Charles Thomas (Tom) Burbage GLOBALEYES ADVISOR [email protected] Tom Burbage retired from the Lockheed Martin Corporation in April 2013. He began his industry career with the then Lockheed Corporation in 1980 working a number of Navy programs, including the P-3 Orion and S-3 Viking. In December 1987, he was appointed Vice President for Washington Operations for all Lockheed Aeronautics programs. In 1992 he was named Vice President for Business Development and Product Support and in 1995 he became the Vice President and General Manager for the F-22 Raptor Air Dominance Fighter Program. In 1999, he was named President of the Lockheed Martin Aeronautical Systems Company in

Marietta, Ga., and led the restructuring and downsizing of that company prior to the Lockheed Martin

Aeronautics consolidation in January 2000. In November 2000, he was named Executive Vice President and

General Manager of the F-35 Joint Strike Fighter Program, leading the Concept Demonstration Phase and Lockheed Martin’s competitive selection as the Prime Contractor in October of 2001. The F-35 is the first tri service, multinational program and is generally regarded as the largest program in the US Department of Defense. In this capacity, he led the integration of technical requirements for the nine nation partnership as well as the development of global industrial participation for the coalition nations.

Mr. Burbage has received numerous industry awards, including the inaugural U.S. Naval Academy/Harvard

Business Review Award for Ethical Leadership in 2007; the 2006 Society of Automotive Engineers Leadership in

Aerospace Award; the Donald C. Burnham Award from the Society of Manufacturing Engineers; the Silver Knight Award from the National Management Association; three Aviation Week Magazine Laurels Awards and the Aerospace Industry Personality of the Year for 2002. He is a member of the Society of Experimental Test Pilots and was awarded the 2013 James H Doolittle Award by the Society for outstanding accomplishment in technical management and engineering achievement in aerospace technology. He is also a Fellow of the Royal Aeronautical Society in the United Kingdom. He was elected an Associate Fellow in the American Institute of Aeronautics and Astronautics this year in recognition of notable contributions to the arts, sciences and technology of aeronautics and astronautics.

Mr. Burbage currently serves as the Chairman of the Board of Directors for Terma North America and a member of the Board of Directors for AeroVironment, Inc. and XCOR Aerospace. He is a Trustee for the U.S. Naval Academy Foundation and for the Naval Aviation Museum Foundation.

Prior to joining Lockheed, Mr. Burbage was a Naval Aviator, completing the U.S. Navy Test Pilot School in 1975. He has accumulated more than 3,000 hours in 38 different types of military aircraft. As a reservist, he flew the A7 Corsair and retired as a Navy Captain in 1994.

Mr. Burbage received a bachelor's degree in Aerospace Engineering from the U.S. Naval Academy and holds master's degrees in Aeronautical Systems from the University of West Florida and Business Administration from UCLA. Tom and his wife, Ellen, reside in Alpharetta, Ga., and have three daughters and nine grandchildren.

The Honorable Mary Beth Long GLOBALEYES ADVISOR

Mary Beth Long is the founder and chief executive officer of Metis Solutions, recognized on the 2014 Inc. 5000 list as the 201st fastest-growing private company and the 12th top government service company. She also consults for several Fortune 50 companies and specializes in the African and Middle Eastern markets. Ms. Long was the first woman to be confirmed by the U.S. Senate as Assistant Secretary of Defense in the Office of the Secretary of Defense (2007–2009), specifically as Assistant Secretary of Defense for International Security Affairs. A four-star civilian equivalent, Ms. Long also served as the first female Chair of NATO’s High Level Group responsible for nuclear policy. In addition to her senior role on the Middle East, Europe and Africa, she served as the Principal Secretary of Defense for the Western Hemisphere, Asia, and Southeast Asia; the Deputy Secretary of Defense for Counternarco-terrorism; and representative to the Helsinki Commission. She adds to her defense credentials more than a decade of Central Intelligence Agency operational experience (1986–99) as an officer assigned abroad.

Ms. Long currently serves as an advisor to the Supreme Allied Commander of the North Atlantic Treaty

Organization as a subject matter expert and on the international advisory committee for the Minister of

Defense of Colombia. She has advised several Presidential candidates. Ms. Long has appeared on Fox News, BBC, and NPR on Middle East issues and the intelligence community. She is a licensed lawyer, and from 1999 until 2004 was an associate specializing in civil litigation matters at Williams & Connolly LLP, one of the nation’s most prestigious law firms. Ms. Long travels regularly to the Middle East, Europe, Latin America, and Afghanistan and has offices in Abu Dhabi and Kabul. She is an Honors Graduate of Pennsylvania State University, magna cum laude, and received her JD from Washington and Lee University School of Law.

Mr. Kirkland established RGKGlobal, consulting on international business strategy and execution, following a 20-year career with Lockheed Martin Corporation. Mr. Kirkland served in dual roles at Lockheed Martin as Vice President for Corporate International Business Development and Vice President for Business Development for Lockheed Martin International. Mr. Kirkland was responsible for all Lockheed Martin international business development activities, executed through a network five Lockheed Martin subsidiaries and twenty country field offices, including the international functions dealing with U.S. government agencies in Washington DC.

Earlier assignments in Lockheed Martin included: President for South Asia, which included business in India,

ASEAN nations, Australia and New Zealand; Vice President, Maritime Surveillance Enterprise and Vice President, Washington International Business Development, responsible for supporting the Lockheed Martin business units’ international pursuits by developing and implementing strategies for U. S. Government advocacy, technology transfer, and Congressional notifications of pending military sales. Mr. Kirkland’s initial responsibilities in Lockheed Martin were as Vice President, Business Development at Lockheed Martin Aeronautical Systems.

Before joining Lockheed Martin, he served as Principal Deputy, Assistant Secretary of Defense, Legislative

Affairs where he used experience gained as Director, Senate Liaison, Office of the Secretary of the Navy. A

Career Naval Officer, selected for Flag rank, he is both a designated Naval Aviator and a Surface Warfare

Officer. His extensive contact with patrol aviation includes tours of duty as Commander, Patrol Wing ELEVEN (CPW-11), Commanding Officer of both Patrol Squadron THIRTY (VP-30) and Patrol Squadron FIVE (VP-5).

Selected as Chief of Naval Operations Fellow for Strategic Studies Group IX, he also holds a master’s degree in aeronautical systems from the University of West Florida and a bachelor’s degree from the United States Naval Academy.

E. Brooke Butler Founder & Chief Executive Officer

Brooke founded Globaleyes in 2005 and has over 25 years of experience in U.S. export controls compliance.

She has led consulting and audit engagements for various clients globally. Brooke and the Globaleyes team

have been approved by the Department of State, Defense Trade Controls Compliance (DTCC) to conduct

consent agreement audits. Brooke tackles complex international trade requirements impacting multi-national

corporations and small to medium size enterprises alike.

Brooke started her career at Teledyne Ryan Aeronautical, working export compliance matters for the General

Counsel where she helped to stand up a compliance program in the early 1990's while under a $17.5M

administrative agreement. Following her time at Teledyne, she worked for Lockheed Martin as an export

administrator and later as a corporate internal auditor. Leading corporate export/import audits across the

corporation, she trained corporate audit staff on global trade regulations. Brooke led the export licensing and

compliance organization for Lockheed Martin's Joint Strike Fighter F-35 Program before founding Globaleyes.

Brooke has developed, implemented and audited international compliance programs designed to meet global

trade laws and regulations and adheres to the highest standards of quality compliance services.

Brooke holds a graduate certificate in Civil Business Litigation from the University of San Diego (ABA

Accredited) and a bachelor’s degree in History and Political Science from Point Loma Nazarene University. She

is also a Six Sigma Green Belt. Brooke was appointed by the Department of State to serve on the Defense

Trade Advisory Group (DTAG); she also served on the North Texas District Export Council (DEC) and was an

adjunct professor at the University of Georgia, Center for International Trade and Security. She has completed

relevant internal training, maintains continuing education in U.S. export controls, and is in good standing with

the Society for International Affairs. Brooke is based in the Dallas office of Globaleyes.

Sue Gainor

Sue has over 30 years of experience in the defense and aerospace industry. Most recently, Sue was the

Director of Defense Trade Control Compliance in the U.S. Department of State, Political- Military Bureau's

Directorate of Defense Trade Controls. During her three-year tenure, Sue led a 40-person organization

responsible for compliance, registration, and enforcement related to defense trade under the International

Traffic in Arms Regulations (ITAR). These duties involved providing authoritative guidance and direction to

government agencies and defense industry to ensure compliance with federal statutes and regulations

governing defense trade.

From 2005-2013, Sue served in various capacities in the Department of Defense. For the Defense Security

Cooperation Agency (DSCA), she was country program director for Pakistan and later the agency’s first-ever

liaison officer to the Joint Staff, Directorate for Strategy and Plans (J-5). From 2008 through 2010, Sue was the

technology security policy director for Europe and Eurasia in the Defense Technology Security Administration

(DTSA). From 2005-2007, she served as the Deputy Division Chief, Europe/NATO/Eurasia division in the Office

of the Under Secretary of the Air Force for International Affairs (SAF/IA).

From 1988-2005, Sue held managerial and technical positions in defense contracting companies in the

Washington DC area and Germany. Her work focused on weapons and sensor systems analysis, doctrinal

development, intelligence analysis, and modeling and simulation.

As a USAF intelligence officer for 17 years, Sue focused on political/military and air/air defense analysis of the

Southwest Asia during assignments in the Pentagon and Europe.

Sue was named a distinguished graduate and earned an M.S. in Defense Resource Strategy from the

Industrial College of the Armed Forces (National Defense University). She also received an M.A. in

International Relations from George Washington University (summa cum laude), and a B.A. in International

Relations from Penn State University (cum laude).

Jud Mason International Director Outreach

Jud Mason is International Outreach Director at Globaleyes. He is a retired USMC Colonel and Naval Aviator with over 5,000 hours of accident free flight time in multiple rotary wing and fixed wing aircraft. Jud brings deep experience to the team and knowledge of aerospace and defense products and programs.

Jud’s background includes:

Jud’s experience includes over thirty years of leadership and program management expertise in the execution of some of the most visible U.S. Department of Defense aviation programs to include the CH-53E, V-22 Osprey, the AV-8B Harrier and the F-35.

Beginning in 1995, Jud was primarily involved with the implementation and execution of international cooperative agreements with the AV-8B Harrier II + and the F-35 with an emphasis on non-U.S. industrial participation.

While assigned to the F-35 Joint Program Officer, Jud worked with the export compliance officer providing problem solving and resolution of technology transfer issues for the F-35 Partner Government Defense Agencies and their industries. While working with U.S. industries and the U.S. national disclosure policy community, he continually looked for opportunities in regards to the export of F-35 related technology to

partner industries. On a daily basis, Jud worked with leadership with the Department of Defense and the Department of State for the timely review of F-35 related ITAR authorizations and advised the Export Compliance Officer and senior leadership within the F-35 Joint Program Office on licensing policies, regulations, guidelines and practices under the EAR and the ITAR.

Jud is a graduate of the Industrial College of the Armed Forces and the Defense Acquisition University (Level III Certified in Program Management, Logistics and Test & Evaluation), and is a member in good standing with the Society for International Affairs.

Michael P. Dorman Director of Foreign Military Sales

A native of Michigan, Mr. Dorman completed in 1991 a successful career in the U.S. Army, including 17 years of international experience. He then transitioned to a small defense support services contractor, Rail Company, which supported Naval Air Systems Command’s F/A-18 foreign military sales program.

During his tenure with the Rail Company Mr. Dorman led a successful team of support specialists in campaigns for Foreign Military Sales of the F/A-18 to Finland, Malaysia, Thailand and Spain. In addition, his team supported a campaign through full flight evaluations in Israel and Singapore. In December of 1996, Mr. Dorman accepted a position with NAVAIR as the Deputy Program Manager for the Thailand F/A-18 program.

In March of 1998, he joined the fledgling Joint Strike Fighter (JSF) International Directorate as a program manager and quickly established a cooperative program with the government of Italy for their participation in the Concept Demonstration Phase (CDP) of the JSF program. In addition, the Government of Turkey expressed interest in the program and Mr. Dorman inaugurated a Foreign Military Sales case to study their Force Structure and perform a requirements definition program throughout the CDP phase. At the same time, Israel and Singapore also expressed their desire to learn more about JSF and desire participation as well, FMS cases were initiated for them as well.

With the down-select of a single contractor, Lockheed Martin in October 2001, Mr. Dorman proved a key participant in the planning and execution of a single cooperative program for international partners in the JSF Systems Design and Development (SDD) program. He was an integral participant in the negotiation team for the Memorandum of Understanding (MOU) established with each nation participating that included United Kingdom, Italy, Netherlands, Canada, Turkey, Norway, Demark and Australia. Mr. Dorman was named the Program Manager for Italy and Turkey who were Level II and Level III partners in the System Design and Demonstration (SDD) Phase. In 2005, Mr. Dorman was named the Partner Lead in the International Directorate and PM for the UK program, developing a close relationship leading to establishment of early planning for pooled training for the UK and subsequently the full Partnership and a number of policy decisions further solidifying the UK as a close and trusted ally in the program. In 2007, Mr. Dorman assumed the lead for Foreign Military Sales of the F-35 Lightning II. He established a close working relationships with Israel and Singapore who had become Security Cooperation Participant (SCP) countries with the JSF program. Israel voiced a desire to procure the F-35 and Mr. Dorman and his FMS team put a $50M Studies & Analysis case in place. On October 7, 2010, the Israeli MOD signed a Letter of Offer and Acceptance for 19 F-35A aircraft, with a full fleet plan for 75 CTOL variant aircraft in total. (Israel has subsequently ordered an additional number of F-35A aircraft. His team is actively working with Singapore, Spain and Japan through Studies and Analysis cases ranging in value from $200K to $40M. In December 2011 the Japan MOD selected the F-35 from a competition with F-18 and Euro-Fighter and signed an initial order of 42 F-35A (4 built by Lockheed Martin and 38 built in Japan).

Also during this period Mr. Dorman began discussions with the Korean MOD on a potential sale of 40 F-35A aircraft. This was again another competition with Boeing F-15 Silent Eagle, Euro-Fighter, French Raphael, and the Swedish Grippen. Through prolonged discussions and many trips to Seoul the Korea government announced on 30 September they had selected the F-35. Discussions have begun with the Belgium MOD and Air Force as well as the Finland MOD and Air Force about future acquisition of the F-35. Since most the Northern Tier nations are acquiring F-35 these nations believe there would be good future economic and industrial benefits to such a program. On February 27, 2015 Mr. Dorman retired from active government service and has establish the M Dorman International Services, LLC, located in Cape Coral, Florida specializing in assistance foreign military sales and international strategic planning.

Roberto Enriquez

Roberto draws from his expertise as a mechanical engineer to assess difficult commodity jurisdictions and classifications. He is uniquely skilled at analyzing complex business transactions and quickly developing the appropriate export authorizations for clients.

Roberto joined the Globaleyes team in May 2010, and has prepared hundreds of license/agreement applications (classified and unclassified), performed gap assessments, live trainings for multinational companies in both English and Spanish.

He has created ITAR compliance manuals and process documentation to comply with AECA and ITAR requirements.

He has developed and provided compliance trainings for clients in the U.S., Italy and Mexico. He has supported all aspects of export licensing and has extensive experience related to re-export authorizations required to comply with U.S. export controls.

Roberto has audited high volume transactions to ensure compliance with authorized hardware manufactured abroad, as well as compliance with provisos and limitations.

His qualifications include experience with preparing and providing training on complex Manufacturing Licensing Agreements, as well as analyzing, writing and training on new 600 Series licenses under Export Control Reform.

Roberto has provided long-term, on-site support to key clients to support remedial licensing requirements of clients operating under significant State Department Consent Agreements.

Assisting the International Trade Compliance Department with complex license drafting and electronic submission; high risk license categorization and tracking; agreement writing implementation; and agreement writing process improvement.

He is fluent in Spanish and has a passion for solving complex problems. He is an expert at staying abreast of regulatory changes. His talent for finding solutions coupled with a high degree of professionalism and proficiency with U.S. export regulations enable

Roberto to provide stellar remote and on-site support at client facilities around the world. Roberto holds a Bachelor of Science Degree in Mechanical Engineering from the University of North Texas, and is a member in good standing with the Society for International Affairs.

Steven Swingle Strategy & Training Director

Prior to joining Globaleyes, Steven was a Senior Defense Analyst and Political/Military Affairs Officer and provided supervisory oversight over all military officers conducting interagency and intergovernmental coordination under the Arms Export Control Act (AECA), and International Trafficking in Arms Regulation (ITAR). He was the Senior Agreements Officer and was assigned to the Aircraft and Ground Vehicle Division within the Directorate of Defense Trade Controls (DDTC), Department of State from July 2011 to October 2015. Steve adjudicated over 4,000 Technical Assistance Agreements, Manufacturing Licensing Agreements, and Warehouse Distribution Agreements over the last four years and was DDTC’s primary agreements trainer. In addition, Steve was DDTC’s primary Industry Outreach Officer on the Agreements process and was recognized by the Society for International Affairs as the Government Speaker of the year for 2013.

Prior to his assignment with Department of State, Steve held a number of CONUS and OCONUS assignments to include assignments in Bosnia, Korea, Kosovo, Kuwait and Iraq as an Army Intelligence Officer.

Steven earned his Bachelor’s Degree in Public Administration from George Mason University, a Master’s

Degree in International Administration from Central Michigan University, and was a National Intelligence Scholar and Graduate from the Command and General Staff College in Leavenworth, KS. He currently resides in West Virginia with his wife and four children.

Lexie Cormier Compliance Services Manager

Lexie Cormier is Manager, Compliance Services at Globaleyes and supports all aspects of export/import licensing and compliance. Lexie joined Globaleyes as a Trade Compliance Analyst in 2010. Her ability to identify gaps, gather, validate and communicate critical evidence instills confidence among clients that trade compliance requirements are being met.

Lexie’s core strengths include compliance analysis, corrective action planning, preparing remedial licenses/agreements, testing and validation of corrective actions to verify compliance controls operate effectively. Lexie is also highly skilled at developing compliance training workshops that provide useful knowledge through visual communication techniques. She takes complex subjects and communicates them in a simple manner.

Lexie served as compliance lead for corrective action validation under a significant recent Department of State consent agreement. In that role, Lexie supported the Empowered

Official directly in the oversight and closure of over 130+ corrective actions and commitments made within voluntary and directed disclosures. She worked directly with inside and outside counsel to develop and implement validation processes, as well as trained client personnel on the process.

Lexie has analyzed hundreds of Department of State voluntary and directed disclosures to identify remedial and corrective actions. She helped develop tools to gather and organize required evidence to validate whether corrective actions had been completed. Lexie has created export compliance manuals and process documentation to comply with U.S. export control requirements and specific consent agreement compliance measures.

With her background in strategic communication and a firm grasp on the technical aspects of export compliance, Lexie has gained a working knowledge and skills required to provide quality licensing and compliance services. Her skills, clear communication style and work ethic allow her to provide clients powerful support to identify and remediate gaps and ensure that all parties have a genuine understanding of the compliance process from start to finish.

Prior to joining Globaleyes, Lexie successfully delivered campaign pitches to the Century Council in Washington D.C. and to Exxon Mobil’s board of directors in Dallas, Texas. Lexie holds a Bachelor of Science in Strategic Communications with a minor in Business from TCU, and is in good standing as a member of the Society for International Affairs.

Locke Gamblin Client Services Manager

Locke is the Manager, Client Services at Globaleyes and supports clients in all aspects of international trade compliance. Locke Is highly skilled in export/import compliance and has prepared hundreds of Department of State and Commerce export applications, developed and provided live compliance training to include U.S. Customs requirements, developed and implemented compliance programs, procedures and tools designed to increase awareness and knowledge of international trade compliance policies, laws, and regulations.

Locke previously worked at United Technologies Aerospace Systems (UTAS) as part of technology management group that provided jurisdiction and classification for items on the Commerce Control List (CCL) and United States Munitions List (USML). He assisted in the classification of over 96,000 aircraft parts and components and technical data related to various aircraft parts and components. He was responsible for drafting and implementing a Technology Control Plans (TCP) at the UTAS Tullahoma site and assisted various programs throughout the division in drafting and implementing Program Control Plans (PCP).

Locke served as the Investigations and Voluntary Disclosures division lead where he was responsible for oversight and management aspects of the investigation and corrective actions process, which included conducting investigations of potential violations, determining root cause and developing effective corrective actions, and writing voluntary disclosures to governmental agencies. He led the site through two Special Compliance Official visits and was responsible for all international trade compliance activities at the Tullahoma manufacturing site.

Prior to UTAS, Locke was an export compliance analyst at Globaleyes and provided extended on-site licensing support for a major aerospace and defense firm performing tasks in multiple aspects of international trade compliance. He utilizes his mechanical engineering and compliance backgrounds to provide jurisdiction determinations, commodity classifications of products and license determinations in accordance with import and export regulations. He created, implemented and managed compliance process changes to support improvements, submitted numerous electronic export applications, shipping documents and filed all required information with the Automated Export Services (AES).

Locke is also proficient in using SAP’s GTS software and OCR Services’ EASE software.

Locke holds a Bachelor of Science Degree in Mechanical Engineering from the University of North Texas, is a Pi Kappa Alpha, past member of University of North Texas Rugby Club,

American Society of Mechanical Engineers (ASME), Eagle Scout Association of UNT, and is a member in good standing with the Society for International Affairs.
