    Patriotism means to stand by the country. It does not

    mean to stand by the president, or any other publicofficial, save exactly to the degree in which he himselfstands by the country. It is patriotic to support himinsofar as he efficiently serves the country. It isunpatriotic not to support him to the exact extent that

    by inefficiency or otherwise he fails in his duty. In eitherevent, it is unpatriotic not to tell the truth, whetherabout the president or any one else. (TheodoreRoosevelt)

    Sec. 18All government offices & educational

    institutions shall henceforth observe the flag-raisingceremony every Monday morning, and the flag

    lowering ceremony every Friday morning. The

    ceremony shall be simple and dignified, and shall

    include the playing or singing of the Philippine

    National Anthem.
