History of Colegio ng Lungsod ng Batangas

The Colegio ng Lungsod ng Batangas trace its beginning when Mayor Eduardo B. Dimacuha issued executive order no. 26 dated August 20, 2005 creating the committee for the establishment of the Pamantasan ng Lungsod ng Batangas that will Provide quality but affordable education more particularly to our talented but poor student populace. The committee was chaired by Atty. Narciso Macarandang with the following as members Atty. Reginald Dimacuha, Mr. Felipe Baroja, Engr. Januario Godoy, Dr. Rossana Barion, the late treasurer Benjamine Pargas, Dr. Angelito Bagui, Atty. Edelwina Sabido, Mr. Edelberto Perez, Mrs. Leticia Chua, Mr. Manolo Perlada and Mrs. Luz Amparo. Thus began the spade work for the committeedrafting of the character, preparation of the curriculum, the organizational structure of college official faculty and administrative personnel, the school site and facilities, and all other document pursuant to the requirement of the Commission on Higher Education for the degree course and of TESDA for the 2-year courses. By virtue of city ordinance no. 16 2005 dated October 24, 2005 the establishment of Pamantasan ng Lungsod ng Batangas was approved however, ordinance no. 16 had to be amended pursuant to a directive from the Commission on Higher Education that all new institution of higher learning have to start as a college. Another ordinance no.1 2006 dated February 20, 2006 was passed changing the name Pamantasan ng Lungsod ng Batangas to Colegio ng Lungsod ng Batangas. The permit to operate from the CHED was issued on April 11,2006 which states that: In accordance with the pertinent provisions of republic act (RA) no. 7722, otherwise known as the higher education act of 1994,and by virtue of the resolution no. R420-97, series of 1997, of the commission, the Colegio ng Lungsod ng Batangas, Batangas City, is hereby authorized to offer the first year level of the Bachelor of Science in Commerce (BSC-Major in Management) course, effective collegiate year (CY) 2006-2007. The authority herein granted shall remain in force and required standards for the said course and the budgetary allocation for its operations are provided for and maintained. Having completed its task, the committee work was terminated and the responsibility was taken over by the board of regents as a policy-making body composed of Mayor Eduardo B. Dimacuha as chairman, Atty. Teodulfo A. Deguito, Dr. Rosanna Carmelita A. Barrion and Engr. Januario Godoy, CHED Director Isabel Inlayo as ex-official member with Atty.Edelwina E. Sabido, as board secretary and the college officials namely, Atty.Teodulfo A. Deguito, college administrator: Dr.Angelito B. Bagui, Dean of Instruction: Mr.Felipe M. Baroja, registrar; Mrs.Boongaling, progam head BSC; Dr. Feliciana F. Adarlo, progarm head education; Mr.Manolo M. Perlada, program head ICT. Personnel for administrative and academic concerns worked on their respective assignments. They are Mrs. Asther P. Marasigan, accountant; Mrs. Hiyasmin A. Candava, guidance counselor; Mrs. Evangeline B. Ditan, librarian; Mr. Gerry B. Agregado, budget officer; Mrs. Teresita M. Kalalo, personnel officer; Mr. Robert Allen O. Pargas, casheir; Dr. Leonor A. De Guzman, Digna M. Lumanglas and Dr. Marilou B. Hernandez, for medical and dental staff; Mr. Lope C. Gonzales, maintenance, property, supply and procurement officer; Mr. Aristeo M. Villena, security head. The pioneer faculty members worked on their own preparations for teaching. They are Marjorie E. De Jesus, Marianne A. Gumacal, Meliton C. De Guzman, Angelito P. Bukiz, Feliciana F. Adarlo, Angela J. Banuelos, Teodulfo A. Deguito, Lerma F. Agtay, Glenda D. Garcia, and Lou Angela J. Banuelos, Teodulfo A. Deguito, Lerma F. Agtay, Glenda D. Garcia, and Luciano I. Asilo Jr. For its initial offering, the Colegio opened courses for two four-year degree program-Bachelor of Science in Elementary Education and Bachelor of Science in Commerce and two-year courses- Computer Programming and Computer Technician. As of the first semester of school year 2006-2007 three hundred two (302) students have availed of free college education on the initiative of Mayor Eduardo B. Dimacuha and the support of the Sanguniang Panglungsod and City Government department heads and employees. June 5, 2006 goes down in the history of Batangas City as a very significant day as the Colegio ng Lungsod ng Batangas opens its doors to 302 student; 65 in the BEED curriculum; 80 in BSC; 77 in the Computer Programming and 80 in Computer Technician.

Justice the opportunity to avail themselves of the blessings of knowledge and social progress in a community where power and opportunity are shared within the framework of the ideals and principles of democracy; and,2. Integrity honesty is theprimordial principle governing ones decisions, actions and actuations.

COLLEGE SEAL Our seal is simple. It's symbolism are a sold as man's quest for knowledge and truth represented by the open book and the quilted pen and as noble as the aspiration of the city government, represented by the Official Seal, to reach out to the less fortunate but deserving students through free college education.Framing the symbols are the traditional ideals of EXCELLENTIA (Excellence) BENEFICENTIA (Benevolence and God will) so that DESARROLLO (Development) in all aspects of life will be there for every Batangueo to enjoy. And the big bold letters of the Colegio ng Lungsod ng Batangas established in 2006 proudly proclaim it will not fail in its lofty aspiration and noble mission.COLLEGE ADVOCACIES1. Prompt and regular attendance of students is required. Total absence shall not.2. Exceed 20 percent of the maximum number of school days. The maximum number of allowable absence is as follows:

I. 2 Times for every 1-unit subjectII. 4 Times for every 2-unit subjectIII. 6 Times for every 3-unit subjectIV. 8 Times for every 4-unit subjectV. 10 Times for every 5-unit subject3. Students exceeding the allowable maximum number of absences shall be dropped from the Class Roland shall be given a failing grade.4. A student who has been absent on the previous day shall secure an admission slip from the Department Head for presentation to the teachers concerned.5. Students are not excused from satisfactorily complying with the assignments during their absencee, nor shall they be given special make-up exams for quizzes given during the absence.6. Tardiness of the students is not Tolerated Teachers are authorized to used their discretion in enforcing this regulation Three (3) marks for tardiness shall be equivalent tone (1) absence.7. Students must be inside the classroom beginning the start of the subject schedule. They will be marked "LATE" if they arrive the first 10 minutes for a one-hour-class; 15 minutes for a one- in-a-half-hour-class; 20 minutes for a two-hour-class. Those arriving after the time allowed for tardiness has lapsed shall be marked "ABSENT".8. In case the teacher is not present at the beginning of period, students of one-hour-class may leave the room after the first 10 minutes, 15 minutes for one and one-half-hour class; and 20 minutes for two hour -class.9. In every class, the Teacher shall designate a class beadle who shall be responsible for the conduct of the class during waiting time for dismissing the class only after the lapse of the required waiting time.10. The following shall be considered in determining whether the absence of the students is excused or not;a. Issuance of written authority by the College Administrator or his representative for a student to represent the CLB in official affairsb. An excuse absence shall be recorded in the students class cards but such absence shall not be counted for purposes of his attendance c. Notice of excused absence shall be issued to the teachers by the Department Head concerned.11. At the start of each term, a student shall submit his class card before he may be allowed to attend any class.12. A student who has incurred half the number of absences which will render him in eligible for a passing grade shall be issued warning card by the Department Head.BILL OF RIGHTS OF THE STUDENTS1) Every student has the right to receive relevant quality education in line with national goals, educational objectives and standards of the school.2) Every student in entitled to guidance and counseling services to enable him to know himself, to make decisions and to select from the alternatives in the field of work in line with his potentials.3) Every student, in the exercise of the constitutional guaranty of free speech and press, has the right to express and pursue his opinions on any subject, provided that the expression and dissemination of such views do not disrupt the work and discipline of the school.4) Every student shall have the right to receive reasonable protection within the school premises. 5) Every student shall have the right to be informed of the rules and regulations affecting him.6) Every student shall have the right to participate in co-curricular activities. 7) Every student is entitled to be respected as a person with human dignity, to full physical, social, and intellectual development to humane and healthful conditions of learning.8) No student shall be subjected to exploitation, in voluntary servitude nor cruel or unusual punishment.9) Student of institution of higher learning shall enjoy academic freedom.10) Every student shall have the right to redress of grievances against any wrong or injustice committee against him and/or academic community in accordance with the defined channel of authority therein.11) No student shall be subject to disciplinary action without due process.12) Every student, within reasonable hours and condition, shall have the right of access to his class and other records for the purpose of determining his Class Standing. The CLB shall maintain and preserve such records.13) Every student officially admitted by CLB has the right to continue and pursue his course of study therein until graduation, except in case of academic delinquency and violation of disciplinary regulation.14) Every student shall have the right to be assisted by CLB through current and adequate information on work opportunities.15) Every student shall be entitled to expeditious in issuance of certificates, diplomas, transcript of records, grades and transfer credential.Sanctions1. Students found guilty of major offenses shall be meted the following:a. Suspension for any length of time not exceeding one school term.b. Dropping the students from the roll of the CLB c. Expulsion permanently from all private and public schools in the country.2. Students found guilty of minor offenses shall be meted the following:a. Warning (oral or written notice to the student that continuation or repetition of specified conduct maybe a cause of disciplinary action).b. Reprimand (oral or written censure for violation of a specified rule and regulation).c. Disciplinary Probation (exclusion from participation in privileges for a specified length of time which is set for in the notice of probation.d. Reimbursement (which may take the form of money payment or appropriate service to repair, restore or otherwise compensate for damages) in case of damage to, loss of, or failure to account for the property of the CLB or student organization.e. Summons of parents, guardian or any responsible person charged with the care of the students in case of second offense.
