MINUTES OF THE CHANDLER ARTS COMMISSION MEETING

TUESDAY, January 16, 2018 5:00p.m.

CALL TO ORDER The meeting was called to order at 5 :03 p.m. by Kathleen Escobedo in the Vision Gallery Multipurpose room A104 at 10 East Chicago Street.

APPROVAL OF MINUTES Steven Velasquez motioned to approve the minutes of the November 11, 2017 Arts Commission meeting. Jose Benavides seconded the motion. The motion was approved unanimously.

SCHEDULE/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC None

ACTION AGENDA a) After reviewing the quotes for the badge emblems for the public safety training facility,

Jose made a motion to approve the quote from Signarama. Farhana seconded the motion, and it was approved unanimously.

BRIEFING ITEMS a) One piece each from the Creature a Day and Art Quilts exhibitions sold. b) Yvonne updated the commission on the Vision Kidz registration. c) The Santan Sun ran articles on Creature a Day and Safwat Saleem: Concerned but

Powerless. d) Michelle gave the commission background information on marketing efforts being done

through the Chandler Center on the Arts, including a Piper Grant that is helping to pay for it, and surveys being conducted on audiences. When results are in, Michelle will update the commission.

e) Peter is going to the California Marketplace to research items / vendors that might be good for Vision Gallery. Commissioners asked if a call had gone out for local vendors.

f) Michelle updated commissioners on the Rosales Family Fountain tile being removed. And that the AJ Chandler & Frank Lloyd Wright sculpture had been damaged and that we are working on getting it repaired.

MEMBER COMMENTS & ANNOUNCEMENTS a) Farhana informed the commission that she was accepted into Art Battle, and gave the

commission information about the event.

CALL TO ORDER The meeting was called to order at 5:03 p.m. by Kathleen Escobedo in the Vision Gallery Multipurpose room Al04 at IO East Chicago Street.

APPROVAL OF MINUTES Jose Benavides motioned to approve the minutes of the January 16, 2018 Arts Commission meeting. Emily Costello seconded the motion. The motion was approved unanimously.

ACTION AGENDA a) None

BRIEFING ITEMS a) Over 140 people attended the opening reception for Pacific Crest Trail. 25 people

attended the artist talk. 64 people attended Safwat's reception. Upcoming receptions for 1,000 Words and Hollywood in the desert. Commissioners are encouraged to attend.

b) As of Friday, 2/16, Safwat has sold 7 pieces as well as some smaller merchandise totaling $1,790. Marty has sold one $50 piece.

c) There has been a lot of press for Safwat's exhibition, including being listed in the Phoenix New Times and the Santan Sun News, and he has been interviewed by KJZZ. The PCT exhibition was listed on lots of online calendars, including local meetup groups. The Hollywood in the Desert exhibition has been listed on AZredbook.com, and will probably have write ups in the Phoenix New Times and the Santan Sun News.

d) The Chandler Museum shade structure is going before City Council on Thursday, 2/22. e) We are slowly making progress on replacing the broken granite on the base of the Frank

Lloyd Wright and AJ Chandler Sculpture.

MEMBER COMMENTS & ANNOUNCEMENTS a) Farhana informed the commission that she was a finalist in the Art Battle and enjoyed the

event. b) Jose will have work next month at Mesa Art Center on 3/17 and 3/18. Art cars will be

showcased. c) Emily's lightrail designs were approved.

CALL TO ORDER The meeting was called to order at 5:01 p.m. by Kathleen Escobedo in the Vision Gallery Multipurpose room Al04 at IO East Chicago Street.

APPROVAL OF MINUTES Farhana motioned to approve the minutes of the February 20, 2018 Arts Commission meeting. Jose seconded the motion. The motion was approved unanimously.

RATIFICATION OF ACTIONS TAKEN AT THE MARCH 20, 2018 MEETING a) Public Safety Training Monitors. The commission re-examined the quotes from Ford AV,

EAR and Sound Image. After discussing them again, Farhana made a motion to approve the Ford AV quote, Jose seconded the motion, and it passed unanimously.

b) High School art show jurying. The show had already been juried. Farhana and Jose helped Peter, and Laura Hales from the Scottsdale Museum of Contemporary Art, and the show is currently installed in the CCA.

SCHEDULE/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC

ACTION AGENDA a) Public Safety Training Facility - The PD & FD have requested 2 additional emblems,

one each for the PD & FD for the inside of the building. Steven made a motion to approve purchase of two additional emblems from Signarama. Farhana seconded the motion. The motion passed unanimously.

b) Public Safety Training Facility - The PD & FD have also requested a metal flag to be fabricated and placed inside their training facility. The commission decided that this would not be a good use of funds coming from the 1 % for the arts ordinance. Peter will reach back out to the project manager with some possible other options for the PD & FD to consider.

BRIEFING ITEMS a) At our next meeting, we should decide ifwe want to participate in In Flux for the

following year. Before this decision is made, the Arts Commission wants to know what

the budget is for next year, what other cities are participating, what possible spots are, and how many we would like to use.

b) Press - both the CUSD exhibition and the Object Inspiration exhibition were covered in the San Tan Sun News.

c) Ongoing public art project updates a. The Chandler Museum shade structure is in the final design stages b. The Victim Services ceiling is planned to install in May c. Public Safety Training Center

i. Badges are in production and should install in May ii. The video is currently being edited

iii. We decided on who will receive the monitor contract above d) Public Art Maintenance Issues - The AJ Chandler and FL W sculpture is scheduled to be

repaired in May e) Emily has resigned from the arts commission due to too many other commitments f) A new commissioner has been appointed and should join us at our May meeting. We will

also have elections for a new chair.

APPROVAL OF MINUTES Steven motioned to approve the minutes of the April 17, 2018 Arts Commission meeting. Kathleen seconded the motion. The motion was approved unanimously.

ACTION AGENDA a) Public Safety Training Facility- additional art for lobby. Based on input from the PD &

FD, Peter has created a call to artists. He has also brought forth the artwork of Ronnie Ziemba, who was suggested by the PD as somebody whose work th~y would be -interested in seeing in the facility. After discussion, Carolyn made the motion that the arts commission proceed with the call that Peter wrote. Steven seconded the motion. The motion passed.with Carolyn, Steven, Kathleen, Michelle and Kathleen voting for it, and Jose voting against it.

b) In Flux 2018-2019 - Peter reviewed questions from commissioners that were raised at the last meeting. Jose made the motion to wait until next meeting, when Peter should have more information, to make a decision, based on how many other cities are participating. Carolyn seconded the motion. The motion passed unanimously.

c) Chair elections a. Jose nominated Kathleen for another term as Chair. Steven seconded the motion.

a) CGCC bought a piece of Kathleen's artwork for their permanent collection b) Jose will be a part of Seattle's Solstice Exhibition in June c) Peter went to the American Alliance of Museums conference in Phoenix last Monday and

Tuesday and came back with lots of inspiration. Last Friday, Peter also attended a meeting hosted by the National Endowment for the Arts and got information on how to apply for funding.

police and fire departments would like to go in a different direction and asked if the Flag Art RFP could be replaced with an RFQ for photographs of the PD & FD. Carolyn made a motion to approve up to $10,000 for a request for qualifications from photographers, Steven seconded the motion, the motion passed unanimously.

b) In Flux 2018-2019-Kathleen made a motion to hold a July meeting to discuss the In Flux and Public Safety Training Facility in more detail, once we have more information on both. Farhana seconded the motion. The motion passed unanimously.

APPROVAL OF MINUTES Carolyn motioned to approve the minutes of the June 19, 2018 Arts Commission meeting as written. Steven seconded the motion. The motion was approved unanimously.

ACTION AGENDA a) Public Safety Training Facility - call to photographic artists. After discussion, Carolyn

motioned to approve the call to photographic artists with a minor clarification, stating that the chosen artist will create all new work for the PSTF. Steven seconded the motion. Kathleen and Michelle were in favor, Jose abstained. The motion passed.

b) In Flux 2018-2019 - after discussion, Carolyn made a motion to approve $5,000 for In Flux this cycle, with the option to discuss further opportunities once the annual budget is confirmed. Michelle seconded the motion. The motion passed unanimously.

c) Sprayprinter - after lively discussion, the commission agreed that Puro is not a good venue for a Sprayprinter mural. Staff will do additional research and get back to the commission at our next meeting.

d) Sponsorship Funding review panel - Carolyn nominated Kathleen to serve on the panel this year. Jose seconded the motion. The motion passed unanimously.

APPROVAL OF MINUTES Michelle motioned to approve the minutes of the July 17, 2018 Arts Commission meeting as written. Steven seconded the motion. The motion was approved unanimously.

ACTION AGENDA a) Public Safety Training Facility. After discussion, Steven made a motion to extend the call

for another month in order to receive more submissions before making a final decision. Julie seconded the motion. The motion passed unanimously

BRIEFING ITEMS a) Julie Ray is the new commissioner. She is a graphic designer, and moved to Chandler

from Tucson a little bit more than a year ago. She has experience with public art in Tucson and looks forward to sharing her knowledge with the Arts Commission.

b) Ongoing public art projects a. The Chandler Museum shade structure has been installed and has already received

a lot of positive reviews. Of the 208 fins, 4 were damaged in transit, and Peter is working with artist Jeff Zischke to get them repaired before the Museum opening on December 8.

b. We agreed to spend $5,000 on the In Flux cycle this year at our last meeting. At our next meeting, there will be an action item to decide how much we can allocate to the marketing budget which will be used to advertise the entire project across all the cities. Peter is hoping for $500 - $1,000

c. Public Safety Training Facility 1. City Manager Marsha Reed elected to reject the contract for the monitors,

so they were not purchased, and the funds remain in the budget. 11. Peter has reached out to colleagues in Phoenix and Scottsdale to get

examples of PD and FD public art projects from those cities. He plans to use these as examples and meet with PD and FD representatives from

MINUTES OF THE CHANDLER ARTS COMMISSION MEETING

CALL TO ORDER The meeting was called to order at 5:00 p.m. by Kathleen Escobedo in the Vision Gallery Multipurpose room Al 04 at 10 East Chicago Street.

APPROVAL OF MINUTES Steven made a motion to approve the minutes of the August 21, 2018 Arts Commission meeting as written. Michelle seconded the motion. The motion was approved unanimously.

ACTION AGENDA a) Site 6 parking garage - Kim Moyers explained that the new structure will be 5 stories

tall, made of glass and steel, and that there will be at least $100,000 for the arts commission to spend. She brought forth 5 different places where the developers were interested in having art. After discussion, Michelle made a motion for Kim & Peter to create two RFQs, for seating areas, and a shade structure, and to bring them to the next meeting. Steven seconded the motion. The motion passed unanimously.

b) IN FLUX budget-After discussing it at the last meeting, Peter formally requested $500 for marketing and advertising this year's IN FLUX project. Julie motioned to approve the funds, Steven seconded the motion. The motion passed unanimously.

c) IN FLUX representative - IN FLUX artists will be chosen this year by a panel made up of one representative from each of the six participating cities, as well as one outside juror. After discussion, Julie offered to be the representative from Chandler. Michelle motioned to choose Julie, Steven seconded the motion. The motion passed unanimously.

d) Public Safety Training Center photo RFQ- 5 artists submitted qualifications to the RFQ. After discussing all the entries, the commission unanimously chose Roni Ziemba' s proposal.

e) PSTC additional projects - Peter showed examples of 11 PD & FD public art projects from Phoenix and Scottsdale. After discussion, Steven motioned for Peter to suggest terrazzo floors for the PSTC. Michelle seconded the motion. The motion passed unanimously.

BRIEFING ITEMS a) Ongoing Public Art Updates

a. Museum Shade Structure - A few of the fins were damaged in transport. The artist is working to repair and replace them. There will be an all-day opening event on December 8, and the entire commission is invited.

b. IN FLUX-Peter explained the history of IN FLUX to Julie and Michelle. The call to artists is out, due October 12. We hope to have more info at the next meeting.

c. PSTC - covered in action items d. Processes -Peter explained Josh's visit to the commission at the last meeting.

Specifically, any decision made by the commission is a recommendation to the city, and that the city can choose to go with that decision or not. Peter is going to work with his colleagues in the city to come up with a more straightforward process, in order to avoid future situations where the commission makes a decision that the city administration decides to go against.

Jose went to burning man and came back inspired. He also has a solo show in the Roosevelt Row shipping containers. Steven would like for Chandler to have a defining public art piece like the "Bean" (Anish Kapoor's Cloud Gate) in Chicago. Peter mentioned that the new executive director of the DCCP is open to that sort of idea Kathleen reminded the commission about the Empty Bowls event at CGCC on 10/16.

ACTION AGENDA

a) Parking Structure: Peter will work to complete RFQs with Kim Moyers. The proposed amounts are $100,000 for the shade structure, $40,000 for seating. The city pays for engineering and installation costs - not part of RFQ. After the initial RFQ, finalists will be chosen. Peter suggested that the artists come in to present their proposals and answer questions. Discussion on merits of having a face-to-face presentation with Steven, Farhana, and Jose in agreement that this would be beneficial. RFQ's will be presented at November 20 meeting.

b) Public Safety Training Center Projects: PSTC photo project: Commission recommendations were forwarded, artist Roni Ziemba has verbally approved contract and will sign on Wednesday, October 17. The artist has a lot of experience working with PD & FD from other cities and it showed in her phone discussions with Peter. She is excited to have another person with an arts background working on the project, as she usually works only with PD & FD departments.

a. Museum: Peter will be meeting with lighting designer at end of the month. Michelle talked about a possible construction delay due to amount of rain. There has been no water/flood damage to the current construction. Please put Dec. 8 on your calendars to stop by for an opening event. There will be an update at the next meeting.

b. Downtown Library: The library renovations may impact the mural. Peter discussed that the mural may need to be de-commissioned ( de-accessioned). Before that is done, the artist will be informed. Jose asked about the procedure for de-commissioning an art piece. He also thought there was something in the council files that explain how this is done. Peter explain that art installations may be de-accessioned due to safety issues, inability for work to be relocated, or if the art becomes culturally inappropriate.

c. Maintenance: One bench at the CCA has repairable tile damage. Kathleen was asked to verify that the tiles in storage are the correct ones to use. Bus stop needs tile repairs.

b) Show Schedule: November: Quilts: Art Quilts at CCA, Things that Matter at Vision. January: Future Land AZ featuring the work of Sarah Hurwitz and Daniel Funkhouser at VG. Organically Askew, Barbara Cowlin & Autumn ROse. Mid Century Modem Chandler - Holly Metz, Glen McCullough, coordinated with Modem Phx week schedule. Exhibits will be included in newsletter. Also next year, Dani Godreau - cut paper artist and Vivienne Lux - works in black paper/color pencil. (T)o(ge)ther, which will look at our relationship to guns in Arizona. The artists will be Kari Wehrs and Nathaniel Lewis. Kari is a photographer working with tin types. Nathan approaches serious subjects with humor. The Chandler Unified School District annual show of student art will be in April. Peter discussed that the same person as last year will be coordinating the event and is well organized. It is expected to run just as smoothly. Last year there were more than 200 visitors at the opening reception. Summer 2019: Juried Botanical themed exhibit. Peter made the suggestion that the commissioners could jury the artist entries. Kathleen stated the commissioners would not be able to participate if jurying the show. Jose suggested a guest curator: Someone like Lori Lundquist would give the show credibility. Peter discussed that this show would be a good chance for a beginning artist with a low entry fee of$5.00 for 5 entries. This low amount would not be exclusionary. General agreement that the show would be open to artists throughout Arizona.

c) Website: A new website has been launched and is being maintained by staff rather than being outsourced. The site has a new email sign-up section and highlights of upcoming events with updated images.

d) Processes: Assistant City Manager Josh Wright joined the last meeting and clarified how the city council decision was made regarding the monitors for the police and fire departments (see September 2018 minutes). Getting the artist involved earlier in the process is more impactful. When a city department has funds, they can come to "us" for recommendations. Michelle added that Josh showed professional handling of how the funds are used and shared how process works.

Farhana: leaving for India (this evening) to attend a reception for ERASE Farhana: There have been a record number of grants awarded by the AZ Commission on the Arts. There are new artist research and development grants available.

Jose: participating (has a booth) in Day of the Dead Festival at St Mary's Basilica, Nov 4

Julie: Expressed disappointment that there are no elementary art teachers in CUSD. Steven stated that the schools are supplementing with "Art Masterpiece" volunteers for the classroom. Peter suggested the Vision Kidz classes. Michelle commented that the art standards have been defunded in the CUSD schools. Jose added that the arts are an important part of intellectual development.

Carolyn: Group welcomed her back. She is scheduled for one more surgery at the end of the month.

a) Parking Structure: Peter discussed the RFQs for seating and a shade structure, including the budget, deadline dates, and that the finalists will present in February. The city will pay for engineering and structural review. Michelle H asked about materials that could be used for benches, Jose asked about flexibility of the requirements. Julie pointed out a small typo. Michelle H made a motion to approve the RFQs with the fixed typo, Farhana seconded the motion, the motion passed unanimously.

a) Ongoing public art project updates:

a. Influx: Julie discussed the decision making process she attended at the beginning of the month, and announced that as our representative, she chose Pete Goldlust. Peter B explained that he has been in touch with Pete, and is looking forward to working with him on a 3D project that will go on one of the pedestals on Arizona Ave.

b. The Chandler Museum Shade Structure, Infinite Wave, has been installed, including lighting. Peter showed photographs and commissioners agreed it looks very nice.

c. The vinyl banners have been removed from outside of Vision Gallery, the rest of City Hall, and Arizona A venue. Peter talked with Michelle M about having them replaced with artist designed banners every two years. The arts commission could coordinate, and pay the artist fee, while the Cultural Foundation could pay production costs. Arts commissioners agreed this sounded like a good idea, and it will be an action item on the January agenda.

b) Public Art Maintenance Issues:

a. Peter hopes to have Kathleen's bench fixed by the January meeting, will provide update then.

b. The Police Officer's Prayer plaque was stolen from the Fire Administration courtyard, and the police department emblem was vandalized on the public safety training facility. Both will be replaced with funds from risk management, but Peter and Yvonne are working to help coordinate.

c) City Processes: Michelle Mand her superiors are still working to formalize the process of requesting public art projects throughout the city. Peter gave her some preliminary forms, and the language is under review. Peter will report back when he hears more.
