.
16. At the Annual General Meeting the Honorary Secretarymust present the report on the activities of the Associationcaried out for the year and the Honorary Treasurer mustpresent the financial and audit reports.
STUDENTS’ CO-OPERATIVE STOREThe Presidency College Students’ co-operative store limited
was registered on 20th June, 1944. Students and Staff areshareholders of the store. The sole objective of the store is tosupply the needs of the students with regard to stationery, inparticular laboratory record books. The sales are now carried onin a separate room during the recess and after class hours in theevenings.
CENTRAL BANK EXTENSION COUNTERTriplicane Branch of the Central Bank of India has opened
an extension counter in the College for the benefit of the staffand students of the college. It is located on the ground floor ofthe main building.
The Workings Hours : 11.30 p.m. to 1.30 p.m. (WeekDays) Saturdays and Sundays are Holidays.
RAILWAY CONCESSIONStudents can avail the railway concessions facility for their
academic activities. They should apply for season / concessioncertificate in the prescribed form atleast 10 days in advance.Railway concession certificate are also issued to students duringthe end semester and summer holidays.

9. Local Inspector of Police (as a Special Invitee)A complaint box known as block box, is fixed in front of
the Principal’s office. The box will be opened at the end of theday and any representation or complaint received will be takenup for discussion with the above committee members dependingon the severity of the problem. If the committee feels that thecomplaint is casual, proper enquiry will be held to sort out theissues amicably. TC will be issued immediately for seriouscomplaint and Police action will be initiated under the TamilnaduProhibition of Ragging Act of 1997.
SCHOLARSHIPS AND AWARDSA certain number of scholarships are awarded for the B.A.,
B.Sc., B.Com., M.A., M.Sc., M.Com., M.C.A. programmes bythe College Council on grounds of merit to the students who arein need of financial help.
The amount of each scholarship is ordinarily limited to theamount of fee due from the scholar or half of it.
The number of college scholarships at any time is limitedto four percent of the strength of the college.
The scholarships are awarded in the first instance for ayear and ordinarily lasts till the end of the course. They may bewithdrawn at the discretion of the principal.

Government Scholarships
Every year a few scholarships are awarded by theGovernment to deserving students of junior classes which areordinarily continued to the senior classes. The value of thescholarships is Rs.20 and Rs.24 per month, for nine months ina year.
Scholarship under the Excess Fees Income Scheme
A certain number of scholarships of value equal to half ofthe amount of college fees are awarded annually on grounds ofmerit and poverty. These scholarships will not be awarded tostudents who are in receipt of any other concession orscholarship.

Chennai - 600 006.)I. National Merit Scholarship - Government of India Scheme
A fixed number of national scholarships are sanctioned tostudents belonging to this state who are pursuing their studiesin 11th, 12th, degree and professional Colleges. The selection ofcandidates is based on S.S.L.C. 12th and U.G. results. The listof students are obtained based on the merit from the examiningbodies. Students who satisfy the merit test, are awardedscholarships every month and those who do not satisfy are paida prize amount of Rs.100 and a Merit Certificate, provided theyare not in receipt of any other scholarship. Their annual incomeshould not exceed Rs.25,000.
II. State Government Scholarships to Children of SchoolTeachers:
Children of school teachers are awarded Scholarshipsprovided their parental income does not exceed Rs.12,000 perannum. Standard Applications are inv ited through DailyNewspapers and the applications received are consolidated anda Merit list is drawn up.
IV. Freedom Fighters Scholarships
Students whose parents participated in the emancipationof India and had undergone three months imprisonment are

eligible for the award of this scholarship scheme besides feeconcessions for their studies in colleges and professional coursesof studies.
V. Children of Defence Service Personnel
Children or dependants of service personnel and ex-servicemen are awarded scholarships and fee concessionssubject to certain terms and conditions.
VI. The Children of Repatriates from Sri Lanka:
Children of Repatriates from Sri Lanka studying in collegesare awarded scholarships and fee concessions subject to certainterms and conditions
VII. The Children of Repatriates from BurmaChildren of Repatriates from Burma studying in colleges
are awarded scholarships and fee concessions subject to certainterms and conditions.
VIII. National Loan Scholarship
This is a merit-cum-means based scholarship. The parentalincome should not exceed Rs.12,000 per annum. Applicationsare invited every year by notifications in leading dailies.
IX. Ad hoc Merit Grant Scheme
An amount of Rs.300 is sanctioned to students belongingto S.C./ S.T. and onrolled converted christians studying in thefirst degree course after passing Higher Secondary Examinationin the first attempt securing not less than 60% of aggregatemarks. There is no income limit are further renewals in thiscategory.
