The objects of the Association are to:-

The Association shall be non-party in politics and non-sectarian in religion.

The Jericho online website provides public information and is the main channel of communication. The Association has an equalities policy document that sets out action the Association takes to combat direct and indirect discrimination in the management of the organisation, and the services it provides to community organisations and other bodies and individuals.

Those who benefit from the activities of the Association are the residents of Jericho and the surrounding areas, all of whom are invited to attend the monthly management meetings, and join in classes and other activities at the Community Centre, as well as the annual street fair.

To ensure that as many people as possible can take advantage of our services, residents of Jericho get a public benefit through a discounted rate for the hire of rooms. On request; for particular activities, such as the youth activities, which is of great benefit to Jericho and the surrounding districts, there is no charge for the use of the centre. The Association subsidises the weekly community café which serves as an important meeting place, particularly for older residents. There is no charge for entry to the annual street fair which is another public benefit.

ORGANISATIONAL STRUCTURE

Trustee members of the standing committee are elected annually at the AGM under the Constitution adopted in 1984 which was amended in line with the latest ‘Community Matters’ model at a General Meeting of the Association held on 8th November 1999. Councillor Susanna Pressel and Councillor Colin Cook are non-voting observers appointed to the committee by the local ‘Area Committee’ of Oxford City Council, the statutory authority, in line with the charity's constitution.

LEGAL AND ADMINISTRATION INFORMATION

The charity is run by a General Committee which is responsible for organising all aspects of the daily running of the charity.

The governing instruments by which the charity operates are stated in its Constitution.

LEGAL STATUS

The existing trustees may make appointments of new trustees but all members of the General Committee shall retire from office together at the conclusion of the next Annual General Meeting after the date on which they came into office but they may be re-elected or re-appointed.

CHAIR'S REPORT

ACHIEVEMENTS AND PERFORMANCE

The Community Association continues to work alongside the Jericho Wharf Trust to pursue the development of the Jericho Canalside site which will incorporate a new Community Centre. The committee continues to play an active part in the debate and champion the Community’s need for a sustainable new Community Centre. A planning application was submitted by the developer in February 2015. JCA formally expressed concern that the percentage of affordable housing was still below the expected 50% at 39%. There were approximately 45 conditions placed on the application which remained unresolved in December 2015.

The association supports local groups such as Alive & Kicking over 50s group, the Mothers and Toddler’s group, the St Barnabas Sunday school by waiving the fee for the use of the building.

The JCA’s business plan for a new Community Centre has been used to contribute to the discussion of the viability of the proposed new Centre. JCA continues to hold its view that any new Community Centre must have the capacity to generate sufficient income to be completely self-sustaining, which is what has been achieved at the current Centre

Local residents have lent their skills in making small repairs and we are grateful to them.

The Community Centre continues to be well used. We maintain a high number of bookings for classes and there are still a number of users who have run classes regularly for many years. The Centre continues to be used throughout the day and into the evening most days of the week. It remains popular for use as a venue for birthday parties and family celebrations.

The Association continues to support the community café which is open every Saturday. The Committee took a decision to continue to subsidise the café in order to keep prices down and allow this one weekly opportunity to open the Centre to all association members on a 'drop in' basis which we feel is important.

The Vice Chairman Paul Hornby has moved away and we acknowledged the contribution he has made as a member of the committee over the last 9 years at his last meeting in November.

We have taken up the opportunity through a city council scheme to provide Wi-Fi in the Centre for the benefit of all users.

During the year the Association has continued in its objectives to manage the Community Centre and to promote the benefit, and represent the views, of the residents of Jericho within the City.

ACHIEVEMENTS AND PERFORMANCE (continued)

The Association’s community website ‘Jericho Online’ at www.jerichocentre.org.uk is now the main channel of communication. It is updated regularly with community news and information relating to the Community Centre and a mix of articles and information about Jericho.

Key meetings and activities are also notified by leaflet distributions and posters in the Centre windows and the two community notice boards.

The charity is fully insured as an Association and an employer. There have been no claims in the year and no ex-gratia payments have been made.

A further successful application from the Big Society fund enabled us to replace the old computer equipment in the office which has enabled the Administrator to upgrade the systems.

FINANCIAL REVIEW

The 'Alive and Kicking' over- 50s group, co-ordinated by committee member Anne Mobbs, continued to provide a varied programme of meetings and outings.

The committee have also supported residents who have challenged the noise generated by the trains as they ‘idle’ outside the station during the night. This continues to be an on- going issue.

The Oxford University Students Union have once again provided student wardens in Jericho. They have attended JCA committee meetings and organised events such as the fashion evening and Gin tasting for all residents

As can be seen from page 11 of the accounts, on a turnover of £54,109 over the year there was a net surplus of £9,807 which increased our accumulated reserves to £68,978. This has been achieved as a result of the continued income from rental and classes and additional income from grants in comparison to last year.

We have a continuing commitment to make payments to St Barnabas PCC for the continued occupancy of the Community Centre building, but we aim to be able to cover this and roughly break even on normal running costs.

It should be noted that our reserves are largely held to fund legal and consultancy costs for the development of a new Community Centre.

Our annual litter pick took place in March. This is an activity which has spread across the city as Ox Clean.

The Association applied successfully for grant funding from the Oxfordshire Community Foundation for half term play schemes to provide sporting activities in Jericho for young people between ages 11-16. This is an age group for which there are very few activities locally and we were pleased to facilitate this. We are grateful again to Maggie O’Sullivan for her work on organising the activities.

The charity receives rental income from letting out rooms and uses it as necessary to subsidise core activities such as a parent and toddler group so that the centre may be financially viable whilst also being affordable for local and community users. There is also a café, operated as a community facility, which runs with a small subsidy as required. The Committee has made a decision to continue to subsidise the café

The annual Street Fair in Canal Street took place once again on 13th June. The Fair is run for community benefit, it creates an opportunity for local people to gather and enjoy the entertainments offered, and it does not generate significant profit. As the city council no longer maintains the street stalls the commercial organisation which provides the stalls in Gloucester Green provided them at a reduced rate for which we are grateful. Local businesses once again donated generous prizes for the raffle and the Co-op store in Walton Street provided volunteers on the day which was welcomed.

Total funds of the charity stood at £68,978 (2014 - £59,171) at the year end.

RISK MANAGEMENT

TRUSTEE INDUCTION AND TRAINING

The trustees' investment powers are laid down in the constitution and restrictions contained therein. These powers are also subject to conditions imposed by law.

The trustees are responsible for undertaking an annual risk assessment of the organisation and its activities. Any risks that the charity is exposed to would be discussed at general meetings as a matter of course.

In addition to the usual activities, the following remain two key priorities for next year:-

The committee has reviewed and updated all its policies and undertaken checks of the fire alarm and electrical appliances.

There were several instances of the electricity fusing which caused inconvenience and concern to users. This was tracked to a small unused water heater which has now been removed and the problem has not re- occurred.

A tile fell from the roof and caused some damage to a vehicle parked in front of the Centre. The city council provided support to provide a permanent net around the roof to catch any other loose tiles. While the scaffolding was up a thorough investigation of the roof was undertaken and declared to be ‘robust’ so we feel confident such an incident is unlikely to occur again.

The Association's policy on unrestricted reserves is to maintain equivalent cash balances:

There were also a few small acts of vandalism which caused broken windows on the lower floor which were quickly repaired but an unnecessary expense

New trustees are briefed on their legal obligations and responsibilities under charity law. They are also encouraged to familiarise themselves with the charity's constitution. As part of the induction process, new trustees will meet key employees and other trustees.

Funds in our savings account beyond this will be allocated to a development fund for a new Community Centre.

Complete the creation of a charitable incorporated organization to replace the existing JCA.

No members of the management committee received any remuneration during the year. No committee costs were reimbursed to trustees during the year (2014 - £nil). No trustee or other person related to the charity had any personal interest in any contract or transaction entered into by the charity during the year.

Under the terms of the lease, currently being renegotiated, the Centre building is let by the St Barnabas Institute trustees to the Oxford City Council, who in turn let it on to the Jericho Community Association for a peppercorn rent. In broad terms, under the lease the charity is responsible for internal decorative order and Oxford City Council for structural matters. The accounts do, however, now include a payment to St Barnabas Institute in respect of the charity's occupation of the centre.

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

BASIS OF INDEPENDENT EXAMINER'S REPORT

INDEPENDENT EXAMINER'S STATEMENT

In connection with my examination, no matter has come to my attention:

(1)   which gives me reasonable cause to believe that in any material respect the requirements:

• to keep accounting records in accordance with section 130 of the 2011 Act; and

I report on the accounts of the charity for the year ended 31 December 2015, which are set out on pages 11 to 19.

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and the seeking of explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.

It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

to follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

to state whether particular matters have come to my attention.

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 STATEMENT OF ACCOUNTING POLICIES

Incoming resources

Apportionment of charitable expenditure

The accounts have not been drawn up on a going concern basis as the charity is looking to change its legal status to a Charitable Incorporated Organisation which the trustees expect to take place within the next 12 months. As part of the reorganisation the assets and liabilities will transfer into the new entity and in doing so a final set of accounts will be prepared for the charity. This final set of accounts will see adjustments to reduce the value of assets to their recoverable amounts and to provide for additional liabilities that might arise.

Any income received relating to a forward period has been deferred.

Grants receivable are included in the year in which the offer is conveyed by the charity except in those cases where the offer has conditions, such grants being recognised as income when the conditions attaching are fulfilled. Grants offered subject to conditions which have not been met at the year end are not included in the financial statements.

Costs are apportioned between direct charitable expenditure, costs of generating funds and governance costs according to the trustees' judgement.

All expenditure is included on an accruals basis and is recognised when there is a legal or constructive obligation to pay for such expenditure, inclusive of any VAT which cannot be recovered.

Grants payable are charged in the year when the offer is conveyed to the recipient except in those cases where the offer is conditional, such grants being recognised as expenditure when the conditions attaching are fulfilled. Grants offered that are subject to conditions which have not been met at the year end are noted as a commitment, but not accrued as expenditure.

Resources are expended in the furtherance of the charity's objectives.

These accounts have been prepared under the historical cost convention and in accordance with Accounting and Reporting by Charities: Statements of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standards for Smaller Entities published on 16 July 2014, the Financial Reporting Standard for Smaller Entities (effective January 2015), and the Charities Act 2011, together with applicable standards.

Donations and legacies are reported in the statement of financial activities if they are received or due in the financial year.

Incoming resources represent income receivable from fundraising, donations and gifts, interest received, room hire, rental income, street fair and café income.

Tangible fixed assets are stated at cost less accumulated depreciation.

3 TAXATION

The organisation, being a charity, is not liable to taxation on its income.

Unrestricted general funds - these are funds which can be used in accordance with the charity's objectives at the discretion of the trustees.

Rentals applicable to operating leases where substantially all of the benefits and risks of ownership remain with the lessor are charged against profit on a straight line basis over the lease term.

Depreciation has been provided at the following rate so as to write off the cost less residual value of the assets over their estimated useful lives. A full year's depreciation has been provided in the year of acquisition.

Designated funds - these funds represent monies set aside for specific purposes at the discretion of the trustees rather than the donors.

Restricted funds - funds received can only be used for specifically nominated expenditure by the donor and are credited to income in the year in which they are received. Where amounts are not specifically allocated against expenditure in that year the balance is deferred and added to the balance brought forward on the restricted funds and is used in subsequent years in line with the restrictions placed by the donor.

PURPOSES OF DESIGNATED FUNDS

These funds will be used over the coming years to cover the costs incurred in establishing a new Community Centre, such costs are expected to include legal and professional fees as well as the construction of the Centre.
