Festival Fun for Thousands

The sun shone, the crowds came and this year’s Chatteris Midsummer Festival was widely acknowledged as one of the best ever. A record number of people attended Saturday’s event which began with hundreds of children taking part in the parade, colourfully dressed to reflect the theme of #Throwback: 100 Years of Music and Fashion. Later that day the crowds were able to cheer along their favourite characters in the wrestling show, enjoy excellent music from local musicians and singers in the marquee, enjoy attractions in the arena (including sports for children), browse among the stalls and watch as the youngsters enjoyed inflatables fun and fairground rides. Many people stayed on into the evening to enjoy the Party in the Park and hundreds more joined them so the field was a mass of picnic blankets with everyone enjoying the first really warm evening of the summer and the opportunity to experience live music and a DJ set, not to mention a lights show and the foam cannon.

On the Sunday there was plenty to keep visitors happy once again with horse and dog shows, cream teas and a tug of war competition which attracted all ages from those who could barely walk to those who should know better! The Festival also included a pamper evening and variety show which both proved to be popular. Once again the Town Council passes on very grateful thanks to all the volunteers who put in many, many hours of work planning this year’s event and helping over the weekend and Fenland District Council officers who helped the Town Council to fund and organise the event.

Asset of Community Value

Chatteris Town Council supported the application to make the Empress Pool an Asset of Community Value on the understanding there would be no legal or financial implications for the Town Council. The Council was initially concerned about supporting the nomination but after receiving assurances that there would be no legal or financial implications if the Council was to support the application (and the Council would have no liability for knowing the building was in a poor condition) and receiving many emails and letters from members of the public asking the Town Council to support the bid, Councillors agreed to support the application. Fenland District Council’s Portfolio Holder then determined that the Empress Swimming Pool should be listed as an

Asset of Community Value.

The Friday Group, Salem Court, Chatteris - for people with early dementia and their carers

Our group is run entirely by volunteers who all have experience of dealing with people with dementia. We aim to provide support for sufferers of low to medium dementia and their carers in a loving, respectful and happy environment.

We are a very friendly group and meet every Friday from 10.00am to 3.00pm at Salem Court. A range of interesting, stimulating activities and entertainments take place and we have a two-course lunch all for just £6.50 for the day. We try to have two trips during the year. Carers can stay with the group or leave their loved ones in our care for a few hours and have some ‘me time’.

Introductions are made by the care agencies but you can just turn up or give us a call. Your first day is free! We would also love to hear from you if you can spare a few hours to help. It doesn't have to be every week!

Chatteris Town Council

Chatteris Town - Annual Report (Year to 15th March 2019)

It has been a year of mixed fortunes for the Town Council with some projects making great strides while others seem to have

been thwarted at every turn.

On the plus side the Council is very proud of the progress at the Little Acre Fen Pocket Park with the area almost completed -

just the pond to create and the bund/hill to complete. The Council is also very heartened by the way the community has taken the

project to heart. A Friends of Little Acre Pocket Park group is in the process of being formed following a very successful family

planting day when hedging and dozens of donated trees were installed by willing volunteers.

Councillors have been working with consultants, business representatives and students on Growing Fenland – Chatteris, an

exciting project to create a masterplan for growth for the town. The plan will be used to bid for funding so the vision for the

future of the town can become a reality.

The youth club, funded by the Council, is becoming more and more successful thanks to new leader Joe Papworth.

The opening of the first Jack’s store in the country was welcomed and councillors are now pushing for more development on the

site.

On the negative side a 20 point letter to Barclays on why they should not close their Chatteris branch and how they could

mitigate the effects of the closure fell on deaf ears and the last bank in Chatteris will close in May.

Added to this is frustration that continued attempts to obtain a crossing in Wenny Road for the safety of children at Cromwell

Community College have been unsuccessful despite the plans to convert the school to the first 4 to 18 years school in the county.

The fight will, however, continue.

During the year the Council also:

Agreed to fund new Traffic Regulation Orders for parking and no parking areas in Huntingdon Road.

Funded new litter bins.

Agreed to launch a Green Dog Walkers scheme

Launched a shuttle bus service to Ely using the money given to FACT by the developers of the Tesco site.

Unfortunately the service was not well used but new services will shortly be operating.

Helped persuade FDC to allow Lloyds mobile bank to use Furrowfields Car Park.

Drew the MP’s attention to a lack of investment in Chatteris, a lack of development and poor promotion of the town.

Helped to organise another very successful Midsummer Festival despite record temperatures.

New features included a pamper evening and a foam canon.

Requested an appraisal of the Chatteris conservation area.

Improved security at the museum and council chambers to enable the museum to secure long term loans from the

British Museum.

Raised grave concerns about the impact on the A142 from future plans for sand and gravel extraction.

Agreed, if required, to help fund the Bikeability scheme.

Launched a new Town Council Facebook page.

Gave out grants totalling almost £3,000 to smaller organisations in the town whilst also supporting larger organisations

such as the Christmas Lights, the King Edward Centre, In Bloom and the Museum.

Organised and funded the ever popular Summer Fun shows in August.

Marked the end of World War I by joining the national commemorations “Battles Over” and lighting the beacon.

Agreed to join with neighbouring parishes in the push for better bus services.

Asked the police to look into problems with ASB by motorcyclists and parking issues.

Made recommendations on disabled parking bay applications.

The Mayor and Clerk met with County Officers to discuss a new transport strategy for Fenland.

Supported FDC’s suggestions for improvements to Furrowfields Car Park to cut down on ASB driving.

Received regular updates from Fenland District Council.

Helped to fund two reading schemes.

Supported the creation of new Footpath 32.

Complained about overgrown footpaths and open spaces.

Councillors attended planning training, a local councils’ conference and a meeting to discuss

The Council

Cllr Bill Haggata was re-elected Mayor for a third term in May 2018 and represented the Council at all the events in Chatteris he

was invited to attend. He also attended many events outside the town not to mention many meetings about the future of

Chatteris. Cllr James Carney was re-elected Deputy Mayor for a third term and supported the Mayor.

To date this year there have been 11 meetings of the full council plus an extra ordinary meeting and shown below is the number

of meetings Councillors attended. Several members also attended monthly meetings of the planning and leisure working groups

and councillors represented the Council on numerous outside bodies.

A Hay 10 W Haggata 12 I Taylor 8

As a result of non-attendance Cllr J Burrow was disqualified from the Council but his position was not filled as there was less

than six months until the elections.

Planning: The Council’s planning working group and the Council made recommendations to

Fenland District Council and Cambridgeshire County Council on 78 new and revised

planning applications (a reduction on previous years).

Leisure: The leisure working group has been very busy with the Little Acre Fen Pocket Park project, implementing suggestions

raised in the town/community plan, planning the annual town meeting, the community bus project and the Church meadow

project. Up until his retirement they also communicated regularly with Mr Bob Ollier (FDC’s open spaces manager) to discuss

the maintenance of and improvements to recreation grounds and green spaces in the town.

Open Forum: The Town Council meets on the first Tuesday of every month and the first 15 minutes are an Open Forum for

members of the public to raise issues. Matters raised during the year have included:

Concerns about empty shops in the High Street.

A request for a zebra crossing outside Cromwell Community College.

The lack of a consistent policy on upvc windows in the conservation area and in listed buildings.

Traders hoping to open a new tea room.

Concerns about FACT and the use of the Tesco money for a bus service.

The unfairness of charity shops not paying business rates.

Problems of motorbikes and quad bikes illegally accessing land and riding in a dangerous manner through the town.

The Speakers: Speakers at Council, leisure and planning meetings have included:

Sgt Richard Lugg, PCSO Dawn Rae and Pc Jacob Reeves of the Neighbourhood Policing

on local policing, local issues and a new way of reporting to Councils.

Cllr David Mason, FDC portfolio holder for growth on the Market Towns Masterplan.

Mrs Liz Fox, business manager at Cromwell Community College, on safeguarding the future of the All Weather Pitch.

Mr Bob Ollier, former FDC parks and open spaces manager.

Cllrs Will Sutton, Maureen Davies and Mr Graham Chappell seeking the Council’s support for a joint LHI bid for a

safety barrier along the Sixteen Foot Bank road (the request was turned down as there were more pressing issues in the

town).

Postmaster Mr Satish Karia, his wife and the area sales manager for the Post Office on the services the Post Office can

offer with the imminent closure of the last bank.

Officers: The Council continues to employ two part-time members of staff (the Clerk and the Financial Officer) as the

maintenance work is now carried out by contractors.

The Financial Officer prepared the final accounts and annual governance statement for the annual audit which was passed with

no issues raised. She also administered the accounts as per the financial regulations, updated the financial regulations, advised on

the precept, prepared the budget, undertook a financial review, organised contracts and re-invested the Council’s assets.

The Clerk carried out the wishes of councillors, continued to administer the allotments, organised the Summer Fun events and

helped to organise the Midsummer Festival, oversaw the work on the pocket park, recorded meetings, acted as an intermediary

between councils and passed on residents’ concerns to the relevant authorities.

COME AND LEARN MORE in CHATTERIS (FORMERLY CHATTERIS WEA)

Following WEA's handling of internal affairs, both Nationally and Regionally, and now their demand that all

Cambridgeshire branches should more than double their course fees to students due to the loss of grants, we, as

Chatteris Branch, have withdrawn totally from WEA.

From now on we will operate independently as CALM in CHATTERIS.

(CALM = COME AND LEARN MORE IN CHATTERIS)

We have planned an outline for TWO courses per year for the next two years.

These will comprise 10 x 1.5 hour sessions or an approximate of this in the Autumn and Spring terms, but no

course in the summer term. This is exactly as we have done under the WEA umbrella for many years.

We are excited to announce that we have entered a contract with MARINA BURRELL MA, Med, PGCE for our

Autumn 2019 term. Many of you will remember her from her recent outstanding course on “Russians and the

Russian Culture in the USSR through the Witness's Eyes: the Cold War” This was very popular and Marina is a very

enthusiastic and engaging lecturer. She has worked in the Baltic States, Hungary, GDR, Holland, the USA, UK and

Kazakhstan. We are lucky to have her in Chatteris.

This Autumn she will talk about THE COLLAPSE OF THE USSR: ITS CAUSES AND AFTERMATH. The course is based

on the lecturer's first-hand experience from growing up and living in the Soviet Union and is illustrated with period

artefacts and video materials. It includes discussions on current affairs and helps relate Russia's recent past to the

present.

Classes start on WEDNESDAY 25TH SEPTEMBER FROM 10.00am until 12 noon, for 8 weeks.

We meet at THE KING EDWARD CENTRE, KING EDWARD ROAD CHATTERIS,PE16 6NG,

as before, where there is free parking.

WE HAVE KEPT THE COST DOWN TO £50, WHICH IS GOOD VALUE.

There is a warm welcome awaiting you and your friends, and tea and coffee are available.

DO COME!

News from the Library

Following a busy summer with a bumper number of children completing our Space Chase Reading challenge, The Library is continuing to offer some great events for young and old. On September 18th at 2:30 we have Rob Morris local professional photographer giving us some tips on how to improve our own amateur photographs . The event is aimed at the over 50’s and its free with a voluntary donation for refreshments. Baby and toddler rhyme times are beginning again after the school holiday break and these run on Thursdays during term time 10.30-11.30 –please pop into the library for full details. Little ones can come along with their parent or carer for a fun time of rhymes and can they can borrow and return their books. The earlier session is aimed at babies from birth to 18mths and then from 18mths to 5 years. Our regular monthly Saturday story time starts at 10.30. The October theme is “Room on the broom” and the whole family is welcome to come along. It’s on the third Saturday of the month . Let the library know you are coming so we know how many to expect as we often do some simple craft activity as well as listen to stories. Don’t forget we also run Lego club for children on the first Saturday of the month at 10:30 – cost is 50 p per child and there is no need to book. As always, please call in if you need more details. Following on from a very successful Theatre Stars workshop last year we again welcome Vicky Mason and her team for a young people’s acting workshop for children on October 21st The day after that (October 22nd ) we will be holding a Junior craft club session for youngsters to try out new things to make. This begins at 2.30-4pm. Again pop into the library for details.

The Friends of Chatteris Library (FROLIC)

FROLIC) is holding a coffee morning starting at 10am on Saturday 28th September. The venue is the Vermuyden Room in the Library and in addition to some appetising home made cakes teas and coffee there will also be a book sale. The previous coffee morning held in June was a great success. Thank you to the people who came to support it and the businesses such as the Old Bakery Tea rooms who donated cakes. Frolic supports the library in many ways, by helping out at library events and by supporting the library initiatives such as the Children’s summer reading challenge. This year Frolic will be presenting prizes to children who have, in the judges’ opinion. produced the best book review for their age group. If you would like to find out more about what we do/ join Frolic or you would as a business like to sponsor any of

the events we run, Please get in contact. Telephone the Chairperson, Kath, on 01354 692768.

Chatteris Walking Football Aimed for people who have attained the age of 50+ and still have the desire to act like teenagers and play football. It is a gentle way to play the sport as running and physical contact are disallowed, hence the title ‘Walking Football’. We put fun high on the agenda, divide players on the day into two teams that are as evenly matched as possible, and play with a suitable amount of banter/teasing to complement. After the game we put the kettle on for a hot drink with biscuits and even more banter. We meet every Monday morning at the Chatteris Town Football Ground on West Street at 10.00am. We do not supply boots and/or kit, however, any clothing or trainers/boots you have are acceptable as we play on an outside pitch. You are welcome to come and observe or to participate in a session to see if this is suitable for you. For further details find us on Facebook (Walking Football - March and Chatteris) or contact Steve Wright on 07768 197279.

The AGM on Wednesday 12th June was held at The Honest John and was again very well attended. All Officers of the Committee agreed to stand and were re-elected for another year with the exception of Alan Halmshaw who resigned as Switch-On Manager and Vice Chair, roles now being filled by Sarah Price. Alan was thanked for the excellent job he had done for several years and good wishes were conveyed for the potential of a kidney transplant. The Chairman, Chris Savill, in his report, thanked all the volunteers for their continued support. Particularly reference was made to the efforts of the telehandler provider and driver David Jackson, who after 10 years of service has decided that he can no longer commit the necessary time. The benefit of his contribution, and that of Robert Smith before him, became apparent when the costs of training, new safety equipment and the hire of a cherry-picker were identified as in excess of £4500. Sarah Price was also thanked for her work in completing the complex applications now required for attaching fittings to street lights. The accounts were approved and Treasurer, Reg Tibbitts, announced that, due to two very generous donations, the cost of training and the safety equipment had been covered. ENVELOPES WILL NOT BE DISTRIBUTED THIS YEAR BUT THERE WILL BE MORE COLLECTION POINTS AVAILABLE IN THE TOWN CENTRE. Erection of the lights will be commencing on Saturday 19th October and will continue on Saturdays and Sundays through to the Switch-On night. Volunteers are always needed and can give as little or as much time as they can spare – no technical skills required. The 2019 Switch-On is planned for Saturday 30th November and this year is the turn of Glebelands Primary School to nominate a pupil to assist Santa. Santa will again be setting up his grotto at T Payne & Co at 6 High Street. If you would like to help in any way, assist with fund raising, make donations or keep yourself abreast of events visit the website www.chatterischristmaslights.co.uk or Contact Chris Savill on 07528 596281.

Chatteris Morning WI

The group meets on the second Friday of each month from 10am to 12 noon at the King Edward Centre. We also hold regular Friday Coffee Mornings and Lunches. We have a membership of 40 plus and visitors are always wel-come. A craft morning is held on the first Friday of each month from 10.30 till 12 noon at a member’s house. For more details contact President Mrs Jan Avenell on 01354 693150. So far this year members have enjoyed several very good speakers, including, Christine Jones and her Therapy Dog, Veronica Bennett talking about local National Trust Properties, Maureen Rispin who told us all about how Sandring-ham Women’s Institute was established and Seamus from Emmaus who spoke passionately about the homeless and read some of his poetry. I think you’ll agree that’s quite diverse. Members have also had a trip to see “Calendar Girls”, a coach trip to Sandringham House and Gardens and a visit to Cromer to see a show with a fish and chip sup-per on the way home. We have also had several lunches and raised a lot of money for local charities with our coffee mornings. Not bad going I think. The President hosted her delectable afternoon tea in August, raising money for Askham House in Doddington, for their interaction project, and members and committee then took a well-earned rest before starting back afresh in September. We will be having a welcome back Beetle Drive and Social on September 13th and we will hear from Hannah Padfield NFU about “Field to Fork” at our meeting on October 11th. During September, October and November we will be running our fundraising coffee mornings and enjoying our lunches. (Check dates in the diary on the back page of Centrepoint)

Chatteris - Past, Present and Future

We are the Civic Society for Chatteris, looking after both the natural and historic built environment in the town.

Many people do not know about what the society does, or indeed, why. Most towns in England have a civic society

of one type or other. The aims of CPPF are varied, and include monitoring the high standards of planning of new

builds, conservation of historic buildings and, more recently, the introduction of more blue plaques in Chatteris.

The committee receives information about planning applications and will challenge any that we deem to be not in

keeping with the heritage value of the town. We believe that it is important that there is an independent viewpoint

on what happens to our town and raise concerns where necessary. We champion the historical value of Chatteris,

and are presently looking to install more blue plaques that celebrate this history of the people and places. If you

would like to know more, or join the society, please visit our Facebook page, or email committee@chatteris-

civic.org.uk.

Community Defibrillators for Chatteris We were very pleased to be able to erect our second Community Defibrillator in July, at the Emanuel Church, East Park Street. This replaces the one that was 'stolen' from the church grounds late last year. This time it has been placed in a more prominent position, making it easier to be seen from the road and more accessible when needed. Funding for this unit came from a number of sources; Our Mothers Day afternoon tea, where over 40 people came together to celebrate; Selling squares to win a donated hamper; door donations at events; and two extremely generous donations from The Emanuel Church and the King Edwards Centre Bowls Club. We were lucky enough to secure a place in the Jacks Supports programme for this quarter, giving us a instant donation of £250. Voting continues in Jacks until September 8th, when we may be able to secure a further donation to our funds. We are up against three other very worthy groups, so wish them all the best with their projects. Don't forget to 'push our button'. Funding for our third Defibrillator, which we hope to purchase before the end of the year, continues. We held an art exhibition and sale at the Bricstan Rooms in July, where 12 local artists exhibited over 100 pieces of art-work. Several pieces were sold. We made over £300 at this event. After discussion with the artists we plan to hold this event again, next year. As part of Jacks Supports we held a tombola sale at the store in August, and we have two further Afternoon Teas booked. Sunday September 22nd will be our Late Summer Tea. and Sunday November 24th will be our 'Not quite Christmas' Tea. Tickets for both are available to purchase; £7.00 adults. £5.00 under 16's. Vegetarian, Vegan and Dairy free food can be provided, please state when booking. If you or your group would like to run an event on our behalf to help continue our fundraising, or are considering purchasing your own Defibrillator for your office or housing estate, we would be more than happy to help you with any planning and ideas. You can follow us on our Facebook page; Community Defibrillators for Chatteris; our website e-voice.org.uk/chatterisdefibrillators; email us on [email protected] or telephone 01354 691256

Chatteris Branch Royal British Legion

Members are reminded that Branch meetings take place on the SECOND Monday of each month (Except August). 19:30 at The Working Men's Club. Regular attendance by more members would be appreciated, it is then possible to arrange speakers & entertainment.

The September Branch meeting, we will be welcoming Bill Welbourne from Fenland Aviation Museum to give a talk & slide presentation. Monday Sept 9th @ 7:30pm. The RAF Memorial planned for Chatteris is well under way. In 2018, during the Centenary year of the formation of the Royal Air Force, a consortium of local organisations, led by the Chatteris Royal British Legion began planning a permanent memorial for the planes & crew who came down within Chatteris during WW2 - A total of seven aircraft have so far been researched. A GoFundMe page was set up & grants applied for. The initial figure aimed for was £5000. This was to cover the cost of a stone, transportation, groundworks, signage & associated costs. So far £3,500 has been acquired from various sources. There is currently a funding source still open. The Jacks Store in Town has a scheme where applications for projects are submitted & reviewed. Four local projects are then shortlisted as worthy causes & each receive £250. Having already secured the £250, we would now urge shoppers to help us secure the extra £500 by voting for the project. Past the checkouts is a push-button voting column & the RAF Memorial Project is button number 4. The GoFundMe page is still active for online donations or alternatively, pledges can be made directly into the project bank account: RAF Memorial Chatteris Group / Sort Code: 30 95 45 / Account Number: 31314060 The stone for the memorial has been chosen & is currently sitting in Wales, ready for transportation when everything is in

place to take delivery. A 3 tonne glacial boulder, height 1.45m, width 1.8 m. Face height for the plaque is 900mm and face

width is 900mm, with an information board next to the memorial. The Commemorative plaque will be created by the

apprenticeship team at Stainless Metalcraft & will record - Type of Aircraft, Aircraft Number & Date of Crash. All other details

will be provided on the information board.

Veterans Breakfast. Following on from the success of the first one, held in June, the Branch are planning another Veterans Breakfast. Anyone who
