Things are looking up today, thanks to the auto bailout and considerable help from the federal stimulus. Are happy days here again? Probably not, considering Kokomo has lost a quarter of its work force over the past decade, and many of the remaining auto jobs don’t pay what they once did. That’s the reality President Barack Obama confronts as he makes his historic visit to Kokomo today. Michael Harris, chancellor of Indiana University Kokomo, sees today’s presidential visit as a singular “teachable moment.” Harris is no stranger to auto towns. He was provost of Kettering University in Flint, Mich., prior to coming to IU Kokomo. There he taught public policy and oversaw partnerships with international manufacturing and energy companies. So he’s well aware of what it’s like for a town to be dependent on manufacturing jobs. That’s part of why he came to Kokomo, the most manufacturing-dependent city in America. Creating a work force “prepared to deal with the economy of the future, with the economy of innovation, with the economy of knowledge,” is the only way, Harris said, of getting the Kokomo region past the troubling downside of the manufacturing economy. “American auto manufacturing was used to selling 19 million cars a year, and now it sells 12 million. It’s going to go back, but we need to continue to transform ourselves,” he said Monday. “We have good Hoosier values, but we need a global perspective.” IU Kokomo celebrated its 10,000 graduate recently, but the Kokomo region remains below state and national averages for the percentage of residents with post-secondary degrees. Transforming the region means raising that percentage, Harris said, through the basic tactic of encouraging “more and more kids, at a very young age,” that college is a necessity. Harris said he believes the United States will eventually win the global competition it’s now engaged in, primarily because of our shared values. A contributor to everything from academic journals to the morning show “Fox and Friends,” the South African-born Harris, who grew up in Israel, is an admirer of the American commitment to freedom and democracy — and to entrepreneurship. “We’ll win because of entrepreneurial skills, entrepreneurial culture. We’re the City of Firsts, and there’s got to be a culture of innovation here. But we’ve got to remember a lot depends on advanced education and building coalitions.” What would a coalition look like?
