The - Board meets again on Monday next for the purpose of revising tax lists and hearing complaints, &o. - Proper Subjects for Legislation. - From the Statesville Landmark. The Sootland Neck Democrat approves of the suggestions originally msde in this paper and which have been received with a great deal of favor by the press, that the next Legislature provide quarters for the criminal insane of the State apart from the virtuous insane, and repeal .the railroad discrimination act under which so many of our towns are suffering To these it adds another suggestion : ' that the Legis- lature require every insurance company, native and foreign, doing business in . the State,' to deposit with the State Treasurer interest bearing bonds of undoubted validity, to an amount not less than $20,-00- 0, subject to any judgments which may be obtained against the company on ac- count of insurance. The suggestion is an excellent one. !' The way the insurance companies hoodwinked the last Legisla- ture is a caution. ' They promised that if the law requiring them to deposit $10,000 in bonds in the State before they could do business here, was repealed,- - insurance would be cheaper,foreign companies would come in and invest money, and divers other benefits would accrue to the State. None of these promises have been fulfilled. Rates have probably been raised on us oertainly they have not been reduced and certainly the promised capital has not yet come in. Under the existing order of things, as the Democrat well says, if a per- son who is insured get burned out, the company either dictates what it will pay or snaps its fingers in his face and tells him to get his money if he can. If it does not choose to'pay it can revoke its agenoies and compel the citizen to bring suit in the Federal Court. The conditions in every insurance policy are so written as to give the company great advantage over its customer, and the State ought to frame its laws so as 'to foroe the com- pany to perform the little that it does promise. The Sootland Neck Democrat approvesof the suggestions originally msde in thispaper and which have been received witha great deal of favor by the press, that thenext Legislature provide quarters for thecriminal insane of the State apart from thevirtuous insane, and repeal .the railroaddiscrimination act under which so manyof our towns are suffering To these itadds another suggestion : ' that the Legis-lature require every insurance company,native and foreign, doing business in . theState,' to deposit with the State Treasurerinterest bearing bonds of undoubtedvalidity, to an amount not less than $20,-00-0,

count of insurance. The suggestion is anexcellent one. !' The way the insurancecompanies hoodwinked the last Legisla-ture is a caution. ' They promised that ifthe law requiring them to deposit $10,000in bonds in the State before they could dobusiness here, was repealed,- - insurancewould be cheaper,foreign companies wouldcome in and invest money, and diversother benefits would accrue to the State.None of these promises have been fulfilled.Rates have probably been raised on usoertainly they have not been reducedand certainly the promised capital has notyet come in. Under the existing order ofthings, as the Democrat well says, if a per-son who is insured get burned out, thecompany either dictates what it will payor snaps its fingers in his face and tellshim to get his money if he can. If it doesnot choose to'pay it can revoke its agenoiesand compel the citizen to bring suit inthe Federal Court. The conditions inevery insurance policy are so written asto give the company great advantageover its customer, and the State ought toframe its laws so as 'to foroe the com-pany to perform the little that it doespromise.
