CHARLOTTE COMMUNITY NEWS SEPTEMBER, 2015 3,500 Runners Expected to Take Marathon Route Through Charlotte O n September 20th, approximately 3,500 runners will run through Charlotte as part of the 2015 MVP Healthcare Rochester Marathon. While registration is still underway, race organizers have confirmed that last years overall winner, Daven Oskvig from Amherst, NY, will be return- ing to defend his title. He was the overall winner with a time of 2:45:40. The race start is in Maplewood Park on Maplewood Drive at 7:30AM. Runners will enter Charlotte on Lake Avenue, turn into Turning Point Park and along the river, then up Petten St, to Lake and across the ORorke Bridge. Full-marathon runners will run the loop twice to complete the full 26.2 miles. The route through northwest Rochester is new this year, with past races winding through the eastern portion of Monroe County, along the Erie Canal path. Ellen Brenner, race organizer, explained the reason for the new course, For the new Rochester Marathon course, we always knew we wanted to go where no race ever goes. We wanted to go northwest of Rochester. Where the Genesee River and all its falls helped create man- ufacturing and our original "Flour City", where the port at Charlotte brought droves of residents on hot summer days to enjoy the beach and carousel, where Lake Avenue had Kodak em- ployees walking along in droves to and from work, where the Genesee River Trail, along with Maplewood Park and Seneca Park provided a respite for residents to simply enjoy Rochester's unspoken natural resource - its beauty. We want you to experience the gorge and multiple water- falls.CCA President Clare Stortini , along with Port of Charlotte Merchants Association, will be leading neighborhood volunteers to provide water and cheer to the runners at the corner of Lake Avenue and the NYS Parkway. According to Clare, This is an excit- ing event for Rochester and Charlotte, and a great opportunity for us to share some of the beauty and history that we, in Charlotte, experience each and every day. 3,500 Runners Expected to Take Marathon Route Through Charlotte

O n September 20th, approximately 3,500 runners will run through Charlotte as part of the 2015 MVP Healthcare Rochester Marathon. The event con-

sists of 3 races: a 26.2 mile marathon, a 13.1 mile half-marathon and a 26.2 mile relay. While registration is still underway, race organizers have confirmed that last year’s overall winner, Daven Oskvig from Amherst, NY, will be return-ing to defend his title. He was the overall winner with a time of 2:45:40.

The race start is in Maplewood Park on Maplewood Drive at 7:30AM. Runners will enter Charlotte on Lake Avenue, turn into Turning Point Park and along the river, then up Petten St, to Lake and across the O’Rorke Bridge. Full-marathon runners will run the loop twice to complete the full 26.2 miles.

CCA Board Changes – Fond Farewell to Brian Labigan

A t the August 3rd Charlotte Community Association (CCA) meeting, the Board of Directors (Board) solicited feedback from members present that evening relevant to Brian Labigan’s,

a long-time board member, recent relocation outside of Charlotte.

Article VI, C. of the CCA By-Laws states: “All Executive Board members are required to re-side within the boundaries of Charlotte. Resignation from their Executive Board position will be required if relocation of residence outside Charlotte occurs.” The feedback received from mem-bers at the meeting conveyed their expectation that the By-Laws should be followed. According-ly, no special accommodations should be made regardless of current vacancies, even when such vacancies could place the Board at risk of not having a quorum to conduct business.

As a result of this decision, Brian graciously resigned, thanked everyone in attendance and assured everyone that he and his wife Michele will remain very actively involved with the CCA and many other Charlotte community activities and organizations.

On behalf of the CCA, Brian will be profoundly missed on the Board, along with his extensive knowledge of the organization, his balanced approach to community concerns and his positive, supportive nature.

Brian, we wish you and Michele the very best!

The Nominating Committee of the CCA calls for nominations for the 2016-17 Board of Directors. The following positions are up for election this year: Vice President, Treasurer, and 2 Directors. Elected candidates will serve a 2-year term from 1/1/16 to 12/31/17.

Brian Labigan is the Nominating Committee Chair and serves with board members Sue Miller and Sue Roethel. The Committee seeks additional community volunteers to sit on the Committee, which is responsible for screening all nominees to verify that they meet the necessary qualifications. Accord-ing to the current (2009) By-laws, all board members must reside within the boundaries of Charlotte. First choice of Officer Candidates must be given to cur-rently active Officers and Directors. Those seeking Director positions must be paid members of the CCA, and must have held a position as a Director or have served on a committee for at least one year *.

Nominations must be received in writing by Septem-ber 14, 2015.

PLEASE NOTE: Only paid members of the CCA for at least two months prior to the election (members who are paid by September 14, 2015) are eligible to vote for Officers and Directors.

*This qualification was waived last year and must be waived again this year, as none of the current commit-tees have been in operation for that length of time.

Meet Clare Stortini, CCA President

A lifelong Charlotte resident at heart, Clare graduated from Holy Cross School in

Charlotte, Aquinas Institute, St. John Fisher College and SUNY Brockport. Having owned homes in Irondequoit and Greece respective-ly, she always planned on moving back to her childhood home that provided many fond memories for several generations of her fami-ly. She did just that, in 2012. In her role as Assistant Quality Officer at UR Medicine/Strong Me-morial Hospital, Clare finds the focus on Patient Safe-ty, Quality and Patient Right’s issues very rewarding. As CCA Board President, Clare is charged with facilitating all CCA general community meetings and meetings of the Board. She is required to report to the Board before taking any action on specific issues that involve the CCA name or the community as a whole. This year, much of her time was spent work-ing on strengthening the internal operations of the Board by proposing revised CCA Bylaws, Certificate of Incorporation, and working on developing policies & procedures to enhance Board governance. In addi-tion, she volunteers on the CCA Beautification com-mittee and serves as a Non Profit Status committee member for the Corn Hill Neighbor’s Association. She also serves as an Advisory Board Member for the De-partment of Public Administration for The College at Brockport, SUNY. Spending time with family, friends, and her two large dogs is very important to Clare. She enjoys traveling and takes advantage of our 2nd Amendment rights by actively taking part in the shooting sports. “I take advantage of our beautiful waterfront, whether it’s the secret sidewalk, boardwalk or riverfront, and enjoy making new memories with friends & family right here in Charlotte. “ Clare’s goal while serving on the Board is to work

with fellow Board members to strengthen the op-erations of the organization to ensure CCA mem-bers and residents feel they have a consistent voice and representation. The Board has devel-oped a committee structure to foster neighbor-hood engagement and inclusion in order to demonstrate transparency and include CCA members and residents when making decisions & recommendations for the Charlotte neighbor-hood. “One of our priorities this year is to launch a

Charrette/Vision Plan. I feel this is deeply needed in Charlotte and we’ve worked diligently to examine the benefits of this for the future planning & design of Charlotte as a whole. This will enable neighbors, with different opinions, to come together to share their thoughts and what they would like to see for Charlotte for years to come.”

CCA Board Welcomes New Director Donna Bour-Purdy

T he CCA Board of Directors voted unanimously on August 6, 2015 to accept the Nominating Commit-

tee’s recommendation to appoint Donna Bour-Purdy as a Director to fill one of the current vacancies. Don-na has formally accepted the position and will serve out the remainder of the term that expires on Decem-ber 31, 2015. The appointment ensures a quorum to conduct business.

Donna has been serving as editor of the CCA newsletter, Charlotte Community News, as Chair of the Communications Committee, and as Manager of the CCA Facebook page and email blasts. She is well-versed in the goals of the board and the expecta-tions of the community. Her contributions have been immeasurable.

Graduating Seniors Willie Evans II and Matthew Hough Win 2015 CCA Scholarship Awards

C ongratulations to Willie Evans II and Matthew Hough for being

As a student at Charlotte High School, Matthew’s extra-curricular activities include DECA Club, Junior Achievement, Chess Club and Student Tutor. He has volunteered with Neighborhood Watch, Tutoring, Art work to enhance school areas, School Based Planning Team. Matt earned the position of Class Valedictori-an, and also received High Honor Roll with Distinction, Outstanding Senior Recognition Award and was Standard Bearer.

The Charlotte Community Association Scholarship program is offered each year to high school seniors who live in the Charlotte neighborhood. They are required to complete an application that includes personal references.

Congratulations to both of these amazing young men and we wish them all the best in the future!

National NIGHT OUT A Success!

N orthwest neighborhoods, working with RPD Officer Kelly O’Hara, held a successful National Night Out event that began with a motorcade leaving from RPD, 1099 Jay

Street and wound through the City’s Lake Section to end up at Ontario Beach Park for a picnic dinner. Approximately 75 neighbors, friends and RPD had a great time and were later joined by Mayor Warren.

Many thanks to our own Safety and Security Committee, led by Sue Miller, with committee members Bel Graves, Mike Penkin, Michelle Thomas, Lisa Warwick, Trevor Purdy and Carl Giardino, along with Bri-an Labigan, Joe Carrozzi and the Monroe County Parks team, who worked with the other neighbor-hood committees to make it a success! Plan to attend this event next year! With an amazing drive through the Northwest neighborhoods, and great camaraderie with neighbors from the Northwest Quadrant, it was def-initely worthwhile!

J oe Robach will sponsor the 8 th Annual Women’s Wellness Fair on Saturday,

September 12 from 10:00 a.m. until 1:00 p.m. at the Mall at Greece Ridge Center. The easiest entrance to use is Entrance #9, located by Liberty Travel, between Mar-shalls and the food court entrance. This year’s event will feature free blood pressure checks, chiropractic information, financial information, childcare information, fitness demonstrations and much more! NYS Assemblyman Morelle worked with Governor Cuomo and local partners to bring "Capital for a Day" to Rochester in July. Community leaders were able to show the governor the needs of Monroe Coun-ty and work to develop a new vision to strengthen our economy and advance the Finger Lakes region. Many announcements were made including the following investments:

- $12M in State funding for the public-private part-nership anchored by the Rochester Institute of Tech-nology, which will link RIT's internationally ranked ac-ademic programs with high-tech facilities needed to commercialize computer gaming, film and animation, graphic design, and imaging sciences projects

- $100,000 to Irondequoit, which will be matched by the town, to plan improvements at Irondequoit Bay State Marine Park.

- $3 million to convert Rochester's streetlights to en-vironmentally-friendly and cost-effective LED-style lamps

- $6 million in State funding for the City of Rochester Opportunity Initiative, a State-funded program to sup-port a number of the City's services to residents living in poverty.

- $3 million for improvements to the section of the Genesee Valley Greenway between the city and Letchworth State Park.

- $600,000 to Marketview Heights Association to help with improvements in 20 affordable units for low- and moderate-income families.

Two History Groups Start

Their 2015/2016 Season

T he Charlotte-Genesee Lighthouse Histori-cal Society announces the start of its his-

tory group meetings for the coming season. All meetings are at the Custom House, 10 Latta Rd. at River St. and run from 10:00 am till noon. The meetings are FREE and open to the public. Do-nations are always welcome but not necessary.

The Marine History Group chaired by Tom Brewer wil l hold its first meeting Saturday, September 12, 2015. Joe Genova will show the group ship models he has built and share some of their history. After Joe's presentation the group will have its usual round table where people can share pictures and tell of their summer marine ac-tivities. The group meets the 2nd Saturday of the month from September till June 2016.

The Village History Group chaired by Jack Kemp wil l hold its f irst meeting Saturday, September 19, 2015. The group will do its usual round table discussion and it will be looking for suggestions for possible programs for the com-ing year. The group meets the 3rd Saturday of the month from September 2015 till June 2016.

F or those of us that call Monroe County home, we already know what a great tourist destination

the Rochester area is. From downtown Rochester to the shores of Lake Ontario, our County offers many sites and activities to attract visitors from around New York State and beyond. The official tourism agency of the County, VisitRochester, has worked tirelessly to promote our area as a premier destination to live, learn, and do business.

. VisitRochester identif ied visitors as individuals who come from more than 50 miles to Monroe County for business, tourism, meetings, conventions and special sporting events. The exact number of $1,001,985 billion was released by the New York State Department of Economic Develop-ment, Division of Tourism. This was a continuation of the research originally commissioned by a coali-tion of New York State tourism partners in 2006.

We know how pivotal the Charlotte community was in helping the County reach the level of over $1 billion in tourism. These summer months are filled with residents from outside the county flocking to Lake Ontario to enjoy a boat ride, the beach, and an ice cream too. We are fortunate our area has so much to enjoy for the entire family.

“Welcome To Charlotte Sign” Vandalized—and Restored!

O n July 24, vandals used black paint to decimate the “Welcome to Charlotte” sign on Denise Road. The incident was reported to

311 and a follow up report made to Lt. Koehn.

The Charlotte Community Association maintains “Welcome” Signs at major roadways en-tering the neighborhood (Lake Avenue, Beach Ave-nue, Denise Road, Stone Road and the Parkway). These signs are a significant investment for the Association, and important symbols that help to

create the sense of neighborhood within the Charlotte community.

Fortunately, there are dedicated volunteers in Charlotte, “a community that cares”, like Brian Labigan, who were able to restore the sign to nearly-new.

Marina Construction Schedule Update for August/September, 2015

During the next month of the marina project the fol-lowing will be taking place:

Continue the armor stone placement on the basin slopes.

Continue site development.

Installation of seat walls, concrete sidewalks, and foundations for the bollard to be installed.

Continue the electrical conduit installation.

Resume the excavation of the basin starting some-time in early September

It is the contractor's intention to have the marina ba-sin completed including the docks this season. He also will complete as much of the site work (concrete sidewalks / paving) as the weather will allow in the fall.

Local History Series: The WPA Mu-rals of Carl Peters – Thursday, Sept 3, 2 pm. Charlotte High School archivist Marie Poinan will discuss the installa-tion of 8 murals in the high school in 1942 as part of the Federal Art Project of the Works Progress Administration. You’ll also hear the story of the fund-raising effort by alumnae that raised over $40,000 for the murals’ 2009 res-toration. Ages 14-adult. (Join us on the first Thursday of every month from September through June for fascinat-ing programs on Charlotte/Greece his-tory, hosted by local historians Marie Poinan and Maureen Whalen).

Digitizing Day – Saturday, Sept. 12, 11 am-1 pm. Did you go to Charlotte High School? Did your family come from Charlotte or work here? If you have items of local interest from Char-lotte/Greece (photos, diaries, recorded stories, family genealogy, local adver-tising, etc…) you can bring them to the library to be digitally scanned by a vol-unteer. The images will be added to the Charlotte Digital Archives where they’ll be preserved for generations to come. Help preserve Charlotte history!

Food for Thought Book Discussion Group - Tuesday Sept. 15, 1 pm. Our fantastic book discussion group is back

after summer vacation! We’ll be read-ing The Goldfinch by Donna Tartt. “Theo Decker, a thirteen-year-old, mi-raculously survives an accident that kills his mother. Community Update – Thanks to RPD

Responding to neighborhood concerns, RPD has taken sev-eral actions that we’d like to acknowledge:

Positioned a portable "Blue Light Camera" at the Boxart Street parking lot for Turning Point Park (thanks to Mike Parker for this update)

Placed speed monitors on Beach Avenue and Denise Road to slow drivers and collect infor-mation for future action

Led the way for Northwest neighborhoods to participate in National Night Out

Participate in Safety and Security meetings with Pac-Tac and other helpful information
