Total Cost of Ownership - A Key Discriminator • The owner (Army) must manage assets for their entire economic life. • The designer and contractor only must deliver a functional facility on day one. • The sustainability of an asset is not a separate effort, even though it comes

from separate pots of money. Plan for the whole. • Sustainability is critically and profoundly impacted by initial design and

construction decisions. • Smart facilities provide the feedback and situational awareness for continued

good decision making and resiliency. • Understanding TCO and sustainability was a big part of the ARL success and why

it is still operational almost 20 years later! • The overall least cost decision is the best decision for the owner! • The Army must add TCO and “Asset Efficiency” to the solicitation and make

them selection criteria.

Recommendations 1. A team approach must be established! 2. Need management and worker buy-in! Establish vision and strategic plan

and distribute to all. 3. Holistic Approach – Not one building at a time, each asset must fit into a

larger system. 4. Not just MILCON but ultimately all procurements. GSA has been using

DBOM, DoD has been trying private public partnerships. Keep trying! 5. Use a Total Cost of Ownership approach to understand ramifications of all

decisions – Consider ANSI recognized APPA 1000™ for TCO – similarities between campus and installation.

6. Using TCO you can identify the impact of shortfalls earlier so that contingency preparations or arguments can be made for more resources.

7. Facilities and Installations must be viewed as integral to mission! 8. If we fail the enemy wins!
