RehearsalsThe first rehearsal is scheduled for Wednesday, September 17, 2014. Rehearsals are held from 3:30-4:30pm on Wednesdays, at Parke Lane. Meridian students can ride the bus to Parke Lane. There will be a parent meeting following the first rehearsal.

Tuition costs and fundraising• $75 per year

• $25 discount per additional child is given for families who have more than one child participating,

Payments are due before or at the first rehearsal. A check made payable to the Grosse Ile Recreation Department, and given to your vocal music teacher. Performance uniforms (Grosse Ile Children’s Choir T-shirt) are included in the $75 fee.

Youth ProgramsJR. RUnnInG clUBThe Grosse Ile Jr. Running Club is open to all children in grades 2-5 (in the fall of 2014) who wish to improve their physical fitness through running. Practice will begin September 4th. Participants will have an opportunity to compete in cross country races of between 1 and 1.6 miles throughout the fall racing season. Practices will be held on Tuesdays and Thursdays from 4-4:45pm behind the Grosse Ile Middle School. Please wear proper shoes and bring a water bottle and insect repellant to all practices and races. Please note, while parents are not required to stay for all practices, we do require parents to transport their child to and be present at all competition events.

A current medical physical is required before participating. It must be on the Michigan High School Athletic Association, Inc. Medical History Form and Physical Exam & Clearance and Consent Form.

Deadline to register is September 24. Registration is $50 and includes a running t-shirt, race fees and awards. Forms available at the Recreation Department Office.

6TH GRaDe RUnnInG clUBRunners will meet behind the Middle School. Everyone should be prepared with proper running shoes and water bottles. Participants will also be registered to run in eight cross country races. These races are about 1.5 miles for this age group. Information on these runs will be given at the first practice. This program is sponsored through the Grosse Ile Recreation Department and payment and registration should be at the Recreation Department. van TRanspoRTaTIon The Grosse Ile Recreation Department is pleased to provide transportation service for residents who are senior citizens, low income or disabled. This “essential errands” service is for those who do not own a vehicle or are unable to drive due to medical reasons. Reservations must be made at least 24 hours in advance, with 2 to 4 days preferable. Van is Wheelchair accessible. Grosse Ile Recreation Transportation provides transportation to our monthly senior meetings held on the 2nd and 4th Tuesdays for a fee of $2. Drop-in students are welcome, but at least 6 weeks of yoga experience is required, and there is a fee of $10 for each drop-in class.

new TownsHIp coDe enfoRcemenT pRoGRamFor the past 6 months the Township has been reviewing various Municipal Code sections in an effort to improve them as they relate to conditions found on many properties around the Island. We determined that lack of enforcement was a large cause for the various code sections not being met. The following guidelines and procedures are being implemented and will be reviewed further in the upcoming months.

If you believe there is a code violation in your neighborhood, we encourage you to review the Municipal Code section in question, online at www.grosseile.com. We also encourage you talk to your neighbor about the problem before contacting the Township offices. Please keep in mind that what may look like a violation to you, may not actually be a violation.

When the Township receives a complaint or if a situation is observed by the Code Enforcement Officer, an onsite inspection of the property and conditions will be conducted. If it is determined that there is a code violation, a notice will be posted, with a copy of the notice sent by mail.

When the Enforcement Officer goes to the property location with the Correction Notice it will list the violations, appropriate corrective measures, the remediation time frame and the potential Civil Infraction fines. If the homeowner is at home he will discuss these issues in person. If not, a notice will be posted, with a copy sent my mail.

At the end of the remediation time frame, if corrections are completed, the file will be closed. However, if the violation still exists a Civil Infraction Notice of Violation (ticket) with the fines listed, may be issued.

Fines have been substantially increased up to the maximum fine of $500 for each violation. If the property owner has several violations, fines could exceed a thousand dollars.

After receiving the ticket, you will have a specific time frame to abate. At the end of that time frame, the Township will explore the option of removing or correcting the violation at the property owner’s expense. An example would be the removal of a boat from site and put into storage. Corrective measures will be at the owner’s expense and will be in addition to the fines. A lien may be placed on the property for the costs.

Airport Sled Hill(airport Recreation area)Located on the west side of the soccer fields at the Airport Recreation Area. During the winter and weather permitting, the sled hill can be accessed from Meridian Road onto Intrepid Street leading in to the Airport Commerce Park. The sled hill is unsupervised and sledding is at the participant’s own risk. Specific rules and regulations are posted at the hill and must be followed at all times for safety purposes. Children are to be accompanied by an adult and extreme caution is encouraged of all participants during days of bitter cold.

Please remember these rules and regulations while at the sled hill:

• The sled hill is unattended. Patrons use the hill at their own risk.

• Children should be supervised at all times.

• Do not sled in areas that grass or bare ground is starting to show.

• Dress appropriately for the weather. Boots, gloves, snow pants, coat and hat are required for sledding. Remember patrons are responsible for their clothing

• Icy conditions could lead to closing of the hill.

• No throwing of snowballs.

• Sledding in designated areas only.

• Use caution on hills and yield to other sledders

• King of the Hill and other rough games are prohibited.

• Persons who are not sledding may not be around the hill unless they are accompanying children.

• Profanity, disorderly conduct and any actions that may endanger the safety of others or interfere with enjoyment of the sled hill by others is prohibited.

• Pets an/or alcoholic beverages are prohibited

• Snowmobiles are strictly prohibited on all Township Property.

The Township BoardThe exercise of Township authority is consistent with the general laws of the State of Michigan and the United States. The citizens of Grosse Ile elect a Supervisor, Clerk, Treasurer and four trustees each serving a four-year term. The Township Board has the power to adopt laws, ordinances and resolutions, to adopt the budget, to levy taxes and to set policy. The Township Board hires a Township Manager who is accountable for all administrative functions.

Township Board meetings are typically held at 7:30 pm in the Township Board room on the second and fourth Monday of every month. Meetings are open to all community members and broadcast live on Grosse Ile Television (Channel 12 for Comcast subscribers, channel 12 for WOW viewers and channel 10 for AT&T U-verse). The Township Manager is the chief administrative officer for the Township and is responsible for the management of all township departments. The mission of the Assessing Department is to uniformly and equitably value all taxable real and personal property within the Township of Grosse Ile. The annual creation of this tax base provides funding for education, Township services and other government functions.

For tax year 2013, Grosse Ile has approximately 6,700 real and personal parcels with an assessed value of $574,463,500 and taxable value of $557,682,883.

The Assessing Department provides the means of assessment appeal through the Board of Review process. Property taxpayers who have appeared before the Board of Review may further appeal their assessments to the Michigan Tax Tribunal (MTT). The Assessing Department is responsible for defending the Township’s values at the MTT.

The Township Clerk’s Office is responsible for a wide variety of services and information, including providing guidance to township departments on document retention and storage of official documents as prescribed by the official Records Retention Schedules of the State of Michigan.

Additionally, the Township Clerk’s Office is responsible for processing Freedom of Information Act requests (FOIA), solicitation permits, oversees public bids, publishes public notices and provides free notary service.

The Township Clerk also has official oversight of accounts payable and other financial ledgers, within the Uniform Chart of Accounts through the township’s Finance Department and works with the Township Treasurer to oversee the disbursement of all monies paid out under the authorization of the proper township authorities.

elecTIonsThe Township Clerk’s Office is responsible for administering all elections in accordance with State and Federal law. The Township Clerk, Deputy Clerk and Election/Records Assistant are accredited as Election Officials by the Secretary of State under Michigan Election Law to employ and train precinct inspectors to serve in the voting precincts at all elections and to prepare and test voting equipment and materials to insure accurate vote tabulation and reporting.

Regularly scheduled annual elections are held on the first Tuesday after the first Monday in August and November.

Special Elections may be held in February or May, if needed.

voTeR ReGIsTRaTIonResidents may register to vote in person at the Township Clerk’s Office, or at any Michigan Secretary of State’s Office. A resident must be registered at least 30 days prior to an election to be eligible to vote in that election and must have reached their 18th birthday on or before Election Day. New voters will receive a Voter Identification Card by mail after the registration process is completed showing their voting location.

The Finance Department performs a wide range of high-quality operational services and support. This responsibility is discharged in accordance with Federal and State regulations, ordinances enacted by the Township Board, directives from the Township Manager, and is consistent with Governmental and Financial Standards established by the Government Accounting Board.

The Finance Department administers and oversees all finance and accounting, budgeting, debt administration, grant reporting, accounts payable, payroll and benefit administration, and risk management. The Treasurer’s Department administers billing, collection and allocation of real and personal property taxes. Timely distributions are made to the County, School and Grosse Ile Township accounts. The Grosse Ile Fire Department was established in 1943. Before then, the island was serviced by neighboring communities; the Trenton Fire Department handled the south end of Grosse Ile and the Wyandotte Fire Department handled the northern portion of the island.

Because of the distance, it took time for these departments to respond, making it difficult to save homes and business as well as receive medical attention. It was then that a group of island men got together and formed the Grosse Ile Fire Department. The initial training was provided by the Detroit Fire Department.

Since, the Grosse Ile Fire Department has grown into a first-class volunteer operation providing fire-fighting and basic emergency medical services for the residents of, and visitors to Grosse Ile twenty-four hours a day, 365 days a year.

pRepaRInG foR wInTeR1. Change the batteries in your smoke alarms and carbon monoxide detectors

once a year • Make sure they are all in working order and test them every month. • If it has been over 10 years since your smoke alarms and carbon monoxide

detectors have been replaced, swap them out for new ones.

2. Clean your chimney and fireplace • If you use your fireplace often get it and the chimney cleaned annually. • To prevent building up, clean the ash from the fireplace regularly.

3. Check your furnace/heating system • Install and maintain heating equipment correctly. Have your furnace

inspected by a professional prior to the start of every heating season. • Don’t store newspapers, rags or other combustible materials near a

furnace, hot water heater, space heater, etc. • If used improperly, a space heater can be the most dangerous appliance

in your house. • Don’t leave space heaters operating when you’re not in the room. • Keep space heaters at least three feet away from anything that might

burn, including the wall. • Don’t use extension cords with electric space heaters. The high amount

of current they require could melt the cord and start a fire. • When lighting a gas space heater, strike your match first, then turn on

the gas. • Never use your gas range as a substitute for a furnace or space heater.

4. Prepare your vehicle • Have your vehicle serviced regularly. • Check the tread and air pressure in your tires.• Check the concentration level of antifreeze in your vehicle’s engine. • Add de-icer wiper fluid solution to prevent spray from freezing. • Find out more ways to prepare your vehicle for the upcoming winter with

5. Prepare for a winter emergency with a Winter Survival Kit.

6. Be ready for ice, snow and cold temperatures – Snow and icy conditions can impact parts of nearly every U.S. state. Have shovels and de-icer available to remove snow and ice fromsidewalks, driveways and parking lots. Don’t forget hats, scarves and gloves to prevent frostbite.

7. Check your fire extinguisher – Charge and/or replace it if necessary.

8. Get your flu shot – With the winter season, comes flu season. • It takes your body two weeks to build immunity from the flu. So get your

flu shot early –sometime in October or November. However, it is never too late to get the flu vaccine.

• A flu shot will protect you from the most common strains of influenza for that season.

By State law, all public roads in townships in Michigan are under the jurisdiction and ownership of county road commissions and in the case of Wayne County, the Wayne County general government and its Department of Public Services.

The Department of Public Services’ (DPS) first priority is to provide the residents with safe drinking water through the water distribution system. The system is comprised of 62.2 miles of water mains and 676 fire hydrants. The department is the overseer for the removal of solid waste (trash, recycling and yard waste) and the operation of the sanitary sewage collection system via contract operation. The sanitary sewer system is comprised of 75.55 miles of sewer mains, 5 lift stations and the waste water treatment plant. In addition to maintaining the water and sewer system, the Department of Public Services maintains approximately ten-miles of bike paths throughout the township in regards to mowing, sweeping and cleaning and winter maintenance. The department also oversees dust control for gravel roads and for crack sealing of roads; ice and snow removal of Township properties; storm water management, drainage maintenance; and in snow emergencies, the DPS assists in the removal of snow and ice in residential subdivisions.

Help elImInaTe f.o.G. In oUR seweRsFat, oil and grease in sewer pipes, referred to as FOG, create pollution problems in many communities. FOG enters sewer pipes through restaurant, residential and commercial sink drains. Once in the sewer, FOG sticks to the pipe and thickens. FOG can build up and eventually block the entire pipe. Fat, oil and grease are by-products of cooking found in: food scraps, meat fats, lard, cooking oil, butter, margarine or shortening. Restaurant owners and commercial businesses can help control the problem by properly disposing of fat, oil and grease in an appropriate recycling bin and through proper training of all employees. Homeowners can do their part too by disposing FOG in containers with lids and placing them out with their regular trash.

DITcHes anD waTeRwaYsPlease do not dump or throw anything into the ditches or waterways. Even grass clippings and branches can accumulate and plug channels. A plugged channel cannot carry water, and may cause flooding if not properly maintained. Please do your part, and keep our ditches and waterways clear of brush and debris.

RecYclInGThe Township of Grosse Ile, in partnership with Waste Management, is responsible for the Township’s weekly curb-side recycling program. For additional recycling information please visit the DPS page on the Township’s website at www.grosseile.com. If you need additional blue recycling containers, they can be purchased at Township Hall for $8.00 each.

How YoU can Help• The Detroit Water and Sewerage Department provides

drinking water to approximately 4.2 million people in 126 southeastern Michigan communities, including Grosse Ile. You can assist the DPS in reducing future water rate increases from Detroit Water and Sewerage Department (DWSD). The water rate increases are partially based on peak demand. Residents with irrigation systems that are connected to the municipal water supply are encouraged to operate their systems between the hours of 11:00 p.m. and 5:00 a.m. This will help to reduce our peak demand from DWSD’s system and possibly help reduce future increases in our water rates.

• Mailbox clearing – it is also your responsibility to clear debris and overgrowth around your mailbox, otherwise the U.S. Postal Service may not deliver your mail.

• Potholes – Please report potholes to Wayne County at (888) 762-3273 and they will be filled as soon as practical.

• Adopt a fire hydrant in your neighborhood – Please keep it clear of weeds in the spring, summer and fall and by shoveling snow from around it during the winter months.

Remember, you’re not just fertilizing your lawn…Storm drains found in our streets and yards empty into our lakes and streams. So, when we fertilize our lawn we could also be fertilizing our lakes and streams! While fertilizer is good for our lawn, it’s bad for our water. Fertilizer that enters our lakes and streams can cause algae to grow and use up oxygen that fish need to survive. So what can you do to help? Simple.

• Sweep it. Sweep excess fertilizer and grass clippings from pavement back onto your lawn so that they don’t wash into storm drains.

• Buy low and go slow. First, find out if you even need fertilizer! Contact your Michigan State University Extension office to get a soil test. If you do need it, choose a fertilizer with no or low phosphorus--phosphorus causes algae growth. You can also use an organic or slow-release nitrogen fertilizer, which causes less harm to water.

• Hire smart. Select a lawn care service that follows the practices noted above.

• Mow high. Keep your lawn at three inches in height. Taller grass strengthens roots and shades out weeds. Also, remember that the nutrients from grass clippings left on your lawn act as a great fertilizer.

• Make fertilizer-free zones. Keep fertilizer at least 20 feet away from the edge of any lakes, streams, or storm drains.

What’s the issue?

Antifreeze, household cleaners, gasoline, pesticides, oil paints, solvents and motor oil are just some of the common household products that can enter our storm drains. Help keep these out of our lakes and streams. Instead of putting these items in the trash, down the storm drain, or on the ground, take them to a local hazardous waste center or collection day.

What are some helpful tips?

Here are some simple steps you can take to carefully dispose of household wastes and help keep our water clean. Give them a try. A few simple changes can make a big difference!

• Identify it. Be aware of household products that can harm children, pets and the environment. The words “danger,” “caution,” “warning” or “toxic” indicate that you need to be careful in how you use and dispose of the product.

• less is better. Reduce waste and save money by purchasing only the materials you need. When possible, choose less toxic alternatives like cleaning your windows with vinegar and water.

• store properly. Keep unused products in their original containers with labels intact. Select cool, dry storage areas away from children, pets and wildlife.

• Disposal is key. Never dump motor oil, chemicals, and other toxic materials down storm drains, sinks, or on the ground. Contact your local community for disposal locations, guidelines, and dates.

• Don’t forget the Rv. Dispose of recreational vehicle sanitary waste at a nearby drop-off location. Never put it down a storm drain or roadside ditch! For more information on locations and requirements go to www.RVdumps.com.

storm drainsThe storm drains (sometimes referred to as catch basins) that you see on county roads allow rain water to drain from the roads. They are particularly important during storms when the high volume of water falling on roads would otherwise cause flooding. Storm drains have grids to prevent large objects from falling into the storm sewer system.

It’s important to monitor and clean storm drains to prevent road flooding, property damage and hazards to the public while driving. You can help by using a rake to clear leaves, limbs and debris from the catch basin. Place leaves and twigs in a paper bag for recycling. Do not attempt to remove the grate, only the debris on top of the grate.

When the forecast calls for heavy rainfall or snow and ice, remove debris from the catch basin before a storm. After a storm, maintain the openings to catch basins by clearing away any snow or ice. Create a 10 to 12-inch path along the curb or edge of the road for melting snow and ice to drain to the catch basin.

So, if you have a storm drain in your neighborhood, please inspect it regularly and remove the debris to help keep our roads safe and storm drains clear and clean. Since the airport’s initial construction, it has served the aviation and transportation needs of the community and surrounding area. From the Aircraft Development Corporation and Curtiss Flying Service to the once famous Chateau Voyageurs Club and the ZMC-2 Metalclad Dirigible Factory, the airport has always supported the business interests and activities that make it one of the community’s most valuable assets. This is evidenced by the variety of businesses and organizations based at the Airport and Commerce Park. This includes a fixed base operator, banquet and overnight accommodations and a tennis center.

The airport serves a broad range of general aviation aircraft, business executives in modern corporate jets, avid recreational flyers in single and multi-engine aircraft and special event blimps. All are served by the airport and tenants located at the facility.

Grosse Ile Township offices were relocated to Hangar One in November 2000. The former Naval administrative offices in the west wing of this hangar were renovated and were

rededicated on November 13, 2000. In addition, the Airport Administrative offices also relocated to the second floor of this historic building. A memorial garden has been dedicated and sits directly behind Township Hall to honor all the men and women who served in the armed forces here at the Grosse Ile Naval Station.

Today, the airport has two runways. The primary runway is 4,848 feet long and 100 feet wide, and the secondary runway is 4,425 feet long and 75 feet wide. Both runways are lighted for night operations. The airport has an automated weather observation system to generate present weather reports for pilots and the community

Each dollar spent at the Airport and Commerce Park creates an economic impact that either directly or indirectly benefits the entire Grosse Ile area, expanding its prosperity. With the benefit of the Commerce Park, the airport has been entirely self-supporting since 1971.
