ber through April). All concerts are now at River Ridge Auditorium. They are free, but a $2 donation is suggested at the door. The band has quite a following! We usually come close to filling the auditorium. I have directed the band since 1973! It has, in that span of time, grown from 18 players, to 85 players some years, especially during the months of December through March - when all the “snowbirds” and Canadians are here.

Special Ribbon CuttingApril 13, 2017 - 12:00pm - NPR Public LibraryWEDU PBS Announces Donation of Multimedia Library Corner to New Port Richey Public Library -New Port Richey— WEDU PBS announced today that the New Port Richey Public Library will be the recipient of the first four multi-media library corners the public broadcasting sta-tion will donate to area public libraries. The station plans to donate more than 16 multi-media library corners throughout its 16-county coverage area in West Central Florida. New Port Richey Public Library, Safety Harbor Public Library, Lake Wales Public Library, and North Port Public Library were each notified they would be the first recipients of a WEDU PBS Phyllis L. Ensign Library Corner. The $4 million gift was the largest gift to WEDU in its 58-year history. Donors who make a

planned gift to the station through a will are designated as Visionar-ies. “This generous bequest is helping WEDU expand services on-air and in the community to the more than 5 million people we serve,” said Susan Howarth, WEDU President and CEO. “WEDU placed Mrs. Ensign’s gift into WEDU’s Endowment, which is providing long-term support for WEDU’s operating budget. Those funds are supporting projects that we believe will honor Mrs. Ensign’s gift such as her love of reading to children at the local library. That means WEDU PBS Phyllis L. Ensign Library Corners will be inspiring and educating thousands of children throughout West Central Florida,” said Howarth. The library corners will include a bookshelf with a robust collection of PBS Kids books, DVDs, and CDs for the library’s lending collection. The library corners will also include a reading rug, 2 electronic tablets loaded with PBS apps, a collection of 6 turnkey activity sessions with edu-cational materials, take-home materials including a family resource guide, activity sheets, bookmarks, pencils, and more. WEDU will also provide the library staffs from each location a free training session on Florida PBS Learning Media, PBS Read-Aloud Program, and PBS Kids Lab. “WEDU has worked extensively with the public library systems to provide additional community outreach activities. Thanks to the generous bequest from Mrs. Ensign, we now can add a permanent platform of WEDU’s multi-media PBS Kids Resources to the public libraries’ collections. It’s a powerful and exciting opportunity to help inspire a love of learning in children,” said Gail Taylor, WEDU Director of Educational Services. WEDU, in partnership with each library, will host community ribbon cutting celebrations complete with a PBS Kids character appearance, activities, book giveaways, and official open-ing of the library corners beginning this summer. Will Passion Equate To Participation?No election in recent history has created the spirit and engage-

ment of the first amendment like the 2016 Presidential Election.  Supporters and protesters from both sides of the aisle have and continue to make their voices known.  I imagine this level of compassion is exactly what our founding fathers envisioned when they crafted the Bill of Rights, and I’m confident they would be applauding these displays as the true spirit of America! 

The nearly 75% voter turnout In Pasco County in the 2016 General Election should be a source of pride to all of us; however, given the history of turnout in Pasco County, this high percentage is the exception not the norm.  In our last midterm General Election, only 46% of Pasco voters cast their ballots in the important races that directly affect us most.  These elections which determine our representation on a local level, e.g. state congressional candidates, local commissioners, etc. are where our passion for engagement and change should begin.  It’s the very foundation of Government of the people, by the people, for the people.  To use the thoughts of another very wise person who addressed the need for a firm foundation, it’s inadvisable to build a house on shifting sands. 

While I am assured our forefathers are looking favorably upon our engagement, I am not nearly as certain they would be equally enthusiastic about the gridlock of divisiveness that exists in our country today.   Although it is American to have differences of opinions and ideologies, change begins with every voter who chooses to cast a ballot. Collectively, the voices of the voters possess power, and I’m hopeful the spirit and engagement we are seeing today will equate to your votes in the very near future.

I am excited to announce the develop-ment of a new law enforcement training

facility in our county that can have great advancement opportuni-ties for both law enforcement and our local economy.

The Florida Forensic Institute for Research, Security & Tactical Training, or FIRST, is planned to be housed near the Land O’ Lakes Detention Center. The objective of the current initiative is to create a physical space for indoor and outdoor facilities for the Florida Institute for Forensic Anthropology & Applied Sciences (IFAAS). This was established as a State of Florida Type II Research Insti-tute at the University of South Florida in 2014 to provide a range of services to law enforcement and medical examiners around the State. The FIRST will include lab space for research, applied forensic services in case work, education in the areas of forensics, anthropology, geochemistry, legal medicine, forensic intelligence, aviation reconstruction, and cyber forensics. This will also include a classroom, morgue, training facility, research and service labs, and evidence storage. The facility will service the entire State of Florida and be a resource to other Universities and forensic sciences centers throughout the State and beyond. Most notably, it will be the only research center offering this unique range of critical services in Florida, and only one of six in the world.

This project will create a partnership between the Pasco Sheriff’s Office, Pasco-Hernando State College, and others as the only major, state-wide resource for forensic research, training, and criminal investigations that will benefit the entire state, through a land use agreement for space including an outdoor research area and forensic science and intelligence facility.

Through education and training, the facility will be able to enhance preparedness and build capacity to prepare for, prevent, and respond to missing person investigations, homicides, and critical incidents such as complex coordinated terrorist attacks. Recent events such as the Pulse nightclub massacre demonstrate the great need for communities to build and sustain capabilities of local, state, tribal, and territorial jurisdictions to enhance their preparedness for complex critical incidents. Research is needed to identify capability gaps, train personnel, and the whole com-munity to implement the plans and processes and build needed capabilities.

Through this initiative, we will be able to increase the Institute’s capacity for research and training in the following areas:• Develop innovative new tools for forensic soil and bone chemistry,

facial imaging, and remote sensing to be used at crime scenes.• Create an indoor and outdoor space for evidence processing,

testing, and storage in the areas of crime scene forensics (i.e., prints and tool mark evidence), cyber forensics, anthropology, legal medicine, geochemistry, 3D scanning and visualization, and DNA.

• Educate and provide advanced specialized training to law en-forcement, prosecutors, medical examiners and the military in areas of violent crime scene processing and reconstruction.

• Promote creative, innovative, and replicable approaches to pre-paring for and responding to complex forensic scenes involving active shooters, explosive devices, multiple locations, and mass causalities.

Local leaders Florida Senator Wilton Simpson and Florida House Representative Danny Burgess will be championing the funding of this project by the Florida Legislature in the upcoming state budget. With their assistance, this project will elevate Pasco County to the forefront of the forensic science community. This is an exciting project that will truly place Pasco County on the map.

Heather Grimes, Pasco County’s As-sistant County Administrator for Internal Services, has joined our Clerk & Comptrol-ler team, assuming the position of Chief Administrative Officer March 27. 

Heather, who grew up in Tampa and earned degrees from the University of South Florida and Saint Leo University, has been with Pasco County since 2004. In her most recent role as chief of Internal

Services, she oversaw a variety of key functions including: Budget Office, Accounting and Fiscal Services unit, Human Resources and Risk Management, Purchasing, Information Technology, Facilities Management, and Fleet Management. Additionally, she served in a multitude of special assignments and projects, not least among them assisting with transitions following the retirement of several of the County’s long-tenured top executives.

Heather concedes she was reluctant to leave the County during the final months of Administrator Michele Baker’s tenure; however, as she observed in her resignation letter, “This position will allow me to continue serving the community I love while working for another great leader in this County.”

Certainly, our gain creates a tremendous loss for the County. We will do what we can to help our partners while they seek Heather’s successor. In her new role, she leads the crucial admin-istrative/support side of the Clerk & Comptroller’s Office. We are delighted with this opportunity, and know Heather makes a terrific addition to our team.

Under federal law, Metropolitan Planning Organizations (MPOs) are responsible for bringing together local communities to create long-range plans and priorities for major transportation projects. In the federally-defined Tampa Bay Transportation Management Area, there are three MPOs serving Hillsborough, Pasco, and Pinellas Counties working together to address local and regional needs. Every four years, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) conduct a review to certify that all MPOs are satisfactorily meeting the requirements for metropolitan transportation planning, as defined in federal laws and regulations.

The federal review team would like you to share thoughts on how transportation planning is conducted here.
