2.0 BIDDER’S ACKNOWLEDGEMENTS
Bidder accepts all of the terms and conditions of the Instructions to Bidders, including without limitation those dealing with the disposition of Bid security. This Bid will remain subject to acceptance for 90 days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.
3.0 BIDDER’S DECLARATION AND REPRESENTATIONS
In submitting this Bid, Bidder represents that:
3.1 The undersigned Bidder declares that the only persons or parties interested in the Bid are those named herein, that this Bid is, in all respects, fair and without fraud, that it is made without collusion with any official of the Owner, and that the Bid is made without any connection or collusion with any person submitting another Bid on the Contract.
3.2 The Bidder further declares that they have carefully examined the Contract Documents entitled “Contract Documents for the construction of RNG UPGRADES PROJECT, Contract P80095,” and that this Bid is made according to the provisions and under the terms of the Contract Documents, which documents are hereby made a part of this Bid.
3.3 Bidder has visited the site and become familiar with and is satisfied as to the general, local, and site conditions that may affect cost, progress, and performance of the Work.
3.4 Bidder has carefully studied all: i) reports of explorations and tests of subsurface conditions at or contiguous to the site and all drawings of physical conditions in or relating to existing surface or subsurface structures at or contiguous to the site (except underground facilities) that have been identified in Section 00140.
3.5 Bidder is familiar with and is satisfied as to all federal, state and local laws and regulations that may affect cost, progress, and performance of the Work.
3.6 Bidder does not consider that any further examinations, investigations, explorations, tests, studies, or data are necessary for the determination of this Bid for performance of the Work at the price(s) Bid and within the times and in accordance with the other terms and conditions of the Bid Documents.
3.7 Bidder has given Project Manager written notice of all conflicts, errors, ambiguities, or discrepancies that Bidder has discovered in the Bid Documents, and the written resolution thereof by Project Manager is acceptable to Bidder.

3.8 The Bid Documents are sufficient to indicate and convey understanding of all terms and conditions for the performance of the Work for which this Bid is submitted.
4.0 FURTHER REPRESENTATIONS
Bidder further represents that:
4.1 This Bid is genuine and not made in the interest of or on behalf of any undisclosed individual or entity and is not submitted in conformity with any agreement or rules of any group, association, organization or corporation;
4.2 Bidder has not directly or indirectly induced or solicited any other Bidder to submit a false or sham Bid;
4.3 Bidder has not solicited or induced any individual or entity to refrain from bidding; and
4.4 Bidder has not sought by collusion to obtain for itself any advantage over any other Bidder or over Owner.
4.5 All required sales and use taxes are included in the stated Bid prices for the Work unless provision is made herein for the Bidder to separately itemize the estimated amount of sales tax.
4.6 Bidder agrees to be bound by and will comply with the provisions of ORS 279C.838; ORS 279C.840; or 40 U.S.C. 3141 to 3148 as applicable.

6.0 CONTRACT TIMES
The Bidder agrees that the Work, and any stages and/or milestones specified in Section 01040, Coordination, will be Substantially Complete and will be completed and ready for final payment in accordance with the General Conditions on or before the dates or within the number of calendar days indicated in the Contract.
7.0 LIQUIDATED DAMAGES
Bidder accepts the provisions in the Contract as to Liquidated Damages.
8.0 CONTRACT EXECUTION AND BONDS
The Bidder agrees that if this Bid is accepted, it will, within 10 calendar days after Notice of Final Award of Contract is provided to Bidder, sign the Contract in the form included herein, and will at that time deliver to the Owner the required bonds and certificates of insurance, and will, to the extent of this Bid, furnish all labor, machinery, tools, apparatus, and other means to do the Work and furnish all the materials necessary to complete the Work as specified in the Contract Documents.

10.1 The Bidder agrees to accept as full payment for the Work proposed herein the amounts computed under the provisions of the Contract Documents and based on the following lump sum or unit price amounts including installation of Owner-furnished equipment, it being expressly understood that the unit prices are independent of the exact quantities involved. The Bidder agrees that the lump sum prices and the unit prices represent a true measure of the labor and materials required to perform the Work, including all allowances for overhead and profit for each type and unit of Work specified in these Contract Documents. The Bidder shall provide prices for Work listed in numerical figures and words in the Schedule of Contract Prices.

Earthwork, grading, paving, and associated civil work as shown on the Contract Drawings.
Testing, startup, commissioning, and training associated with the project elements.

10.2.4 CASH ALLOWANCES: Bidder agrees that the following products (materials and equipment), as further described in Sections 01025, Measurement and Payment, will be furnished and paid for on a cash allowance basis. The allowance for “Unknown Utilities and Underground Obstructions,” “DCS Yokogawa Hardware/Programming,” “Hazard Operations Study,” and “RNG Equipment Procurement (Greenlane),” is not a ceiling and is used only to provide a figure in the Contract Price. It does not limit payment to the Contractor to this as a maximum amount or entitle the Contractor to this as a lump sum amount for the event of such occurrence. This allowance is intended to cover the costs of:
o Removing, relocating or maintaining underground obstructions and utilities pursuant to Part 3.C.4 of the General Conditions.

SECTION 16290 HARMONIC FILTERS
PART 1 - GENERAL
1.01 SUMMARY
A. SCOPE: This section specifies active harmonic filter power correction systems to reduce current harmonics and correct power factor on 480-volt power distribution systems. All filters will be installed in the Motor Control Center lineup.
1.02 QUALITY ASSURANCE
A. REFERENCE STANDARDS: 1. This Section incorporates by reference the latest revisions of the following
documents. They are part of this Section insofar as specified and modified herein. In the event of conflict between the requirements of this Section and those of the listed documents, the requirements of this Section shall prevail.
2. Unless otherwise specified, references to documents shall mean the documents in effect on the effective date of the Agreement. B. FACTORY TESTS: The manufacturer shall test the system performance at rated current and voltage while functioning as a harmonic correction device prior to shipment. A certified report shall be submitted at the successful completion of factory performance tests.

A. SYSTEM DESCRIPTION: System Voltage: 480 volts, 3-Phase, 3-Wire plus ground conductor.
B. OUTPUT LOAD CAPACITY: Rated capacity shall be the required current capacity at the voltage indicated meet the requirements of this Section, with all MCC loads operating.

C. CURRENT TRANSDUCERS: 1. Two 400-Hertz split core type current transducers shall be installed on phases
A & B at locations shown. 2. Transducer current ratings shall be 1000:5. 3. Current transducer output shall be 5 amperes full scale.
D. MODES OF OPERATION: 1. The power correction system shall inject harmonic current to cancel load
produced harmonic current so the upstream power harmonic current and voltage are reduced to below 5% TDD and 5% THD(V), respectfully. The system shall correct all types of nonlinear loads.
2. The applied circuit may be a single nonlinear load, a distribution-bus with multiple loads, or the facility load at the point-of-common coupling (PCC) with the power source.
3. The displacement power factor correction of the reactive current shall be activated or deactivated via a door-mounted human machine interface (HMI) with touch screen control.
E. PERFORMANCE REQUIREMENTS: 1. Input Power:
a. Voltage: Automatically adapted to 480V, 3 phase and ground conductor. b. Voltage Tolerance: +/- 10% of nominal. c. Frequency: automatically adapted to 50 or 60 Hertz, +/- 3 Hertz. d. Surge Withstand Capability: ANSI/IEEE C62.41-1991 without damage. e. Input Fuses: Class T rated at 200,000 AIC (amperes interrupting
capacity). 2. Output Performance: Performance of the power correction system shall be
independent of the impedance of the power source. 3. Harmonic Correction:
a. Limit the 3rd through 49th order harmonic current to <5% TDD at the main bus. Harmonic levels for individual harmonic orders shall comply with respective levels established in ANSI/IEEE std 519-1992, Table 10.3.
b. Limit the THD(V) added to the electrical system immediately upstream of the power correction system location(s) to less than or equal to 5%.
c. The power correction system shall not correct for power utility supplied voltage distortion levels.
4. Reactive Current Compensation: Maintain a set point of .99 lagging displacement power factor under all load conditions. Power factor shall not go “leading” at any point.
5. Both filters shall operate tandem (tie closed) or independently with all wiring required to achieve this requirement.
F. SYSTEM FEATURES: 1. Each unit provided with a current limiting function to protect the
semiconductors.

2. Non-critical level faults shall provide automatic restart and return to normal operation upon automatic fault clearance: a. Faults such as AC line over voltage b. AC line under-voltage c. AC line power loss d. AC line phase imbalance shall be automatically restarted.
3. Critical level faults shall stop the function of the unit and await Operator action to restart the power correction system: a. The display shall indicate the fault condition and “stop.” b. The run LED and relay shall be disabled and the fault relay enabled. c. Operator shall initiate a power reset by turning the power off and on.
4. The ratio of the two CTs shall be entered into the logic via the digital keypad/display to calibrate the operation of the power correction system.
G. OPERATOR INTERFACE SYSTEM: 1. Filters shall have a door-mounted human machine interface (HMI) with touch
screen control rated NEMA 4-12 (IP65), dust-tight and liquid-resistant. 2. HMI shall provide run/stop control from every screen. 3. HMI shall provide an oscilloscope feature to display specific parameters.
a. HMI shall display the mains voltage and CT current curves. b. Performance trend curves shall be displayed for load total RMS current,
load RMA harmonic current per phase, AHF harmonic current output per phase, AC mains voltage per phase, THDi, TDD, load RMS reactive current, and AHF RMS reactive current output.
c. Bar graphs shall be provided for display of the mains and load harmonic current amplitudes per harmonic order.
d. Selected internal curves shall be provided for diagnostic and performance checks.
e. Parameter adjustment shall be made via HMI and shall be password protected.
f. HMI shall record and display an event log with time and date stamp. Event log shall be cleared via the stop function or power-off. A minimum of 100 events shall be stored.
4. HMI shall provide external communications via a RJ45 connector. a. Ethernet TCP/IP shall provide remote run/stop and display of operating
parameters, set-up parameters and diagnostic functions. 5. HMI shall have a safety feature that shall lock out all other forms of control
during service and commissioning. a. After 15 minutes of non-use the lockout shall clear and control functions
shall revert to full functionality and remote control capability. 6. HMI shall display a flashing warning screen in the event of a fault. 7. HMI shall download pertinent parameters to a USB memory device to permit
remote diagnostic evaluations and to save unit set up parameters. 8. HMI shall include, but shall not be limited to, an on-board commissioning
guide with automatic detection features.

a. AHF shall automatically check for proper AC line phase rotation. Clockwise is required.
b. AHF shall automatically test for CT phase rotation and polarity. If installation is incorrect, a fault warning and lockout of operation shall occur.
c. AHF shall automatically calibrate the CT for optimum harmonic cancellation performance.
d. AHF shall perform at full capacity for a period of 15 minutes to validate components meet temperature performance requirements.
9. In the event any of the above cannot be reconciled, HMI shall lock out AHF function until commissioning agent corrects, verifies, and clears each test.
H. ENCLOSURE: 1. Each unit shall be provided in a wall mounted NEMA 1 gasketed enclosure.. 2. Disconnects:
a. The switchgear circuit breaker shall be utilized as the local disconnecting means.
3. Features: a. 42,000 AIC rated fuses with Class T actuation. b. Grounding lug.

2.03 WARRANTY
A. Provide a Warranty for the harmonic filters. Manufacturer shall warrant against defects in materials and workmanship for two (2) years.
PART 3 - EXECUTION
3.01 FIELD INSTALLATION
A. Take all necessary precautions to exclude moisture and foreign material from the equipment at all times during storage and installation. Care shall be taken to prevent corrosion of silver-plated contact surfaces and damage to relays and control devices.
3.02 FIELD QUALITY CONTROL
A. The following inspections and test procedures shall be performed during startup: 1. VISUAL INSPECTION:
a. Inspect equipment for signs of damage. b. Verify installation per drawings c. Verify ground conductors are properly sized and configured. d. Verify current transducer orientation and wiring to power correction
system.

e. Verify logic setup corresponds to performance specifications defined herein.
2. MECHANICAL INSPECTION: a. Check control wiring connections for tightness. b. Check power wiring connections for tightness. c. Check terminal screws, nuts, and/or spade lugs for tightness.
3. ELECTRICAL INSPECTION: a. Check fuses for continuity. b. Confirm input voltage and verify unit match. c. Check current transducers for proper phase location and orientation.
3.03 STARTUP AND SITE TESTING
A. The manufacturer shall provide field test personnel to initialize all equipment: 1. Submit test reports for each point of test. 2. Field test reports, conducted after the facility is operating under normal load
conditions, shall be required. Test reports shall be documented, signed, and dated.

NOTES:
1. THE GREENLANE SYSTEM CONSISTS OF EQUIPMENT ON FIVE EQUIPMENT
SKIDS AS WELL AS SEVERAL LOOSE ITEMS. THE RAW GAS BLOWER AND
BOOSTER COMPRESSOR SKIDS HAVE CONTROL PANELS MOUNTED ON
THEM. THE BIOGAS COMPRESSOR SKID CONNECTS TO A COMBINED PLC
CONTROL PANEL AND VFD LOCATED IN THE ELECTRICAL ROOM. THE PSA
SKID AND THE VACUUM PUMP SKID CONNECT TO THE PSA CONTROL
PANEL, ALSO IN THE ELECTRICAL ROOM. SKID MOUNTED MOTORS WILL
WIRE BACK TO THE RESPECTIVE VFDS IN THE ELECTRICAL ROOM
WITHOUT PASSING THROUGH JUNCTION BOXES OR CONTROL PANELS.
CONTROL, SIGNAL AND NETWORKING WIRING WILL BE PREWIRED ON
SKIDS WITH CONTROL PANELS. OTHER SKIDS MAY HAVE SOME
COMBINATION OF 120 VOLT CONTROL WIRING, 24 VOLT ANALOG SIGNAL
WIRING, AND/OR INTRINSICALLY SAFE WIRING TO CONNECT TO THE
REMOTE CONTROL PANEL. THIS CONTRACT DRAWING CALLS FOR ONE 120
VOLT CONDUIT FOR ALL 120 VOLT SIGNALS, ONE SIGNAL CONDUIT FOR
ALL 24 VOLT SIGNAL AND/OR NETWORK WIRING, AND ONE CONDUIT FOR
ANY INTRINSICALLY SAFE WIRING. CONTRACTOR MAY, UPON RECEIPT OF
THE FINAL SHOP DRAWINGS FROM GREENLANE, DELETE ANY CONDUITS
WHICH ARE NOT REQUIRED BY SHOP DRAWINGS.
2. WIRING BETWEEN RTO CONTROL PANEL AND RTO UNIT SHALL BE
ACCORDING TO RTO MANUFACTURER. WIRING WILL CONSIST OF 480 VOLT
POWER, 120 VOLT SIGNALS AND SMALL SOLENOIDS, AND 24 VOLT ANALOG
SIGNAL AND THERMOCOUPLE WIRING. THERMOCOUPLE WIRING MAY BE
COMBINED WITH 24 VOLT ANALOG WIRING. PROCURE CORRECT TYPE OF
THERMOCOUPLE WIRE PER TYPE LISTED ("J" OR "K").
