The Fluvanna County Business Person of the Year Award was established by the Chamber of Commerce in 1997 to give recognition to a business person who has made outstanding contributions to set the example in business as well as in community service. An awards committee is established to select this individual, with the award being presented at the annual membership meeting. The business person nominated for this award must be in business at least 3 years and have exhibited special abilities in the growth of their business, plus be involved in their community.
Vicki Wilson was presented the 2013 award by Fluvanna County Chamber of Commerce president Scott Valentine.

Location: Centrally located in the heart of Virginia, Fluvanna County is about 25 miles east of Charlottesville, 60 miles west of Richmond, 120 miles south of Washington, D.C., and within 45 miles of the scenic Skyline Drive. Fluvanna County’s south boundary is the James River, which separates Fluvanna from the counties of Buckingham and Cumberland. To the west is Albemarle County; to the north, Louisa County; and to the east, Goochland County.
Topography: Fluvanna County is located in the Piedmont Plateau Physiographic Province and is characterized by gently rolling hills. Covering 286 square miles of land, two thirds of which is forested, most open land is devoted to farming and grazing. Elevations above sea level range from about 200 feet at the Town of Columbia to about 550 feet at Zion Crossroads. Fluvanna offers a moderate climate, with winds from the south. According to Sperling’s Best Places data, the temperature range is from an average low of about 26 degrees in January to an average high of about 87 degrees in July. The rainfall is about 41 inches and the snowfall about 17.9 inches per year. On average, there are 210 sunny days annually.
Population: Fluvanna County’s population, at the time of the 2010 census, was 25691. We experienced a growth of 28.15% from 2000 to 2010, which paled in comparison to the 61.29% growth from 1990 to 2000. While the county is still mostly rural, larger concentrations of residents may be found at Lake Monticello, Palmyra, and Fork Union.
Local Economy: The Virginia Employment Commission’s Community Profi le for Fluvanna includes data from the Quarterly Census of Employment and Wages (QCEW). Results from the third quarter in 2012 show these as the top ten industries in Fluvanna County: Government, Local Government, Construction, State Government, Accommodations and Food Service, Health Care and Social Assistance, Retail Trade, Administration and Support and Waste Management, Educational Services, and Other Services (except Public Administration). Commercial activity within the county is centered at Fork Union, Lake Monticello, Palmyra and Zion Crossroads. Fluvanna County is one of the few counties in Virginia that does not levy a BPOL (tax on business gross receipts). The Economic Development Authority of Fluvanna County, Virginia is authorized to issue tax-exempt revenue bonds. The Fluvanna County Chamber of Commerce, the Economic Development Authority, and the County’s Economic Development Department are very active in support of businesses, including community-based “cottage” industries.
Cultural Activities: With the completed renovation of the Carysbrook School Auditorium in 1997, Fluvanna County gained a home for the arts: The Carysbrook Performing Arts Center. With concerts, community theater productions, lectures, and other events provided September through May by the Fluvanna County Arts Council, Inc. county residents are provided with activities to suit every taste. With its close proximity to Charlottesville, Richmond, and Washington D.C., Fluvanna County is in a unique geographic location to offer easy access to the widest range of cultural events. The Fluvanna County Library has approximately 60,000 volumes, videos, and compact discs in the facility that opened in 2008. The library also sponsors a wide variety of programs for the benefi t of children and the adult population. The library has a computer lab with internet access for public use.
Education: As of fall 2013, Fluvanna County will operate fi ve public schools – three elementary (one each pre-K & K, 1st *& 2nd, 3rd & 4th grades), one middle/intermediate school, and one high school. The new high school, on Route 53, enrolled its fi rst students in fall 2012. Five private schools are also located within the county: Effort Christian School and Preschool, Fork Union Military Academy (FUMA), The Light Academy, Oakland School,
and Open Door Christian School. The University of Virginia in Charlottesville is composed of undergraduate, graduateand professional schools. Piedmont Virginia Community College (PVCC), offers a wide variety of classes and degrees on its campus, at satellite locations within the county, and online. Other institutions of higher education within an easy commute of Fluvanna County include J. Sargeant Reynolds Community College in Goochland County; the University of Richmond, Virginia Commonwealth University, and Virginia Union University in Richmond; Longwood University in Farmville; and Mary Baldwin College in Staunton.
Health Care: Numerous health care professionals operate within the county covering a wide range of specialties including Pediatric, Family, and Internal Medicine. Dental, eye, physical therapy, counseling, pharmacy, and veterinary services are also available. Central Virginia Health Service operates facilities in Buckingham County (Central Virginia Community Health Center in New Canton) and in Louisa County (Health and Wellness Center of Louisa). Fluvanna County is fortunate to be conveniently located to the world-renowned University of Virginia Medical Center with a Level I trauma center and the community-based, not-for-profi t, Martha Jefferson Hospital, both in Charlottesville. Pegasus Flight Operations covers the county, providing helicopter transport in emergency medical situations.
Leisure Activities: Fluvanna County has abundant natural resources, including the James, Hardware, and Rivanna Rivers. These waterways, along with other natural areas, provide ample opportunity for hunting, fi shing, boating, hiking, and other outdoor activities. Within the county are the state operated 1,034 acre Hardware River Wildlife Management Area, the Rivanna Conservation Society’s 100 acre Scheier Natural Area, and the Fluvanna County Heritage Trail Foundation’s trails (between historic Palmyra on Rt. 15 and Pleasant Grove on Rt. 53). Ruritan Lake is a particular favorite of outdoor enthusiasts. Note: As of January 1, 2012, the Virginia Department of Game and Inland Fisheries (VDGIF) requires an Access Permit to department-owned Wildlife Management Areas (WMAs) and public fi shing lakes for visitors who are age 17 and older, unless they possess a valid Virginia hunting, freshwater fi shing, or trapping license, or a current Virginia boat registration. The County Parks and Recreation Department operates a gymnasium and community center and sponsors over 33 programs and fi ve athletic leagues. There are nine ball fi elds and two tennis courts. The county also owns a 969 acre property, “Pleasant Grove,” near Palmyra. Activities open to residents and property owners of the Lake Monticello community center around a 352 acre manmade lake. The main lake is open for swimming, boating, water skiing, diving, and fi shing. There are fi ve beaches for access to the water and a marina with a boat ramp for trailer accessibility. In addition to the water activities, the LM community offers a par 72, PGA championship golf course; basketball courts; a baseball fi eld; a soccer fi eld; and two playgrounds with cook-out facilities.
Media: Local television stations received through much of the county include NBC, CBS, ABC, FOX and PBS affi liates in Charlottesville and Richmond. The Charlottesville stations provide frequent coverage of county news and events. Stations affi liated with the other national networks can be received throughout the

county. Cable television service is available at Lake Monticello and in some other areas of the county. Satellite service is available to county residents interested in expanded coverage. Two weekly papers provide regular coverage of Fluvanna – The Fluvanna Review and The Rural Virginian. Both are Chamber members. (There are additional weekly papers available in our area.) The daily papers for our region are Charlottesville’s The Daily Progress and Richmond’s The Richmond Times-Dispatch. There are numerous public broadcasting and commercial radio stations whose signals reach Fluvanna County, including the stations from Chamber members Charlottesville Radio Group and Monticello Media.
Public Service: The Sheriff’s Department and the Virginia State Police provide law enforcement for the entire county. Lake Monticello Police Department operates primarily in the Lake community. Volunteer fi re and rescue squads serve throughout the county providing an exceptional level of service. Roadways & Transportation: Interstate 64 crosses the county’s northern tip and provides direct access to Charlottesville, Richmond, and the Tidewater region. U.S. Route 15, a major north-south highway, runs through the center of the county. State Route 6 runs east-west at the southern end of the county. Scheduled air, rail, and bus service is conveniently located within an easy commute of the entire county.
Utilities: Electricity is provided by Dominion Power or the Central Virginia Electric Cooperative. Telephone service is available through Comcast and CenturyLink and cellular coverage is also available in most parts of the County. Public water and sewer are available at Lake Monticello and portions of Palmyra. Public water service is available in portions of Fork Union.
History of Fluvanna County: The area which is now Fluvanna County was once part of Henrico County, one of the original shires of the Virginia Colony. Henrico was divided in 1727 and the Fluvanna County area became a part of Goochland County. In 1744 Goochland was divided and the area presently known as Fluvanna became a part of Albemarle County. Finally, in 1777, Albemarle County was divided, and Fluvanna County established. The County was named for the Fluvanna River, the name given to the James River west of Columbia. Fluvanna means “Anne’s River” in honor of Queen Anne of England. Fluvanna was defended by six militia companies during the Revolution. Fluvanna was invaded by British forces in 1781 when the Point of Fork Arsenal was destroyed. No Civil War battles were fought in Fluvanna, but Union soldiers burned mills and bridges and also damaged the James River canal.From an initial 882 “tithables,” the population reached 3,300 by 1782. Columbia was formed in 1788 with Bernardsburg and Wilmington following soon after. Lyles Baptist Church was organized in 1774 and the formation of the Methodist denomination had its roots in a Conference held in Fluvanna in 1779. The “Brick Union” Church was built in 1825 for the use of Episcopalians, Methodists, Baptists, and Presbyterians. The village of Fork Union grew up around that church (now called Fork Union Baptist Church). The Rivanna Navigation Company was organized in 1805 to improve the Rivanna River. Eventually a series of locks and dams were built from Columbia to Milton, fi ve miles below Charlottesville. The James River and Kanawah Canal, which was completed in 1840, ran along the James on Fluvanna’s southern boundary. Both canals brought prosperity to the County until they were supplanted by the railroad in 1881. Palmyra was made the county seat in 1828 and it quickly became a thriving town after the completion of the courthouse in 1830. There were numerous successful gold mines located in the eastern half of the County during the 1830’s. Palmyra has seen many changes and still offers tranquility.

Purpose: The powers and duties of the County Board of Supervisors include the administration of state laws in the county, approving and enforcing county ordinances, approving the annual county budget, determining and levying county taxes, and the general supervision of county governmental affairs. Further, the Board is responsible for making citizen appointments to the various governmental boards and commissions existing in the state.
Membership: Board members are popularly elected to represent each county election district. The term of offi ce is four years, with no restriction on the number of times re-election may be sought. Election of membership to the County Board of Supervisors is staggered, thus allowing overlapping terms of offi ce.
Selecting the BoardQualifi cations – Candidates for the Offi ce of County Supervisor must be residents of their county and district for at least thirty days, the State of Virginia for at least one year, and a citizen of the United States. Candidates must also be at least eighteen years old and registered to vote. Candidates for the Offi ce of County Supervisor may run as independents or as members of a particular political party.Election – Election of the County Board of Supervisors is conducted under the election laws of the Commonwealth of Virginia. The Code of Virginia requires that the election be held on
Tuesday after the First Monday in November of odd-numbered years. Supervisors are elected for a four-year term, which begins on the fi rst day of January following the election.
Meetings: Virginia law requires that a county governing body meet at least once per month. The day and time of meetings are adopted by resolution of the Board during the same organizational meeting in January at which offi cers of the Board, by-laws, and rules of order are determined.
Due to possible changes each year, it is important that citizens pay special attention to the results of the organizational meeting each January. Each meeting is open to all citizens. Citizens may address the Board on any topic relevant to county government during the public address portion of the Board meeting – usually early in the agenda.
For 2014, meetings are the fi rst Wednesday of each month at 4:00 p.m. (with a work session at 7:00 p.m.) and on the third Wednesday of each month at 7:00 p.m. in the Circuit Court Room at the County Courts Building in Palmyra.

Duties include ensuring faithful execution of ordinances, resolutions, directives and orders of the governing body and the laws of the Commonwealth; reporting on the affairs of the county; receiving reports from, and giving directions to, all heads of offi ces, departments and boards of the locality under his control and supervision; submitting an annual budget, executing the ad-opted budget, and keeping the governing body fully advised on the fi nancial status; appointing all offi cers and employees, or authorizing others to make appointments.

Box 550, Palmyra, VA 22963The duties of the Clerk of the Circuit Court fall into two categories: (1) activities associated with the operation of the Circuit Court, such as processing and record keeping of all judicial proceedings which take place in the Circuit Court, and (2) ac-tivities which the Clerk performs for the county government, such as general record keeping for the county; recording divorces and election results; and issuing marriage licenses. Also to be found in the Clerk’s offi ce: military service records, certifi cates denoting partnerships, and passport applications. With the exception of papers relat-ing to adoptions, all materials in the Clerk’s offi ce are a matter of public record and open to any citizen for research and review. Each person who uses the services of the Circuit Court pays a fee for services rendered, where appropriate and mandated by state and local ordinance.

The process of raising local money for the operation of government in the county begins in this offi ce. Basically, the duties of the offi ce are:
1. assessment of individual and fi duciary income taxes;2. real estate assessments (power limited by law);3. assessment of tangible personal property; and4. administration of state and local license taxes.

The Commonwealth’s Attorney handles civil matters, such as forfeitures, which are authorized by statute. To prepare all criminal cases pending in the courts, duties include: communication with victims and wit-nesses; legal research regarding the elements of offenses, plus the admissibility of evidence; and advising citizens, police, and magistrates prior to the fi ling of charges.

The Director works with County of-fi cials to develop strategic plans for economic development and represents the com-munity in presentations to private industry. The Director also markets Fluvanna as favorable for business relocation or expansion. As part of the economic development effort, the Director may write policies or draft incentives that are designed to attract new business opportunities. Relocation of a new business to Fluvanna and expansion of existing fi rms can create new jobs for residents and generate additional revenues for the county, enabling us to expand services and infrastructure, regulate sprawl, and keep taxes low.

The Treasurer is thus responsible for the safe keeping of all monies that come to the county. As required by state law, the Treasurer’s books are open for inspection by anyone, at any time during normal working hours. Duties include:
1. the collection of local and state taxes;2. the maintenance of a general accounting of all county expenditures;3. keeping the Board of Supervisors informed on the fi nancial condition of the
county;4. the fi ling of certain reports on tax collections with the state; and5. the investment of any surplus funds to earn income for the county.
Fluvanna County Seal and FlagThe offi cial seal of Fluvanna County incorporates the Revolutionary War Arsenal at Point of Fork, and a branch of persimmons at the top of the interior crest. Persimmons were once an integral part of Fluvanna pride. Persimmon trees grew wild and were easily spotted throughout the county. In the year 1777, Fluvanna County was formed from Albemarle County during the American Revolution. The County Seal (see page header) is the centerpiece of the county fl ag. On the fl ag, a diagonal blue band repre-sents the Rivanna River and a blue band along the bottom symbolizes the James River. These two rivers meet in Fluvanna County.
