CHAPTER-II 2. THE PUNJAB LEGISLATIVE ASSEMBLY SPEAKER'S AND DEPUTY SPEAKER'S SALARIES ACT, 1937 (PUNJAB ACT NO. III OF 1937) AN ACT to provide for the salaries of the Speaker and the Deputy Speaker of the Legislative Assembly of the Punjab WHEREAS by the Government of India Act, 1935, provision has been made for the determination of the salaries of the Speaker and the Deputy Speaker of the Punjab Legislative Assembly by Act of the Provincial Legislature, it is hereby enacted as follows:- I. ThisAct may be called the Punjab Legislative Assembly Speaker's and Deputy Speaker's Salaries Act, 1937 I-A. (a) "House" includes the staff quarters and other building appurtenant thereto, and the gardens thereof. (b) "Maintenance" in relation to a house shall include the payment of local rates and taxes, and charges for electricity and water. 1[2. There shall be paid to the Speaker of the Punjab Legislative Assembly a salary at the rate of 2[fifty thousand rupees] per mensem, 3[ sumptuary allowance and com~ensatory allowance each] at the rate of five thousand rupees per mensem and. a conveyance allowance at the rate often thousand rupees per mensem or, in lieu thereof, a state car, the expenses on the maintenance and propulsion ofwhai1skjll be borne by State Government and there shall in addition be provided by the State Government a free furnished house at Chandigarh for him, the maintenance charges of which shall be borne by the State Government. The SJate Government may also allow him to continue in free occupation of the house for a period not exceeding fifteen days from the date of his ceasing to be the Speaker: Provided that if the Speaker does not avail of or surrenders his State car and wishes to use his private vehicle for official purpose, he will be paid such allowance, as may be specified in the rules made in this behalf by the State Government under this'Act from time to time]. There shall be paid to the Deputy Speaker of the PunjabLegislative Assembly a salary at the rate of 2[fifty thousand rupees] permensem, sumptuary allowance and compensatory allowance each] atthe rate offive thousand rupees per mensem and conveyance allowance atthe rate of ten thousand rupees per mensem or, 'in Iieu thereof, a Statecar, the expenses on the maintenance and propulsion of which shall beborne by the State Government and there shall in addition be provided bythe State Government a free furnished house at Chandigarh for him themaintenance charges of which shall be borne by the State Government or inlieu thereof he shall be paid such allowance not exceeding three hundredrupees per mensem as the State Government may fix. The StateGovernment may also ,allow him to continue in free occupation of thehouse for a period not exceeding fifteen days from the date of his ceasingto be the Deputy Speaker:

Provided that if the Deputy Speaker does not avail of or surrendershis State car and wishes to use his private vehicle for official purpose, he.will be ~h·allowance, as may be specified in the rules made in this"behalfby the State Government under this Act from time to time].

3[3A (1) The Speaker and the Deputy Speaker shall each beentitled to have a telephone installed at any place within his constituencyor at his place of residence or at Chandigarh and all charges in respect ofinstallation and security deposit shall be paid by the Speaker and theDeputy Speaker themselves and the amount so paid shall be reimbursedto 'the Speaker and the Deputy Speaker by the Government onproduction of receipts obtained from the Posts and TelegraphDepartment] . .4[(2) The Speaker and Deputy Speaker shall be paid a telephone

I[3-AA There shall be paid to the Speaker and the Deputy SpeakerConstituency, Secretarial and Postal Facilities Allowance at the rate of2{twenty five thousand rupees} pes mensem 3[and office allowance inconstituency at the rat~ of "{ten thousand rupees} per mensem].

5[3-B 6{(1)} The Speaker and the Deputy Speaker each alongwith his spouse and his dependent children accompanying either of themand an attendant accompanying him' to look after and assist him shall,during the course of a financial year, be entitled to travel by any railway.in India or within or outside India by an air-conditioned coach or by airand amount equivalent to the expenses incurred on such journey shall bereimbursed to him:

Provided that where the Speaker or the Deputy Speaker travelsby his own motor-car and furnishes a cash receipt from a licensed dealer,indicating the name of the Speaker or the Deputy Speaker, as the casemay be, quantity of petrol or diesel purchased by him for propulsion of his'motor-car, the date on which it was purchased, the cost thereof and theregistration number of his motor-car, the expenses so incurred shall bereimbursed to him:

, Provided further that the total expenses incurred for thefacilities specified in this section shall not exceed the amount of "[threelac rupees] in a financial year.]

5. The salary and aliowances payable to the Speaker and theDeputy Speaker and free furnished house and other perquisites admissible tothem under this Act, shall be exclusive of income-tax which shall be payableby the State Government. .
