    Item No. 13 Charleswood Area Transportation Study Executive Summary(Charleswood-Tuxedo Ward)

    WINNIPEG PUBLIC SERVICE RECOMMENDATION:

    The Winnipeg Public Service recommends that the attached report entitled Charleswood AreaTransportation Study Executive Summary prepared by MMM Group Limitedbe received asinformation and that the following recommendations, based on the report, be considered as partof future Capital Programs where appropriate.

    1. The following recommendations are offered based on the results of the area traffic

    review:

    a. Collisions at the intersection of Grant Avenue and Shaftesbury Boulevard shouldbe monitored to determine if the collision rate continues to remain above 1.5collisions per million entering vehicles.

    b. The addition of several bicycle routes within the Charleswood area to connectexisting routes should be investigated, as identified in Section 3.0 of the MMMReport

    c. The completion of the sidewalk network within the Charleswood area toconnect existing routes should be investigated, as identified in Section 3.0 of theMMM Report.

    2. The following recommendations are offered based on the results of the schooltransportation safety analysis for Royal School:

    a. Royal School should consider extending the time that crossing guards are in placeat the Grant Avenue and Laxdal Road intersection to reduce the potential forstudents to arrive at the intersection and not have assistance.

    b. Investigate widening southbound Laxdal Road to allow two southboundlanes approaching Grant Avenue (left-turn lane and a shared through/right-turn lane) to reduce some of the queuing issues at the intersection.

    c. Maintain the No Right Turn on Red restriction at the intersection of GrantAvenue and Laxdal Road during school hours as it reduces the potential formotorists to turn while a pedestrian is crossing the street.

    d. Royal School and the Charleswood Centre Mall should consider entering into aformal arrangement to ensure that the Mall parking lot is an acceptable place forshort term pick-up / drop-off and for parking of vehicles at evening events.

    3. The following recommendations are offered based on the results of the pedestrian safetyanalysis on Grant Avenue:

    a. Update the city-wide list of pedestrian traffic control devices to include theintersection of Cathcart St. and Grant Ave. This list ranks the city-wide need forpedestrian traffic control devices in the City of Winnipeg (based on section 5.0 ofthe MMM Report).

    b. Review post-winter sidewalk cleaning procedures along Grant Avenue to ensurethe timely removal of sand/grit/gravel which can impede wheel chair and walkeruse.

    4. The following is recommended based on the results of the speed and traffic volumereview:

    a. Traffic volumes on Laxdal Road and Elmhurst Road should be monitored beforeand after the extension of the William R. Clement Parkway (based on section 6.0of the MMM Report).

    5. The following are recommended based on thefunctional design review for wideningShaftesbury Boulevard and on future vehicular demand for Shaftesbury:

    a. Widen Shaftesbury Boulevard to a four-lane divided roadway between WilkesAvenue and Grant Avenue when such widening is warranted (based on section7.0 of the MMM Report). This widening is estimated to cost approximately$7.7M.

    b. Undertake a study to investigate the need for widening of the section ofShaftesbury Boulevard between Grant Avenue and Corydon Avenue to a four-lane divided roadway (based on section 7.0 of the MMM Report).

    6. The following is recommended based on the functional design review for wideningWilkes Avenue:

    a. Undertake a study to compare the widening plan on the existing Wilkes Avenuealignment to an alternate east-west arterial roadway south of Wilkes Avenue(based on section 8.0 of the MMM Report).

    DECISION MAKING HISTORY:

    COMMUNITY COMMITTEE RECOMMENDATION:

    On June 7, 2012, the Assiniboia Community Committee concurred in the recommendation of theWinnipeg Public Service, and received as information the Traffic Analysis Charleswood Area:Interim Report on the Extension of the William R. Clement Parkway, dated May 31, 2012.

    STANDING COMMITTEE RECOMMENDATION:

    On January 16, 2012, the Standing Policy Committee on Infrastructure Renewal and PublicWorks requested the Winnipeg Public Service to report back as follows:

    1. Combine the subject matters of the traffic analysis for the Charleswood Area and theproposed extension of William R. Clement Parkway from Grant to Wilkes Avenues.

    2. To engage a consultant to conduct the Charleswood Traffic Study, with theCharleswood Transportation Levy as a source of funding.

    3. By June 2012, an interim report be submitted to the Assiniboia Community Committeespecifically outlining any improvements or interim measures for the William R. ClementParkway component.

    4. By December 2012, the overall Charleswood Traffic Study and final recommendations tobe submitted to the Assiniboia Community Committee.

    COMMUNITY COMMITTEE RECOMMENDATION:

    On December 6, 2011, the Assiniboia Community Committee recommended to the StandingPolicy Committee on Infrastructure Renewal and Public Works that the Winnipeg PublicService:

    be directed to engage a consultant to conduct a traffic analysis in the Charleswood area,with the source of funding to be the Charleswood Transportation Levy.

    be directed to conduct a Preliminary Engineering Study for the extension of the WilliamR. Clement Parkway, from Grant Avenue to Wilkes Avenue, to include but not limited tothe impact the extension would have to Wilkes Avenue and the surrounding area, withthe source of funding to be the Charleswood Transportation Levy.

    REASON FOR THE REPORTAt their January 16th 2012 meeting, the Public Service was directed by the Standing PolicyCommittee on Infrastructure Renewal and Public Works to report back as follows:

    IMPLICATIONS OF THE RECOMMENDATIONS

    This report provides a number of short term and long term recommendations for improvementsto the transportation network in the Charleswood area.

    Widening Shaftesbury Boulevard between Wilkes and Grant avenues is estimated to have aCapital cost of approximately $7.7M and it is not currently in the Citys Capital Budget. Thereare no Capital or Operating budget implications associated with the remainingrecommendations at this time but these remaining recommendations should be considered aspart of future Capital and Operating budgets based on city-wide priorities.

    HISTORY

    On January 16th 2012, the Standing Policy Committee on Infrastructure Renewal and PublicWorks directed the Public Service to engage a consultant to conduct the Charleswood TrafficStudy with theCharleswood Transportation Levy as a source of funding.

    On June 7th, 2012 the Public Service reported to the Assiniboia Community Committee that theresults of the analysis conducted for the interim report on the extension of the William R.Clement Parkway suggested that extending the William R. Clement Parkway from Grant

    Avenue to Wilkes Avenue will result in a reduction in vehicular traffic on local streets during thepeak periods.

    A Request for Proposals for Professional Consulting Services was advertised on the City ofWinnipeg Bid Opportunity public webpage on April 18, 2012, and two subsequent Addendumswere posted on April 25, 2012 and on May 8, 2012. The Department received proposals fromfour (4) proponents. Subsequent to an evaluation process, MMM Group Limited was awardedthe contract onJune 20, 2012.

    A public interactive display session was conducted on October 10, 2012 as part of this project.182 people attended the session and 102 completed comment sheets. A summary of this eventcan be found in Section 2.0 of the MMM Report.

    A final report and executive summary (see attachment), incorporating their findings and public

    feedback, were submitted by MMM Group Limited on November 23, 2012.

    An estimated $7.7 M in Capital funding will be required in relation to Recommendation 5a - Widening of

    Shaftesbury Boulevard, 'when such widening is warranted'. Project start and completion dates have not been

    identified at this time.

    There is no financial impact associated with the remaining recommendations for additional investigation and

    traffic studies. These costs are non-incremental, as act ivities are expected to be completed by internal staff

    within existing operating budgets.
